REGULAR MEETING OF THE SCHOOL BOARD

JEFFERSON PARISH PUBLIC SCHOOL SYSTEM

Wednesday, May 16, 2012 The meeting of the Jefferson Parish School Board was called to order by Mr. Mark Jacobs, Board president. Roll Call The following Board members answered roll call: Mr. Morgan, Dr. Licciardi, Mr. St. Pierre, Mr. Floyd, Mr. Dale, Mr. Jacobs, Mrs. Denapolis-Bosarge ABSENT: Mr. Tovrea, Mr. Delesdernier Invocation and Pledge of Allegiance Father Jeffrey Montz, Pastor of Divine Mercy Catholic Church gave the invocation and led the Pledge of Allegiance. Mr. Mark Jacobs, Board president, announced that the Board was expecting an overflow crowd and that the agenda was being amended to take up Consent Agenda, then Second Readings, and the Resolution for Canvassing the Election Returns. Mr. Mark Morgan, Board vice-president, stated that after the Board voted on the remainder of the Consent Agenda items, he would call the speakers who signed up to speak on either Second Readings or Consent Agenda Items pulled for discussion. Recent Contract Between JPPSS and Jefferson Community School - Proposed Amendments

to Current Contract Approved the proposed amendments to the current charter contract with the Jefferson Community School (JCS) by updating its enrollment criteria to expand beyond servicing simply students who have been expelled for the remainder of the school year and to change the funding of the school, transitioning from a lump-sum payment to a regular per-pupil payment, in line with the funding arrangement for other Jefferson Parish charter schools. Further, JCS is granted a one-time transition grant of $220,000 in order to support the school’s transition to its revised scope and funding arrangement. Engagement of Carr, Riggs & Ingram,LLC to perform audit for FY 2012 Approved the renewal contract with Carr, Riggs & Ingram, LLC (“CRI”) to perform the audit of FY 2012. The contract will be revisited for the audit early next year during fiscal year 2013, with the intent to interview various suitable firms to perform the audit for 2013 and invite at least three audit firms to provide proposals for Fiscal Year 2013. CRI performed the FY2011 audit with Deloitte. Such a dual audit was expensive and duplicated. In addition, Deloitte has indicated they no longer wish to participate in the audit. CRI has made a proposal to perform the audit for $191,500, a 32% reduction in the cost from last year’s audit. Approved the School Closures, Consolidations, and Boundary Changes for the 2012/2013 School Year as follows: 1) merger of the current Rillieux and Cherbonnier student bodies to be located on the Cherbonnier campus with the school to be named Lucille Cherbonnier/Norbert Rillieux Elementary. A turnaround like model will be employed on this campus beginning with the 2012/13 school year. 2) reassignment of students at Kate Middleton to William Hart Elementary and Terrytown Elementary. 3) merger of the current Homedale and McDonogh student bodies to be served on the McDonogh 26 campus with the school to be named McDonogh 26/Homedale Elementary. 4) relocation of St. Ville to the Ehret campus continuing its mission as the St. Ville Connections Program at Ehret. 5) relocation of Bunche to the Bonnabel campus continuing its mission as the Bunche Connections Program at Bonnabel. 6) merger of the current Waggaman and Westbank Community school student bodies to be located at the current Westbank Community School facility. The school will retain its current name. 7) physical closure of the Maggiore campus and the reassignment of these students to the Clancy site, G. T. Woods, and Green Park as described in Appendix C. (copy on file) 8) reassignment of most students now attending Clancy (except for walkers and bus riders for the arts program) to Audubon, G. T. Woods, Hazel Park, and Washington as described in Appendix C. The Clancy facility will be named John Clancy/Joseph Maggiore Elementary. 9) boundary changes to relieve overcrowding at Alexander elementary as described in Appendix D. (copy on file) 10) boundary changes to relieve overcrowding at Birney Elementary as described in Appendix D. (copy on file) 11) boundary changes to relieve overcrowding at Estelle Elementary and the corresponding conversion of Ellender Middle into a kindergarten through eighth grade facility. The school would be named Allen Ellender Elementary. (Appendix B) (copy on file) 12) boundary changes associated with the conversion of Ellender into an elementary school involving the reassignment of some Ellender students to Truman, some Truman students to Worley, and some Worley students to Ford. (Appendix B) (copy on file) Admittedly, closure/consolidation and boundary changes are very sensitive topics. For the most part, the public hearings revealed strong ties and connections to the recommended schools. However, the reality facing our district indicates that adjustments are necessary. Unfortunately, our school district is underperforming with a serious budget shortfall on the immediate horizon. As budgets become tighter, the question becomes can we truly afford to continue paying the expenses associated with low student performance in schools with relatively low enrollment. Great care was taken to preserve our higher performing schools and to assign students in currently underperforming schools into better situations that would raise the odds in their favor in terms of student achievement. Of the 46,136 students currently enrolled in our district, 2,512 or 5.4% will be affected by closure, consolidation, or boundary changes. Each school recommended for closure or consolidation is recognized by the Louisiana Department of Education as a "D" or "F" school. While there are such things as high "D" or "F", our district now has much higher expectations for each of its schools regardless of circumstances. The immediate goal of our school system is to have no school classified as "D" or "F". The long-term expectations are to have all schools categorized as an "A" or "B" school and to have our district on sound financial footing.

Mr. Jacobs stated that he was removing his authorship to the motion. He stated that the Board voted against this motion in the past, and that Mr. Floyd was on the opposing side and could not bring this motion back up for one year from the vote. Mr. Floyd stated that there was also a Facilities Committee motion on the same matter. Mr. Jacobs asked for a parliamentary procedure from Mr. Fanning, Board attorney.

Mr. Fanning stated that the Board could move forward on both the motions, the Facilities Committee Second Reading, and the Second Reading by Mr. Floyd. He cautioned the Board that the second reading which had originally been authored by Mr. Jacobs and Mr. Floyd did not contain a stipulated amount of funds since they were asking for approval of a survey for a redesign of the proposed facility and to pay for whatever the new design costs. Mr. Jacobs, as Chair, said that he could overrule the Board attorney and that he was not going to allow either motion, but would consider the matter and have an answer at the next Board meeting. Mr. Jacobs resumed chairmanship. Mr. Jacobs moved to the presentation section of the Board meeting. Presentations T. H. Harris Middle School Student - Elks 2012 Hoop Shoot Regional Championship

Winner James Snee was presented a certificate for winning the Elks 2012 Hoop Shoot Competition, traveled to Opelousas where he won the State Championship for Louisiana, and traveled to Dallas, Texas and won the four-state regional championship. Committee Second Readings Mr. Jacobs stated that during the break he had an opportunity to speak with Dr. Licciardi, Facilities Committee Chair, and decided that it was in order to take up the Facilities Committee Second Reading. Dr. Licciardi, Facilities Committee Chair read the following Facilities Committee Second Reading: Move that the Jefferson Parish School Board move forward with the design portion of the Arts Wing at the Lincoln Elementary School for the Arts at a cost of $170,000.00. A resolution providing for canvassing the returns and declaring the result of the special election held in the Parish of Jefferson, State of Louisiana, on Saturday, April 21, 2012, to authorize the rededication and levy of a special tax therein.

BE IT RESOLVED by the Parish School Board of the Parish of Jefferson, State of Louisiana (the "Governing Authority"), acting as the governing authority of the Parish of Jefferson, State of Louisiana, for school purposes, that: SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in the Parish of Jefferson, State of Louisiana, for school purposes, on SATURDAY, APRIL 21, 2012, to authorize the rededication and levy of a special tax therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election.

SECTION 2. ProcΠs Verbal. Summary: Authority for the Parish School Board of the Parish of Jefferson to authorize the levy of a 9 mills tax through the year 2021 with the proceeds to be rededicated for the following purposes on an annual basis: (i) for funding salary increases granted since October 4, 2003 for teachers of the Jefferson Parish School System, including benefits related thereto and (ii) the balance each year, if any, for providing funding for teacher salaries and benefits related to early childhood development through Pre-K4 and/or funding teacher salaries and benefits related to extending the school day/year for low performing students and/or schools, said tax to be levied in lieu of the current tax being levied for salary increases and further authority to rededicate the proceeds of the current tax. Shall the Parish School Board of the Parish of Jefferson, Louisiana, levy a special tax of nine (9) mills (the “Tax”) on all property subject to taxation within the Parish of Jefferson (an estimated $27,600,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2012 and ending with the year 2021, for the following purposes on an annual basis: (i) for funding salary increases granted since October 4, 2003 for teachers of the Jefferson Parish School System, including benefits related thereto and (ii) the balance each year, if any, for

First Readings

The following First Reading was authored by Dr. Licciardi:

Move that the Board present a plan of redistricting Board districts in accordance with the 2010 Census not later than the August 2012 Board meeting.

Rationale

We are required legally to redistrict by the end of this calendar year or such will be done by an agency outside the district. Therefore, we should take care of our redistricting.

The following First Reading was authored by Dr. Licciardi:

Move that the Board tentatively adopt those sections of the teacher contract that are neither in opposition with new state laws nor in contradiction to the school system’s school based administration philosophy. Further, the Board will proceed to negotiate in good faith to create a viable contract that centers on student achievement.

Rationale

The school year is nearing an end, and it is vital for the Board to reflect good faith to the teachers who have been our employees. It is vital that we indicate to these employees what our expectations are and working conditions they will return to for the 2012-2013 school year. Without such assurances, it is possible that teachers may seek other systems for their employment. Mr. Morgan assumed chairmanship. The following First Reading was authored by Mr. Jacobs:

In light of new legislation recently signed into law by Governor Jindal, the recent re-organization plan approved by the Jefferson Parish School Board, along with new school board policies, all of which conflict with elements of the existing Collective Bargaining Agreement (CBA), I move that all interested parties be notified, the existing CBA, not be extended beyond June 30, 2012. Mr. Jacobs resumed chairmanship.

Public Comment

Kessler Jones, JFT, addressed the Board on non-agenda speakers to address the Board and administration for high achieving students.

Mr. Jacobs stated that he and Dr. Meza attended the Val-Sal Luncheon for the 2012 Jefferson Parish Public School System Valedictorians and Salutorians earlier today. Mr. Jacobs congratulated those students. Convene to Executive Session

Approved going into Executive Session to discuss strategy regarding negotiations for

collective bargaining with the union. Moved by Mr. Dale, seconded by Mr. Delesdernier - unanimously carried After Executive Session, the Board reconvened with the following Board members present except Mr. Delesdernier. Adjournment
