Minutes The Respiratory Care Advisory Committee of the Board of Medical Licensure and
Supervision met on August 10, 2017. The meeting was held at the office of the Board, 101 NE 51st Street, Oklahoma City, Oklahoma, in accordance with the Open Meeting Act. Advance notice of this regularly scheduled meeting was transmitted to the Oklahoma Secretary of State on November 1, 2016, and posted on the Board's website on August 9, 2017. The notice and agenda were posted in prominent public view on the front doors of the Oklahoma Board of Medical Licensure and Supervision building located at 101 NE 51st St., Oklahoma City, OK on August 9, 2017 at 9:15 a.m.

Members absent were: Physician Member (Vacant) Others present included: Barbara J. Smith, Executive Secretary Teresa Mitchell, Director of Licensing Tiffany Wythe, AAG, Committee Advisor Having noted a quorum, Mr. Porterfield called the meeting to order at 11:31 a.m. Following Committee review, Dr. Fixley moved to approve the minutes of April 13, 2017 as written. Ms. Nation seconded the motion and the vote was unanimous in the affirmative. AZMERA MAHRAI appeared in support of her application for Respiratory Care Practitioner licensure. Her application is complete. Ms. Mitchell explained the applicant graduated in August of 2011 but has not practiced since graduation. She passed the certification exam in 2011 and then passed the written portion of the registry exam in 2016. Applicant's Texas and California licenses expired October of 2016. She stated she never practiced because she was a stay-at-home mom and taking care of her elderly parents. The applicant presented 28 hours of continuing education units (CEUs) through the end of 2016. Following Committee review, Mr. Grantz moved to recommend approval of AZMERA MAHRAI for Respiratory Care Practitioner licensure with six months of direct on-site supervision. Dr. Fixley seconded the motion and the vote was unanimous in the affirmative.

AUDREY NIPP appeared in support of her application for Respiratory Care Practitioner licensure. She graduated in July of 2014 and has not practiced. Her application is complete. She initially was unable to pass the Therapist Multiple Choice (TMC) examination, but continued retaking the exam until she passed it in 2017. She passed her clinical simulation exam in May of 2017. The applicant provided in excess of 22 continuing education units (CEUs). Mr. Grantz moved to recommend approval of the application of AUDREY NIPP for Respiratory Care Practitioner with three months of direct on-site supervision. Dr. Royder seconded the motion and the vote was unanimous in the affirmative. CLAUDIA SHOTTS appeared in support of her application for Respiratory Care Practitioner licensure. Her application is incomplete. She currently works for an insurance company in Texas and provides "telephonic education" to its insureds. Her employer is requiring she obtain an Oklahoma license. The applicant explained to the Committee that she does not intend to relocate or practice in Oklahoma. Because she has a history of DUI, Board Secretary has recommended that her license, if granted, be issued under terms of agreement which would include, but not necessarily be limited to, Board Secretary approving her practice setting if she ever moved to Oklahoma. Ms. Shotts stated that regarding her DUI charge, she successfully completed all required classes, has undergone a drug and alcohol assessment, had a Breathalyzer in her vehicle, and paid all fines due and owing as a result of the DUI. Following Committee discussion, Dr. Fixley moved to recommend approval of CLAUDIA SHOTTS for Respiratory Care Practitioner licensure under the recommended terms of Board Secretary and pending completion of the file. Mr. Grantz seconded the motion and the vote was unanimous in the affirmative. MARCY JOHNSON appeared in support of her application for Provisional Respiratory Care Practitioner licensure. Her application is incomplete. She graduated in 2008 but has not practiced due to her family relocating with her husband's employment and then providing end-of-life care for her ailing mother. The applicant stated she took two Kettering seminars, the first in 2011 and the second in January of 2017, but she has not taken any of the national exams. Ms. Johnson told the Committee that Durant Hospital has a vacant position and is ready to mentor her. A review of the law showed that Ms. Johnson was not eligible for provisional licensure because it has been more than one year since she graduated. Ms. Nation moved to deny the application of MARCY JOHNSON for Provisional Respiratory Care Practitioner licensure due to her ineligibility for licensure. Dr. Fixley seconded the motion and the vote was unanimous in the affirmative.
JULIE GILPIN appeared in support of her application for reinstatement of Respiratory Care Practitioner licensure under re-entry guidelines. Ms. Gilpin graduated in 1997 and she last practiced in 2002 when her license expired. Her application is incomplete. She is currently working as the caregiver for an elderly couple which she has done for the past five (5) years. She recently completed Basic Life Support and Advanced Cardiac Life Support training in 2014 but both certifications expired in 2016. She is certified, but has not yet taken the registry exam, and is not current on continuing education units (CEUs) at this time. Following Committee discussion, Ms. Beard moved to table the application of JULIE GILPIN for reinstatement of

Respiratory Care Practitioner licensure under re-entry guidelines pending successful completion of the Therapist Multiple Choice exam followed by a personal appearance before the Committee. Mr. Grantz seconded the motion and the vote was unanimous in the affirmative. *Dr. Fixley left for the remainder of the meeting.
Dr. Pettigrew moved to recommend approval of the following incomplete applications for Respiratory Care Practitioner pending completion of the files. Following Committee review, Dr. Royder moved to approve the continuing education
units as presented on the list provided by Teresa Mitchell. Ms. Beard seconded the motion and the vote was unanimous in the affirmative. (See Attachment #1)
Next, Ms. Melody Beard led a discussion regarding the application and licensure process and stated that, for now, the process seems to be working more smoothly than in the past but is concerned that is due to the fact that there have been no applications for licensure. Ms. Beard advised that until students reach a point where they begin applying for their provisional licenses, she will not really know how the application/licensure process is working. Ms. Beard advised the Committee that some of the complaints she has received consisted of the length of

time it was taking to process the applications and that the application process itself was confusing. Also, students have complained that their applications and supporting paperwork had been lost and they have had to resubmit paperwork and in some cases, hand-deliver documentation to the Medical Board. Mr. Moss stated his students have complained as well and he also believes the Committee should wait until applications are received before the process is further evaluated.
Ms. Mitchell advised that there has been quite a bit of turnover in the Licensing Department, but that does not account for the lost mail and applications. Ms. Mitchell stated new processes are going into place which should help in that regard. Additionally, Ms. Mitchell stated the licensure board is going through the process of tweaking the application form and she would be willing to provide education regarding the entire process to any of the students, if requested. She also advised the Committee that the application paperwork needs to be started at least 60 days prior to graduation. Mr. Grantz stated that Ms. Mitchell is always welcome to present on the process at Autry and requested that she set up an information session with his school. The Committee requested that Ms. Mitchell provide application deadline information to all program directors as well as reaching out to provide training. The Committee also requested she provide a list with all the application steps/forms required to each school. Ms. Beard will notify Barbara Smith when she would like to re-visit for placement on the agenda at that time.
Ms. Barbara Smith presented on the new Gov.delivery service. This is an electronic information delivery service which is free of charge to all board and committee members, licensees, and the general public. At the conclusion of the presentation, Ms. Smith stated she would email the information (which was provided digitally during the presentation) to each committee member. (See Attachment #2)
There being no further business, Mr. Grantz moved to adjourn the meeting. Dr. Royder seconded the motion and the vote was unanimous in the affirmative. The time was 12:46 p.m.
