Executive Summary ThemodifiedsportprogramTheprogramwasdevelopedasoneinitiativeundertheNSWAgeingStrategy2016-2020toaddtothesuiteofprogramspromotingphysicalactivityforolderpeopleunderthe‘HealthandWellbeing’priorityarea.FACSdevelopedaconceptinwhichitwouldprovideasmallamountofseedfundingtoexistingsportingcodestopilotamodifiedsportsprogram.FACSengagedIPSOStoundertakesocialresearch,whichconfirmedthepotentialoftheconcept.
Onthebasisofadesktopreviewandconsultationwithstakeholders,FACSapproachedFootballNSWandNetballNSWassportswherethereweremodifiedversions(orthatcouldbemodified)andthestateofficewaslikelytobeinterested.Bothorganisationswerepositiveandsubmittedproposalstodevelopandrolloutaprogram.FACSwasalsoapproacheddirectlybyGymnasticsNSW.
FACSinitiatedasecondroundoffundingandengagedSoftball,BasketballandTableTennistodevelopandimplementmodifiedsportsprogramsfortheircodes.
Intotal,FACSprovided$227,310tothesixsportscodesovertwoyears.
Keyfindings
Theprogramisappropriateandeffective
Thepilotprogramhasestablishedthattheoverallconceptofmodifiedsportsisappropriateandeffectiveforolderpeople.
Workingwithexistingsportsorganisationsisaneffectiveleveragepoint
Usingasmallamountofseedfundingtostimulatethedevelopmentandroll-outofactivitiesusingexistingsportsorganisationsandstructureshasbeeneffectiveinstimulatingwhatseemslikelytobeongoingactivity.
Themoresuccessfulcodesdevelopedbothanappropriatemodificationandaprogram
Thesuccessoftheprogramresultedfromdesigninga‘modified’versionofthesportanda‘program’forrollingoutthepromotionofthemodifiedsporttoclubsandassociations.Justofferingthemodifiedformatwasnotsufficient;thestateofficeneededtosupporttheroll-out.

Feedbackfromparticipantsinthesurveyandinterviewswaslimitedbutverypositive.Overall,78%ofsurveyrespondents(netballandfootball)indicatedtheyintendedtocontinuewiththeprogramandthattheirfitnesshadimproved;30%alsoindicatedtheirmobilityhadimproved.
LessonslearnedfromtheprogramWeusedthelearningsfromthispilotprojecttopreparea‘toolkit’withsimpleguidancenotesforsportscodestohelpthemestablishmodifiedsportsprograms.IfFACSconsidersprovidingfurtherfundingtoothercodestodevelopmodifiedsportsprograms,theseguidancenotescouldbeusedtohelpthenewcodesdevelopandrolloutadditionalprograms.

1. Ageing and the NSW Ageing Strategy TheNSWpopulationoverallisageing—themedianageisforecasttoincreasefrom37in2016to41in2056,withasignificantlyhigherproportionofthepopulationinolderagegroups.TheNSWGovernmentalsorecognisesthattheneedsofolderpeoplewillchangeinthefutureandtheoverallresponsetothosechangingneedsisevolving.
OneoftheprioritiesoftheNSWGovernmentistopromoteopportunitiesforolderpeopletoleadactiveandrewardinglivesandensurethatNSWrespondseffectivelytothechallengesandopportunitiesofanageingpopulation.TheNSWAgeingStrategysetsouttheGovernment’scommitmenttogiveeffecttothataspiration.

ThemodifiedsportsprogramcontributestoAgeingStrategypriority1,Healthandwellbeing.
2. About the program ProjectbackgroundTheModifiedSportprogramwasidentifiedasProject1.6intheYearOneImplementationPlanofthecurrentAgeingStrategy(2016-2020)aspartofthepriorityaroundhealthandwellbeing.Thespecificcommitmentwas:
Project1.6–Gettingactiveplan(Modifiedsports)
Inpartnershipwiththeprivatesectorandsportingorganisations,andwithothergovernmentagencies,wewilldevelopaprogramtoencourageolderpeopletomakeexerciseanormalpartoftheirroutine.Theprogramwillhighlightthehealth,wellbeingandsocialbenefitsofregularsportandexerciseactivitiesforolderpeople.
Thegenesisoftheprojectwasevidencethatphysicalactivityimprovesthehealthandwellbeingofolderpeople.Beingphysicallyactivereducesthelikelihoodofdevelopingchronicdiseases,somecancersandsomeformsofdementia,ordelaystheirprogression.Takingpartinregularphysicalactivityimprovesmentalhealth,maintainsmusclestrengthandflexibility,reducestheriskorimpactoffalls,andretainsindependence.
Physicalactivity,particularlythroughsport,recreationandfitness,alsoprovidesanessentialopportunityforsocialconnection,funandlaughter.Despitethesebenefits,peopleinlaterlifestruggletoaccessappropriatelevelsofsportorrecreationprogramswhileprovidersoftenfeeluncertainabouthowtosupportolderpeople.

tocapturecomprehensivedata,including:theparticipant’sperceptionoftheirhealthstatus;theirdegreeoffunctionality;timespentsitting,walkingandinotherphysicalactivity,lifesatisfactionandoverallhappiness;aswellastheparticipant’sperceptionsoftheprogram.Thesurveyalsoaskedparticipantswhethertheywerealreadyinvolvedinanyorganisedsport(notnecessarilythesportthattheyplayedaspartofthisprogram).The‘post’versionofthesurveyisattached(Appendix2).
Theresultantdatawouldhavesupportedadetailedanalysisofthecohortparticipatinginthepilot;however,thecomprehensiveapproachmayhaveposedsomedifficultiesforparticipantstocomplete:itisrelativelylong,withover40items;thequestionsrequirereflectionandaclearmemory(ifnotdiarynotes)torespond;anditasksquestionsthatmayhavefeltpersonallychallenging.
Ofaround760participantstherewereresponsesfromjust53participants,mostofwhomwereinvolvedinnetball.Wehypothesisethatboththelengthandtheextenttowhichthequestionnairewaspromotedwerefactorsinreducingtheresponserate.Therewerenotsufficientresponsesfromparticipantswhocompletedboththepre-andpost-surveytousedataonactivitybeforeandaftertheprogram(<10).

4. Development and roll-out of the program RationalefortheprogramFACScommissionedIPSOSin2017toconductsocialresearchwhichindicatedthattherewaslikelytobeahighdegreeofinterestinmodifiedsport(focusgroupsandsurveys):
• Almostonethirdofolderpeople(29%)wereinterestedinparticipatinginmodifiedsport
• Olderpeoplethoughtthatthefeaturesthatweremostlikelytoencourageparticipationwere:shortergames/matches(56%),reducingthespeedofthegame(46%)andlimitingphysicalcontact(44%)
• Therespondentsalsoindicatedthatpromotiontoeverybodywasagoodidea(62%ofrespondents)andthatparticipationshouldbefreeofcharge(67%),althoughrespondentsalsoexpectedtopaysomethingtowardsparticipatinginthesports.
• Respondentsindicatedsomeconcernsaboutmodifiedsports,eitherthatthesportsmightnotbechallengingenough,orthattherewasariskofinjury.
Theresearchindicatedthattherewassufficientinterestinthecommunitytomovetoatestoftheconcept.
IdentifyingpotentialsportsInthefirstround,FACSundertookaninitialdesktopanalysistoidentifypotentialsportsthatwerealreadymodifiedorwerepotentiallyinterestedinprovidingamodifiedsportprogram.FACSthenapproachedfootballandnetballonthebasisthatthereweremodifiedversionsoftheseavailableelsewhereandtherewereexistingstructurestosupporttheprogramtotesttheirinterest.FACSwasalsoapproacheddirectlybyGymnasticsNSWtoparticipateintheprogram.
Forthesecondroundoffunding,FACSmetwiththeNSWOfficeofSporttoadviseonwhichsportsmaybeappropriateorwouldhaveaninterestintheprogram.DatafromAusPlay2016andmarketsegmentationdatawasusedasguidance.TheOfficeofSportsuggestedapproachingBasketballNSWandSoftballNSW,whoweretheninvitedtosubmitproposals.TableTennisNSWwerealsoapproachedfollowingtheirrepresentationstotheMinisterforAgeing.
ProposalsfromthecodesFACSrequestedproposalsfromthefirstthreesportsinthefirstroundofthetrial,seekingproposalsforupto$30,000each.Thecodeswereaskedtooutline:
• Howtheirsportwouldbemodified
• Howtheprogramwouldbedevelopedandrolledout
• Anestimatedbudget
• Estimatedoutcomes(numberofparticipants,otheractivities).
FACSthenranasecondroundoffundingforthefurtherthreesports.Thesecond-roundcodeswereaskedtoprovideaproposalonthesamebasisasthefirstround.

Eachcodehasbeenresponsiblefordevelopingandrollingoutitsactivities.FACShasprovidedsomeongoingsupport,particularlyintermsofsomepromotionoftheactivitiesthroughlinkingcodestotheSeniorsCardtoadvertiseactivitiesandfacilitatingajointstandfor‘Modifiedsport’attheNSWSeniorsExpoin2018and2019.Additionally,FACSdevelopedaone-pageflyerinconjunctionwiththesportingcodesandhavepromotedthroughthenewslettersofLocalGovernmentNSW,OfficeofSport,andvariousAgeingpeakorganisations.
Thecodeshavebeenrequiredtoreportonprogress,providesomebasicdataaboutparticipationandtoprovideinputintothisevaluation.
Ineachcase,FACShasbeenworkingwiththestatebodyforthesport(e.g.NetballNSW).Eachcodehasadifferentregionalstructure,althoughasimilarbasicmodel,whereindividualclubsrunsportsatthelocallevelandtheclubsformregional‘associations’.Thestatebodiesgenerallydealdirectlywiththeassociationsorequivalentandhavelessdirectcontactwiththelocalclubs.

• Timing—thereweremixedviewsabouttiming,ashighlightedbythesurvey.Participantsexpressedthreeviews:onegroupwasveryclearthattheactivityneededtobeduringtheday,onweekdays,atperiodsoutsideofpeakhourtoavoidtraffic(weekendsweretoobusyandofteninvolvedfamilyactivities);onegroupwerepeoplewhowereworkingparttimeorhadtheflexibilitytomanagetheirhourssowerehappytoorganisetheirtimearoundthesessions;andonegroupofparticipantswerestillworkingandindicatedthattheactivityinterferedwiththeirworkdaytoomuchandwouldhavelikedthesessionstobeafterhoursorweekends.Severalparticipantsnotedthatforwalkingnetballinparticular,itwasoftenveryhotandtheywereconcernedaboutbeingoutsideatatimeofhighUVexposureandwouldhavepreferredtoplayindoors.Overall,thisindicatesthatarangeoftimesandvenuesmaybemoreappropriateforeachcode,dependingonthelocation.

6. Key findings TheconceptisappropriateandeffectiveThepilotprogramhasestablishedthattheoverallconceptofmodifiedsportsisappropriateandeffectiveforolderpeople.Theprogramestablishedmodifiedsportsactivitiesinsixsportscodeswhichdevelopedandrolledoutactivitiesforolderpeople.Participantsreportedbeingverysatisfiedwiththeactivitiesinsomecodes(thereisnodataonsatisfactionintheothercodes).Atleastthreeofthesportscodeshaveplanstocontinuetoexpandtheiractivitiesandseemodifiedsportsasasignificantgrowthopportunity.
Theprogramachievedimpressivelevelsofretention,witharound70percentofparticipantssayingthattheywouldcontinuetoparticipateinthefuture.
WorkingwithexistingsportsorganisationsisaneffectiveleveragepointTheprogramusedasmallamountoffundingtostimulatethedevelopmentandroll-outofactivitiesbyexistingsportsorganisations.FACSworkedwiththestateofficeofeachsportscode,whichinturnworkedthroughexistingorganisationalstructures,primarilyregionalassociationsandlocalclubsindifferentforms.Usingtheexistingstructureswasaneffectivemeansofensuringthattheprogramwasdevelopedandrolledout,particularlyasthestateofficeoffiveofthesixcodeshaveatleastaDevelopmentOfficer(insomecasesplusaDevelopmentManager)tofocusonopportunitiestogrowthesport.
ThefundingfromFACSwasusedasseedfundingindifferentways,oftentosubsidisemembershipsforparticipantsortosubsidiseregionalassociationstosupporttheprogram(e.g.equipment,smallpaymentforreferees).NetballNSWusedpartoftheirfundingtosetupanewwebsiteasaportalfornewplayers,withaviewtomakingtheprogrammoresustainableinthelongterm.Theflexibilityintheapproachallowedeachcodetofocusonrelevantactivitiesforthecode.
Themoresuccessfulcodesdevelopedbothanappropriatemodificationofthesportanda‘program’torollouttheactivitymorebroadlyThesuccessoftheprogramresultedfromdesigninga‘modified’versionofthesportanda‘program’forrollingoutthepromotionofthemodifiedsporttoclubsandassociations.Justofferingthemodifiedformatwasnotsufficient;thestateofficeneededtosupporttheroll-out.Thatsupporttookdifferentforms,includingdevelopinglessonplans,designinga60minuteformatforactivities,providingcoaches,deliveringtrainingcoursesforclubsandassociations(e.g.workshopsatannualconference),promotingtheactivityandinonecase(NetballNSW)developingapurpose-specificwebsiteforpromotionandregistration.
TherearefivekeysuccessfactorsthatmakethemodificationeffectiveThemoresuccessfulapproachestomodifyingthesportforolderpeopleinvolved:
1. Aclearandappropriatemodel—e.g.a60minutesessionthatinvolved20minsofstretching,20minutesofskillsand20minutesforagame,plusashortcoolingdownperiod(thiswasverysuccessfulfornetball);gymnasticsdevelopedapackageoflessonplansforinstructorstouse

Notchargingfeesiseffectiveinreducinginitialbarrierstoparticipation,althoughonceparticipantshavestartedattending,theywouldbewillingtopayasmallamountperweekParticipantsappreciatedthattheactivitieswerefreeandindicatedthattheyweremorewillingtotryanewactivityiftherewasnocost,asthatwasonelessbarriertoovercome.Participantsalsoindicatedthattheywouldbewillingtopayasmallamountiftheyneededto,equivalenttoanexerciseclassorsimilaractivity,soaround$10-$12persession.
AllthecodesinthepilotfoundthatittooklongertosetupthantheyinitiallyestimatedAllthestateofficesindicatedthattheprogramtooklongertoestablish,particularlyintermsoffinalisinga‘package’oflessonplansorgameformats,thenpromotingtoassociations,recruitingassociationstoparticipateandworkingwiththeassociationstoestablishactivities.Insomecases,limitedresourcesinthestateofficewereanissueandinonecaseanorganisationalrestructureinthestateofficedelayedthedevelopmentandimplementationoftheprogram.
Theprimaryconstraintswerereportedasconflictingprioritiesandconstrainedresources,particularlywhenworkingwithvolunteerswhoareresponsibleformanagingactivityatthelocalandregionallevel.Codesreportedthatittakestimetoengagevolunteersindevelopingandrollingoutanewactivityandthattheyhadunderestimatedhowlongthiswouldtakeintheirinitialplanning.
NetballNSWimplementedlessonslearntfromanearliertrialin2007wheretheyreceivedseedfundingtoestablishaprogrambutfoundthattheprogramdeclinedoncetheseedfundingended.Thestateofficedesignedtheprogramtobuildthefoundationforabroaderroll-out,includinginvestinginawebsiteforplayerregistration,withtheaimofattracting10,000playersinthefuture.
Marketingandpromotionarecriticaltothesuccessoftheprogramsandyetthecodeshavelimitedcapabilitycurrently,whichinturnlimitsthereachoftheprogramsEachstateofficeindicatedthatmarketingandpromotionisveryimportanttothesuccessoftheprogramandparticipantsindicatedthatpromotionwasakeyareaforpotentialimprovement.Thestateofficesindicatedthattheirassociationsandclubshavelimitedcapacitytodothisinthat,theyhavelimitedresourceswhicharealreadyfullyallocatedandthisisanewlineofworkforthem.

• Thesecondisthedemandsinvolvedincompletingthesurveyitself,bothinitslengthandrequestsforpersonalanddetailedinformation.Itwouldbeunderstandableifparticipantschosetonotcompletethesurveyforthesereasons.
FACS’searlydesignofbaselineandpostparticipantsurveysistobeapplauded.Futuresurveysshouldbetestedbyusers,sotheyaskfortheleastinformationtounderstandtherelevantimpacts.FACScouldalsoreviewprovisionsforparticipationbyfundedbodiesinevaluations,requiringtheiractivepromotionofevaluativeactivitieswherenecessary.
