Patient First expanded its urgent and primary care services in Pennsylvania with the opening a new medical center in East Norriton on Wednesday, July 24th, 2013. The East Norriton medical center is the 46th Patient First location in the mid-Atlantic, and the second in Montgomery County. Patient First – Montgomeryville opened in November 2012.

Located at 400 East Germantown Pike, just ¼ mile east of 202, the new facility will serve residents of East Norriton

Township, Norristown, Blue Bell, Trooper, and surrounding neighborhoods.

“The goal of Patient First is to provide convenient, cost-effective medical care on a walk-in basis,” says R.P. Sowers, M.D., founder and CEO of Patient First. “At the same time,

Patient Firstour physicians and staff always work closely and in a collaborative fashion with the area’s existing medical community to provide care.”

Open from 8 a.m. to 10 p.m., 365 days a year, Patient First physicians and their support staff are available for urgent care; work, school, camp, sports and travel physicals; occupational health; and primary care for patients who do not have a primary care physician.

For continuity of care, Patient First routinely transmits a copy of the visit record to the patient’s primary care physician according to the patient’s wishes. Routine primary care is available for patients who do not have a primary care physician. Patient First accepts all major insurance plans.

Earlier this summer a $2.5 billion transportation funding bill advanced through the Penn-sylvania Senate, only to stall in the House of Representatives. The bill was based on the recom-mendations of the Transporta-tion Funding Advisory Commis-sion Report, released in 2011 by the Transportation Funding Ad-visory Commission. The report was commissioned by Governor Tom Corbett to find a method of funding transportation infra-structure across the common-wealth. The failed to pass the house, largely due to disagree-ment on total funding amounts, and the methods to collect the funding.

The implications of inad-equate funding are beginning to take effect. In Mid-July Transportation Secretary Barry Schoch announced that 1,200 bridges statewide would have new weight restrictions im-posed, a stop gap measure for extending the life of a struc-turally deficient bridge; there are 43 such bridges in Mont-gomery County. SEPTA was forced to close the viaduct that carries the Norristown High Speed Line from the Norris-town Transportation Center into Bridgeport. The viaduct, which is over 100 years old, required emergency repairs. At the local level, the Arcola Road Bridge over the Perkio-men Creek has a 3-ton weight limit imposed and emergency replacement is being scheduled. Engineers fear that if nothing is done soon, the bridge will be-come unsafe for all traffic.

The outlook for the future is not too bright if this issue is not addressed. The Delaware Valley Regional Planning Commission released Connections 2040, the regional long range plan and the guiding document for infrastruc-ture improvement in July; the plan extends to the year 2040. Their estimate is that there will be a $63 billion deficit in infra-structure need. It is projected that 55% of all roadway lane miles will have deficient pave-ment and 20% of all bridges will be structurally deficient. The projections were based on cur-

rent funding amounts, adjusted for inflation.

Whether it be moving goods across states on the Interstate Highway or railroads, deliver-ing goods to their retail store, or allowing the region’s work-force to get to work safely day in and day out, infrastructure is vitally important to the success of our economy. Transporta-tion infrastructure is a complex system, not easily separated by mode of travel. For example: each day SEPTA carries 1 mil-lion passengers on their buses, rail, subways, and trolleys. If service cuts result from inad-equate funding, the affected pas-sengers would be forced onto the region’s highway network. The additional traffic adds to the al-ready congested roads, further stressing structurally deficient bridges, slowing deliveries, and making your commute just that

much longer.

When this issue is addressed it will likely mean we all have to pay a little more in transporta-tion costs. PennDOT estimates that the cost might be $2.50 per week for a typical driver, howev-er they estimate that the cost per driver for doing nothing is equal to or more than the incremen-tal cost associated with funding infrastructure. Whether or not action is taken to properly fund transportation infrastructure, ev-ery driver is going to pay more to get to their destination. The question to ask is: would you rather invest in an improvement, or spend while it gets worse?

EAst NORRitON tOwNshiPEast Norriton Township has started to use Blackboard Connect, a phone call notification system, for

the residents of East Norriton Township. This system has allowed the Township the ability to send out phone messages, e-mails and texts to all of its residents and businesses regarding both emergency situations in the Township as well as a tool to help us reach our residents about upcoming important special events, activities and meetings that our residents should be aware of.

The Township is encouraging residents to set up and manage their own account with Blackboard Connect. By setting up your own account you will be able to add other phone numbers, (cell phone, busi-ness or alternate numbers) and set preferences as to how you would like to receive the different types of messages being sent out by the Township. Residents should go to the Township web site at www.eastnorri-tontwp.org and click on the Blackboard Connect portal, located under the Township Newsletter on the home page and set up your own personal account to manage the messages that are being sent to you. If you do not have Internet access, you should contact the Township at 610-275-2800 for assistance.

East Norriton Township is also encouraging its residents to “GO GREEN” and sign up for the Township Newsletter via e-mail. Township Newsletters are published twice per for the Fall/Winter in September and Spring/Summer in March. By signing up for e-newsletter you will be removed from the mailing list for the newsletter, saving tax dollars and impacting our environment. Please e-mail your name, address, phone number and e-mail address to [email protected] to be added to this list.

The East Norriton Township Parks and Recreation Department will be relocating to the Township Ad-ministration Building, 2501 Stanbridge Street in September. This move will enable our staff to better serve the residents of East Norriton during our regular business hours 8 a.m. – 4 p.m.

Upcoming Events

East Norriton Township has sched-uled a number of special programs for the upcoming months including the 35th Annual Community Day Cel-ebration scheduled for Saturday Sep-tember 7th at Stanbridge Street Park. The day is full of entertainment, rides, refreshments, demonstrations and a business, organization and craft area featuring providing information on their services and handing out free gifts. Purchase a ride wrist band and participate on all of the rides all day long. Festivities start at 12 noon and continue to the fireworks display at

8:15 p.m.

On Saturday October 19th, East Norriton Township will host a Shredding event and an Electronic Col-lection program at Stanbridge Street Park from 9 a.m. – 12 noon. Two areas will be set up for residents this day with a shredding area set up in the parking lot of the bocce courts where you will be able to drop have their personal and confidential items to be shred. In the back of the Public Works garage an Electronic Col-lection program will be set up for residents to drop off unwanted electrical items basically anything with a

The 21st Annual Holiday Parade at Hillcrest Plaza is scheduled for Saturday December 7th. Parade will start at the East Norriton Middle School at 11 a.m. and proceed to Hillcrest Shopping Plaza via German-town Pike. Festivities will continue at the Hillcrest Shopping Plaza with proceeds from the day going to “Suited Warriors”.

On Saturday, December 14th, the Norriton Fire Engine Company will be taking Santa around throughout the Township on the Fire Truck. Program will start at 12:30 p.m.

Lower Providence Township is now accepting sponsorship adver-tisements on its website and cable Community Access Channel. The Board of Supervisors adopted guidelines and fees for the sponsorship ads at its May 2, 2013 meeting.

If you are interested in a sponsorship ad, please send an email with your request to: [email protected]. Available ad space includes:

Website Banner Sponsorship Ad – Banner Sponsorship Ads display on all web pages with each ad displaying for 15 seconds and rotat-ing with other Sponsorship Ads and Township advertisements. Banner Sponsorship Ads may include a link to the sponsor’s webpage. The ad display area is (150x160) pixels. Fee is $300 for half-year and $500 for whole year.

Website Event Sponsorship Ad – Event Sponsorship Ads display on specific web pages approved for sponsorship. Event Sponsorship Ads precede a sponsored event notice on the webpage. To be eligible, the sponsor must provide at least 50% of the event funding. Event Spon-sorship Ads will appear at least one month prior to an event. These ads may include text, images and a link to the sponsorship’s web page.

Cable Channel Sponsorship Ad – Cable Channel Sponsorship Ads will display on the right hand side viewing area of the Community Ac-cess Cable Channel. Ads will rotate with all sponsorship ads. Cable Channel Sponsorship Ads may include a graphic and/or text. Fees are: monthly sponsorship ad - $100 per month; 3-month sponsorship ad - $200; half-year sponsorship ad - $300; and whole-year sponsorship ad - $500.

Cable Channel Scroll Ad – A Cable Channel Scroll Ad displays on the scroll line area of the Community Access Cable Channel, rotating with other ads. Cable ads include text with no graphic and display two lines at a time through the scroll area. Fees are: monthly ad- $100 per month; 3-Month ad - $200; half-year ad - $300; and whole-year ad - $500.

wEst NORRitON tOwNshiPOn May 25, 2013,West Norriton Township launched a completely

redesigned and updated Township website. Now residents and busi-nesses have streamlined, virtual access to the Township’s latest news and events.

The new website makes a variety of detailed information more accessible to the public, including offices, resources, forms, and Township news and events. Residents can find information regarding the area’s parks and recreational events, view the Township’s monthly calendar, and even access and review minutes from public department meetings. Links to social media, such as Facebook and Twitter, keep residents updated regularly through smartphones as well as computers, while important forms and applications will soon be available for easy completion and submission online. Our notification system allows you to be alerted via email or text message when information is updated on our new website.

One of the most interesting and promising aspects of the Township’s website is our abilityto freely promote all companies or individuals doing business in West Norriton Township. Businesses are invited to create a login and password, update their company’s profile, and advertise their services offered in the area. Additionally, businesses can advertise for open positions through our Job Positing section. Residents or commercial brokers can also advertise residential or commercial properties for sale in the Township under our Doing Business section.

For residents seeking to create a formal dialogue with staff or other residents, our new website have a Community Voice feature. In this section, resident or staff can pose questions and formulate dialogue on any given topic. The Township has also established its presence in the social media area by creating Facebook and Twitter accounts increase our communication efforts.

These are just a few features of the new WestNorritownTwp.org. I strongly encourage you to visit our site and see what is has to offer. The Township has waited a long time to build a proper website for our residents and the business community. With just a few clicks of a mouse everything that is available in the Township office can be accessed on our site, which will make our residents’ lives a bit easier.

CAPACitYEnhancementat Phl Also Enhances business Opportunities throughout Greater Philadelphia Region

Philadelphia International Airport (PHL), the only major airport serving the greater Phila-delphia region, is embarking on a major capital program to en-hance the Airport’s position as a global gateway. The Capacity Enhancement Program (CEP) is a multibillion-dollar series of projects designed to trans-form the Airport landscape and improve passenger experiences while bolster-ing the Airport’s role as a leader in the global air service market.

The capi-tal investments contained in the Extension Agreement in-clude a 1,500-foot extension of a runway to increase the total runway length to 12,000 feet. This ex-tended runway would provide the capability to a ccommoda t e large aircraft that are capable of flying long-haul flights. Also included among the capital in-vestments is a redesigned and enhanced Terminal B and C ticketing area -- utilized by US Airways, our hub carrier -- with a new automated baggage han-dling and screening system and a new passenger security screen-ing checkpoint; replacement of the rental car facility surface lots with a new, multi-level consoli-dated rental car facility; an intial design for an automated people-mover system between con-courses; and new airside taxi-way improvements to improve aircraft operations.

“The CEP is extremely im-

portant in order to not only ad-equately address the problem of chronic delays that have impact-ed PHL for a prolonged period of time, but also provide needed capacity for future demand,” said Airport CEO Mark Gale. “This expansion program is crit-ical to the economic health and growth of our entire region and will create thousands of jobs.”

Expansion at PHL signals opportunity for businesses throughout the region, including Montgomery County Chamber members. In addition, PHL’s award-winning Disadvantaged Business Enterprise (DBE) pro-gram welcomes minority-owned and operated firms to participate in construction projects and oth-er business opportunities at the Airport.

The Airport recently re-ceived the Award of the Organi-zation from the Airport Minority Advisory Council (AMAC), in recognition of PHL’s significant contributions in implementing programs for and fostering the

growth at the Airport of DBEs, while meeting and exceeding Equal Employment Opportu-nity goals. The AMAC award honored PHL’s industry-leading methods for inclusive hiring and aggressive outreach toward DBEs in contract and business opportunities.

The Airport administers two federal DBE programs, one that applies to all contracts that uti-lize grant funding from the U.S. Department of Transportation, the other focused on Airport concession contracts. The Air-port also partners with the City of Philadelphia’s Office of Eco-nomic Opportunity on its Mi-nority-, Women- and Disabled-Owned Business Enterprise program.

To sustain and bolster DBE involvement in PHL business and teaming opportunities, the Airport holds outreach events such as Economic Opportunity Forums, drawing hundreds of companies and small business entrepreneurs.

Norris Sales has undergone some extensive changes, as we recently com-pleted the renovation of our Plymouth Meeting showroom. When try-ing to pare b u d g e t s and be more efficient ec-onomically, go where the money is.

That is why Montgom-

ery County, the Commonwealth’s third largest county, closely examined the costs associated with its $450 million pub-lic employee pension fund. Public pensions are an area of significant potential savings not unique to our county and an area of particu-lar importance to state and local governments around the country. Pennsylvania is not immune to the problem, with a reported shortfall of $41 billion. Many other states’ li-abilities are significantly higher. Un-less there is another solution, these shortfalls will ultimately need to be filled by diverting funds from other programs, raising taxes, borrowing more money, or a combination of all three.

While that solution is the subject of much debate, there should be one public pension issue upon which everybody can agree -- the costs of managing pension assets. The goal of an asset manager is to maximize portfolio returns. The components to maximizing return are fees and performance. The record is clear that passively managed, broad based index funds have substantially lower fees than actively managed funds. Further, few, if any, active as-set managers beat the market over the long run. Therefore, shifting from higher cost, lower perform-ing actively managed investments to lower cost, higher performing passively managed index funds will save governments around the coun-try billions of taxpayer dollars.

I am the chairman of the Montgom-ery County Pension Board, and after a thorough review of the county’s public pension fund’s performance and fees over many years, our pen-

None of this is to say that there won’t be market ups and downs. Of course there will. That is the nature of the market and, as we’ve recently seen, down times can be very painful. But over the long haul the overall market has an impressive record that almost no managers can beat - the S&P 500 (go-ing back to the original S&P 90) has average annual returns of approxi-mately 9.85% since its inception in 1926), and at a fraction of the cost.

Lower fees and higher performance - that is money well spent and an approach I strongly suggest Harris-burg and other state governments around the country adopt.

sion board voted at the end of 2012 to move 90 percent of pension fund assets to a portfolio of low fee, pas-sively managed index funds offered by Vanguard, a Pennsylvania-based, investor owned, non-profit with hundreds of employees in our coun-ty. This shift, which was completed by July 1, will reduce the fund’s management fee expenses by more than two-thirds, a savings of over $1 million annually. The switch also enables the county to eliminate one consulting firm and over a dozen asset managers, greatly simplifying and streamlining the system. The combination of lower management fees and lower personnel costs gives the passively managed funds at least a full percentage point advantage on alternative investments. From a pure performance perspective, the S&P index beat our fund’s annual performance in eight of the past 10 years. The combination of reduced costs and higher returns is the pro-verbial win-win for Montgomery County residents, employees and re-tirees.

Governments have an obligation to be stewards of the public money in all respects. If higher fee, actively managed investments do not con-sistently outperform the market, we should not entrust public funds to them. Several recent articles have noted that many state pen-sion funds, i n c l u d -ing Penn-s y l v a n i a ’s two public e m p l o y e e p e n s i o n s , are sub-s t a n t i a l l y invested in higher cost alternative i n v e s t m e n t vehicles such as private equity, ven-ture capital, real estate and hedge funds. The articles indicate that the two Pennsylvania pension funds each pay approximately one percent (a total of approximately $770 mil-

lion) in manager fees, a rate seven times higher than Montgomery County will be paying for its diversi-fied Vanguard mutual fund line-up and twenty times higher than those funds would pay if they simply in-vested in an S&P 500 Index fund.

And recent results demonstrate that the funds are not getting returns that justify the higher management costs. The Pennsylvania State Em-ployees’ Retirement System fund earned approximately 12 percent on its investments in 2012, compared to the S&P 500 that returned 16 percent. In 2012 alone, that pen-sion fund would have been approxi-mately $1.25 billion better off if it was solely invested in the S&P. Even if the actively managed funds were able to match the returns of the pas-sive funds, the savings in fees to the pension fund would still be in the hundreds of millions of dollars.

Pennsylvania is not alone in experi-encing disappointing returns in 2012. It was recently reported that the Cal-ifornia Teachers pension fund (1.8 percent), various New York City pen-sion funds (1.7 percent) and Florida’s public pension fund (0.29 percent) all substantially underperformed the S&P 500’s 16 percent return. In-vestment advisors and asset man-agers certainly have political clout,

Samuel Coleridge’s famous passage could easily describe summer time in Montgomery County. With the onslaught of summer storms, we regularly face creek flooding, wet basements, spongy lawns. Summer flooding is a good time to take stock on what you can do to better man-age the storm water run-off on your property.

Developers, of course, must obtain municipal approval of a storm water management plan for their proper-ties before they can put shovel to ground. Owners of buildings dating before storm water management or-dinances do not have an affirmative obligation to retrofit their properties to comply with these ordinances.

In Vance v. Ball State Univer-sity, the Supreme Court clarified the defi-nition of “supervi-sor” for purposes

of vicarious liability under Title VII of the Civil Rights Act. The Court, in a 5-4 decision, ruled that a person must be able to hire and fire some-one, or otherwise take some tangible action against the victim, to be con-sidered a supervisor in discrimination lawsuits, making it harder to blame a business for a coworker’s racism or sexism.

Under Title VII, an employer is li-able for the actions of a harassment victim’s co-worker only when the plaintiff can prove that the employer was negligent in responding to the victim’s complaints. Different rules apply, however, when the co-worker is the victim’s supervisor. When a supervisor is involved, employers can be held liable for more than the employer’s own negligence. They can be held vicariously liable for the supervisor’s discriminatory or harass-ing behavior.

Maetta Vance, who was a catering specialist at Ball State University, ac-cused a co-worker, Shaundra Davis, of racial harassment and retaliation. Vance sued the university under Title VII, the Civil Rights Act of 1964, al-leging that the university was liable because Davis was her supervisor. The District Court dismissed her law-suit, holding that since Davis could not fire Vance, she was only a co-worker, and since the university had taken corrective action, it was not liable. The Seventh Circuit affirmed the District Court and Vance took her case to the Supreme Court.

While some courts followed a narrow interpretation of supervisor for Title VII purposes, requiring traditional management duties of hiring, firing, promoting, or otherwise impacting the employee in a meaningful man-ner, other courts followed a broader definition of supervisor as advocated by Vance and the Equal Employment Opportunity Commission (“EEOC”). EEOC Enforcement guidelines define a supervisor as an employee exercis-ing sufficient authority to assist the

What if storm water discharges from a neighboring property onto your property, causing erosion and/or flooding damage to your prop-erty? Do you have any recourse? The answer is: “It depends.” Under the common law, all property own-ers have a right to allow the storm water which naturally occurs on their property to naturally flow onto adjoining property. The common law, however, also recognizes certain critical exceptions to this general proposition. If an owner changed the grade of his property and there-by altered the natural flow of storm water, the owner is responsible for managing his storm water to prevent damage to an adjoining property. Owners are also prohibited from al-lowing storm water to pool on their property and then point discharging the collected water onto a neighbor-ing property.

The Supreme Court affirmed the Seventh Circuit, rejecting the more lenient definition of the EEOC and adopting the restrictive definition of supervisor. The Court explained that defining “supervisor” as only capable of taking tangible action against the victim is a clear, workable standard compared to the nebulous standard advocated by the EEOC. As Justice Ginsburg wrote in her dissent, the Court’s decision strikes from the supervisory category employees who harass by controlling the day-to-day schedules and assignments of others.

Picture, for instance, two adjacent properties separated by a berm. For years, the berm prevents the storm water from the higher property from cascading onto the lower property. Later, the berm begins to leak, caus-ing erosion and flooding damage to the adjoining property. The owner of the damaged property has a potential claim against the adjoin-ing owner for storm water trespass. Owners should therefore be vigilant to detect storm water problems to hopefully effectuate an early rem-edy.

Owners can implement strategies from Pennsylvania’s best practices for storm water management such as installing vegetated swales and reducing or disconnecting impervi-ous surfaces. My neighbor recently planted a “rain garden” which re-directs run-off into the ground, rather than discharging into the street and ultimately the township’s overburdened storm water system. “Water, water, every where” is less problematic if managed properly and illegal discharges are caught at the outset.

If, for example, a user clicks a link to a specific page on your site from an outside source, if that par-ticular page isn’t mobile-optimized, the user might be redirected to the site’s homepage. Because users are forced to bypass the page they were actually trying to reach, these faulty redirects can be inconvenient and exasperating for users, as they’re prevented from finding the informa-

tion they want to access on your site.

Google will also be crack-ing down on websites that display 404 error message to all users accessing the site from a smartphone. Even though a mobile version of these websites hasn’t been developed, the sites detect which us-ers are accessing them from a smart-phone, and instead of displaying the desktop version of the site show an error page instead.

Welcome back and thanks for read-ing! The importance of laying out your office space correctly is often an overlooked way to save big money. The old rule for space was usually 200sqft per employee. Meaning, if you had 100 employees you would occupy 20,000 sf of office space. Many companies are driving that average down using different design tech-

niques. Some firms are eliminating private offices and moving to an open floor plan. These spaces can look like cube farms or even large rooms with unassigned, picnic bench style seat-ing. Small “break out” rooms are usually added for needed privacy or small meetings. Offices suites are also shrinking or altogether losing the re-ception area when designing them.

If the company does not get many visitors it can make sense. Certain multi-tenant office buildings all of-fer common, on demand conference rooms that tenants can reserve. This eliminates the tenant to have to plan a conference room in their own us-able suite when in reality it would go unused most of the time. Many firms are moving their phones and IT to the cloud. This eliminates or shrinks the need for IT room in the suite deisgn.

A great, real-life, large, example is Glaxo Smith Kline’s move to the Navy Yard. They are moving 1,300 em-ployees into 205,000 square feet. By changing to an open floor plan they GSK was able to drive the per em-ployee average to 158 square feet per person. If using the old formula, GSK would traditionally take 260,000 square feet. This new plan saved them 55,000 square feet at $25 per square foot or $1,375,000 per year. GSK signed a 15 year lease for a total aver-age savings of $20.5 Million. This sav-ings can be leveraged and redeployed to hire more employees, invest in new equipment or fund future research.

No matter what size you are in, shrinking your square footage is an easy and cost effective way to maxi-

Since newborns sleep about 16 hours a day, it’s important to know how to help protect them from Sud-den Infant Death Syndrome (SIDS) and other sleep related dangers, like suffocation. SIDS is the sud-den and unex-pected death of an apparently healthy infant under one year of age that cannot be attributed to other causes. Most SIDS deaths occur when a baby is between two and four months old. Approximately ninety percent of all SIDS deaths occur before a baby is six months old. Suffocation often occurs when heavy bedding material, like blan-kets or crib bumpers, blocks fresh air flow to a baby’s mouth and nose. Some infants have suffocated by being wedged into the edges of the bed or couch. Sadly, many infants have been suffocat-ed when a larger person rolls on top of them when sharing a bed. Here are some tips to keep babies safe and reduce the chances of SIDS or other sleep-related dangers: • During pregnancy, get early prenatal care checkups. • The best place for a baby to sleep is in his or her bassinet or crib, placed close to a parent’s bed at night. Share the bedroom with the baby, not the bed. • Always place the baby to sleep on his or her back until age 1 on a flat, firm surface, with a tight fitting crib mattress covered with a fitted sheet. Use the mattress specifically designed for the babies’ crib. • Don’t use cribs with drop-side rails, since they have been re-called. Don’t try and fix a crib that has broken or has missing parts. • Create a sleep safety zone by removing all soft, fluffy, or loose bedding, blankets, bumpers, wedges, and toys from the crib. Never place additional padding under an infant. • Don’t let a baby sleep in his or her carrier, swing, car seat, or stroller. Babies who sleep in these items can suffocate if the po-sition of their necks blocks their air flow. If a baby falls asleep in one of these places, take him or her out and place them in a crib as soon as possible. • Give the baby a pacifier for naps and at bedtime. Pacifiers may help protect against SIDS. Don’t force the use of a pacifier if

the baby refuses it. Don’t hang a paci-fier around a baby’s neck or attach it to their clothing. • There is no proof that any special products, such as wedges, reduce SIDS. There is no evidence that moni-

tors help reduce the risk of SIDS in healthy babies. • Overheating infants is not safe, so keep the room at a comfort-able temperature. Dress babies in light sleep clothes. Remove strings or ties from their clothes and keep their heads uncov-ered. A blanket sleeper will keep the baby safe. • Remove any hanging window cords and electrical wires where a baby can get tangled and choke. • Feed babies breast milk or formula for at least six months. No solid food is recommended until the infant is six months old. • Do not smoke, drink alcohol, or take drugs, unless prescribed by a doctor, during pregnancy. • Take babies to all their well-baby visits and make sure they get their vaccinations on time. • Give babies “tummy time” every day. “Tummy time” is when a baby is placed on his or her stomach on a firm surface for a brief period of time. This position helps the baby develop his or her neck, shoulder, and arm muscles. The Montgomery County “Cribs for Kids Program” is available for those who cannot afford a safe place for their baby to sleep. The Montgomery County Health Department (MCHD) receives referrals for this program from community agencies. This is a do-nation and grant based program, and “pack ‘n play” style cribs are distributed as they are available. SAFEtY in Tumescent Liposuction

By Dr. Marlene Mash Even though I have been performing tumescent liposuction for almost 20 years, many people including my own pa-tients don't realize exactly what this means and why I continue to use the technique of tumescent liposuction.

First, "What Is Tumescent Liposuc-tion?" Tumescent Liposuction is a technique that enables me to use local anesthesia to the skin and fatty tissues in order to allow the removal of fat cells (called Liposuction) pain-lessly and without general anesthe-sia. Since this is done under local an-esthesia, the procedure is very safe. After Tumescent Liposuction the patient does not have the "hang-over" feeling that occurs when gen-eral anesthesia (IV sedation) is used. This essentially becomes a 'walk-in walk-out procedure.' There is no need for prolonged hospitalizations nor the use of blood transfusions. The Tumescent solution has a "Vaso Constrictor" in which it allows those 'nasty' blood vessels to constrict and hide and therefore hardly blood loss occurs. I tell my patients that blood loss is so minimal, it is LESS than the amount of blood taken when going to give blood for blood tests.This technique was first presented by Dr. Jeffrey Klein, MD in 1986 and has since been used by surgeons world -wide because of its excellent safety profile.

When adding "Tickle Lipo" to this technique, I have found the greatest combination for my patients. When I first looked at the technology I did not think I would like it because, really and honestly Liposuction is still serious business and I didn't want people "Laughing from being tickled." But since I have been using it, patients are not 'laughing' but smiling throughout the procedure and feeling great.

The procedure of "tickle lipo" uses a whirling infrasonic and vibratory method to gently break away the fat and incredibly at the same time, suctions it out through small micro cannulas. My patients are so com-fortable, --- and as mentioned earlier --- there is no need for general an-esthesia, and the patient is awake. If desired by the patient, he/she can

have a little vali-um for the anxiety component.

Again, I want to emphasize that the risks for tumescent and "tickle lipo" are avoided because there is no general anesthesia, there is no blood loss, pain is little or none. Most of all, my patients are saying things like "I wish I would have done it sooner."

Not long ago, it happened at a food manufacturing plant after an em-ployee was suspended. Before that, it was at a beer distributorship after an employee was terminated. How many times have we heard on the news that another shooting trag-edy occurred because of a termina-tion? While this is not an epidemic, even one tragedy because of poor termination procedures is one to many. These incidents are evidence that managers are not prepared to conduct a fitting termination.

The procedures discussed in this article are designed for high risk terminations. Due to the unknown variables of human behavior, you should follow these guidelines to conduct any separation, suspension or termination. Always keep in mind that the employee needs to be treated with dignity and respect regardless of the reason he is being terminated.

Before any termination, you need to construct a plan to ensure that everything goes as smoothly as pos-sible. The plan should include the following components: when to conduct the termination, where to conduct it, and who to involve.

The proper time to conduct a termi-nation is a controversial issue in the security field. There is never a right time to terminate someone. But, there are better times. A practice we always advise is to conduct the termination on a Friday afternoon. The theory is that the employee will have two days doing what he would normally do on a weekend, not be at work. He has two days to go through the psychological impli-cations and come to grips with the situation.

A terminated employee should nev-er be allowed to return to his desk after being terminated. It can be stressful and embarrassing to him and could cause him to act out.

Whatever room is used, be care-ful of making the employee feel trapped. Have a table large enough to seat 6 people (the idea is to have a comfortable space between you and the employee, but not so much space as to make it impersonal).

HIGH Risk TERMINATION

Make sure the area is cleared of anything that could be used as a weapon by a distraught or aggres-sive employee.

There must be a witness to the termination. You should also in-volve a security professional who is trained in handling high risk termi-nations.

After the termination, manage-ment should inform the employ-ee’s coworkers to prevent the ru-mor mill from spreading the wrong information.

Don’t assume the employee knows nothing about the termination; odds are that he does. He needs to be escorted or observed from the time of notification to the end of the termination.

The employee must be escorted to the exit as soon as the termination is complete. The escort needs to be understanding of the situation and not hold the employees arm or anything similarly demeaning. A contact person's name and phone number can be supplied to the ter-minated employee to arrange for the return of personal property.

The implementation of a well con-structed termination plan can not only prevent violence in your work place, it can be used as a defense in possible future legal actions, and keep you off of the evening news.
