Award Classifications

Medal of HonorThe Medal of Honor is the highest award granted by the Milwaukee Police Department. It is awarded to a member for exceptional bravery at the imminent risk of life or serious bodily injury. The recipient has demonstrated exceptional courage by performing a voluntary action in an extremely dangerous situation. The act may involve situations where deadly force is used against an officer and the officer prevails or a rescue situation in which the risk of death or injury was substantial.

The Medal of ValorThe Medal of Valor is presented to a member who has performed a deed of personal bravery or self-sacrifice so conspicuous as to clearly distinguish himself/herself for gallantry and intrepidity. The act goes beyond normal demands and is of such a nature that the member was fully aware of the threat to his/her safety and acted above and beyond the call of duty at the risk of his/her own life.

LifesavingThe Lifesaving Award is presented to a member who is directly responsible for saving a human life. A member is eligible to receive this award if his/her actions led to the prolonging of the life of a victim to the extent that the victim was released to professional medical care.

Purple Valor/StarThe Purple Valor/Purple Star Award is presented to a member who, in the line of duty, sustains any serious bodily injury or permanent disfigurement or permanent or protracted impairment of the function of any body member or organ or permanent or protracted impairment of health. A “V” device will signify combat-related serious bodily injury.

Chief ’s Superior LeadershipThe Chief ’s Superior Leadership Award is presented to a member at the discretion of the Chief of Police for leadership excellence in the performance of duty and/or honorable conduct and professionalism in pursuit of the Department’s mission.

Distinguished ServiceThe Distinguished Service Award is presented to a member who has continuously distinguished himself/herself by exceptional service in the performance of his/her duties or great or unusual responsibility wherein he/she has displayed unusual responsibility and initiative, marked ability, keen observation and exceptional energy.

Excellence in Police ServiceThe Excellence in Police Service Award is presented to a member who makes a significant contribution, above and beyond the call of duty, to the community-service component of the Department’s mission. The award recognizes those instances over a period of time wherein the member’s diligence, teamwork, perseverance and problem-solving ability exemplifies the highest standards of community policing.

Meritorious ServiceThe Meritorious Service Award is presented to a member who makes a significant contribution to the mission of the Milwaukee Police Department above and beyond the normal call of duty. It recognizes those instances wherein a member’s courage, resourceful-ness, tenacity, diligence and/or perseverance in the line of duty goes beyond that which is normally ex-pected of members in the protection of life or property, the prevention of a major crime or the apprehension of an armed and/or dangerous criminal.

DistrictOne CaptainEricJ.MoorePoliceOfficerJamesN.KnapinskiIIPoliceOfficerPernellV.ReynoldsPoliceOfficerFrederickC.Schroeder LifesavingAwardOnApril4,2015,OfficersJamesN.KnapinskiandFrederickC.Schroederwereflaggeddownbyayoungmanwhosemotherwasunresponsiveinsidehervehicle.The officers removed the woman from the vehicle and positioned her on thesidewalk.Aftercheckingforapulseandrealizingshewasnotbreathingonherown,Officer Schroeder began compressionswhileOfficerKnapinski retrievedthepocketmaskfromthesquadandgaverescuebreaths.OfficerReynoldsandhispartnerwerepatrollingtheareawhentheyobservedtheofficersgivingaidetothewoman.HerelievedOfficersKnapinskiandSchroederandtookoverchestcompressionswhilehispartnermonitoredherpulse.

TheMilwaukeeFireDepartmentarrived,continuedwithlifesavingmeasuresandfurthertreatment.Aphysicianatthehospitalconfirmedtheimmediatelifesavingmeasurersgivenbytheofficerspreservedthewoman’squalityof life.

Thequick responseof OfficersKnapinski,Reynolds andSchroederpreventedextensiveinjurytotheunresponsivewomanandpreventedthelossof life.PoliceOfficer James N. Knapinski II, PoliceOfficer Pernell V. Reynolds, and PoliceOfficerFrederickC.SchroederarethereforerecognizedwithaLifesavingAwardandonemeritdayofftobetakenin2016.

PoliceOfficerJonathanEchevarria MeritoriousServiceAwardOnApril2,2015,PoliceOfficerJonathanEchevarriarespondedtoastrong-armrobberyinthe200blockof WestWellsStreet.OfficerEchevarriaobservedamalesubjectinsidearestaurantwearingclothingthatdidnotfittheinitialdescriptionfromthecall.Thissubjectwasstandingnearthecashregisterwithhissweatshirthoodpulledup.Thesubjectandthecashierweretheonlytwoindividualsintherestaurant.AlthoughOfficerEchevarriadidnotwitnesscriminalactivityandtheclothingdidnotmatchthesuspect’sdescription,hefeltsomethingwasnotright.

Officer Echevarria, watching this interaction, witnessed the man assault thecashierandattempttograbthecashdrawerfromtheregister.OfficerEchevarriatookactionimmediatelyandranintotherestauranttoapprehendtheoffenderandsavethevictim.Theclothingdescribedintheinitialdescriptionwasrecoveredandmatchedtothesuspectthroughsecurityvideofootage.

OfficerEchevarria’sintuitiveactionsanddevotiontocommunityserviceresultedinthearrestof anindividualwhoposedathreattothecommunity.Therefore,Police Officer Jonathan Echevarria is recognized with a Meritorious ServiceAward.

DistrictOne CaptainEricJ.MooreMs.JaneM.Shingledecker Certificationof AppreciationOnJune20,2015,amalesubjectfelloutof hisrowboatandintotheMilwaukeeRivernear theSt.PaulAvenuebridge.Whenheapproached thebridge,hehadpulledinoneof theoarsbecausehefearedhittingthebridgesupportwiththatoar.Theunstableboatsuddenlytippedoverandthesubjectfoundhimself inthewaterclingingtothebridgetosavehimself.Hewasnotwearingalifejacketnordidhehaveoneonboardhisboat.Notastrongswimmer,hequicklybecameveryexhausted.

Ms.Shingledeckerwasobserving therowers in theriverandwatchedagroupof themgounderthebridge.Shequicklydeducedoneof therowershadfallenintothewateranddesperatelyneededalifejacket.Fortunately,Ms.Shingledeckerhadalifejacketonboardherboatandprovidedittotherowerwhohadfallenintothewater.

If not for Ms. Jane M. Shingledecker’s preparedness and quick response inprovidingaflotationdevice,thecitizenwouldhavepossiblydrowned.

DistrictTwo CaptainAlfonsoMoralesPoliceSergeantRebeccaL.CarpenterPoliceOfficerJamesJ.SpinatoPoliceOfficerJasonG.Stachowiak Medalof Valor-RescueAwardOn February 12, 2015, SergeantRebecca L.Carpenter andOfficers James J.SpinatoandJasonG.Stachowiakobservedalargeamountof smokecomingfromahouse inthe1700blockof South15thPlace.SergeantCarpenterrepeatedlyrang the doorbell andpounded on the door towake up the residents.After aresidentanswered,theofficersinformedhimthehousewasonfire.Theresidentsaidthateveryoneinsidetheresidencewassleeping.Theofficersdisregardedtheirownsafetyandenteredthedark,smoke-filledhouse.Theymovedfromroom-to-room,warningallof thegrowingfire,andthenledallof thefrightenedfamilytosafety.

MultipleMilwaukee FireDepartment units responded to extinguish the blaze.When theragingfirewasextinguished,firefightersdiscoveredmostof therearroof hadburnedaway.Thehousesustainedmorethan$70,000indamage.Alloccupantsweresafelyevacuated.

These officers displayed exceptional competence in locating the house firebefore the occupantswere aware of it.They also embodied the core value of couragewhentheyenteredaburningbuildingtoevacuatetheoccupantstosafety.SergeantRebeccaL.Carpenter,OfficerJamesJ.SpinatoandPoliceOfficerJasonG.StachowiakshallthereforeeachreceiveaMedalof Valor-RescueAwardandthreemeritdaysofftobetakenin2016.

DistrictTwo CaptainAlfonsoMoralesPoliceOfficersJasonG.StachowiakPoliceOfficerRonaldW.Ziarnik LifesavingAwardOnJuly7,2015,OfficersJasonG.StachowiakandRonaldW.Ziarnikrespondedtoasickandinjuredpersoninthe500blockof WestMapleStreet.Theyfoundanunconsciousandunresponsivefemale.Theofficersrenderedfirstaid.MilwaukeeFireDepartmentpersonnelarrivedonthesceneandtookover.Thesubjectwokeupandrantothebridgethatspansthefreeway.Officersandparamedicschasedthesubjectbutshereachedthebridge,jumpedthefenceandtriedtojumpintofreewaytraffic.OfficerStachowiakgrabbedthebackof herclothesandpulledhertowardsthefencewiththeassistanceof firepersonnel.Thesubjectimmediatelytriedtosliceherownthroatonthechainlinkfence.

OfficerStachowiakandafirefighter struggled tohold the subjectupright.Thefirefighter suffered a severe laceration tohis right forearmduring the struggle.OfficerZiarnikclimbedthefencetogaincontrolof thesubjectandhoistedherintothearmsof firepersonnel.Thesubjectwastransportedtothehospitalfortreatmentandfurthermentalhealthevaluation.

OfficersStachowiakandZiarnik’squickthinking,heroicactions,anddeterminationprevented loss of life. Police Officer Jason G. Stachowiak and Police OfficerRonaldW.ZiarnikarethereforerecognizedwiththisLifesavingAwardandonemeritdayofftobetakenin2016.

PoliceOfficerAdamJ.Rusch LifesavingAwardOnAugust19,2015,OfficeAdamJ.Ruschandhispartnerrespondedtoasubjectdowninthe800blockof WestArthurAvenue.OfficerRuschobservedthesubjecthadshallowbreaths,hiseyeswererolledback,andhewasunresponsive.

OfficerRusch determined this subjectwas experiencing a heroin overdose; herantohissquadandretrievedhisopiateoverdosekit thenadministeredadoseof Narcan.Theman’s heart rate increased and his breathing became clearer.The Milwaukee Fire Department arrived, continued lifesaving measures andtransportedthesubjecttothehospitalfortreatment.

OfficerRusch’squickthinking,heroicactions,anddeterminationpreventedthelossof life.PoliceOfficerAdamJ.RuschisthereforerecognizedwithaLifesavingAwardandonemeritdayofftobetakenin2016.

DistrictTwo CaptainAlfonsoMoralesPoliceOfficerJuanA.Lopez LifesavingAwardOn June 13, 2015, a runner collapsed at the finish line of the SummerfestRockandSoleHalf Marathon.Therunnerwasunconscious,pulselessandnotbreathing.OfficerLopezimmediatelybeganCPR.OfficerLopezcontinuedchestcompressionswhilemedicalvolunteers lifted thevictim’s legs to increasebloodflowtohisheart.TheMilwaukeeFireDepartmentarrivedandtookovermedicaltreatment.After fifteenminutes of lifesavingmeasures, the rescuers restored apulsetotherunner.OfficerLopezremainedbythesideof thesubjectduringhistransporttothehospitalformedicaltreatment.

OfficerLopez’s immediate intervention prevented the loss of life at the scene.PoliceOfficerJuanA.LopezisthereforerecognizedwithaLifesavingAwardandonemeritdayofftobetakenin2016.

On June 27, 2015, Ms. Melissa Y. Freytes and Mr. Aaron K. Leija heard acommotioncomingfromKosciuszkoParkLagoonlocatedinthe2200blockof South7thStreet.Theyobservedtwosubjectsdrowningandimmediatelyjumpedintothewatertosavethem.

OfficerMichaelD.Kuykendall,OfficerMarkJ.Lindstrum,andOfficerJulianG.Nunezresponded.Upontheirarrival,onesubjectwasoutof thewaterandbeingattendedtobycitizens.Thecitizenstoldtheofficersanothersubjectwasstillinthewater.Theofficersobservedbubblesrisingtothewatersurfaceapproximatelythirtyfeetfromtheshore.Mr.AaronK.LeijaandMs.MelissaY.Freytesinformedtheofficersthatthesubjectwaslastseenintheareaof thebubbles.Mr.Leijaandtheofficersranintothemurky,filthy,waterandinspiteof thepoorvisibilitywereabletolocatethesecondsubjectinapproximatelyeightfeetof water.Mr.Leijaandtheofficerspulledthesubjectoutof thewaterandontotheshorewheretheyimmediatelybeganCPR.TheMilwaukeeFireDepartmentarrived,continuedlifesavingmeasuresandtransportedthesubjecttothehospitalformedicalattention.

The quick thinking, heroic actions and determination of Officer Michael D.Kuykendall,OfficerMarkJ.Lindstrum,andOfficerJulianG.Nunezpreventedthelossof life.TheseofficersarethereforerecognizedwithaLifesavingAwardandonemeritdayofftobetakenin2016.

The victim had escaped from the apartment but was covered in blood andhysterical.Assistingofficersimmediatelyandsafelyremovedthevictimfromthesceneandsoughtmedicaltreatmentforher.Thearmedmanwascoveredinbloodandyellingat theofficers tokillhim.Theofficersattempted tode-escalate thesituationbyengagingindialogueasthesubjectpacedin-and-outof theresidencewiththeknife.Thesubjectthreatenedtheofficerswiththeknifeandbeggedthemtokillhim.Thesubjectfinallythrewtheknifeontotheporchfloorandmovedtowardtheofficerswithafixedtrance-likestare.OfficersElmandNogalskigainedcontrolof theagitatedandcombativesubjectandtookhimintocustody.Asearchof the subject revealed another knife in his pocket.Officers later learned thatthesubjecthada longhistoryof mental illnessandwasrecentlyreleased frominpatient treatment.

OfficersElmandNogalski’scalmdemeanorandde-escalationtacticsinahighlychargedsituationpreventedthelossof life.PoliceOfficerPatrickC.ElmandPoliceOfficerMatthewM.Nogalski are therefore each recognizedwith a LifesavingAwardandonemeritdayofftobetakenin2016.

Lemke,OfficerGeraldL.Schmidt,andOfficerVanceA.Scollinwerecompletingafieldinterviewwhileonbicyclepatrolintheareaof South20thandWestGreenfieldAvenue.Theyhearda loudgunshotandsawsuspectsrushingto leavetheareaonfoot.Officersorderedthemtostop;oneran,whiletheothersurrenderedtoOfficerScollin. SergeantSawyerinitiatedafootpursuitwhileOfficerLemkepursuedthefleeingsuspectonhisbicycle.OfficerSchmidt,whowasstillonhisbicycle,joinedthechaseandobservedthesuspectinthealley.OfficerSchmidtnoticedthesuspecthadapistolnearhiswaist.Theofficersorderedthesuspecttodrophisgunbutthesuspectrefused.Officersfollowedandeventuallyapprehendedthearmedsuspect.

After the arrest, officers conducted thorough interrogations. The suspectsconfessedtheirinvolvementinanattemptedrobberyandshooting.

As a result of their quick actions andpersistence, justicewas provided for thevictim’s family and our community. SergeantKieran J. Sawyer, PoliceOfficerDouglasJ.Lemke,PoliceOfficerGeraldL.Schmidt,andPoliceOfficerVanceA.ScollinarethereforeeachrecognizedwithaMeritoriousServiceAward.

Mr.JerryMiller ValorousConductAwardOnAugust4,2015,Mr.JerryMillerwasexpectingtobuygroceriesatthestorelocatedonthe3300blockof WestLincolnAvenue.LittledidMr.Millerknowthathewouldsoonbeinanarmedrobberyfollowedbyadoubleshooting.Afteradoorslam,Mr.Millerimmediatelyduckedforcoverandwitnessedanarmedrobberapproachtheclerkwithagun.Withoutwarning,therobbershottheclerkinthearmanddemandedthatheopenthecage.Theclerkfledtothebackof theaislewhereMr.Millerwashiding.Theclerkwascaughtandtakenbacktothecage.AnunarmedaccomplicestandingatthefrontdoornoticedMr.Millerandtoldthefirstrobberwherehewashiding.

DistrictTwo CaptainAlfonsoMoralesAwareof thedangerhewasin,Mr.Miller,whoisavalidcarryconcealedpermitholder, accessed his firearm and pointed it at the armed robber. Mr. Miller,however,didnotshootthearmedrobberbecausetheclerkwasbeingheldasahumanshield.Realizingthathehadbeenshottwice,abullettothefemoralarteryandabulletgrazinghisleftshoulder,Mr.Millertriedtoescape.

AsMr.Millerwentbackintothestoretocheckontheclerk,henoticedtherobbershadalreadyleft.Mr.Millerattemptedtocallpolicebutfaintedfromhisinjuries.Althoughbarelyconsciousandstruggling tostayalive,Mr.MillerrememberedbeingtreatedbytheMilwaukeeFireDepartment.

Bydrawingthearmedrobber’sattentiontohimself,Mr.Millersavedtheclerk’slife.If notforMr.Miller’sheroism,theclerkandpossiblyadditionalcitizensmayhavebeenkilled.Mr.Millerwasfullyawareof thethreattohispersonalsafetyandactedbeyondthenormalexpectationsof acitizen.Therefore,Mr.JerryMillerwillbeawardedtheValorousConductAward.

Mr.EvanSantos-Montanez MeritoriousConductAwardOnMay8,2015,apedestriancrossingthestreetinthe2600blockof south13thStreetwasstruckbyavehicledrivenbyadrunkdriver.Thedriverfledthescenewithoutassistingtheinjuredcitizen.Mr.EvanSantos-Montanez,whowitnessedtheevent,toldcitizenstowatchoverthevictimwhilehefollowedthedrunkdriverusinghisownvehicle.Whilefollowingthesuspect,Mr.Santos-Montanezcalledthepoliceandrelayedcriticalinformationaboutthesuspect’svehicleandlocation.Afternoticingasquadcarparkedonthesideof theroad,Mr.Santos-Montanezhonkedhishorntogettheofficer’sattention.Hepointedtothevehiclethatwasinvolved in thehitandrun.Theofficer thenpursued, followingthevehicle foralmost a fullmile before taking the drunk driver into custody. Unfortunately,thecitizenstruckbythevehiclesuccumbedtohisinjuriesdespitethelife-savingmeasuresperformedbytheassistingcitizens.

Because of Mr. Santos-Montanez’s quick thinking and selfless actions, he wasable toassist theMilwaukeePoliceDepartment inmakingan expedient arrestof thesuspect.ThereforeMr.EvanSantos-MontanezwillreceiveaMeritoriousConductAward.

AgentStevenBoehm Certificateof AppreciationOnDecember17,2014,acarjackinghadoccurredinthe700blockof WestRogersStreet.Agent StevenBoehm, an employee of theDepartment of CommunityCorrections,andaMilwaukeepoliceofficerwereneartheareaof WestClevelandAvenuewhentheyheardtheradiobroadcastthedescriptionof theauto.Duringthebroadcasttheysawthesamevehiclepasssouthboundontotheexpressway.

DistrictTwo CaptainAlfonsoMoralesAgentBoehmandtheofficerconfirmedtheplatesthroughthesquadmobiledatacomputerandtheyfollowedthevehicleontothefreeway.AgentBoehmrelayedthevehicle’slocationastheytraveledthroughheavytraffic,stayingafewcarsbehindthestolenvehicle.Aftertravelingnearlytenmiles fromthesceneof therobbery,assistingofficerswereabletointerceptthevehicleandtakeasuspectintocustody.

Agent Boehm’s contribution to the Department’s Mission went beyond theordinarycallof duty.Hisresourcefulnessanddiligenceinthelineof dutyresultedinthearrestof anarmedanddangerouscriminal.AgentBoehmshallthereforereceiveaCertificateof AppreciationAward.

Mrs.JessicaRodriguez-Jasso Certificateof AppreciationOnJune12,2015,Mrs.JessicaRodriguez-Jasso,herhusband,andoneyear-oldsonwereparkingtheircaronthegatedslabbehindtheirresidenceinthe2400block of WestOrchardAvenue.Her husband,who blocked the alleywith hiscar,gotouttomanuallyopenthegate.WhileMrs.Rodriguez-Jassoremainedinthecarwithherchild,shenoticedanoccupiedvehicleparkedinthealleysouthof their location.Thevehicleseemedtobeoccupiedbyafemalesubject.Mrs.Rodriguez-Jasso then observed twomale subjects running fromher neighbor’syardandjumpintothevehicle.Havingsuspicionsaboutthesubjectsrunningfromherneighbor’syard,Mrs.Rodriguez-Jassotookdownthedescriptionandlicenseplateof thevehicle.

The three suspicious subjects attempted to drive out of the area, but couldn’tbecauseherhusband’scarwasblockingtheentranceof thealley.Mrs.Rodriguez-Jassoremainedinthecarwithhersmallchild,untilsheheardherhusbandyelling.Whenshe jumpedoutof theircar,shesawherhusbandbeingattackedbythethree subjects.When she intervened in thefight, twoof the subjects ranawaywhile the other foughtwithher husband.The subject thenpulled out a blackhandgunandshothimtwiceintheupperlegandthenfledfromthescene.

Officerstracedtheplatestotheregisteredaddressandapprehendedthesubjects.These same subjectswere found tobe involved inanother robbery in theareaearlierthatday.DuetoMrs.Rodriquez-Jasso’sabilitytoprovideadescriptionof thesubjectsandtheirvehicleduringaterrifyingevent,thesubjectsweretakenintocustody,endingtheirrobberyspree.

SmithPoliceOfficerJoshuaR.Nemeth Medalof Valor-CombatAwardOnJuly14,2012,OfficerJoshuaR.Nemethandhispartnerwereflaggeddownbyacitizen in the2600blockof North49thStreet.Thepanickedcitizen toldofficersasubjectarmedwithahandgunwasontheporchof anearbyhouse.Theofficersthenapproachedtwomenwhowereatthatlocationandorderedthemmultiple times to lie on the ground.

Thesuspect,armedwithapistol,refusedofficerscommands.Thesuspectinsteadraised the handgun and pointed it directly at officers. Fearing for the lives of nearbycitizens,hispartner,andhimself,OfficerNemethdischargedhisfirearm.Theofficerstruckthesuspectandstoppedtheimminentthreat.

OfficerNemethconfrontedadangeroussubjectwiththesafetyof thecommunityinmind.Duringtheconfrontation,OfficerNemethdemonstratedextraordinarycourageandactedquicklyinstoppingtheimminentthreatof anarmedsuspect.PoliceOfficerJoshuaR.NemethshallthereforereceiveaMedalof Valor-CombatAwardandthreemeritdaysofftobetakenin2016.

PoliceOfficerDavidP.Wilhelm LifesavingAwardOnMay19,2015,OfficerDavidP.Wilhelmandhispartnerrespondedtoasubjectincrisisonthe35thStreetviaduct.OfficerWilhelmapproachedtheman,whowaspoisedtojumpfromtheedgeof thebridge,andengagedhiminconversation.OfficerWilhelmlearnedthatthemanfelthelplessanddepressedoversubstanceabuseandfamilyissuesandintendedtokillhimself.

OfficerWilhelm continued dialoguewith the subject in an attempt to get himtoclimbover therailing to safety.OfficerWilhelm,whohasCrisis InterventionTraining,wasabletosuccessfullypersuadethesubjecttoclimbofftherailingandsit downon the curbbesidehim.The subjectwas then transported for furthermedicaltreatment.ThesubjectlaterstatedthatitwasOfficerWilhelm’sabilitytoredirecthimintolisteningtobetterreasoningthatmadehimreconsiderhisactions.

DistrictFour CaptainVictorE.BeecherPoliceOfficerBradleyM.Tremblay LifesavingAwardOnApril10,2015,OfficerBradleyM.Tremblayrespondedtoahousefireinthe5200blockof NorthTeutoniaAvenue.OfficerTremblayobservedfourresidentsstandingoutsideof thehousewhichwasengulfedinflames.Theresidentsstatedeveryone,excepttheirdogs,wereoutof thebuilding.

Zaworskiconductedatrafficstopof avehicleforanequipmentviolationinthe3700blockof WestVillardAvenue.AsOfficerNawotkaapproachedthevehicle,heobservedthedriverhittinghimself inthechest.Astheofficermovedcloser,heobservedthedriverhadaknifeinhishandsandwasintentionallystabbinghimself.

OfficerNawotkaopened thedriver’sdoorandordered the subject todrop theknife.Whenthesubjectstoppedstabbinghimself,OfficerZaworskitookcontrolof theknife.OfficerZaworskiretrievedtheFirstAidKitfromthesquad.OfficersNawotkaandZaworskiworkedtogethertokeepthedriverfromgoingintoshock.They applied direct pressure to hiswounds preventing the loss of blood.ThedriverremainedconsciousandtheMilwaukeeFireDepartmentarrivedtotakeover medical treatment.

OfficersNawotkaandZaworski’squickthinking,heroicactions,anddeterminationprevented the loss of life.PoliceOfficerCraigM.NawotkaandPoliceOfficerMatthewJ.ZaworskiarethereforerecognizedwithaLifesavingAwardandonemeritdayofftobetakenin2016.

PoliceOfficerNathanL.Woods MeritoriousServiceAwardOnAugust19,2014,OfficerNathanL.Woodsandassistingofficersrespondedto a “violationof restrainingorder” call in the6800blockof NorthTeutoniaAvenue.Whenofficersarrived,amanwasholdingabrokenbottle,hittinghimself intheheadwithit,andtauntingtheofficersonscene.

Officer Woods successfully recognized a need for mental health interventionandde-escalatedthesituationusingactivelisteningtechniquesanddirectingthesubjecttoputthebottledown.

DistrictFive CaptainThomasG.StiglerPoliceOfficerJamieS.Rosado Medalof Valor-CombatAwardPoliceOfficerChristopherS.Ottaway MeritoriousServiceAwardOnApril24,2015,OfficerJaimeS.RosadoandOfficerChristopherS.Ottawayresponded to a “shots fired” call for service in the 2600 block of West NashStreet.Uponarrival,theylocatedtwosuspicioussubjectsintheimmediatearea.Theofficersobservedoneof thesubjectsplaceanitemunderneaththebushes.Fearing theobjectwaspossibly a gun,OfficerRosadoattempted to conduct afield interview. The second subject reached underneath the bush, retrieved ahandgunandran.Asheranheturnedandpointedthegunattheofficer.OfficerRosadofiredoneshotandstruckthesuspect.Inspiteof hisinjuries,thesuspectcontinuedtorunfromofficers.OfficerOttawayrelentlesslypursuedthesuspectandapprehendedhim.Officerssubsequentlytookbothsuspectsintocustodyandrecovered thefirearm involved.Officerswere fully awareby responding to theshotsfiredcalltherewasathreattotheirsafety.

OfficersRosadoandOttaway’squickthinkingandheroicactionspreventedthesituationfromescalatingfurther.PoliceOfficerJamieS.RosadoshallthereforereceiveaMedalof Valor-CombatAwardandthreemeritdaysofftobetakenin 2016 and Police Officer Christopher S. Ottaway shall therefore receive aMeritoriousServiceAward.

PoliceOfficerMichaelP.Walker Medalof Valor-CombatAwardPoliceOfficerCoreyJ.Lopez MeritoriousServiceAwardOn March 9, 2015, Officer Michael P. Walker and Officer Corey J. Lopezrespondedtoanarmedrobberyinprogressatabusinessinthe1300blockof EastLocustStreet.OfficersWalkerandLopezenteredthestoretostoptherobberyandprotectcivilians.Theyfoundasuspectarmedwithapistolbehindtheregister.OfficerWalkerorderedthesuspect todropthefirearm,but thesuspect turnedandaimedhisgunattheofficers.Fearingforthesafetyof thestoreemployees,thecustomers,andhispartner,OfficerWalkerdischargedhisfirearmatthesuspect.

Employeesstatedthatthesuspectthreatenedtoshootpeopleif theydidnotopenthesafeandcashregisters.WitnessesalsorelatedthatOfficerWalkerwasheroicanddidnothesitatetoenterintoanarmedconfrontationtoprotectthepeopleheld captive.

Officers Walker and Lopez’s courageousness, selflessness, quick actions, anddevotion to community service prevented the situation from escalating further.Police Officer Michael P. Walker shall therefore receive a Medal of Valor -CombatAwardandthreemeritdaysofftobetakenin2016.PoliceOfficerCoreyJ.LopezshallreceiveaMeritoriousServiceAward.

PoliceOfficerAnthonyJ.Milone Medalof Valor-CombatAwardDetectiveCraigJ.Thimm MeritoriousServiceAwardOnMarch19,2015,OfficerAnthonyJ.MiloneandDetectiveCraigJ.Thimmobservedtwosuspectsconductwhathebelievedtobeahand-to-handnarcotictransactionneartheintersectionof 1700WestCenterStreet.AsOfficerMiloneexitedthesquadtoconductafieldinterview,thesuspectturnedandpulledapistolfromhiswaistband.ThesuspectshotatOfficerMiloneasheranfromthepolice.

Detective Thimm immediately provided backup support and drove the squadcarinthedirectionof thefleeingsubject,despitebeingashootingtargetforthegunman.OfficerMilonebravely chased the suspect on foot into a yard in the1600blockof WestCenterStreet,wherethesuspectagaintriedtoshootOfficerMilone.Fearing forhis safetyand the safetyof residents in theneighborhood,OfficerMilonereturnedfireandstruckthesuspecttwice.Thesuspectranuntilhecollapsedashortdistancelater.Determinedtogetaway,thesuspectfoughtwithOfficerMiloneandDetectiveThimmbutwasultimatelyplacedunderarrestandtreatedforhiswounds.Avarietyof streetdrugswererecoveredfromthesuspect.

PoliceOfficerAnthony J.MiloneandDetectiveCraig J.Thimmdemonstratedextraordinary calm and courage under fire as they pursued and captured ahomicidal felon.PoliceOfficerMiloneshall thereforereceiveaMedalof Valor-CombatAwardandthreemeritdaysoff tobe taken in2016.Theactionsof DetectiveCraig J.Thimmon thedayof this incidentwereheroic,placing thesafety of the community above his own. His actions swiftly ended a violentencounter with violent armedman.Detective Craig J. Thimm shall thereforereceiveaMeritoriousServiceAward.

DistrictFive CaptainThomasG.StiglerPoliceOfficerStevenA.Mahnke Medalof Valor-RescueAwardOnFebruary21,2015,Milwaukeefirefighters responded toa subjecthavingaseizure.However,firefightersatthesceneinthe3300blockof North10thStreetsoon learnedthatasuspecthadstabbedhimself andwasholdinghisgirlfriendhostage.Firefighterscalledthepolicetoaddresstheescalatingsituation.

Officer Steven A.Mahnke and other officers forced entry into the home andfound awoman insidewho told themnothingwaswrong. Suspicious that thewomanwasbeingcoerced,officerscalledoutforthesuspecttocomeforwardasthey systematically searched the house.

Thesuspectabruptlyopenedthedoorof aclosetwherehewashiding.ThesuspectthenpointedwhatOfficerMahnkebelievedtobeamilitary-stylerifleatofficersin theroom.OfficerMahnke,realizingthe lifeof hispartnerwas in imminentdanger,dischargedhisfirearmandstruckthesuspect.Thesuspectwastransportedformedicaltreatmentandtakenintocustody.Asubsequentinvestigationrevealedthatthesuspectwasholdinganexactreplicaof afirearm.

OfficerMahnke’skeenobservationskills,quickaction,andconcernforhisfellowpoliceofficers stopped the imminent threatposedby the suspect to theofficersandthefemaleresident.PoliceOfficerStevenA.MahnkeshallreceiveaMedalof Valor-RescueAwardandthreemeritdaysofftobetakenin2016.

PoliceOfficerAndrewT.FuertePoliceOfficerNicholasM.Kropp LifesavingAwardOn July 12, 2015,Officer AndrewT. Fuerte andOfficerNicholasM.Kroppquickly responded to a shooting in the 3000 block of North 25th Street.Theofficersfoundavictimshottwiceintheupperleftleg.Thebulletsshatteredherfemurandstruckthefemoralarterycausingthewoundtobleedprofusely.

Withouthesitation,OfficerFuerteapplieddirectpressuretothewound.OfficerKroppimmediatelyretrievedthetourniquetfromthesquad.OfficersFuerteandKroppthenappliedthetourniquettothevictim’sleg,whichstoppedthebleeding.The Milwaukee Fire Department arrived and continued medical treatment.Medical personnel statedOfficers Fuerte andKropp’s quick actions saved thevictim’slife.

OfficerFuerte andKropps’s quick thinking, heroic actions, anddeterminationprevented the loss of life. PoliceOfficer AndrewT. Fuerte and PoliceOfficerNicholasM.KropparethereforeeachrecognizedwithaLifesavingAwardandonemeritdayofftobetakenin2016.

OfficersKuspa,Newport,andVytlacilranpasttheblazingfireontheporchandintotheresidence.OfficerKusparetrievedathreeyear-oldtoddlerfromthehousewhileOfficerVytlacilevacuatedthemother,father,andfiveyear-oldchild.OfficerNewportremainedinsideandclearedtheresidenceof otheroccupants.

OfficerNorthwoodreturnedtothesquadcarstoretrievefireextinguishers.Aftertheevacuation,theofficersusedthefireextinguishersandbucketsof watertoputoutthefire.TheMilwaukeeFireDepartmentarrivedandmanagedthescene.

OnNovember9,2014,OfficerGaryS.Cherone,OfficerKurtS.Saltzwadel,andOfficerMichaelP.Walkerrespondedtoanarmedrobberycallinthe3000blockof NorthBremenStreet.Twowomenwererobbedof theirpursesatknifepointandviolentlythrowntothegroundbyanunidentifiedmale.Thesuspectfledinavehicledrivenbyanaccomplice.

A neighbor gave officers surveillance video of the incident, and ForensicInvestigator Jeffery C.Muhammad obtained the license plate of the suspect’svehicle.Thevictiminformedtheofficersthattheircreditcardswerebeingusedat a restaurant in the 1200 block of West North Avenue. Officers Cherone,Saltzwadel,andWalkerimmediatelydrovetotherestaurant,foundthesuspectedvehicle,performedahigh-risktrafficstop,andarrestedthesuspects.

Mr.WilmaDavis Certificateof AppreciationOnJune19,2014,Mr.WilmaDavisassisteddetectivesinfindingandarrestinga suspectwhowas involved in a homicidewhich occurred two days before inthe4400blockof NorthGreenBayAvenue.Thesuspectattemptedtolosethedetectivesastheywerefollowinghim.Afterawhile,thesuspectexitedhiscarandbeganfiringatthem.Hethenfledthescenewithoneof thedetectiveschasinghim.Thedetectivelostsightof thesuspectandreturnedtohisvehicle.Mr.Davisthenapproached thedetectiveand informedhimof wherehe saw the suspectthrowthefirearm.Afterdirectinghimtothefirearm,Mr.Davisagreedtowatchoverthevehicleasthedetectiveretrievedthegun.Shortlythereafter,thesuspectcametohissensesandturnedhimself intoauthoritieswherehewastakenintocustody.

PoliceOfficerMichaelJ.Dederich LifesavingAwardOnAugust6,2015,OfficerMichael J.Dederichandhispartner responded toanunresponsivemaninsideof avehicleinthe100blockof WestHoltAvenue.Officers assessed the man and it was determined he had no pulse. OfficerDederich’spartnerrecognizedhypodermicneedlesinthebackseatof thevehicleand immediately suspected a heroin overdose.

OfficerDederichandhispartnerremoved the subject fromhisvehicle.OfficerDederich retrieved his pocket mask, began CPR and continued with life-saving measures until relieved by the Milwaukee Fire Department. Narcanwas administered to the subject by the MFD and he immediately regainedconsciousness.Thesubjectwastransportedtothehospitalforfurthertreatment.

PoliceOfficerMaryJ.Smolen LifesavingAwardOnDecember19,2014,OfficerMaryJ.Smolenandherpartnerrespondedtoacallof amanwithmentalillnesswhohadbarricadedhimself insideabedroomwithaknife.

DistrictSix CaptainDianaRoweThemanwas schizophrenic, in amanic state, andnot takinghismedications.OfficerSmolen,whohasbeentrainedinCrisisIntervention,attempteddialoguewith theman forapproximately twentyminutes.Hismotheralsoattempted topersuadehersontocomeoutof thebedroom.Thesubject’smotherpushedonthebedroomdoorandfeltresistanceasif hersonwasbracinghisbodyagainstit.Thetopof thedoorbroke,andthemotherwasinstructedtomoveaway.

OfficerSmolenandherpartnerpushedthedooropenandobservedthesubjectsittingonthefloorwithhisbackpressedupagainstthelowerportionof thedoor.Themanheldtheknifeinhishandwiththebladeturnedtowardhimself.OfficerSmolen continued communicationwith theman.Hewas not cooperative andrefusedtodroptheknife.OfficerSmolen’spartnertookapositionof advantagewhilethedialoguecontinued.Themansuddenlyflinchedandraisedtheknifetohischest.Herpartner,withouthesitation,deployedataser,strikingthesubjectinthe chest and torso and incapacitated him.

Officers took the subject into custody. During the initial medical assessmentofficerssawthesubjecthadnumerousself-inflictedlacerationsonbothsidesof hisneckandpuncturewoundsonhisleftside.Themanwasconveyedtothehospitalforfurthertreatment.

DetectiveTylerJ.KirkvoldPoliceOfficerRamonP.Lastrilla LifesavingAwardOn July 24, 2015, Detective Tyler J. Kirkvold and Officer Ramon P. Lastrillarespondedtoacallinthe4000blockof South25thStreetforacomplaintof amalesubjectwithafirearm.Theseverelydepressedsubjectbroughtarifleintohisgaragewiththeintentof takinghislife.

DetectiveKirkvoldandOfficerLastrillalocatedthesubjectinthebackyardhidinginthebushes.Atthatmoment,thesubjectwaspointingtherifleathimself andwasjustsecondsawayfrompullingthetrigger.DetectiveKirkvoldandOfficerLastrillaquicklyengagedthesubjectinconversationtode-escalatethecrisis.Afterusingactivelisteningskills,theofficersconvincedthemantoputhisrifledown.ThesubjectwastakenintocustodyandtransportedtoMilwaukeeCountyMentalHealthforfurthertreatment.

DistrictSix CaptainDianaRoweMr.JasonD.McCoy ValorousConductAwardOnMay5,2015,anarmedrobberyoccurredatadealershiplocatedinthe5100blockof South27thStreet.Mr.JasonMcCoywitnessedtwoarmedjuvenilesarguingandpointingpistols at a 74 year-old female senior citizen. Concerned for the victim’s safety,Mr.McCoycalledthepolice.Inaddition,hejumpedoutof hisvehicleandchasedthetwojuvenilesnorthboundonSouth27thStreet.Eventually,hecaughtupwiththejuvenilesanddetainedthemuntilofficersarrived.Onthescene,officersrecoveredtheBBpistols,whichresembledrealfirearms,andtookthejuvenilesuspectsintocustody.

With his quick thinking and dedication towards helping another citizen,Mr.McCoyplayedaninstrumentalpartincapturingthejuvenilesuntilthepolicearrived.Therefore,Mr.JasonD.McCoywillbeawardedtheValorousConductAward.

Mr.BostonE.Compton MeritoriousConductAwardOnJuly21,2015,officersrespondedtoafemalesubjectthreateningtojumpoffa100footbridgeinthe3300blockof SouthHowellAvenue.Thesubjectwasseensittingontherailingof thebridgeandreadytofalltotheground.However,standingnexttoherwasMr.Compton,afriendwhowasdesperatelypersuadinghernottojumpfromthebridge.

Astheofficersapproachedthescene,thesubjectyelledforthemnottocomeanycloserandshemovedfurtherofftherailingreadytojump.ImmediatelytheofficersstoppedinplaceandmouthedtoMr.Compton,“Grabher.”Fearingforhisfriend’ssafety,Mr.Comptonseizedtheopportunityandbearhuggedhisfriend,pullingherofftherailingandbringinghertosafety.

Mr. Compton’s quick response and determination resulted in saving his friend’s life.Therefore,Mr.BostonE.ComptonshallreceiveaMeritoriousConductAward.

PoliceOfficerJoseM.Luna MeritoriousServiceAwardOnFebruary 1, 2015,Officer Luna and his partner responded to a family introuble in the 3900 block of North 77th Street.The sister explained that herbrothercamehomedrunkandwas in thebasement refusing to turndownhismusic.OfficerLunaheardthesubjectswearingandyellingfromthebasement.Astheofficersstoodinthehallway,OfficerLunaheardthesubjectcomeupthestairsintothekitchenandarmhimself withaknifefromakitchendrawer.Immediately,OfficerLuna’spartner immediatelydrewherpistolandyelledat thesubject todrop theknife.The subjectbacked intoa cornerof thekitchen.OfficerLunatookouthisOCsprayandexpandablebaton.Whenthesubjectreappearedintothedoorway,OfficerLunaimmediatelydeliveredaburstof OCtothesubject’seyes causinghim todrop theknife.Without further resistance, the subjectwashandcuffedandtakenintocustody.

OfficerLuna’sactionsexemplifythesuccessfulde-escalationof avolatilesituation.Hewasabletoassessthepotentialdangersof dischargingafirearminaconfinedspace with multiple occupants and sought rational, alternative actions. Hisdecisiontoutilizealessextremeoptionresultedinasaferesolutionof theconflict.

AsMr.Adamssteppedintothefrontlobby,heimmediatelyobservedasubjectrunfromthecellblockandjumpoverthefrontcounter.ItwasobvioustoMr.Adamsthesubjectwastryingtoescape.Realizinghehadtodosomethingtopreventthisfromhappening,Mr.Adamsgrabbedtherunningsubjectandheldhimdownlongenoughfortheofficerstohandcuffhim.

Uponarrival,OfficersShipmanandSutyakobservedtwosubjectsonthesidewalk;onefitthedescription.Theofficers,withoutregardfortheirownsafety,approachedandnoticedthesuspectwasrobbingthevictimatgunpoint.Thevictimcriedoutforhelp.OfficerShipmanabruptlyexitedthesquadcarandrantowardsthearmedsuspect.OfficerSutyakpursuedthesuspectinthesquadwhilebroadcastinghisflightpath.OfficerShipmanchasedthesuspectonfootandwaslaterjoinedbyOfficerSutyakinthefootpursuit.Theofficerscaughtthesuspectandafterastruggletosecurehishands,placedhimintocustody.

Boardingthepassengercars,OfficerHunterandMr.Trevinobeganescortingpeopleoffthetrain.Meanwhile,OfficerRaymondL.MonfreandOfficerShaneA.Pecoraroarrivedonthesceneandalsoassistedinevacuatingpassengersfromtheperiloussituation.

PoliceOfficerHunter,whiledisplayinggreatcourage,andwithoutregardforhissafety,rescuednumerouscitizensfromapotentiallydeadlysituation.PoliceOfficerGregoryD.HuntershallthereforereceiveaMedalof Valor-RescueAwardandthreedaystobetakenin2016.

In March of 2015, members of the Milwaukee Police Department initiated aninvestigationintoaseriesof shootings,robberies,homicides,andvictimintimidationdirectlyassociatedwithaMilwaukeeareagroupof narcoticdealers.Thisgroupwaslabeledbyinvestigatorsasthe“ViolentCrimeTintCrew”(VCTC).

TheVCTCengagedinahighlyorganizednarcotictraffickingoperation.Themembersof this crew servedclientsacross theCityof Milwaukee, southeastWisconsin, andnorthernIllinois.Thedrugdealersusedstolenrentalcarswithheavily-tintedwindowsand fraudulent temporary license plates. To further avoid detection by police, thesuspectsusedavarietyof hotelslocatedthroughoutthesuburbanarea.

Ateamof analysts,officers, investigators,andsupervisorsassembledtoaggressivelytarget, arrest, and prosecute the VCTC. Members assigned to this mission alsoremainedaccountablefortheirdailyresponsibilitiesattheirrespectiveworklocations.Inonehundreddaystheunitintervieweddozensof victimsandwitnesses,completedcountlesshoursof surveillance,conductedhazardousfieldwork,andexecutedovertwentysearchwarrants.

Theteamrecoveredmorethanonethousandgramsof heroin,cocaine,andmarijuana,alongwith$12,000inproceeds.Fifteenstolenvehiclesandtwelvefirearmswithhighcapacitymagazineswerealsoseized.Fifteenmembersof theVCTCweretakenintocustodyandchargedwithvariousweapon,narcotic,andviolentcrimes.Thekeyarrestsof thesedangerouscriminalsledtothedismantlingof theVCTCcrimeorganization.

Throughout the courseof this investigation, allpersonnel assigned to thisdaunting taskdisplayedincrediblelevelsof dedicationandperseverance.Theunitcoordinatedresources,assembled support teams, and engaged in dangerous fieldwork to capture these violentindividuals.
