    INSTRUCTIONS TO BIDDERS AND GENERAL

    CONDITIONS

    FOR LIGHTING RETROFIT

    INSTALLATION MATERIAL ONLYMETROPOLITAN MAYORS CAUCUS

    BULK PURCHASING BID SOLICITATION ON BEHALFOF CERTAIN MUNICIPALITIES IN CHICAGOLAND

    CHICAGO, IL 60631

    1. INTRODUCTION- The Metropolitan Mayors Caucus (MMC) hasreceived a Public Sector Energy Efficiency Aggregation Grant from theIllinois Department of Commerce and Economic Opportunity (ILDCEO). The goals of the grant are to implement cost effective energyefficiency projects by offering the IL DCEO incentives directly to

    participating municipalities and taking over the administrative burden ofimplementing projects from both IL DCEO and the municipalities. MMChas engaged 360 Energy Group to provide technical services to MMCand the participating municipalities including lighting audits, projectanalysis and implementation services such as soliciting qualified bids forthe products and services required to implement these lighting projects.The following specifications are for the labor to implement these projectson behalf of the participating municipalities. The intent of this bidsolicitation is to choose one contractor to perform all electrical work

    required by this bid but a contractor who only wants to bid on one orseveral municipalities is welcome to do so but may be at a competitivedisadvantage to those contractors who choose to bid the entire project. Ifa bidder wants to bid one or several of the municipalities work, it is stillrequired to meet all terms and conditions of this bid package. Theparticipating municipalities are the Village of Burr Ridge, the Village

    of Fox River Grove, the Village of Island Lake, the Village of

    Libertyville, the Village of Lincolnwood, the Village of Lindenhurst,

    the Village of Northfield, the Village of Oak Lawn and the City of

    Palos Heights.

    2. PREPARATIONS OF BIDS: The bids shall be addressed to KateAgassie, Metropolitan Mayors Caucus, 233 South Wacker, Suite 800,

    Chicago, IL 60606-6415. All bids must be received by MetropolitanMayors Caucus by January ___, 2012 at ______ a.m.

    There will also be a pre-bid meeting for this project on January 4,

    2012 at 10:00 a.m. at the offices of 360 Energy Group, 8770 West

    Bryn Mawr Avenue, Suite 1300, Chicago, IL 60631. Any potential

    bidder for this project may be at the pre-bid meeting to discuss the

    specifications and procedures of this bid process. MMC and the

    participating municipalities will also allow bidders to inspect the

    areas to be included in this project for their due diligence in

    preparing their bids with the following schedule of times for suchinspections:

    a. The Village of Burr Ridge-

    c. The Village of Island Lake-

    d. The Village of Libertyville-

    e. The Village of Lincolnwood-

    f. The Village of Lindenhurst-

    Any bid received by Metropolitan Mayors Caucus shall be presumed

    to have been prepared by the bidder after their exercise of due

    diligence in inspecting the locations of the lighting upgrade and any

    complaint of lack of knowledge of existing conditions shall not excuse

    the bidder from honoring their bid to MMC.

    3. SPECIFICATIONS: General specifications are attached hereto and thebidders are expected to meet these specifications. There will be nosubstitutes allowed for the particular fixtures or reflector kits

    specified by Metropolitan Mayors Caucus because of energy

    efficiency and performance requirements of the lighting upgrade

    project except as specified in Paragraph 3 of this bid document.

    Competition is invited on this bid; however, bidders are advised thatMetropolitan Mayors Caucus reserves the right to reject any or all bids. Itshould not be inferred that Metropolitan Mayors Caucus will necessarily

    accept the low bid but will judge each proposal on its merits incomparison with other bids.Each participating municipality also reservesthe right to reject any or all bids on any basis whatsoever. Once the bidresults have been tabulated and distributed to the participatingmunicipalities, each municipality will issue a purchase order to thechosen bidder for the labor component of this solicitation for bids.

    4. FIXTURE AND REFLECTOR KIT ALTERNATES: Per the

    Schedule of Materials, the fixtures and retrofit kits have a no

    substitutes designation. This paragraph will govern all questions

    concerning the use of alternates for fixtures and/or reflector kits.

    (Please note that no such designation is attached to lamps and

    ballasts. Equal lamp and ballast products that meet the IL DCEO

    PSEE guidelines and are listed on the CEE approved list will be

    allowed in bids without resort to this paragraph. However, thebidder must designate if they are making a substitution for lamps

    and/or ballasts on the bid form.) There will be no unapproved

    substitutes allowed for the particular fixtures or reflector kits

    specified by Metropolitan Mayors Caucus because of performance

    requirements of the lighting upgrade project. However, Metropolitan

    Mayors Caucus will allow bidders to present alternate fixtures

    and/or reflector kits for review by Metropolitan Mayors Caucus

    before the due date of this bid package. Each alternate fixture and/or

    reflector kit must be UL approved and a sample must be madeavailable for physical inspection at the administrative offices of

    Metropolitan Mayors Caucus before the due date of the bid opening.

    At the same time, the bidder must also submit photometric and

    performance information of the fixture and/or reflector kit as well as

    shop drawings of the fixture and/or reflector kit that the bidder seeks

    to have approved for inclusion in the bid. If Metropolitan Mayors

    Caucus approves the inclusion of such alternate fixture and/or

    reflector kit, the bidder may submit an alternate bid for the project

    which includes the alternate fixture and/or reflector kit. Note that

    Metropolitan Mayors Caucus will still require that the bidder submita base bid for the project with the original specified fixtures and/or

    reflector kits. In no event shall the alternate fixture and/or reflector

    kit use more wattage or produce less light than the original specified

    fixtures and/or reflector kits as the project is based on receiving pre-

    approved incentives from the IL DCEO PSEE program.

    Metropolitan Mayors Caucus will notify the bidders seeking to

    include alternate fixtures and/or retrofit kits of their decision to

    approve or deny such alternate by e mail and U.S. postal service first

    class mail. If the bidder does not timely meet the requirements of thisparagraph, it will be deemed to be a non responsive bid at the sole

    discretion of Metropolitan Mayors Caucus. Metropolitan Mayors

    Caucus reserves the right to reject any proposed substitution for

    fixtures and/or reflector kits based on its sole judgment and

    discretion.

    5. BID PRICE: Bid prices shall include all material including lamps,

    ballasts, reflector kits and new fixtures included in the attached scheduleof materials. Bidders are required to provide unit prices for all items inthe event that more or less of the items are needed to complete the projectand the participating municipalities will either purchase more items atthese costs or receive a credit for any unused items at these costs.Shipping costs to each separate building location shall be included in all

    bids presented to the participating municipality. No sales tax shall beincluded because all participating municipalities is tax exempt and the

    participating municipality will present the winning bidder with the taxexempt certification after awarding the bid. Metropolitan Mayors Caucusrequires the breakdown of the various costs enumerated in the bid form

    be made a part of this bid package. Any bidder that does not fully provideall required information may be deemed to be a non responsive bid at thesole discretion of Metropolitan Mayors Caucus.

    6. WITHDRAWAL OF OFFER: Bidders shall quote firm prices with pricesnot to be withdrawn for a period of 60 days from the date that the bids aredue.

    7. REJECTION OF OFFERS: Metropolitan Mayors Caucus reserves theright to reject any or all bids and to waive minor irregularities.

    SPECIFICATIONS FOR LIGHTING RETROFIT PROJECTMATERIAL ONLY

    Metropolitan Mayors CaucusChicago, IL 60631

    Metropolitan Mayors Caucus and the participating municipalities areproposing to replace and retrofit certain existing lighting fixtures in theirbuildings to enhance light levels and reduce energy cost.

    This project is funded in part from a Lighting Incentive provided through theMMC Aggregation Grant program awarded by the IL Department ofCommerce and Economic Opportunity Public Sector Energy Efficiency

    program. As a result, the winning bidder must strictly follow the IL DCEOspecifications and requirements for new fixtures, lamps and ballasts whichare a condition of receiving this incentive.

    The technical specifications and requirements of the IL DCEO PSEEprogram are attached to these specifications and made a part of thisdocument and must be strictly adhered to by the winning bidder.

    All electronic ballasts used in this project must be high performance ballastsas defined in the IL DCEO EEPS guidelines and must have a Five (5) yearwarranty from the manufacturer. All lamps must be high performance T-8sas defined in the IL DCEO EEPS guidelines and must have a Two (2) year

    warranty from the manufacturer. The Contractor must also provide a oneyear service warranty as part of this bid to cover the labor costs of anywarranty work.

    The bid package from the Bidder will include:

    1. Bid Form- must be fully filled out with unit prices and all requiredinformation for pre-approved alternates.

    Signature of Authorization (The person signing the bid must be an officer in

    the company who has authority to approve the proposal).

    2. All bid proposals offered must be accompanied by a cashiers check orcertified check in the amount of two thousand dollars ($2,000) made payableto the order of the Metropolitan Mayors Caucus as a guarantee that, if the

    bid proposal is accepted, a contract will be entered into and the performanceof the contract properly secured. No bid proposal shall be considered unlessaccompanied by such a check.

    LIGHTING SPECIFICATIONS IL DCEO PSEE 2011-2012

    All lighting projects are expected to comply with the Illuminating

    Engineering Society of North America (IESNA) recommended lighting

    levels or the local code.

    Compact Fluorescent Lamps (Screw-in)

    Incentive applies for retrofitting screw-in compact fluorescent lamps

    (CFLs) and applies only if an incandescent or high intensity discharge

    (HID) lamp is being replaced. All screw-in CFLs must be ENERGY

    STAR-rated. The lamp/ballast combination must have an efficacy of

    40 lumens per Watt (LPW). For screw-in CFLs, electronic ballasts are

    required for lamps 18 Watts.

    Hardwired Compact Fluorescent FixturesIncentive applies to new or retrofit hardwired interior CFL fixtures,

    only complete new fixtures or modular hardwired retrofits with

    hardwired electronic ballasts qualify. The CFL ballast must be

    programmed start or programmed rapid start with a power factor (PF)

    90 and a total harmonic distortion (THD) 20%.

    De-lamp, Permanent Lamp Removal

    Incentive applies for de-lamping, permanent removal, of existing

    fluorescent lamps. De-lamp is the net reduction in the number of lamps

    in a fixture. Applicants are responsible for determining whether or notto use reflectors in combination with lamp removal in order to maintain

    adequate lighting levels. Lighting levels are expected to meet the

    Illuminating Engineering Society of North America (IESNA)

    recommended light levels. Unused lamps, lamp holders, and ballasts

    must be permanently removed from the fixture and disposed of in

    accordance with local regulations. This measure is applicable when

    retrofitting from T12 lamps to T8 lamps or reconfiguring a T8 fixture to

    reduce the number of lamps. Removing lamps from a T12 fixture that is

    not being retrofitted with T8 lamps are not eligible for this incentive. APre-approval Application is required for lamp removal projects in

    order for DCEO to conduct a pre-retrofit inspection.

    High Performance 4-foot T8 Lamps and Ballast

    Incentive applies for retrofitting existing T12 lamps and magnetic

    ballasts with high performance T8 lamps and electronic ballasts. This

    measure is based on the Consortium for Energy Efficiency (CEE) high

    The nominal wattage of new lamps must be 28 Watts (2585 Lumens)

    Incentive applies for retrofitting existing 8-foot T12 lamps and magnetic

    ballasts with reduced wattage 8-foot T8 lamps and electronic ballasts.

    Lamps must have a minimum mean lumen per watt (MLPW) of 90 and

    must have a nominal wattage 57 Watts. A manufacturersspecification sheet must accompany the application.

    Reduced Wattage 8-foot T8 Lamps Only

    Incentive applies for the replacement of existing 59 Watt T8 lamps with

    reduced wattage 8-foot T8 lamps. Lamps must have a minimum mean

    lumen per watt (MLPW) of 90 and must have a nominal wattage 57

    Watts. The incentive level is calculated on a per lamp basis and ballast

    Incentive applies for retrofitting existing U-Tube T12 lamps and

    magnetic ballasts with U-Tube T8 lamps and CEE qualified electronic

    ballasts. The lamp must have a color rendering index (CRI) > 80.Qualified ballasts can be found at: http://www.ceel.org/com/com-lt/com-

    lt-main.php3 . A manufacturers specification sheet must accompany

    the application.

    2 and 3 foot T8 Lamps and Ballasts

    Incentive applies for retrofitting existing T12 lamps and magnetic

    ballasts with T8 lamps and electronic ballasts. The lamp must have a

    color rendering index (CRI) > 80 and the ballast must have a total

    harmonic distortion (THD) < 32% at full light output, and the powerfactor (PF) must be > 0.90. A manufacturers specification sheet must

    accompany the application.

    Exit Signs

    Incentive applies for the replacement or retrofit of an existing

    incandescent or fluorescent exit sign with a high efficiency

    electroluminescent, photoluminescent, T1 cold cathode and light-

    emitting diode (LED) exit signs. All new exit signs or retrofit exit signs

    must be UL 924 listed, have a minimum lifetime of 10 years, and have

    an input wattage 5 Watts per face.

    LED Lamp

    Incentive applies for retrofitting 20-100 Watt incandescent lamps with

    LED integral lamps (screw-in base or pin-type). LED Lamp wattage

    must be < 20 Watts and meet current ENERGY STAR criteria. See

    www.energystar.gov for more information. Other LED projects may

    be eligible under the Custom Incentive Program.

    Integrated Ballast Ceramic Metal Halide LampsIncentive applies for the replacement of incandescent lamps with

    integrated, electronic, self-ballasted metal halide lamps. Qualifying

    lamps are 25 Watts integrated ballast ceramic metal halide PAR

    lamps with a rated life of 10,500 hours or greater.

    Metal Halide Fixtures - Pulse Start or Ceramic

    Incentive applies for retrofitting high intensity discharge fixtures with

    either pulse start metal halide or ceramic metal halide fixtures. Total

    replacement wattage must be lower than existing wattage to insure

    energy savings. Retrofit kits may be used on existing mercury vapor,

    standard metal halide or high pressure sodium fixtures only.

    Interior Induction Fixtures

    Incentive applies for new or retrofit hard-wired induction fixtures. Newfixtures must replace, one for one, existing incandescent, mercury

    vapor, T12 High or Very High Output fluorescent, standard metal

    halide or high pressure sodium fixtures in interior installations. The

    new or retrofit induction fixture must have a color rendering index

    (CRI) of > 80 and a mean efficacy of > 50. The wattage of new fixtures

    must be lower than wattage of fixture being replaced. The wattage

    range is complete fixture wattage not nominal lamp wattage. The

    retrofit must not void the fixture UL listing. Exterior induction lights

    may be eligible under the Custom Incentive Program.

    Occupancy Sensors

    Incentive applies for new passive infrared, ultrasonic detectors and

    fixture-integrated sensors or sensors with a combination thereof are

    eligible. All sensors must be hard-wired and control interior lighting

    fixtures. The incentive is per Watt controlled. To assist in rebate

    processing, please provide the inventory of the controlled fixtures with

    the Application.

    Plug Load Occupancy SensorsIncentive applies to new passive infrared and/or ultrasonic detectors

    only. Plug-load sensors must control electricity using equipment in

    office or cubicles, including lighting, shared copiers, and/or printers.

    Bi-Level Stairwell/Hall/Garage Fixtures with Integrated Sensors

    Incentive applies for the replacement of existing two-lamp T12 fixtures

    with new hardwired two-lamp T8 fluorescent fixtures with electronic

    ballasts and manufacturer integrated occupancy sensors used in areas

    where code requires lighting 24 hours a day (such as stairwells, hall, andgarages). Fixtures with manual override capabilities are not eligible.

    During occupied periods, the fixture should operate at full light output.

    During unoccupied periods, the fixture should operate at lower light

    output and wattage. This measure is not eligible for the occupancy

    sensor or T12 to T8 incentive.

    New T8/T5 Fluorescent Fixtures with Electronic Ballast (Pre-Approval

    Incentive applies for the replacement of existing fixtures with new

    fixtures containing T8 or T5 lamps and electronic ballasts. The T8 or T5

    lamps must have a color rendering index (CRI) 80. The electronic

    ballast must be high frequency (20 kHz), UL listed, and warranted

    against defects for 5 years. Ballasts must have a power factor (PF)

    0.90. Ballasts for 4-foot lamps must have total harmonic distortion(THD) 20% at full light output. For 2- and 3-foot lamps, ballasts must

    have THD 32% at full light output. High output T5/T8 lamps also

    qualify for this rebate.

    Incentives for this measure are calculated based on the reduction in

    connected watts. A Pre-approval Application is required for this

    measure in order for DCEO to conduct a pre-retrofit inspection.

    Specifications of the new fixtures must accompany the final application.

    Incentives are only available for new fixtures. Retrofit Kits are notconsidered new fixtures.

    Projects with metal halide, T8, or T5 measures that have documented

    operating hours exceeding 6,000 per year (such as 24-hour facilities)

    may apply under the Custom Incentive Program.

    Note: PCB ballasts and lamps are hazardous materials and should be

    disposed of properly.

    LED Traffic and Pedestrian SignalsIncentive applies for the replacement or retrofit of existing incandescent

    traffic signals with new LED traffic and pedestrian signals. Each lamp

    must have a maximum LED module wattage of 25. Incentives are not

    available for spare lights. Lights must be hardwired and single lamp

    replacements are not eligible, with the exception of pedestrian hand

    signals. The traffic signal LED modules shall fully comply with the

    Institute of Transportation Engineers (ITE) latest adopted

    specifications.
