Montgomery Parks Pesticide Use Report

January 1-June 30, 2017

OVERVIEW

Bill 52-14 Pesticides- Notice Requirements -Cosmetic Pesticide Use Restrictions was enacted

by Montgomery County Council October 2015 and then adopted into County Code Sec. 33B

Pesticide Use. On July 1, 2016 Montgomery Parks began implementing sections of the pesticide

use restrictions law.

This report provides updates, assessments, and future directions for the following programs: • Pesticide-free parks• Pesticide-free playgrounds• Pilot program of five playing fields; Integrated pest management of other fields• Informing the public, staff training, and tracking labor & pesticides• Use of organic, listed & conventional pesticides and alternative practices• Summary and future steps

PESTICIDE-FREE PARKS

Eleven parks were selected for the pilot pesticide-free park program to

evaluate the impact on time, quality, and infrastructure of using only

mechanical means of weed removal in local parks.

The pesticide-free parks include: Big Pines Local Park, Cedar Creek Local

Park, Clarksburg Village North Local Park, Dickerson Local Park, General

Getty Neighborhood Park, Kemp Mill Estates Local Park, Kemp Mill

Urban Park, Norbeck Meadows Neighborhood Park, Norwood Local Park,

Spencerville Local Park, and Stonehedge Local Park.

Before the law was enacted, herbicides were typically applied, as needed,

to spot treat weeds to achieve our maintenance standards for parks and

maintain the integrity of park infrastructure, tree health and visitor

safety. Areas that require attention for weed control include curbs,

parking lots, fence lines, tree rings, playgrounds, athletic fields, courts,

etc. In the absence of pesticides, string trimming is used as an

alternative to control weeds

Materials and design are important components to reducing the need for pesticides. Alternative surfaces such as crushed limestone and cement are being installed to suppress weeds under trash cans, benches, and bleachers. Concrete mow strips along chain link fence lines are one example of material and design that minimize weeds and the need for pesticides. Fence lines without these strips have proven to be a difficult weed management area. Cracks in sidewalks, parking lots and courts host weed growth; these areas could be flame weeded to avoid the hazardous debris that can be sent airborne by string trimmers. Weeds around trees must be hand pulled to avoid damage by equipment to this important natural resource.

PESTICIDE-FREE PLAYGROUNDS Montgomery Parks has 284 playgrounds-­over 60% of these were previously managed with herbicides so it has been very challenging to keep weed populations at acceptable levels without pesticides.

In FY17, staff, supplies, materials and equipment were funded as requested to maintain these areas pesticide free.

Two crews have been formed to perform pesticide free playground surfacing maintenance. Each crew consists of one career and two seasonal staff. Current playground inspections indicate this level of staffing, which allows us to visit sites bi-weekly is not adequate when the weeds are vigorously growing. Playground weeding should be done weekly during the growing season. Weed management is important in playground surfacing to meet industry playground safety standards.

Parks' playground surfaces include artificial surfaces as well as engineered wood fiber. Artificial poured-in-place playgrounds greatly reduce weeds but don't entirely eliminate the problem. Another downside is that poured-in-place surfaces are hotter

When old wood fiber breaks down it becomes organic matter that is a perfect environment for weed growth. Natural surfaces encourage weeds such as Bermudagrass, Carolina horsenettle and thistle which are nearly impossible to manage by hand-removal because it is difficult to remove the entire root system. Staff are using a sod-cutter on the playground wood fiber surfaces followed by raking and hand pulling to attack these tenacious weeds. In some cases, the wood fiber surfacing must be entirely removed from weed-infested playground areas.

A few playgrounds were treated with pesticides under the allowed exceptions: Juniper-Blair playground was treated with glyphosate (Roundup) for Carolina horsenettle, a poisonous stinging plant that can harm children and pets; no spring applications were needed for stinging insects on playgrounds because wasps are typically a late season problem. This spring, a Park Manager received complaints from users about the presence of Canada thistle, a state noxious weed which has been a persistent problem on a playground in the Northern Area Parks. If a pesticide is used to treat stinging insects or plants, or noxious weeds, the treated area is closed until re-entry is approved by Parks staff and according to the language on the pesticide label.

PILOT PROGRAM OF 5 PLAYING FIELDS - INTEGRATED PEST MANAGEMENT OF OTHER FIELDS A pilot program on 5 athletic fields is being conducted in consultation with an organic turf management expert to compare five conventionally managed fields with five fields managed with organic methods and listed products. Things to be considered in the pilot program are:

• Level of maintenance - Local park athletic fields; non-irrigated • Mowing height needed for use of facility and level of play • Type of turf- Cool season turf • Number of hours of use based on permitted hours

Projected start time is late 2017. This pilot study will help us determine if managing athletic fields with only listed pesticides may be feasible for all our local parks fields.

Integrated Pest Management (1PM) in Montgomery Parks' other fields begins with watching for pest problems during mowing. Fields are typically scouted every other week. When pests reach a threshold level, treatment is applied-often targeted just to the problem area of the field. Mowing height is adjusted to accommodate team play requirements and also to minimize stress to the turfgrass. To crowd out weeds, cool season turf outfields are mowed at a 4-inch height; warm season turf is mowed at 1.5 - 2-inches. Fungal diseases are a problem in warm weather especially on irrigated fields. Irrigation schedules are modified to minimize disease.

INFORMING THE PUBLIC, STAFF TRAINING, AND TRACKING LABOR & PESTICIDES Parks' website http://www.montgomeryparks.org/about/parks/pesticides/ is used to notify the public of planned pesticide applications. The planned application day cannot be precise due to weather, staff shifts in priority and emergency applications. When pre-notification signs are required, they are placed at the site 48 hours prior to the planned application. Records are maintained with specific location and application details and labor hours. Staff trainings related to pesticide use are offered on an on-going basis at multiple sites.

USE OF ORGANIC, LISTED, & CONVENTIONAL PESTICIDES AND ALTERNATIVE PRACTICES Organic and listed products continue to be tested by Parks staff and in a study at Timberlawn in collaboration with the University of Maryland. The biggest challenge is the lack of selective products-those that will kill one type of weed and not harm adjacent desirable species. Non­selective herbicides containing acetic acid, clove and cinnamon oil, and soaps have been tried. Some listed products are much more hazardous to the applicator and damage conventional application equipment (acetic acid). Visitors have expressed concern about strong fragrances during application of the clove and cinnamon oil products; we have also received emails of concern regarding odor from conventional product use. Alternative treatments were used instead of pesticides 384 times. This includes hand-weeding with shovels, hoes and rakes; use of mechanical hoes and rakes; propane flame weeding and using the sod cutter on playgrounds.

SUMMARY AND FUTURE STEPS Maintaining natural and man-made park infrastructure pesticide free requires additional staff time, separate from routine maintenance routes such as mowing, custodial, trash removal and athletic field maintenance. This presents challenges to our department at our current staffing levels that cover routine maintenance routes which help meet industry identified maintenance standards for those critical services. Performing time-consuming tasks such as additional string trimming (beyond mowed turf area), flame weeding with propane torches, and hand-pulling of weeds in the mulched areas around trees requires additional visits to each park location in order to not interrupt the maintenance routes. After short-term analysis of our implementation of these new procedures, Montgomery Parks is determining the need for infrastructure improvements to reduce the need for some of these time-consuming practices.

As Montgomery Parks' staff continues to assess the pesticide-free parks and playground programs, we will be better able to provide information on the costs related to maintenance; new materials and design modifications to prevent weed growth; prioritized playground re­builds; and equipment purchases to improve efficiency of mechanical weed removal.
