I. Background: Mission BayNeighborhood
● Plan for neighborhood redevelopment in 1998 donated a parcel for future school as part of creating a comprehensive neighborhood
● Formerly railroad tracks and industrial, the area is nearly built up with over 6,000 housing units (nearly 30% affordable housing) and institutions such as UCSF, Warriors, Giants, Kaiser, and biotech firms
● Board Resolution No. 172-14A1, “In Support of the Construction of a New School in Mission Bay” initiated school planning process

● Staff planning and community engagement process in 2018 resulted in a green light from the Committee of the Whole on 12/4/18 to move forward as proposed
II. Site Development Update: Spring 2019 Milestones

❏ Selection process for Bridging Architect complete
❏ Site studies and title transfer initiated
❏ Project schedule updated to incorporate most current information available

Instead of a typical 5-year timeline for new school construction (originally targeted for Fall 2023 opening), we are revising the anticipated opening to Fall 2024 or 2025
Preliminary site study indicate conditions that will require more mitigation and oversight from state regulatory bodies than has been typical for other SFUSD construction projects

IV. Local School Capacity
● Community members have raised the question of whether a temporary school site is needed prior to the opening of the Mission Bay elementary school
● Staff are exploring several approaches to address this:
○ Conduct further analysis of local student capacity and school choice patterns to understand whether residents within the Webster Elementary School Attendance Area (ESAA) boundary are an outlier compared to other parts of the District in terms of available seats and number of residents. Identify actionable, short-term solutions.
○ Align proposals within the context and timeline of the student assignment policy re-design (Ad Hoc Committee on Student Assignment 5/13/19, Policy Timeline on Slide 51)
○ Estimate future elementary school capacity needs districtwide and whether SFUSD should open a temporary site until the Mission Bay campus is ready
