• The EU’s Agenda for Change: Communication emphasizes capacity at local level; strengthening institutions responsible for governance and service delivery; CD a feature of most if not all EU support

The changes needed
• Moving towards a more effective approach for the development of sustainable capacity requires a mind-set shift on all sides.
• Continuing TC business as usual will not doContinuing TC business as usual will not do
• Development partners need to change their approaches and practices, AND partner countries need to change their ideas and expectations about how to develop capacity
