The Council’s Charter

A council has the following charter:

- to provide directly or on behalf of other levels of government after due consultation, adequate, equitable and appropriate services and facilities for the community and to ensure that those services and facilities are managed efficiently and effectively

- to exercise community leadership

- to exercise its functions in a manner that is consistent with and actively promotes the principles of cultural diversity

- to promote and to provide and plan for the needs of children

- to properly manage, develop, protect, restore, enhance and conserve the environment of the area for which it is responsible, in a manner that is consistent with and promotes the principles of ecologically sustainable development

- to have regard to the long term and cumulative effects of its decisions

- to bear in mind that it is the custodian and trustee of public assets and to effectively account for and manage the assets for which it is responsible

MINUTES OF THE TOURISM/ECONOMIC DEVELOPMENT STEERING COMMITTEE MEETING OF LOCKHART SHIRE COUNCIL HELD AT LOCKHART SHIRE COUNCIL OFFICE ON TUESDAY, 2 AUGUST COMMENCING AT 6.35PM. PRESENT Mrs Myra Jenkyn, Mrs Susan Creek, Councillor Derek Douglas, Mr Greg Smith, Mr Colin Wiese, Tourism/Economic Development Officer (Jennifer Connor). APOLOGIES Ms Sandra Johnstone, Councillor Gail Driscoll, Ms Justine Isherwood, Mrs Raeleen Pfeiffer. LEAVE OF ABSENCE Cr Derek Douglas advised he will be absent from the September meeting. CONFIRMATION OF MINUTES The minutes of the Meeting held Tuesday, 7 June 2016, as printed and circulated, be taken as read and confirmed on the Motion of M Jenkyn. 1. Economic Development

Council commissioned Crowe Horwath to conduct a feasibility study to explore economic opportunities to support its population growth aspirations into the future, concentrating initially on opportunities for the Industrial Park in Lockhart, and the Commercial Precinct in The Rock. The final stage of this process was the conducting of community consultations in each of those centres to gain an appreciation of the local views of residents about these issues. The study outlined two core approaches: a business as usual approach and a differentiation approach. Community feedback clearly demonstrated support for a business as usual approach at both centres. No appetite existed for either a Council or community funded differentiation approach. The study has highlighted a number of important matters that should be progressed: • The advantage of positioning Council as “open for business’ and ‘business friendly’. In order to

support these claims, Council must ensure that it works to understand business needs and tailors its offering and support to assist owners/tenants in achieving their needs,

• Positioning The Rock as a “destination” town, attracting both day-trippers and weekenders to come and sample its offerings,

• The need to develop a Strategic Marketing Plan and ensure marketing materials focus on the value proposition of the business location, community and municipality,

• The requirement to tailor incentives to meet individual business needs and ensure sufficient funding is available to support staff in negotiating such incentives,

• The creation of a town masterplan at The Rock to identify the preferred location of a commercial hub that will support availability of commercial shopfronts, and how to effectively create linkages between the Olympic Highway and this nominated commercial hub, and

• The importance of working with building owners in the existing commercial hub of Urana Street, The Rock in order to support retention of viable shopfronts.

• Ongoing and proactive focus is required in order to identify and win businesses into our shire area.

Crowe Horwath will be facilitating a workshop to hone in on the more specific actions which Council wishes to take to promote economic development and to determine how it wishes to resource the actions to be taken. Members of the Tourism and Economic Development Committee will be invited to attend this workshop. Copies of the Feasibility Report is attached for your information. Recommendation: That the information be noted. Notes:

2. Lockhart Shire Business Excellence Awards

The TEDO has met with the President of Rotary to discuss working together to conduct the Lockhart Shire Business Excellence Awards, and to the hosting of the Awards in conjunction with a Rotary Dinner. Rotary have indicated they are interested in being part of the Awards. It is hoped that the Business Excellence Awards will not only raise the profile of local businesses, but will also raise the profile and member numbers of Rotary, who continue to work for the benefit of our community. The TEDO has requested Rotary consider the proposed dates, categories and presentations of the Awards and revert following discussions. There was a suggestion by the President of Rotary that early 2017 would be a suitable time. The TEDO will continue to liaise with Rotary. Recommendation: That the information be noted. Notes:

3. Business Survey

The Annual Business Survey has been completed. A strong response was received by those in the agricultural industry. Information will be used to assist with Council projects. The survey indicated 91.11% of businesses being optimistic or slightly optimistic about the future of their business, a significant increase from 72.55% last year. A report on the Business Survey will be submitted for the August Ordinary Meeting of Council. Recommendation: That the information be noted. Notes:

4. Shop the Spirit and Win - Lockhart

Shop The Spirit and Win is an 8 week spring shop locally campaign targeting Lockhart town centre. The campaign will run from Saturday, 8 October (Spirit of the Land Festival) to Friday, 9 December (Spirit of Christmas evening), with an aim to revitalise shopping in the town, to promote businesses to the wider community and to encourage shopping locally. 18 main street businesses have confirmed participation in the campaign, with each businesses sponsoring a $50 shopping voucher to be redeemed in their store. The campaign will be promoted through Spirit of the Land Festival, and as part of Shire print, radio and social media promotions.

5. The Rock Shop Local Promotion

The TEDO has contacted The Rock Progress Association regarding a possible Shop Promotion for their town centre. The proposed idea is to produce a postcard featuring produce from local shops – coffee, food, giftware, combined with some of the town highlights. The postcard would include brief text promoting The Rock, and can be used by both visitors and locals. The Rock Progress have confirmed their support for the project and the TEDO will be liaising with them on the project. Recommendation: That the information be noted. Notes:

6. Lockhart Shire Photo Competition

The winners of the Love Lockhart Shire Photography Competition have been announced, with a good mix of both local and non-local winners including runner ups from Victoria and Queensland. The winning photos have been loaded on to the Lockhart Shire Facebook page and has received strong support. Judging was undertaken by Eastern Riverina Arts, and the photographs will go on display at next The Rock Museum open day on Saturday, 6 August. Details of the 2017 competition are available on the website with promotion as relevant. Recommendation: That the information be noted. Notes:

7. NSW Regional Tourism Awards (Formerly Inland Tourism Awards)

The TEDO submitted two entries in the 2016 Regional Tourism Awards. Subsequently a judge from the Tourism Award Committee conducted site visits to Lockhart in mid-June to inspect the Lockhart Sculpture and Heritage Trail (Tourist Attractions category) and the Greens Gunyah Museum (Cultural Tourism category). Despite an increase in applications from the Riverina region, there were only four finalists announced from the Riverina region, and the TEDO was absolutely delighted to learn that two of these were based in Lockhart Shire. Both Lockhart Shire’s submissions were named as finalists for the second year running. Seven representatives travelled from Lockhart Shire to the Awards Presentation Evening, being two Council representatives and five museum representatives. Council covered the cost for the seven tickets to the Awards Presentation Evening. The Lockhart Sculpture and Heritage Trail received a Highly Commended in what the judges described as a very close round, while Greens Gunyah Museum was awarded the only Encouragement Award of the evening. This is a great recognition for Lockhart Shire as these awards cover most of NSW west of the Great Dividing Range.

Feedback received from the judges was extremely positive. “The commitment and dedication to sustainable progress and passion of the people in the Lockhart Shire is strongly embedded in the submission. There should be an award for "place making" as Lockhart Shire would be the perfect model of good practice. The passion for what you do is evident in all parts of your submission and it is great to see the leadership role you play in maintaining the momentum of continuous quality improvement in the Lockhart Sculpture and Heritage Trail to ensure a unique experience for all visitors. Congratulations on a great submission.”

8. Virtual Touring Route

The TEDO has been in touch with all relevant Council’s along the proposed Drovers Way virtual touring route, which would pass through the towns of Lockhart, Urana, Jerilderie, Conargo and Deniliquin to connect into the Long Plain tourist route at Deniliquin. The proposal has received positive feedback and the TEDO will continue to liaise with relevant Councils with an aim to develop this alternative travel route through the Riverina. Recommendation: That the information be noted. Notes:

9. Destination Riverina Murray

On 6 July, the NSW Government announced it would invest $43 million over four years in a major overhaul in the way regional and rural areas attract visitors, including the creation of six new Destination Networks throughout NSW. These Destination Networks will replace the current Regional Tourism Organisation structure. Lockhart Shire will now form part of the Riverina Murray network, replacing the existing Regional Tourism Organisation (RTO), Riverina Regional Tourism. The TEDO will receive an update on the new Destination Networks at the Riverina Regional Tourism Board Meeting on 11 August and will work with the new network to continue to manage the Lockhart Shire region as a destination for visitors. Recommendation: That the information be noted. Notes:

10. Lockhart Shire Tourism Logo & Tag Line

Many LGA’s are beginning to use tourism logos to create a distinctive destination brand for their region. These differ from the Council logo and are used with advertising to promote the region as a friendly tourist destination as opposed to a government department. The logos can include taglines. Below are some samples tourism logos designed for use by other Councils.

The branding of Lockhart Shire Tourism with a unique logo would assist with the promotion of the Shire, and it would be worth investigating potential logo ideas. The Wimmera Mallee Tourism logo above gives a great summary of their tourist destination – blue sky, orange sun, green fields and red earth. The TEDO would like to investigate a simple Lockhart Shire tourism logo to assist with the branding of Lockhart Shire as a tourist destination, incorporating a blue sky, the Rock Hill, and colours reflecting the landscape. A tag line Visit Lockhart Shire True Country Spirit would be considered. Recommendation: That the TEDO investigate possible tourism logos to assist with the branding of Lockhart Shire as a tourist destination. Notes:

11. Advertising and Promotion

Extensive advertising of Lockhart Shire through print ads, media releases, brochure distribution, radio advertisements, social media and joint advertising projects with Riverina Regional Tourism and Destination NSW continue to be undertaken on a regular basis. Information and media releases on our new and existing attractions have led to visits from some of Australia’s leading caravan magazines, resulting in great promotional features on the Shire. It is fantastic to see the increased number of caravans and RVs in our towns and villages as a result. The tourism website continues to receive solid traffic however it does need refreshing and the TEDO will be working to update it and expand on listed tourism products in the coming weeks. Signage for Galore Hill is in process, two signs will be installed in each direction on the Lockhart Kywong Road in the coming weeks and the brown Tourism Attraction sign on the Sturt Highway is in process. Signage branding the Lockhart Industrial Park will also be installed in the next few weeks. Recommendation: That the information be noted. Notes:

12. Current TEDO Projects

The TEDO reported briefly on the following new and ongoing projects at the meeting.

Billboard The DA and design content are in progress. MWS Fabrication has submitted design structure to structural engineer for review.

Workshops The TEDO is working with Murray Hume Business Enterprise (RMBE) centre to bring a series of free business workshops to Lockhart Shire in September and November following funding allocation to region. The workshops will included Ecommerce (online sales and presence) and Sales.

NSW Business Chamber The TEDO has met with the NSW Business Chamber and is working on establishing a Lockhart Shire Business Chamber.

Lockhart Sculpture and Heritage Trail Brochure

The new sculpture and heritage brochure has been finalised and copies distributed to neighbouring Visitor Information Centres.

Lockhart Museum Interactive Curly Heckendorft iPad is being finalised and will included excerpts from his interview regarding his time as a prisoner of war at Changi.

The Rock Museum The Museum are continuing their accessioning program, and their Facebook page continues to attract strong local attention. Bookings for use of the Hall include a performance by the Wagga Rugby Choir in November. Applied for grant for sound system which will tell the story of The Rock.

The Rock The TEDO is in the process of designing a Heritage Walking Map for The Rock which will include The Avenue of Honour, town history plaques, heritage churches and the Town Hall. The Progress Association are further investigating ways to drive the Faerie Tree project.

The Rock Hill Works by NPWS are ongoing and the TEDO has regular updates from them regarding interpretative signage.

Wall of Fame TEDO still looking for potential grant funding.

Spirit of the Land Festival Marketing has commenced. The committee received interest from a number of people for next year’s Festival, which is essential for the long term survival of the event.

Linen plan completed, lots in process of being registered. Entry road has been re-aligned. Expect registration completed by end of July 2016.

DEES advised Lockhart Golf Club will be listed in the SES’s flood plan for protection as required. To be included in SES sub-plan. Complete.

DEES advised that pending agreement from current owner, approach could be made to Council by the interested group. The site would not have fallen under the recent heritage grant that was for the main street in the heritage area of town. No approach made to Council. Complete.

DW Cr Verdon – Solar Power Concerned about high cost of electricity at public recreation grounds and pools within Shire and enquired if Council has considered solar power, especially for The Rock Recreation Ground?

DW has spent considerable time/gone to seminars investigating this issue and will be putting a report to Council shortly. DW will also investigate if s355 Committees could come under Council’s power supply contract to obtain a saving. DEES has investigated and grouping all electrical accounts into Council account is possible. Staff currently investigation total number of accounts that could be rolled over.

Staff Reports General Manager 1. LOCKHART SHIRE 2016 BUSINESS SURVEY (GM/T26-020)

Executive Summary A summary of responses for the Lockhart Shire 2016 Business Survey is shown below, with the full results attached. Report The survey was a prime opportunity for businesses to provide Council with areas they identify as problematic and to have input about future allocation of resources. Council’s goals from the survey were to: • obtain the views of business to influence, shape and inform the development and delivery of

current and future plans and strategies • to assist promotion of our area • to use the data in admissions for funding and advocacy. A total of 45 responses to the Business Survey were received from 428 businesses. The results from the survey were quite positive. Analysis of the survey reveals: • 93% businesses have been in operation for 10 years or more • 68.89 of responses were from Agriculture based industries, an increase of 3.51% on last year • 71.43% of businesses were home based, compared to 56.86% of responses last year • Annual turnover ranges significantly - most ranged from $50K to 3 Million, as per last year • 91.11% of businesses were optimistic or slightly optimistic about the future of their business

compared to 72.55% last year. • 56% of businesses were more successful during 2015-2016 compared to 32% the previous

year; 27.27% were neutral compared to 34% last year; 15.91% were worse compared to 20% the previous year.

• 97.78% of businesses sourced goods and services from other local businesses, similar to 96.15% last year.

• 36.11% of businesses source staff from within 10kms of their business, down on 40.48% last year, while the number of staff sourced from within Lockhart Shire rose from 35.71% to 50%.

• 63.41% of businesses were confident in their ability to attract and retain staff compared to 38.28% last year.

• 11 employees were apprentices, trainees, work experience students and studying a higher educating qualification compared to 4 last year.

• 38.71% of businesses felt their staff did not require further training, down from 52.94% last year, whilst 41.94% sourced training from providers outside the region, up from 38.24%.

• 41.94% of businesses require annual certificates and licences, down from 46.67% from last year, while 29.03% undertook certificate courses, down from 33% last year. In addition, 48.39% of businesses conducted their own relevant research, down from 56.67% last year, whilst 22.58% accessed one-to-one professional development, up from 13.33% last year.

• 58.82% felt training in Agriculture would be useful to their business/staff, up slightly from 55.88%; 32.35% felt general computer, email and online training would be useful, down slightly from 35.29%; and, 35.29% felt registered training to attain certificate level qualifications would be useful compared to 32.35% last year.

• 48.78% of staff travel outside the region to complete courses, up slightly from 42.86% last year. • 38.24% of businesses do not advertise, a significant drop from 51.11% last year. 29.41% of

businesses have their own website, up from 22.22% last year, while 26.47% of businesses advertise in business and community directories, up from 24.44%; 35.29% of businesses promote on social media, up from 15.6% last year. Advertising in local newspapers rose to 26.47% compared to 13.33% last year.

• 95.12% of businesses used the internet for correspondence (email), up from 91.84% last year; 80.49% used it for banking, up from 71.43% last year; 34.15% used it for electronic tax lodgement, up from 18.37%.

• 34.88% of businesses considered it extremely important to have high speed broadband, up

from 33.33%; 30.23% felt it was very important up from 19.61%. • 51.22% felt rising costs were a barrier to business growth in Lockhart Shire, down from 61.22%;

34.15% felt regulatory environment was a barrier, similar to last year’s 34.69%; 31.71% felt lack of people in the region was a barrier, down on 34.69% last year; 26.83% felt lack of customers / sales was a barrier, up on 22.45% last year; 19.51% felt competition was a barrier, up on 12.24% last year.

• 32.43% of businesses felt Council could assist with more people in the region, down from 42.55% last year; 37.84% felt Council could improve transport access to freight terminals, down from 38.30% last year; 24.32% felt improved marketing of regional businesses, up from 17.02% last year; 21.62% felt and increase in small business support, up from 17.02% last year; 21.62% felt better understanding of government regulations, up from 14.895 last year.

• 64% of businesses utilised Council’s website, up from 54.55% last year; 64% contacted Council about applications and permits, up from 48.48%; 44% accessed conferences or workshops provided or promoted by Council, up from 30.30%; 16% applied for available grants, down from 24.24% last year.

• 33.33% of businesses are members of a local organisation that assists with business, up from 27.66% last year.

2. REQUEST FOR LEGAL ASSISTANCE (GM/D30-005)

Executive Summary LGNSW request for legal assistance from members Report Cowra Shire Council has requested legal assistance from members of LGNSW as per LGNSW policy for costs associated with a court case which it believes has relevance for local government throughout the State. The case related to the interpretation of Council’s powers under the LG Act and Council’s ability to rely on the Act to issue notices and orders where animal welfare issues are not covered by other laws, and the Courts have agreed that such occurrences are covered by section 124 of the Act. Our environmental staff are familiar with the case but don’t believe it has sufficient relevance to us to warrant contributing to the costs. 3. REQUEST TO WAIVE HALL HIRE AND PRINTING FEES (GM/D30-005)

Executive Summary Request to waive Memorial Hall hire fee and poster printing fee for event. Report A request has been received from the hirers of the Lockhart Memorial Hall for a live theatre performance that addresses mental health in rural communities. The production is titled Carpe Diem and aims to increase the awareness of mental ill-health and reduce the stigma associated with it by exploring sensitive issues with compassion and humour. The event is being offered free of charge to our community in order to reach the widest possible audience. The event is being funded by donations from local and state governments as well as non-government organisations. It is also supported by Murrumbidgee Local Health District. The Riverina Bluebells, a charity supporting mental health issues is active in the Lockhart community, and also has its support behind this project. With past events ever present in our minds, this represents a great opportunity to heighten awareness of these issues, and a donation of the hall hire and printing fee would be a small contribution from Council and well received by our community. 5. FINANCIAL STATEMENTS – 2015-16 AUDIT (DCCS/F10-010)

Executive Summary Council’s Draft Financial Statements for the 2015/2016 Financial Year are being completed. Section 413(1) of the Local Government Act requires a resolution of the Council that Council must prepare financial reports for each year, and that the Financial Statements be referred for audit. Report 413 Preparation of Financial Reports (1) A council must prepare financial reports for each year, and must refer them for audit as soon as

practicable (having regard to the requirements of section 416 (1)) after the end of that year. Note. Under section 416 (1), a council’s financial reports for a year must be prepared and audited within 4 months after the end of the year concerned, and under section 428 (2) (a) the audited financial reports must be included in the council’s annual report. It is anticipated that these reports will be tabled at the December 2016 Meeting of Council where Council’s Auditors, Crowe Horwath Auswild, will be in attendance. Integrated Planning and Reporting Reference Section 404 of the Act requires Council to prepare an Annual Report. The Annual Report must contain the Council’s Audited Financial Statements and notes. Executive Summary Monthly report on engineering matters. Background Information (a) Works Report: Construction projects have been suspended for the winter months, and will be

recommenced in mid/late spring. All three grader crews are undertaking re-sheets and maintenance grading in accordance with program. Updated 12-month programme will be presented at the meeting. Concrete crew is currently undertaking miscellaneous culvert and footpath works around the Shire, as well as sign and flood markers maintenance.

(b) Flood Mitigation: Council has submitted grant applications for Stage 4 construction of flood

mitigation structures in both Lockhart and The Rock for 2016/17 & 2017/18 years, and it is hoped we will be advised on applications later this month. Voluntary Purchase of flood affected properties is continuing in both Lockhart and The Rock, with first settlements completed and second round of property purchases currently being negotiated.

(c) Road Safety Officer: GHSC is currently advertising for a replacement Road Safety Officer. (d) Traffic Committee: Nil to report.

(e) Lockhart Local Emergency Management Committee: Council is currently working with SES in

completing Local Flood Plan. This will include using data from our recently complete early warning stations on both Brookong & Burkes Creeks.

(f) Fleet: Quotes and tendering for plant replacement programme for 2016/17 year has

7. NOXIOUS WEEDS (DEES/N10-025)

Executive Summary Monthly report on Noxious Weeds. Report Property Inspections Inspections occurred on both residual and rural properties, with the majority of inspections occurring on residual properties. The majority of properties inspected were targeted as a consequence of change of ownership. The weeds most commonly found were Bridal Creeper (Asparagus asparagoides), Horehound (Marrumbium vulgare), and Privet (Ligustrum sp.). Other weeds found in lower frequency were Sweet Briar (Rosa rubiginosa), Lippia (Phyla canescens), Prickly Pear (Opuntia sp.), and African Boxthorn (Lycium ferocissimum).

It is encouraging to see that more than half of the properties receiving a first inspection, do not require reinspection, and were noxious weed free. Correspondence that occurred with John Holland in June in regards to the control of privets on railway land at Yerong Creek and The Rock, received rapid response. Within days of notification, Council’s noxious weeds inspector was contacted by weed controllers for locality details, and the noxious weeds have since been controlled. Spray Program Priority for spraying has been given to the control of Bridal Creeper (Asparagus asparagoides) and Horehound (Marrumbium vulgare) on Shire roads. Regional Weed Risk Assessments Public Consultation Supporting information was supplied to the Regional Weeds Coordinator to emphasize the important of particular local noxious weeds for the inclusion within the regional priority noxious weeds list. This list will be developed by the Riverina Regional Weed Committee. Inclusion of these species is important to ensure collaborated obligation to control continues, validating previously spent expenditure, and reducing the potential of reinfestation on high risk pathways. Weeds Action Program (WAP) The end of year reporting for the Weeds Action Program (WAP) for 2015-2020 was completed in July. All allocated funds were expended and all targets were achieved. Integrated Planning and Reporting Reference C1.4 – Decreased occurrence, spread and impact of weeds and pests throughout the Shire. 8. PARKS AND GARDENS REPORT (DEES/P10-005)

Executive Summary Monthly report on Parks and Gardens. Report Playgrounds A new spring rocker and new powder coated platforms to replace the split and weathered plastic coated platforms on the existing equipment have installed at Stan Galvin Park; completing the upgrade of the playground which also included a new double swing set and Cellula Rope Unit. New platforms and a four way spring rocker have been installed at Lockhart Recreation Ground; the culmination of the refurbishment that started last financial year. New spring rockers been installed Yerong Creek Recreation Ground. Sculpture Trail and Urana St Lighting Solar powered spotlights have been installed to light up ‘Eagle’ and ‘Rain Dragon’ in Lockhart and the Gallipoli panels at The Rock. The APC has also had lighting installed using mains power available. Galore Hill Nature Reserve The grant funded project that includes removal of dead shrubs and trees in the old plantation sights to clear the ground for direct seeding of indigenous species has continued. The plant markers for these specimens are also being removed along with some old fencing. Street Cleaning Attention is being focused on urban guttering that the streetsweeper cannot access. Priority will be given to streets that are not tarred to the gutter as they tend to get a build-up of grass that then catches debris and blocks water flow. Parks and Gardens Rose pruning has been completed along with mulching and fertilizing. Routine garden maintenance is being conducted including regular weeding, spraying, pruning, redefining garden edges and some replacement planting and transplanting. Trees The annual pruning of street trees and urban lanes will continue throughout winter. Mowing and Slashing Pleasant Hills, Munderwaddery Cemetery and Osborne Recreation Ground have been mowed this month. The scheduled winter mowing has been disrupted by the rain, areas will be accessed as weather permits. Mowing and edging of most irrigated areas is being conducted as required. Weed Control Regular weed control has been hindered by persistent wet weather.

General Maintenance Regular duties include inspections of parks and public facilities to remove litter, clean BBQ’s, check for damage or vandalism, clear footpaths and empty public and roadside bins. Most areas undergo inspections twice per week, including Galore Hill, where crews also clean and check the toilet facilities. Contract cleaners attend to the public toilet facilities in Lockhart, The Rock and Yerong Creek. Playgrounds in the shire are being inspected regularly as per Australian Standards, with any maintenance being noted and completed as necessary. Executive Summary Summary of customer requests received by Council. Report Council receives customer requests for numerous reasons such as road repairs, stormwater issues, trees, noisy dogs, new garbage bins and burials. Council has a system to collect and monitor where any request may be up to at any time, assess for trends, as well as look at response times. Customer requests are monitored weekly with most requests dealt with in a timely manner. Request numbers for the quarter are tracking slightly lower than previous year, despite the wet winter and recent storms. 11. VARIATION TO COUNCIL POLICY 2.37 – SHEDS TO RESIDENTIAL PROPERTIES (MES/C70-025)

Executive Summary Delta Ag Yerong Creek have lodged a development application for the construction of a fertilizer storage shed at their Plunkett street depot, to the western end of the village (Lot 10 DP864460). The shed as shown on the submitted plans do not comply with Council’s Policy 2.37 – Sheds to Residential Properties, and the owners are seeking approval from Council for a variation. Report The applicant for DA 1/17 is seeking Council a variation to Policy 2.37 to erect a fertilizer storage shed on their block, which is zoned RU5 Village in accordance with the Lockhart LEP. The property itself is relatively undeveloped, with some storage silos and smaller bulk storage sheds. It is located on the edge of the village zone, backing on to primary production land zoned RU1. Established trees form three of four of the property boundaries, and there is no residential development immediately adjoining the Lot. Access is from Plunkett Street. The proposed shed is adequately set back from the property boundaries, however at 7.5 metres high to the pitch, it measures 3 metres higher than the policy restriction. There is no restriction on building floor area.

In determining this request Council should give consideration to the following matters: • Streetscape and visual amenity - The proposed site of development is already in use as a

depot to an existing Agribusiness, which has been operating in the town for many years and provides essential services, such as post, to the community. The site is maintained and relatively tidy, and surrounded by established trees for screening. There are existing storage buildings and bunkers on the site, and they are clearly visible from the Street. A residential building is located across the road and faces directly into the site. There are some trees along the nature strip to disguise the site, however its presence in the street (even in its current form) is obvious. The proposed shed will be clad in colorbond.

• Precedents - Particularly on the northern side of Plunkett Street, there are a number of sheds

that do not comply with Policy 2.37. Two most significant buildings include the (former) GrainCorp grain storage sheds – one of which is located on the adjoining block. These buildings certainly pre-date the Policy.

Legislative Policy & Planning Implications The proposed building height requires a variation to Council’s Policy 2.37 Erection of Sheds (Residential Areas). 12. LOCAL HERITAGE GRANTS 2016-17 (MILBRULONG) (MES/H15-030)

Executive Summary The 2016-17 local heritage grant program has been targeted at Milbrulong, and Council’s Heritage Advisor has prepared a draft proposal for Council’s consideration. Report Council’s Local Heritage Grant program is an event that aims to preserve, protect and/or identify areas or buildings of local heritage significance. NSW Office of Environment & Heritage (OEH) support the program by providing funding to support Council’s commitment at $1:$2 (OEH:LSC). This year, $15,000 has been made available. For the last four financial years, Council have focused the local heritage grants on specific townships, with last year’s very successful program at Yerong Creek. This year, Council’s Heritage Advisor and Manager Environmental Services have been working with Milbrulong residents, with the objective of enhancing the main drive-through appeal of the village – specifically Station Street. After consultation with Milbrulong residents about various opportunities for restoration works, it was agreed that the Milbrulong Public Hall & Rec Ground Committee will administer the grant, and work with Council and associated village residents to ensure its success. The attached document summarises the proposed projects, as approved by the Heritage Advisor. Pending Council’s resolution, funding will be offered as set out in Table 1. Should any applicant not accept a grant offer or complete work by the date stipulated in the grant offer (14 April 2017), then grant funding is to be offered to one or more of the above applicants. Integrated Planning and Reporting Reference D4.2 – Protection of our historic buildings and landmarks. Legislative Policy & Planning Implications The proposed grants are administered in accordance with the Office of Environment & Heritage Funding Guidelines. Budget & Financial Aspects Council has allocated $5,000 to support the program in the 2016-17 management plan, with another $5,000 to be received as a reimbursement from Office of Environment & Heritage. As the funding ratio for this year is $1:$2, Council will be required to commit a further $5,000, which will be requested in the next quarterly budget review. Attachment 1.
