2011/12 MOLONGLO VALLEY STAGE 2 Finalisation of the planning and design framework Molonglo Valley stage 2 Molonglo Valley is a three stage urban development that will house up to 55,000 people over the next 30 years. Stage 1 (planning complete) includes the suburbs of Coombs, Wright and North Weston. The ACT Planning and Land Authority (ACTPLA) is preparing a draft planning and design framework (PDF) for Molonglo Valley stage 2 that aims to implement the policies and principles set out in the Molonglo and North Weston Structure Plan. It will set out the planning, infrastructure, design and environmental requirements for the area.

The draft PDF process allows for the timely delivery of land and meets the timeframes of the ACT Government’s accelerated land release program. The draft PDF is scheduled for completion in mid 2011.

Community involvement in discussions about the planning issues, challenges and possible options for Molonglo Valley is critical. A community and industry reference group (CIRG) was established, representing a cross section of community, environment, industry and professional groups. The CIRG is contributing to the draft PDF and circulating information to the community through their networks.

The CIRG has already identified important issues including: • sustainability• the river as a feature• steepness of the site• compact city challenge• allocation and design of the public realm • consideration of the landscape setting.

A planning and design framework (PDF) is a guide for the development of a suburb. It explains the location and layout of:• future land uses such as housing, shops, schools and

community facilities• infrastructure such as water and sewerage reticulation• road and open space networks• services, such as electricity.

The next stages of planning for the development include detailed engineering and delivery mechanisms.

There will be further opportunities for community input into the draft PDF for stage 2 with a second community forum in mid 2011 to obtain feedback on prepared plans for stage 2. Further detailed planning and design work for the principal commercial centre and surrounding residential development will begin after the draft PDF is finalised.

Planning challenges and opportunities for innovation

About 7.5km west of the Canberra city centre, Molonglo Valley stage 2 is close to existing services and employment centres, major recreation areas and the Molonglo River, making it an ideal location for future development in Canberra.

Despite this, the site has a number of challenges and the draft PDF aims to provide solutions and opportunities for innovation to respond to these challenges. This means government, industry and the community must look for new ways of planning and delivering development in stage 2.

• consider more appropriate building construction methods for the steep sites than slab-on-ground construction

• access issues for people with limited mobility• steep grades for cyclists and pedestrians and constraints for

public transport operations• construction costs, both higher costs of infrastructure and

housing impacting levels of affordable housing

One innovative solution is: to develop new housing products. Discussions with industry representatives are already happening through the CIRG.

• The desired housing and population yield should be achieved but need to consider site constraints including fire buffer zones, endangered habitat protection areas, the river corridor and the topography of the site.

• The necessary infrastructure should be provided to support residential development while also considering the protection of endangered habitat and the river corridor.

One innovative solution is: provide links to the river corridor that minimise disruption to the pink-tailed worm lizard habitat.

• Residents should have access to high quality community facilities, recreation and open space, though available land is constrained due to topographic constraints.

• Residents should have a choice of housing types, sizes and cost to cater for the range of people and households wishing to live in Molonglo Valley.

• The location of the principal commercial centre will provide a focal point for the new community and for the district, ensuring its long term viability.

One innovative solution is: the development of land and facilities to have a multiple use and collocate community and recreational activities where appropriate to provide adequate facilities for the community and ensure efficient use of the land available.

Environment

There are significant ecological values, bushfire constraints and management requirements associated with the development area and its surrounds.

The Molonglo Valley contains important habitat and ecological values for a number of matters of national environmental significance identified under the Commonwealth Environmental Protection and Biodiversity Conservation Act 1999, including:• box-gum woodland• natural temperate grassland• pink-tailed worm lizard habitat and • bird habitat.

The ACT Government has developed a plan to manage, mitigate and offset the environmental impacts. Negotiations with the Commonwealth Government on the approval of the plan are still progressing.

The Molonglo Valley also contains a range of places associated with the history of Aboriginal and European settlement. A number of sites or places, both within close proximity to stage 2, are on the Commonwealth Heritage List and the ACT Heritage Register.

• Protect and sustain the natural environment by recognising the natural and physical opportunities and constraints of the site – views, slope and access to the river corridor.

• Ensure a positive interface between future development, the Molonglo River and management of areas for environmental protection and bushfire management, with the inclusion of bushfire asset protection zones (APZ). At present, the location of the inner and outer APZ is being resolved through cross-agency discussions within government and further environmental investigations will be done. The inner APZ is proposed to be a 30m wider buffer located within the development area.

• Ensure energy efficiency, waste reduction and on site stormwater quality management is integrated into the future development.

• Ensure that the cultural and Indigenous heritage is recognised and sensitively integrated, contributing to the identity of the Molonglo Valley.

endangered flora and fauna species and heritage, and removal of weeds• provide appropriate recreation opportunities for the community that does

equestrian, vehicles and maintenance, that links with the wider national capital open space system

• provide a plan for bushfire management, land-care and landscape works• provide opportunities for public education, interpretation and research

Housing

• Provide sufficient housing for 18,000 new residents.

• Provide housing choice in regards to the size, location, cost and type of housing.

• Respond to the topography and other physical challenges of the site through the innovative design and delivery of housing.

• The overall density is likely to be significantly higher than other Canberra suburbs, meaning that a higher proportion of small lot, medium density and apartments will be needed.

This mix of housing shows that the density in stage 2 will be greater than in most other new suburbs of Canberra.

Accommodating 18,000 residents in a compact city requires a sustainable approach to planning and design supported by innovative solutions for delivery to ensure that a high quality place, where people want to live, is created.

Open space and community facilities

• Ensure the social wellbeing of residents is enhanced through provision of adequate community facilities and social infrastructure, such as schools, child care, library, aged housing, parks and community meeting spaces.

• Provide open space networks which connect into regional areas such as the Molonglo River corridor, Stromlo Forest Park and the National Arboretum.

• Create a distinctive sense of place and identity through the built environment and public realm with elements such as public art, community gardens and a variety of outdoor community spaces.

• Deliver community facilities and open space in an innovative way such as the dual use and collocation of facilities, to maximise their use and ensure efficient use of available land.

• provide convenient access with integrated social and recreational opportunities in the principal commercial centre

• contribute to a sense of belonging.

Connections to the Molonglo River corridor, Stromlo Forest Park and the National Arboretum are important to link stage 2 with the wider community, recreation and open space networks.

Movement and access

• Provide local connections and link into the wider public transport networks for residents to access the principal commercial centre, employment areas and schools as a viable alternative to the use of private vehicles.

• Provide an attractive, safe and convenient pedestrian and cycle network which aims to reduce car dependency by encouraging walking and cycling as a means of both commuter and recreational travel and link people to public transport, commercial and retail services, community facilities, their home and the wider regional area.

• Design of the north-south and east-west arterial roads and local streets will consider the needs for public transport and local residential access. The design of streets will prioritise pedestrians, cyclists, public transport and then other vehicles.

• Provide river crossings, avoiding sensitive environmental cost constraints and a North-South arterial road (extension of John Gorton Drive).

1. How can a connected movement system be integrated with the topography, water courses and other natural features of the site and key destinations?

2. What is the appropriate role for the street network in the development – the arterials, collector and distributor streets and paths for cycling and walking – given the need to provide convenient private vehicle access as well as promoting increased public transport and active travel modes?

3. Will alternative models of public transport be required to service the development and achieve public transport use objectives?

There will be a network of connections that provide attractive, safe and convenient access and movement. This aims to encourage residents to consider alternative transport options to reduce car dependency by connecting, where possible, to the commercial centres, open space and community facilities within stage 2 and the wider region. For example, Stromlo Forest Park and the National Arboretum.

Site characteristics provide challenges to the provision of walking, cycling, public transport and road network connections. The design of streets will give priority to pedestrians, cyclists, public transport and then other vehicles, providing acceptable gradients for multiple road users.

A lively principal commercial centre will provide for the shopping, services and employment for the community and be focal points to enhance the social wellbeing and create a strong local identity for Canberra’s newest community. The centre will also house residential development (primarily apartments) and major community facilities.

Smaller local centres will be a focus for community activity and local shops.

• Create a lively principal commercial centre with a high quality public domain, a pedestrian friendly environment and focus for the new community.

• Provide a mix of uses including retail, commercial services, community, education and residential as well as employment opportunities.

• Ensure the vitality of the principal commercial centre with high levels of accessibility, legible connections to the surrounding residential areas and strong integration with public transport.

• Local centres requires public spaces, a mix of uses and needs to be commercially viable.

Key design considerations have included:

• use of the topographic features of the site within the design including having green and open space networks and also accommodating the change in levels

• provide a fine grain street and lane network to maximise pedestrian thoroughfares

• provide for pedestrian and cyclist connections with nearby residential areas

• ensure that public transport is integrated into the design• ensure residential development is accommodated in the commercial

centre• plan for the effective staging of the development including the transition

from surface to structured car parking• consider the microclimate and aspect within the design• ensure there are sufficient community and education facilities in the

principal commercial centre and community spaces.
