RTA wins the bestgovernment award

His Highness states: “The gates of future governments will not allow traditional ideas and outdated work methods to cross.» The government has to be proactive and innovative, compete with itself, does not wait or delay.” “Government work must focus on achieving results in the field that is reflected positively and effectively in people›s daily lives to reach the ultimate goal, which is the happiness of people.”
From his highness’s wise vision, the Dubai Roads and Transport Authority has taken the initiative of organizing a workshop entitled “RTA’s Masar 2030.” The workshop lasted six days and was honored by the presence of His Highness Sheikh Mohamed bin Rashid Al Maktoum, Vice President of the UAE, Prime Minister and Ruler of Dubai accompanied by His Highness Sheikh Hamdan bin Mohamed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council, and His Highness Sheikh Mansour bin Mohamed bin Rashid Al Maktoum, who have attended several sessions, and recommendations that were the outcome of the workshop.
RTA’s goal from this lab was to establish an environment of creative thinking leading to a brighter future that includes coming up with innovative solutions to eliminate challenges faced by RTA in the next few years. The workshop hosted eight international experts and consultants from six countries who are specialized in RTA’s core business.
The main goal of this initiative was to discuss advanced solutions and developments witnessed in the field of transportation worldwide. It also aimed to guide plans for transportation in Dubai by specifying important elements to focus on in the next stage. This step helps RTA to put a fully integrated plan, including required projects and initiatives to address future challenges, and enhance Dubai’s international leadership position in the field of transportation, enriching the competitive environment to provide transportation systems and services with international standards, along with executing creative and innovative solutions to improve transportation in Dubai.
The workshop successfully set a roadmap to the next stage of development that led to adopting new and innovative approaches for mobility and transportation found in creative technical solutions to achieve full integration between urban and transportation planning, along with mass transportation systems. RTA will ensure transferring the concluded results and recommendations into actual projects and initiatives, and follow up the execution of these plans in the future.

His Highness Sheikh Mohamed bin Rashid Al Maktoum, UAE’s Vice President and Prime Minister, Ruler of Dubai, attended part of the Innovation Workshop organized by Dubai’s Road and Transportation Authority, in the presence of His Highness Sheikh Hamdan bin Mohamed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council, along with His Highness Sheikh Mansour bin Mohamed bin Rashid Al Maktoum. The workshop that was held in Royal Miraj Dubai hotel was titled “The Authority’s Route 2030”, and witnessed participation of international experts from 6 different countries who are specialized in transportation policies and legislation, along with urban planning and land usage, transportation economics, roads and traffic engineering, public and sustainable transportation, integration between transportation and communication systems, and smart transportation systems. In addition, the workshop was also attended by number of executive directors, general managers, and experts working in the authority.

important challenges that face Dubai in
this field, and choosing best innovative
solutions addressing these challenges.
His Highness Sheikh Mohamed bin
Rashid Al Maktoum also had a look
at the primary results coming from
(Route 2030) laboratory, which
included achieving full integration
between mass transportation systems
elements, in addition to developing
congestion control center, managing
and processing data, and connecting
Dubai’s International Airport and Al
Maktoum International Airport using
fast buses in the short term, and rails
on the long term. Furthermore, these
results included facilitating pedestrians’
movement, and integration between
urban and transportation plans.
“RTA’s (Route 2030) workshop will
place a roadmap to the next stage that
specifies roads and transportation
infrastructure, in addition to new
innovative transportation systems and
creative trends in that field” Al Tayer
said, “This workshop will also specify
the innovative technical solutions, as
well as policies, legislations, marketing
and awareness campaigns, in addition
to initiatives that can be implemented in
the short term”.
While explaining, His Excellency Al

The list of experts who participated in this workshop included Mr. Todd Litman, President of Transportation Policies Institute in Canada, Mr. Bheem Brood Wars, Director General of MAPs planning company in Netherlands, Mr. Mike Giordano, CEO of WSP-PB, Dr. Michael Mayer, College Professor in the traffic field, Mr. Buru Dedich, Roads Designs Consultant, in addition to Mr. Charlie Hargroves , College Professor in Sustainable Transportation field, Mr. Derrick Palmer, Transportation Research Expertise, and Dr. Essam Qaisi, College Professor in Smart Systems field.
Tayer clarified that RTA has briefed the
attending experts about the current
situation before their arrival, along with
some policies and future plans that RTA
is intending to execute during the next
stage. The program consisted of field
visits along with workshops divided
on 6 days. The first day started with
presentations about current situation

with a visit to buses and taxis control
centers while exploring buses and taxis
usage. Second day witnessed a visit to
Dubai Metro and Dubai Tram’s control
centers while exploring the metro’s and
tram’s usage.
During the third day, experts took a
helicopter tour and visited traffic control
systems centers, in addition to a tour
in Dubai’s streets using vehicles during
rush hours. On the fourth day, experts
provided their opinions and notes about
Dubai, and shared best practices within
their fields. They also held workshops
to discuss best practices in solving
traffic problems. The fifth day had a
workshop to specify the most important
challenges facing Dubai’s transportation,
and a second one to propose best
practices addressing those challenges.
The final day was dedicated to experts’
presentations as they introduced a
roadmap to develop RTA’s plan from
2020 through 2030, which included
adopting some existing solutions in the
current plan, along with new creative
innovative solutions.
First of all, thank you very
much to RTA and ADL for
inviting me back to Dubai.
I’ve noticed a tremendous
change since I was 20
years ago. A great progress
has been made, great
challenges lie ahead, not
only for Dubai, but also for
all major cities in the world
and I know that Dubai has
a tremendous ambition,
not only to be a smart city
in future, but also to be a
world city as well.
Derek Palmer:
I’m a consultant, as you know, we
have directions given to us or orders
and apply those and do the task, but
in this workshop, this innovation lab,
we work together in teams I work with
RTA and ADL focusing and putting
together this effort of arranging in
a very short time frame the ability
to obtain a tremendous amount
of ideas for how to move forward,
because what you are asking for here
is a paradigm shift away from just
increasing capacity of roadways and
interchanges and allowing for more
movement of people, not just cars, so
again thank you for this opportunity.
Boro Pedeitch:
In one of my academic as well as consulting experience, I really haven’t seen
any process that has involved so much engagement from the client side and so
much commitment from everybody who is on board from His Excellency the
Chairman to all CEOs to all the directors; everybody was so top supportive and
engaged; it is really unique. My second comment regarding the process is a fact
that like every other process you need to revisit after a certain period of time, so
basically what we have done today, even though, we are all very happy with the
outcome. I think the success of all of what has been done now is in the following
up, as His Excellency said, and I think it is mandatory upon us to be part of this
review, so, we as experts, are ready at any point that you would like us to come
back and check on what has been accomplished in terms of developing these
ideas, moving them forward, checking how they are being accomplished, that
will be definitely an honor to us to do. Regarding content again, my observation
and everybody’s observation is that we have focused a lot on moving people,
on mobility of people, which is of course excellent. We came up with very good
ideas.
Isam Kaysi:
The goal is to move more people
and make it comfortable and that’s
why walking and cycling and public
transport become more important;
the land use strategies. I think the next
step is going to be the development
of organizational structure, so for
example, a lot of we talked about is
transportation demand management
and that’s just words. Your challenge is
to find ways to create the institutional
structure for doing things, like
pedestrian planning, PT promotion
and I trust seeing how effectively
and quickly RTA can get things done.
I trust the next time I come back I
will be further amazed of what you
accomplished.
Todd Litman:
The development of traffic management
center. We’ve seen what’s been on metro
and tram and roads as well. All agreed
there could be further developments
with a big challenge, because when we
look at traffic management center that
we have been developing in the last
10-15 years all over Europe and all over
the world, they focus very much on the
vehicles and cars and I think when start
developing a new traffic management
center, it’s really an opportunity to focus
more on the driver, as he is moving from
A to B, he is making decisions, so setting
up a new traffic management system or
center, it would be very nice and good
idea.

I looked upon my professional career
and I think I’ve attended 500 or 600
conferences, workshops and symposia all
my life. Never before have I been able to
she hand of the ruler of the country after
given a presentation, never before has
the chief decision maker stood up and
said “here the things we’re gonna do” “do
up.” It’s been a very pleasant experience
to hear allot to experience that. Quite
frankly, I’m also very pleasantly surprised
that the RTA staff has been willing to
accept ideas that are somewhat outside
of their normal mandate, for example,
we’ve tried to by affordable housing , but
I’m sorry we don’t do that bother, maybe
we should think about it, I thought for
when I first stood up and said: “you
should extend the metro to Sharjah,”
and people oh, you go away what you
are talking about. But, people has always
thought about that as a possibility, so
perception is that you’ve been more than
willing to think of ideas and concepts
that, in fact, many of you have or have
not thought about before, but are willing
to express publically.
Michael Meyers:
We have the opportunity to have
very similar conversations in other
countries with other agencies and
I’ve been very struck by the level
of professionalism and the level of
education of the RTA staff, every
single person that I’ve met I have
really enjoyed meeting a lot of staff,
very professional, very competent,
very dedicated to the work. We found
the capacity is outstanding. You are in
a workshop and you starting to know
a bit of tension and a bit of energy.
We have that connection rather
than just coming to the workshop. I
remember I fly in, stay in a workshop,
don’t know anybody, people are very
separate. By the time we came here,
the day four, the people are very
closed and we know some of each
other’s names and we are able to
have some respect in conversations,
which allowed a deeper level of
interrogation of topics rather to be
more honest , more direct about
what is happening, we had that
relationship, which is really fantastic.
Charlie Hargroves:
Without a doubt, this week‘s probably
been the best week I’ve had in my entire
career. I was here first time around 25 years
ago, when I was still a young man and I
remember standing at the world trade
center building and trying to figure out
how I would place the origin destination
post to capture some of the traffic leaving
Dubai and going on to another emirate
to stand there once again yesterday, its
unbelievable achievement, incredible and
that’s why we have the conference. Now, I
think that the RTA will activate some these
actions and I know a fact that change will
occur, there is absolutely no doubt about it.
I’ve been involved in many many strategic
urban plans, but most of them are on the
shelf and maybe revisited after three or
four years. I know for a fact that this will
not happen in Dubai. I’d like to thank the
RTA as well for the openness, the freedom
and the dynamic into action. With all the
experts, I think this has really helped us
and supported us in exploring some of the
views, the objectives, the actions and the
outcomes that we’ve tried to achieve while
we have been here this week.

The awards ceremony was attended by His Highness Sheikh Maktoum bin Mohamed bin Rashid Al Maktoum, Deputy Ruler of Dubai and Chairman of Dubai Executive Council, and was held from 8th to 10th of February 2016 in Dubai’s Jumaira City with the slogan “Foreseeing Future Governments”.

RTA celebrated winning the award of best m-gov-ernment service on the national level, as His Excel-lency Mattar Al Tayer, Director- General and Chair-man of Executive Directors of Roads and Transport Authority (RTA), along with executive managers, and head of departments cut the celebration cake of this memorable occasion. Al Tayer praised the efforts of all RTA’s employees with their insistence to always excel in their work. He also praised the team effort, and encouraged the spirit of creativity and innovation in RTA’s work envi-ronment.

AED7.6 billion is RTA’s Budget in 2016Revenues hit AED7.5 billion & AED3.9 for the Operational Budget
“The aggregate anticipated revenues for
this year amount to AED7.5 billion mark-
ing a 14% increase over last year’s budg-
et. The approved Infrastructure projects
budget is estimated as AED3.696 billion,
which would be allocated for construct-
ing 55 projects comprising 12 new road
projects and 43 projects currently under-
way,” explained Al Tayer.
“37% of the budget would be allocated
to the Rail Agency, 31% to the Traffic &
Roads Agency, 10% to Public Transport
Agency, 4% to Licensing Agency, and 18%
to supporting sectors at RTA,” he noted.
“This year, RTA is set to complete con-
struction works for a number of projects
currently under underway, and under-
take new ones. Among the key projects
to be completed this year is the Dubai
Water Canal project, which would be
fully complete by the end of this year, as
well as the Union Museum Project, Im-
provement of Wafi Interchange Project,
Improvement of Umm Al Sheef and Lat-
HE Mattar Al Tayer, Director-General and Chairman of the Board of Executive Directors of Roads and Transport Authority (RTA), revealed that the total expenditure budget approved for RTA in 2016 amounted to AED7.609 billion comprising an Operational Budget in the order of AED3.913 billion, and an Infrastructure Projects Budget estimated as AED3.696 billion.

Chairman of Executive Directors of
Roads and Transport Authority (RTA),
has signed the agreement on behalf
of RTA. “There is no better platform
to showcase RTA other than the WGS,
where the World Government Summit
2017 is considered a part of continuous
efforts to enhance RTA’s standing at the
global stage.” He added, “WGS has be-
come the most important global event
for shaping the future, enhancing co-
operation between public and private
sectors, and developing visionary &
creative solutions for an array of com-
mon challenges facing governments
worldwide.”
“The World Government Summit is an
important platform for debating and
sharing ideas in a bid to step up the per-
formance efficiency across the board.
Over the past years, the RTA had em-
barked on boosting cooperation and
partnership with a number of global
organizations. In this regard it has made
an agreement with the International
Association of Public Transport (UITP)
whereby MENA Centre for Transporta-
tion Excellence has been established,
and the MENA Transportation Congress
& Exhibition is being held in Dubai bien-
nially for ten years,” he added.
Al Tayer said in collaboration with the
Dubai Electricity & Water Authority,
Emaar Properties, and the PMI, The RTA
held the Dubai International Project
Management Forum; the second edition
which has witnessed the launch of the
Hamdan Bin Mohammed Project Man-
agement Innovation Award.
“The Award, which carries a purse of
US$550,000, aims at identifying, reward-
ing, motivating, and promoting innova-
tion in project management. This can
best be realized through develop-
ing an innovative project management
methodology, providing databases com-
prising the best practices & business
models of project management, setting
up a platform for sharing innovative
ideas, and offering training on project
management skills,” explained Al Tayer.

Upon arrival at the premises of the cer-
emony held at the Dubai World Trade
Center, HE Mattar Al Tayer, Director-Gen-
eral and Chairman of the Board of Execu-
tive Directors of the RTA, and a host of
Directors of public and private entities
received His Highness.
His Highness and attendees then
watched a video about DAST focusing on
the efforts of the Emirate in conserving
the environment & natural resources,
and implementing the principles of sus-
tainable development, considering its
pivotal role in shaping the future and
welfare of human beings.
After that, His Excellency Maurice
Cheung, Director of European Business
at the MTR Corporation cum President
of the UITP Asia-Pacific Region, deliv-
ered a speech where he paid tribute to
the great achievements made by the
UAE in general and Dubai in particular in
road networks infrastructure and trans-
port systems, which are viewed as a role
model to follow in the region.
Mr. Cheung reviewed the challenges
facing urban transport including cities
expansion, increased demand for city
transport, traffic congestion and carbon
emissions. He pointed out that many cit-
ies had insufficient transport systems
that needed renovation, whereas some
cities had advanced public transport sys-
tem with increased usage of private ve-
hicles. Other cities had public transport
system with high rates of public trans-
port ridership, cycling and walking, while
other cities strived to achieve integration
between public transport modes in order
to reduce private vehicles usage.
“Hong Kong was ranked first according
to the UITP Urban Mobility Index, where
public transport is the main public tran-
sit mode. The Hong Kong public trans-
port system is characterized by its low
carbon emissions, compared to pollution
rates in the United States of more than
5,000 kg per capita, 2,000 kg per capita
in Japan, just over 1000 kg per capita in
London, and just under 1000 kg in Am-
sterdam, Copenhagen and Hong Kong,”
added Mr. Cheung
Mr. Cheung highlighted the importance
of investment in urban mobility infra-
structure, and the need to reshape the
political agenda to make a paradigm shift
in public practices and sustainability, be-
sides creating integration between mass
transport modes to provide premium
services to customers. He also pointed
out to the integration between transport
and land usage by constructing residen-
tial and office complexes above and near
metro stations, besides adopting the
principle of transit-oriented real estate
development, and increasing urban den-
sity around mass transit stations.
Winners FelicitatedHis Highness Sheikh Ahmed bin Saeed
Al Maktoum, accompanied by His Excel-
lency Mattar Al Tayer, then awarded the
winners of various categories. The Dubai
Electricity & Water Authority (DEWA)
emerged as the winner of the Mobility
Management category for an initiative of
lifting employees on mass transit buses,
which contributed to reducing the use
of private vehicles, and encouraging in-
dividuals to use public transport means.
The initiative has also succeeded in curb-
ing traffic accident hazards in a vital place
such as power generation plants, reduc-
ing carbon emissions to the equivalence
of growing 30 thousand trees, and easing
the traffic on Dubai roads by as much as
7740 vehicles per month.
The Department of Transport (DOT) in
Abu Dhabi was the runner-up for launch-
ing Abu Dhabi Transportation Mobility

Management Implementation Program in
Jan 2014 in continuation of the Mobility
Movement Management initiative rolled
out by the DOT in 2011. The program is
considered one of the most comprehen-
sive projects of its kind worldwide, and
sets out ambitious objectives for realizing
long-term results for Abu Dhabi residents,
employees and visitors. It is a combination
of procedures designed to reshape & af-
fect the daily mobility patterns of people,
while focusing on promoting & supporting
the sustainable mobility options for final
users with a view to reducing reliance on
private vehicles. ETA ASCON Group finished
third for an initiative entitled: Transport Ex-
cellence. Al-Murjan Kindergarten was the
winner in the category of Transport Safety
for an initiative entitled (The safety of Al-
Murjan blooms an ultimate goal of all).
Kids were trained on etiquettes of traffic,
safety rules when boarding the bus, seat-
ing in the bus and observing no standing,
no playing during the journey, and conduct-
ing properly with bus attendants. Al Otaiba
General Transport LLC came second in this
category for an initiative named: Road Haz-
ard Control through Buses and Drivers. The
Emirates Authority for Standardization and
Metrology was third for an initiative to raise
the safety of buses lifting less than 22 rid-
ers through compliance with additional re-
quirements such as fitting seats with head
cushions, fitting all vehicles with ABS brak-
ing systems, prohibiting the placing of extra
seats in the isle, observing a distance of at
least 300 millimeters between seats, and
fitting buses with less than 22 seats with

Preservation of Environment award where
Emirates Gas LLC was the winner for an
initiative named: Compressed Natural Gas
(CNG). The initiative envisages provision

of CNG to potential customers as an envi-
ronmentally friendly and clean alternative
automotive fuel EMGAS undertook pro-
moting the use of CNG as green alternate
transportation fuel in the Emirate of Dubai.
This includes setting up infrastructure for
dispensing CNG in Dubai, helping CNG cus-
tomers for certified conversion of vehicles
as well as carrying out trials with potential
customers to convince them on benefits
of CNG clearly detailing the environmental
benefits. Emirates Gas pioneered a mobile
CNG Dispensing unit to help potential Cus-
tomers in their decision to convert their
vehicle fleet to CNG. Imdaad was second
for a project about sustainable fleet man-
agement. TNT Express LLC was third for Bio-
diesel initiative. TNT rolled out the project
to reduce emissions from the diesel fleet
and provide alternative use of used cook-
ing oil through using biodiesel B5. In June
2013, a pilot study was conducted to know
the vehicles performance while using B5.
Full roll out commenced June 2014 and
now 95 per cent of diesel consumed is B5.
The project contributed to reducing carbon
emission from the fleet, ensuring the safe
use of used cooking oils, minimizing the op-
erational costs of diesel-power vehicles in
fleet, supporting initiatives relating to using
alternative fuels, and playing a pioneering
role in encouraging other entities to con-
serve the environment.
In the mobility of the disabled, the Future
Centre for Special Needs was first for an
initiative named: Each child needs suit-
able transit means. The initiative charts out
tailor-made plans for each student starting
from the boarding of the school bus until
disembarkation. It also includes devices,
aides and communication means to suit
each student, and providing a suitable envi-
ronment on board the bus to maximize the
safety of the disabled students. No entries

were made for the second and third place.
School transport
The Emirates Transport took the first place
in the school transport category for the
Smart System for Students Safety in School
Buses Initiative. The initiative includes
three sub-initiatives that ensure the world’s
best practices in technological and smart
procedures, as well as regulations, poli-
cies, legislation, and infrastructure, besides
qualifying human resources and ensuring
communal responsibility in order to devel-
op school bus system and provide the best
methods in students’ security and protec-
tion. The system aims to provide a safe and
comfortable transport system for students
to bring the school-transportation-related
accidents to zero. The system is also de-
signed to improve service in keeping with
the drive and strategy of the UAE govern-
ment to achieve excellence in providing the
best services to the populace and make
them happy. The system takes into account
the highest international standards adopt-
ed in school transport safety, traffic safety,
protection of lives and property by taking
precautions to prevent accidents and hu-
man or material loss. The Gulf Indian High
School in Dubai took the second place for
the Sustainable and Innovative Transporta-
tion Project of providing Buses for Students
and Community, and Using Clean and Re-
newable Energy Sources, while third place
prize had been withheld.
In Smart Apps, the General Directorate of
Residency and Foreigners’ Affairs in Dubai
won the first place for the e-service resi-
dence system, which is part of the UAE
Vision Project encompassing all electronic
services. The system enables companies
to submit and process their transactions
around the clock transactions including is-
suing & renewing passports, changing oc-
cupation and status. The Dubai Ports World
ranked second for the Smart System Initia-
tive to Facilitate Entry of Trucks to Jebel Ali
Port through External Gates. The system
contributed to reducing errors related to lo-

gistic procedures to less than 2%, and slash-
ing traffic congestion on streets around the
port, internal roads, external and internal
gates of Jebel Ali Port. The system also con-
tributed to ensuring smooth flow of trucks
through Jebel Ali Port internal external
gates, besides enabling customers and in-
terested parties to track their transaction
progress gradually, not to mention paper-
work elimination. The third place prized
had been withheld.
Media CoverageHis Highness also awarded winners of the
Special Awards. Ms. Hanadi Abu Nemeh,
from the Emarat Al Youm daily, and Mr.
Shafaat Shahbandari, from the Gulf News,
shared the Best Media Coverage award of
DAST. Such coverage highlighted the key
ingredients stressed by the Award namely
encouraging mass transport, conserving
the environment, and improving the safe-
ty of transit means. In the Best Academic
Research category, Iad Mohammed Sah-
noon, Abdullah Mohammed Shanableh
and Khaled Ibrahim Hamad from the Uni-
versity of Sharjah won the Best Research
Award entitled (Masar Hamzat). In the Best
Student Project Award, the Technical Sec-
ondary School won the first position for
the Magnetic Levitation Train project sub-
mitted by Hamad Khamis Al Busaidi, Ham-
dan Khaled Al Masaabi and Saeed Khalid
Al Hajri. The magnetic track system has
many positives highlighted by the reduced
reliance on electric power in powering the
metro by more than 80% compared to oth-
er transit means. It is also characterized by
high speed, high safety and low costs of pe-
riodic maintenance. Khalifa University took
the second place, for Smart Parking Facility
Project presented by students Mira Saeed
Al Yamahi, Lamia Hassan Al Hammadi, Hind
Abdullah Al Humairi, and Dana Abdullah Al
Muhairi. The project highlights a building
using smart parking technology, which con-
tributes to creating a large number of car
parking slots. Student Ramiz Omar Abdul
Sattar from Manipal University came third
in the Best School Student Project Catego-
ry. In the Most Popular Transit Mode, Indi-
vidual Category, Dubai emirate, ‘Kokkatar
Chacko Thomas, Najeeb Cheman Basher,
Deepak Sunberdas Bhatia, Ramachandran
Shetty, Hary Ram Bhandary were all hon-
ored with prizes.
HH also honoured institutions and sponsors
of the eighth Edition of DAST, and the Judg-
es Panel, headed by Essa Abdul Rahman Al
Dosari.

Hamdan bin Mohamed approves RTA’s new organizational structure
Pursuant to the Resolution, RTA’s Direc-
tor General and Chairman of the Board
of Executive Directors are authorized to
issue any resolutions required to imple-
ment articles of this new Resolution, in-
cluding approval of the authorities and
responsibilities of organizational units
and departments.
Further to the issue of the new Resolu-
tion, the Executive Council Resolution No
(13) of 2010 on RTA Organizational Struc-
ture is considered null. Resolution No (1)
of 2016 also annuls any other legislation
that contradicts or challenges its articles.
This Resolution is valid from the date of
issuance and will be published in the Of-
ficial Gazette.
Under these new amendments, the In-
stitutional Technical Services will include
Automated Collection Systems, Smart
Services, and Facilities Management, in
addition to Information Technology and
Strategic and Governance Technologies.
Furthermore, the institutional support
services will take in Marketing and In-
stitutional communications manage-
ment, finance, customer service, along
with administrative services, human
resources, and purchasing and contract
management.
The new Institutional Strategy and Gov-
ernance sector will contain 6 depart-
ments including: Asset and Property
Management, Safety and Risks organi-
zation and planning, legal department,
strategic planning, and Institutional per-

The approved structure will conjoin Training and
Qualifying Drivers with Drivers and Vehicle Licens-
ing Software, in addition to Commercial Transport
Activities, and Censorship and Inspection under the
“Licensing Agency”. While the “Trains Agency” will
include trains campus management, railway mainte-
nance, train operations management, and train pro-
jects plans and development.
Furthermore, according to the new structure, the Traf-
fic and Roads Agency will include road management,
smart traffic systems, parking management, traffic
management, roads and facilities management.
Finally, the Public Transportation Department will
include drivers’ affairs, shipping, maintenance, ser-
vices, along with transport systems, buses, and trans-
port activities censorship, and business and planning
development.
RTA’s new organizational structure includes a separate
agency for Dubai Taxi Corporation.

Roads and Transport Authority (RTA) has revealed the findings of the 2nd Dubai International Project Management Forum (DIPMF) organized under the theme of “Project Management Supports Innovation.” The event was held under the patronage of HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai Crown Prince and Chairman of the Executive Council, and opened by HH Sheikh Mansour bin Mohammed bin Rashid Al Maktoum. This edition was kindly sponsored by Dubai Holding, Falconcity of Wonders, Wade Adams, Parsons, Kanoo Group, Madinat Jumeirah, Etihad Rail, and Systra Company.

Ms. Laila Faridoon, Executive Director of the Office of the Director-General and Chairman of the Board of Executive Directors, cum Chairperson of the Organizing Committee of the Forum, said: “The success of the 2nd DIPMF had been reflected by the intense participation from all over the globe including international speakers, business leaders, discussion panels, and quality lectures. The event concluded to a host of key recommendations and findings aimed to support and enrich the concept of project management in the UAE and
the region.“Recommendations of the Forum focused on a host of key topics namely: leadership, innovation, knowledge management, and corporate project management. As regards leadership, the Forum recommended that the role of the leader is to unleash innovative ideas amongst work teams, nurture a working environment conducive to innovation by promoting corporate innovation, and staging tailor-made projects to hone the skills of project patrons considering them an integral
part of projects success. The leader has also got to be involved in the detailed project management, pay occasional visits to work sites to meet the working team, and gain access to diverse sources of information.“As for innovation, the Forum stressed that adopting a flexible project management approach is the optimal model for managing innovation projects, besides focusing on obtaining an added value rather than a try and error method. It was also stressed here that corporate entities must develop a clear-cut definition

of innovation and link it with project management. Recommendations called for the corporate development of innovation, and the dissemination of knowledge to encourage employees to engage in positive practices of project management. Corporate entities were also urged to step up partnerships with research units, societies and universities to align their practices with the latest scientific developments and research findings,” explained Faridoon.Regarding the management of corporate projects, Faridoon said: “The Forum concluded that realizing benefits has to be part & parcel of success perimeters of projects, and accordingly there must be a well-defined regulatory framework to assess these deliverables in an objective and standardized manner. Recommendations must include setting standards for measuring the maturity of corporate projects, extent of learning, and degree of innovation. Entities have to chart out well-defined
procedures for tracking projects through Project Management Offices rather than merely conducting project management procedures. Additionally, entities have to accord significant attention to coordination between projects and operations to achieve bigger successes.“The findings underscore the global attention to the DIPMF, which attracts elite representatives of business

the center. RTA is the first government
entity to own five knowledge chairs in
collaboration with the MBRF. Chairs
will be distributed at three locations;
two chairs at Rashidiya and Abu Hail
Bus Stations, two chairs at customers’
service centers at Umm Al Romool and
Al Barsha, and one chair at the premises

Events took place as part of the 2nd edition of the Read More initiative staged by RTA in line with the directives of HH Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, as endorsed by the Council of Ministers chaired by HH Sheikh Mohammed bin Rashid Al Maktoum, Vice-President, Prime Minister of the UAE and Ruler of Dubai, designating 2016 as The Year of Reading. This initiative fits with the Arabic Reading Challenge launched by HH Sheikh Mohammed bin Rashid Al Maktoum to encourage the youth across the Arabic world to read more; engaging more than one million students to read more than 50 million books during their academic year.

designed and manufactured such that
it can be shifted to several locations
in order to broaden the benefit of the
initiative in encourage people to read
more. They were also shown a rare
volume of poetic collections of the
famous Arab poet Al Mutanabbi traced
back to the eleventh Hijri century. It is a
golden copy with fine floral decorations
written in the Al Naskh calligraphy.
Transportation Library
Al Tayer and Bin Huwaireb then inspected
the Public Transport Library at Emirates
Dubai Metro Station; one of two libraries
provided by the RTA (the other will be
at the First Gulf Bank Metro Station).
It comprises books in Arabic & English
where metro riders can borrow books
and return them at any metro station for
others to read. A barcode will be posted
at the metro carriages to encourage
metro riders to read in transit using
their smart phones. The Public Transport
Library enables metro riders to engage in
supporting the library with books placed
in a special box beside the library, and
a team will attend to distributing them.
The first batch of books contains short
stories, simplified classical stories to
make them accessible for everyone to
take and read a book in one day.
“The second edition of Read More
initiative comprises five mini initiatives;
two are undertaken in cooperation with
the MBRF, one is Public Transport Library,
and the second is Knowledge Chair. The
third focuses on supporting school &
public libraries at Hatta with books in
administrative fields, self-improvement,
and short stories among others in
cooperation with the Knowledge Section,
RTA Development and Corporate
Development Department. The fourth
initiative comprises a host of audio
stories and coordination is in hand with
a number of prominent media personnel
to record stories in a variety of languages
(Arab, English, Urdu, and Malayalam)
to be posted in social media channels.
The RTA will donate the audio copies to
the Emirates Association for the Blind
in support of this segment. The fifth
initiative is a short story writing contest
to encourage students in schools and
universities to write short awareness
stories the contents of which are being
specified in collaboration with RTA
Traffic Department. The winning stories
will be selected and published in RTA’s
Salama magazine where winners will get
valuable prizes,” stated Moaza.
Fostering Future Generation
Al Tayer was thrilled with the initiatives
under the second edition of Read More
saying: “Through its social responsibility,
the RTA is keen to promote the culture of
reading amongst community members
in general and students in particular
in order to further and broaden their
intellectual perception and fill their free
time with useful activities.
“The RTA opted to focus on school and
varsity students as they are tomorrow’s
generation and we are keen to start
sensitizing children, who are still shaping
their talents & cultural aptitudes, with
environmental sustainability issues,
and public transport. This will enable us
foster an educated generation capable
of influencing its community. We also
aim at nurturing a new pattern of
unusual habits such as reading, scientific
innovation, forging new partnerships
and cooperating with all bodies for a
better future,” added Al Tayer.
“The Knowledge Chair initiative
launched by the MBRF in cooperation
with the RTA in Dubai is in line with the
directives of HH Sheikh Mohammed bin
Rashid Al Maktoum, Vice-President and
Prime Minister of the UAE and Ruler
of Dubai, to offer seamless support to
reading & knowledge. It also echoes
the objectives of the MBRF aimed at
diffusing knowledge and nurturing
generations capable of owning and
applying knowledge for the benefit of
communities,” said Jamal bin Huwaireb,
Managing Director of the MBRF.
“The initiative aims at embedding
the culture of knowledge amongst all
community segments and effectively
contributing to nurturing a generation
educated in all fields, rendering reading
a key daily life activity. The initiative also
supports the idea of reading in public
places and the optimal use of the transit
time,” he further added.
