The County of Ventura
From rolling hills to sweeping ocean views, Ventura County is
located on the “Gold Coast,” approximately 50 miles northwest of
Los Angeles and 30 miles south of Santa Barbara. The near per-
fect Mediterranean climate with an average annual temperature of
74.2 degrees and a wonderful quality of life are two of the many
reasons the 854,223 residents call Ventura “home.”
The County’s 2,208 square miles include 43 miles of coastline
including Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port
Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and Ventu-
ra as well as national protected areas such as parts of the Ange-
les National Forest, Channel Islands National Park, and the Santa
Monica Mountains National Recreation Area.
The County of Ventura offers numerous year-round activities
ranging from walking on the beach to enjoying a concert in a park
or sailing to the Channel Islands National Park or hiking in the Los
Padres National Forest. Ventura County is home to the Ronald
Reagan Presidential Library and Museum, the San Buenaventura
Mission, art galleries, and a state-of-the-art Civic Arts Plaza.
The County of Ventura is a general law county, governed by a five
-member Board of Supervisors. The Supervisors appoint a Coun-
ty Executive Officer to oversee the day-to-day operations and also
advise, assist and act as an agent for the Board of Supervisors in
all matters under the Board’s jurisdiction. County operations have
an operating budget of approximately $2.3 billion with a staffing
allocation of 8,900.
Health Care Agency
The Health Care Agency is the largest department in the Coun-
ty of Ventura and employs approximately 3,000 people; 1,100
of those in direct patient-care positions. The Health Care Agen-
cy oversees the Ventura County Medical Center (VCMC) - Lev-
el II Trauma Center, Santa Paula Hospital (SPH), 24 primary
care clinics, 11 specialty care clinics, the Public Health Depart-
ment, the Behavioral Health Department, the Medical Examiner
and the County’s Animal Services Department. VCMC’s Family
Medicine Residency Program is affiliated with the UCLA School
of Medicine and has been educating physicians since 1928. As
a teaching hospital, our doctors value Registered Nurses’
knowledge and expertise, and are trained to work cohesively
with them for the care of the diverse population we serve.
About the Position
Under general direction, plans, organizes, and directs the admin-
istration of a comprehensive quality assurance and performance
improvement program at Ventura County Medical Center (VCMC)
and Santa Paula Hospital.
The ideal candidate will be a seasoned manager and highly effec-
tive communicator who may have:
A Master's degree in a healthcare-related discipline, busi-
ness, or public administration
Progressively responsible experience within a hospital, such
as nursing or related clinical support experience
Experience managing operational functions within a hospital
Experience managing a quality, patient safety, or perfor-
mance improvement program
This candidate will also be able to collaboratively develop and
employ a department-wide strategic plan that exemplifies a com-
mitment to service excellence, staff development, community sup-
port and continuous quality improvement.

Chief Hospital Operations - Quality Assurance & Performance Improvement
This is an “AT-WILL” position exempt from the
Civil Service Ordinance.
Qualifications Any combination of education, training, and experience equivalent to a Bachelor's degree in a related field AND a minimum of five (5) years of increasingly responsible clinical or administrative nursing work experience in a senior management position in an acute care hospital setting.
Typical Duties Duties may include but are not limited to:
Develops, implements, directs, and evaluates a comprehensive
quality assurance and performance improvement program.
Serves as strategic advisor and technical expert on all strate-gies, programs, and efforts related to quality assurance and perfor-mance improvement.
Collaborates with all stakeholders, including medical staff and committees who oversee quality, to facilitate the definition of key performance indicators as well as the development of objectives and priorities related to quality assurance and performance improvement.
Identifies quality assurance and performance improvement needs and trends by conducting gap analysis, reviewing current practices, and gathering, compiling, and analyzing a wide variety of data including that related to employees, services, and patient feed-back.
Develops and maintains strong collaborative relationships with senior management, clinical leadership, staff, and all other stakehold-ers to ensure open communication and the sharing of information.
Designs, implements, and evaluates systems, processes and tools which allow for the collection and analysis of data which will be used to measure organizational performance and prepare reports which illustrate key metrics.
Develops and administers operational budgets to ensure pro-gram objectives and cost effectiveness are reached; determines staffing requirements.
Develops, organizes, and prepares special studies and reports.
Oversees, promotes, and assists in monitoring compliance with federal, state and Joint Commission on Accreditation of Health Care Organizations (JCAHO) standards and related accreditations.
Compensation and Benefits
Current Base Salary Range: $131,916.41 - $193,936.13 Annually
The County offers an attractive compensation and benefits pack-
age. A General Salary Increase of 1.5% will be effective January
15, 2019.
EDUCATIONAL INCENTIVE
Possible eligibility for an educational incentive of 2.5%, 3.5% or 5%
based on completion of an AA, BA, or MA degree.
EXECUTIVE ANNUAL LEAVE
248 hours earned per year, increasing to 288 hours after 5 years of
service, to 328 hours after 10 years, and to 368 hours after 15 years.
ANNUAL LEAVE REDEMPTION
The ability to redeem up to 100 hours of Annual Leave per year
after using 80 hours.
HEALTH PLANS
Medical, Dental and Vision plans for you and your dependents. A
flexible credit allowance of up to $10,322 annually provided for use
towards your plan elections increasing to $11,622 for the 2019 plan
year effective December 16, 2018.
FLEXIBLE SPENDING ACCOUNTS
Increase your spending power through reimbursement with pre-
taxed dollars for IRS-approved dependent care and health care
expenses.
DEFERRED COMPENSATION
Eligible to participate in the County's 401(k) Shared Savings Plan
and/or the Section 457 Plan. This position is eligible for up to a 3%
match on your 401(k) contributions.
RETIREMENT
Both the County and you contribute to the County’s Retirement
Plan and to Social Security. If you are eligible, you may establish
reciprocity with other public retirement systems such as PERS. For

10 paid days per year plus a scheduled floating holiday.
