Resumo do Modelo

• MoGeCA promotes the creation of long term social capital and builds local capacity in community participation in solving their own problems, independent of external stakeholders • Community management - a form of cooperation community / local government / DPEA (or water companies, if any) - the improvement of water supply to the population • Promotes the association through collective action in the construction and management of water points.• Emphasizes the need for cost recovery to ensure the economic sustainability of the water systems. • Model is inclusive for management of community supply systems including: drilling, well or protected spring & public water points connected to a wider networks (through standposts)

Outsourcing and MoGeCA• The goal of decentralization in the system introducing greater

flexibility and greater adaptation to local needs and pressures. • The strategy of "outsourcing" of local management of water

services has been launched simultaneously with MoGeCA. • It is seen as more democratic and responsive to consumer

demands for their rights to water. • Local and regional authorities are enhanced when they are given

responsibilities to make decisions. • The management becomes simpler and more transparent,

respecting consumer rights and customer-responsive. • The concept of outsourcing local delivery of water services to the

Community Water Association ACAs and Water and Sanitation Groups (GASs) can be a sustainable and cost effectively way to implement the MoGeCA model.
