economic survey undertaken in August 2010. The

number of PAFs increased to 108 on account of

division in their families. Project affected families

losing 6.8877 ha of agricultural land only. All

families are Scheduled Tribe. No dwelling

units/houses are affected due to the Project. No

PAF is becoming landless.

facilities and small DG set, etc. to cater for villages in

the project area

• Two first aid posts including sheds, furniture and basic equipment (dam and near power house sites)

• Budget for strengthening existing medical facilities,

Health Awareness/ Vaccination Camps, combating

communicable diseases, combating vector borne

diseases.

6 Energy Conservation

Measures • LPG and Kerosene Depot Construction

• Community Kitchen (1 Nos.) & Canteen (1 No.).

7 Muck Disposal Plan • About 4.59 Lakh m3 muck to be dumped.

• Four Muck Dumping Sites with total capacity of 4.61

Lakh m3 to be constructed.

• For stacking of dumped material two different types

of concrete reinforced retaining walls are proposed.

• In case of steep gorge, retaining wall, gabion structure

shall be constructed to retain the fill material.

• Biological measures include plantations with

Rhizobium, Azotobacter and Mycorrhiza inoculums,

Turfing with Rhizobium and Azotobacter and

Fencing, sprinkler system, bio-fertilisers, FYM, soil

testing, etc.

8 Landscaping & Restoration

Areas

• Engineering measures includes filling of crates,

carpeting with geo-textiles etc.

• Biological measures include plantation around

various project appurtenances.

9 Air & Water Environment

replenishing the stock of PPEs during the

construction phase

Annexure-D

Table:4 Status of Conditions Stipulated by MoEF in EC Letter

(i) The Catchment Area Treatment Plan as

proposed in the EIA/EMP Report shall be

undertaken in consultation with the State

Forests Department and major work shall

be completed before impounding of

reservoir.

CAT Plan shall be implemented by State Forest

Department (concerned DFO) with the funds

provided by MHEPCL. Total financial outlay

proposed for CAT Plan has been revised to Rs.

28,13,00,000/- as per concurred DPR cost and

same has been approved by Himachal Pradesh

State Forest Department, Government of

Himachal.

(ii) All the commitments made during the

public hearings shall be fulfilled

completely.

Agreed.

(iii)

The details of land holding of project

affected persons whose land is being

acquired shall be submitted to this

Ministry. The R&R benefits for the land

losing households will be as per the

National Rehabilitation and Resettlement

Policy, 2007 (NRRP, 2007) or as per the

Muck Management Plan as given in the

EIA/EMP Report shall be strictly

implemented. Consolidation and

compilation of the muck shall be carried-

out only in the designated muck dumping

sites. As per the proposed muck disposal

plan, about 4,59,254 cum of muck is

expected to be generated after deducting

25% of utilizable muck. The muck shall

be disposed of only at four designated

locations approved by State Pollution

Control Board. For Muck Dumping Site-

3, which is only about 12 m from HFL, an

RCC retaining structures upto the

requisite height shall be provided to

ensure that muck does not roll down to

river. Retaining structures shall be

constructed before dumping any muck at

any site. The sites shall be restored once

the construction is over.

Muck Disposal Plan shall be complied as per

provisions of Miyar EMP. Total financial

outlay of Rs. 266.70 Lakh kept for the same.

(vi) There are no fish in the Miyar nalla

however, as proposed by you, Rs. 89.60

Lakh shall be budgeted for Fisheries

Development Plan for considering the

possibility of developing snow trout in the

area in future. This shall be implemented

in consultation with State Fisheries

Department.

Financial Outlay of Rs. 89.60 Lakh proposed

for implementation of Fisheries Development

Plan to be released to Fisheries Department in

phase wise manner on receipt of demand.

(vii) A minimum water discharge of 1.04

cumecs i.e. 28% of the minimum

discharge available during four leanest

months of the 90% dependable year shall

be released as environmental flow for

sustenance of aquatic life and downstream

use. Regarding release of Monsoon flow

the project proponent explained that the

average spill during three monsoon

months i.e. June, July and August is more

than 30% in 31 years out of 33 years for

which data have been approved by CWC.

(viii) The environmental flow shall be through

an ungated /uncontrolled opening (without

any valve) in one of the piers. Design

aspect of the same would be discussed

with CWC to ensure that no choking takes

place in this opening.

Same shall be complied while construction and

designing of the barrage.

(ix) Continuous Monitoring system for

environmental flow measurement shall be

installed and data shall be displayed at

appropriate site for information of civil

society and stake holders. Six monthly

results shall be submitted to the concern

Regional Office of the Ministry and

SPCB.

Same shall be complied during operation phase.

(x) Real time telemetry and data acquisition

system including all weather hydro

metrological stations shall be installed for

in-flow monitoring and advance flood

warning. Advance flood warning and

advance communication systems shall be

installed in consultation with the

downstream District Authorities.

Disaster Management Plan with a total financial

outlay of Rs. 37.60 Lakh has been proposed in

EMP for setting up of V-SAT communication

system etc.

(xi) As proposed in the EMP, the

Afforestation Programme on about 128 ha

of land shall be undertaken immediately

@ 1500 plants per hectare. Native species

should be preferred in plantation.

Compensatory Afforestation (CA) over double

of the degraded forest land i.e. 128.6267 ha

already formulated as part of Forest proposal.

The funds to the tune of Rs. 5,03,24604/- shall

be deposited to CAMPA for implementation of

the same.

(xii) Greenbelt development along the

approach roads, residential areas, office

complex, barrage site and other working

areas shall be undertaken immediately.

The allocated budget of Rs. 20 lakhs shall

not be diverted to any other purpose.

Site wise Green belt development shall be done

with progress of construction works including

Roads, Colonies etc.

Greenbelt development is proposed as part of

“Landscaping & Restoration of Quarry &

Construction Areas” proposed in EMP.

(xiii) The Biodiversity Conservation and

Wildlife Management Plans, as proposed

in the EMP shall be taken up immediately

and implemented in consultation with the

State Forest Department without any

diversion of allocated funds. A report of

implementation shall be included in the

sixth monthly compliance report to be

submitted to the Ministry.

Same shall be complied as per provisions

mentioned in EMP in consultation with HP

Forest Department. Total budget proposed for

the plan is Rs. 156.70 Lakh.

aspects as provided in EIA/EMP shall-be-

implemented in consultation with District

(xv) The equipment likely to generate high

noise levels during the construction period

or otherwise shall meet the ambient noise

standards as notified under the Noise

Pollution (Regulation and Control) Rules,

2000, as amended in 2010 under the

Environment Protection Act (EPA), 1986.

The vegetative cover as proposed for

Noise mitigation measures may not be

effective therefore; other measures like

construction enclosures, use of silent

generators etc. should also be used during

construction.

An amount of Rs. 25 Lakh kept in Biodiversity

Conservation Plan for noise mitigation & same

will be utilized for noise mitigation measures

during construction phase.

(xvi) Quarry sites shall be restored once

construction is over.

“Landscaping & Restoration of Quarry &

Construction Areas” proposed in EMP with

total provision of Rs. 32 Lakh including

engineering works.

(xvii) The project falls in seismic zone -V. The

site specific responses spectra study has

been carried out by Department of

Earthquake Engineering, I1T Roorkee.

Approval from NCSDP shall be obtained

before starting construction for the

project.

National Committee on Seismic Design

Parameters (NCSDP) has approved the revised

site specific seismic study report carried out by

Department of Earthquake Engineering, I1T

Roorkee vide its letter dated 03-09-2013 (Copy

enclosed as Annexure-D-1)

(xviii) A provision of Rs. 10.96 Crore earmarked

towards the Local Area Development

Activities shall not be diverted for any

purpose. The activities as submitted to the

Ministry shall be taken up as soon as

possible. This will be in addition to Rs.

2.40 Crore earmarked for Corporate

Social Responsibility (CSR).

LADP to be implemented in consultation with

District LADC & concerned Panchayats.

CSR activities as proposed under brand name

EECHO (Education, Environment, Community

Development, Health & hygiene, Other

Activities) shall be implemented during

construction period of the Project.

(xix) Any other clearance from any other

organization/department, if required, shall

facilities shall be provided for the labour

force and the local area people.

Sanitary facilities etc. are proposed under the

Solid Waste Management Plan in EMP with

total budget of Rs. 125.60 Lakh.

(vi) Restoration of construction area including

dumping site of excavated materials shall

be ensured by levelling, filling up of

burrow pits, landscaping etc. The area

should be properly treated with suitable

plantation.

“Landscaping & Restoration of Quarry &

Construction Areas” proposed in EMP with

total provision of Rs. 32 Lakh including

engineering works.

(vii) Environmental parameters shall be

monitored and six monthly reports shall

be submitted to the concerned Regional

Office of the Ministry and State Pollution

Control Board for review.

construction phase Rs. 52.50 Lakh & Rs. 21

Lakh for operation phase. Air, Water & Noise

monitoring to be undertaken in consultation

9. This clearance letter is valid for a period

of 10 years from the date of issue of this

letter for commencement of construction

10. A Multi-disciplinary Committee for

monitoring the implementation of

environmental safe guards during

construction shall be constituted by the

Proponent in consultation with the

Ministry. The Proponent shall suggest the

members for approval of the Ministry.

Proponent shall organize six monthly

meetings of the Committee and submit the

monitoring report to the Ministry.

Multi-disciplinary Committee (MDC) will be

constituted in consultation with MoEF. A

request with proposed composition of the

committee including local representatives,

eminent ecologist (to be identified) etc. will be

made to MoEF. General composition of MDC
