Next Council meeting The next Council meeting will be held on Tuesday 31 October, from 7pm. The meeting will be held at the Monash Civic Centre (293 Springvale Rd, Glen Waverley).

The meeting’s agenda will be published on Council’s website from 5.30pm on Thursday 26 October. Monash residents and ratepayers can ask questions at the meeting, with questions to be submitted to Council by 5pm on Tuesday 31 October.

Have your say on Mulgrave Reserve Masterplan

Council is putting together a masterplan for Mulgrave Reserve to make it better for the future and to keep up with the changing needs of the community, and we want to hear your ideas.

This is an opportunity for you to share your thoughts and have a say about what you’d like to see included in the plan.

The draft masterplan includes the following facilities and spaces: bushland and wetlands, including a bird hide; share walk/cycle path (part of the Dandenong Creek Trail); two sports fields; sports pavilion; cricket practice nets; public toilet block; children’s playground; dog off-leash exercise area; Wetlands Mini Golf ‘n’ Games; and Waverley Pitch and Putt Golf Course.

Those ratepayers who do not receive a kerbside collection service will not be charged a bin charge but every property will receive the Enviro charge.

We’re considering this change because we believe many in the community want a more convenient waste service and more choice in the service they have. Unfortunately, Council is not able to fund the additional services within the State Government “Fair Go Rates System” legislation which determines rate capping. The only way Council would be able to fund these additional services is by separating the waste charge from the general rates charge. We believe this would also give us the flexibility to introduce more waste services in the future, including greater levels of recycling.

Council will take into account community feedback before we introduce any change. If Council decides to introduce the at-call service it would not occur until February 2019. We will continue to offer the regular blanket service next year regardless of the decision made.

Message from Mayor Rebecca Paterson

It’s hard to believe it’s been a year since I became Mayor of this wonderful city, and that it’s almost time to hand over to a new Mayor.

I have really enjoyed the opportunity to meet more residents and community groups across Monash. Whether it’s at listening posts, events, playspace openings or when you’ve got in touch with me – every time it's a wonderful experience and I learn more about what our city needs. I look forward to working with Council to implement many of the ideas the community has shared over this time.

We've had some great outcomes this year. We’ve undertaken livestreaming of our Council meetings to provide greater transparency to the community about our decision making. We remain debt-free and continue to have Victoria’s lowest average rates while delivering a strong program of infrastructure works.

When I became a Councillor in 2013, I was motivated by a large development in my neighbourhood that I didn’t support. Protecting Monash’s ‘garden city’ character is important to me. I am pleased that in February, two years after we started consultation on residential zone changes, Council adopted stronger development standards and new residential zones in Amendment C125 to the Monash Planning Scheme. I will continue to fight for further improvements to planning rules to improve the future liveability of our city.

I remain disappointed that the Federal Government did not allocate a Headspace service to Monash, despite a strong and convincing campaign run by our Young Persons Reference Group and Monash Youth Services team. Mental health remains the number one concern for young people, and we look forward to working with all levels of government to provide the

basic mental health services that our youth need in Monash.

It can often be the small things that make the biggest impact. In my first weeks as Mayor, a little boy named Zach asked me at a listening post whether a sculpture that had been removed from Damper Creek Reserve after being vandalised would be coming back. Unfortunately it couldn’t but with Zach’s help, a new lizard sculpture was made and Zach joined me for its unveiling. I’m glad that Zach spoke up, as it gave me the opportunity to help. Without a doubt that has been the greatest privilege – so many opportunities to listen and to help.

Thank you all for the really genuine welcome you have given me into your lives.

Thank you to my fellow Councillors and Council officers, particularly the CEO, executive, communications and governance for their support.

The biggest thank you must go to my husband Tom, who took six months off work to care for our three children and of course to our lovely children, who have been incredibly patient about my regular absences from the dinner table, school pickups and bedtime. I hope that this time will embed in them the importance of being an active part of the community you live in.

Road works Glen Waverley Activity CentreRoad works are underway at the intersection of Railway Parade North and Kingsway, Glen Waverley.

Council has required these works be undertaken as part of The Glen Shopping Centre redevelopment to assist future traffic flow around the Glen Waverley Activity Centre.

Railway Parade North will be widened to two lanes on the eastern leg of the intersection to improve traffic flows, increase pedestrian capacity and help reduce congestion.

The works include relocating the traffic island on the southeast corner, relocating traffic signal poles and changing pram crossings. The works are expected to take about two months to complete.

Traffic management will be in place around Railway Parade North and Kingsway however there is likely to be some traffic disruption and potential delays. Motorists should avoid the area if possible or use the Kingsway entrance off Springvale Road to access the activity centre.

Monash Grid SurveyMonash Council and Monash University are researching what motivates our residents to take up solar and other renewable energies, and how well informed they are of the benefits.

At a time when the cost of power bills is a big concern for people, rooftop solar is helping residents meet their energy needs and lower energy costs.

The study is the first in Australia to look at what kinds of messages and images inspire people to install rooftop solar as well battery storage and other renewable options. The online survey will take between 5-10 minutes.

Glendi Festival

Glendi is the Greek word for festival and the two-

day Glendi Festival in Oakleigh is in its fifth year

of celebrating the rich Hellenic culture.

The Oakleigh Glendi is a celebration of cultural

diversity through music, performance and food. Held in

Warrawee Park on November 4 and 5, this FREE event

includes children’s cooking workshops, rides and an

Artisan market with a Mediterranean flavour. There’s

also a Loukamade eating competition which is lots of

fun. This event is organised by the Greek Orthodox

Community of Oakleigh & District and Oakleigh

Grammar, and recognises the commemoration of the

official Greek National Day known as ‘Ohi’ and the

Patron Saints of Sts Anargiri.

How do I...?…report a footpath that needs repair?

If you think a footpath in your area is unsafe, please report it to Council so we can inspect and organise for repairs to occur. We know that some of our footpaths do need to be upgraded or repaired and we’ve allocated $4.3m for footpath and bike path repairs and improvements during this financial year.

In 2016/17 Council upgraded or replaced 40,000m2 of footpaths and we’re keen to hear from you about those sections of path that need some attention.

Alvina Street updateCouncil is disappointed with the Victorian Civil and Administrative Tribunal’s (VCAT) issuing of an Interim Order for the proposed Development Plan for 10 Alvina Street, Oakleigh South (the former Clayton West Primary School site) following a hearing held in September.

In the Order, VCAT has indicated that it supports the proposed Development Plan, subject to three changes being made. The interim order directs the developer to amend the plans to reflect these three changes by 20 November.

These relate to the location of an area of communal open space, and the siting and provision of a new access way to two groups of housing within the overall Plan.

Council will then have 10 working days from receipt of the amended plans to provide written comments to VCAT and the developer regarding the three changes and nothing else.

The Minister for Planning has placed a Development Plan Overlay (DPO) on this former school site and four others in Monash.

Under a DPO, residents do not have the right to appeal to VCAT against the proposed developments on these sites.

We will make our views known when the amended plans are provided to us and continue to keep you updated.

Deborah’s drive for sustainability inspires school communityWheelers Hill teacher Deborah Butler has been recognised for her dedication to environment and community with the Sir John Monash Sustainability Leadership Award.

Deborah, who teaches Grade 5 at St Justin’s Catholic Primary School, has been the school’s Sustainability Coordinator for the past three years and has introduced innovative programs including the Outdoor Kitchen Garden Program.

The garden helps student learn about science, healthy food preparation and cooking. “It’s great to see the children so excited and engaged in the program,” Deborah said.

She said St Justin’s Leadership Team helped develop students’ sense of responsibility to a significant contribution to a sustainable future.

Deputy Principal Christina Ferguson nominated Deborah for the Sustainability Leadership award. In her submission for the award, Christina wrote: “Deborah is always finding ways for our school to be sustainable by investigating initiatives with

the local and broader community...her leadership has empowered students, staff and parents...”

A high commendation in this category was awarded to Fiona Sherlock and the Ashwood Children’s Centre for their work to turn the centre into a truly green environment.

Did you know...?Double parking your vehicle on a road is illegal in Victoria and could result in a fine? Double parking occurs when a car has stopped on the road adjacent to parked vehicles for any length of time, when the driver is not waiting for a car park with their indicator on but has simply chosen to stop there (perhaps to let a passenger out, or wait for a passenger). Whether the driver is in the car or out of it, double parking creates a hazard for other motorists who have to drive around the vehicle and obscures the view for pedestrians who may be trying to cross the road. It is also dangerous for anyone who gets out of the double parked vehicle as they are essentially parked in moving traffic.

I’ve championed successful initiatives including:

Reforming Public Question Time

Live streaming and recording of Council meetings

Supporting #BanTheBag and a planned end to Council’s use of single use plastics

A 40% increase to Council’s sustainability budget

The C125 planning scheme amendment, increasing private open space requirements

Council support for those in the community advocating for marriage equality

Redevelopment of the Oakleigh Recreation Centre and Waverley Gymnastics

Establishing Monash’s first Little Free Library in Downing Street

Free Council workshops on mental health and

$2+ million in grants secured for cycling infrastructure.

I’ve also been working hard to achieve the best possible outcomes for the old school sites at Beryl Avenue, Browns Road, and Alvina Street. Unfortunately we don’t always win, but please stay passionate about your neighbourhoods, because I certainly will.

We’re working on pavilion upgrades at Scammell Reserve,

Oakleigh South, and Argyle Reserve, Hughesdale, master plans for the Clayton and Huntingdale activity centres, and a full refurbishment of the Oakleigh Service Centre.

Childhood Early Intervention (ECEI) services that support and empower families to make informed choices through the National Disability Insurance Scheme (NDIS).

Oakleigh outdoor pool re-opens We’re back! From Wednesday 1 November our Oakleigh outdoor pool re-opens.

This summer you can cool off at Oakleigh Recreation Centre in our 50-metre lap pool, dive pool, multi-purpose pool, and toddler splash and play areas. The outdoor aquatics area will be open throughout summer until 31 March 2017.

Monash Council and Link HC will provide an overview of how the NDIS can help your child and answer your questions in a Monash Community Conversation on Thursday 2 November from 7pm until 8.30pm at the Clayton Community Centre.

The NDIS is the biggest social reform Australia has seen in decades. The evidence-based, family-centered and tailored NDIS ECEI approach is proven

to have positive effects in early childhood intervention and will support children to build their capacity to participate to their highest potential in the world we share. $2.5m available for community fundingMonash Council has endorsed $2.5 million in cash and in-kind funding in the latest round of grants to support Monash community groups.

The Monash Community Grants Program provides funding to local organisations to deliver community-based services, programs, projects and events that promote community wellbeing and social inclusion.

Submissions for the funding open on Monday 30 October and close on Friday 8 December.

Grants funding is available in six categories: community strengthening, community partnerships (specialist services and Neighbourhood Houses), positive ageing, arts and cultural projects, community events and major festivals.
