ENROLLMENT ACTIVITY AND NEWS – FEBRUARY 2015

o Enrollment increased by 14,400 acres in February, ending the month at 24.29 million acres, as continuous signup increased 21,900 acres while general signup declined 7,500 acres.

o On June 4, 2014, Secretary Vilsack announced that holders of eligible FY 2014-expiring contracts would qualify for a 1-year extension. Contracts on about 266,000 acres were extended, 57% of eligible (Table on page 17). It was also announced that qualifying acreage can be withdrawn from the program before contract termination during FY 2015. Producers had until January 30 to decide. The preliminary estimate is that 90,000 acres were withdrawn.

o On June 19, 2014, USDA announced the availability of $5 million in incentives to encourage enrollment of riparian forest buffers in the Chesapeake Bay watershed. Proposals from states are due February 27, 2015.

o FY 2014 continuous signup (#46) resumed June 9, 2014. Under signup 46 a total of 526,000 acres have been approved for enrollment. FY 2015 continuous signup (#47) began October 1 and currently stands at 77,000 acres.

o A honey bee initiative was announced June 20, 2014. This initiative is providing $8 million in incentive payments to CRP participants in 5 mid-western states to encourage establishment of pollinator habitat on their CRP lands as a mid-contract management practice.

o In November, 2014, SAFE acreage allocation was increased by 100,000 acres to 1,350,000 acres.

General Signup. Producers with eligible lands compete nationally for acceptance based on an environmental benefits index (EBI) during specified enrollment periods. Producers may submit offers below soil-specific maximum rental rates and select wildlife-enhancing vegetative covers to increase EBI ranking. Continuous (Non-CREP) Sign-up. Producers with eligible lands may enroll certain high priority conservation practices, such as filter strips, riparian buffers, and wetlands at any time during the year without competition. In addition to annual soil rental payment and cost-share assistance, many practices are eligible for additional annual and one-time up-front financial incentives. Lands enrolled under various initiatives are included in this category. Conservation Reserve Enhancement Program (CREP). Under CREP agreements, Federal/State partnerships, implement projects designed to address specific environmental objectives through targeted CRP enrollments. Sign-up is held on a continuous basis, general sign-up practices may be included, and additional financial incentives are generally provided. Currently, there are 45 agreements in 33 States. Farmable Wetland Program (FWP). Producers enroll small non-flood plain wetlands, and new practices added by the 2008 Farm Bill, under modified continuous sign-up provisions. The accompanying tables are based on contract data developed and maintained in CRP data files by USDA Service Centers through the end of February 2015 and are based on the physical location of the CRP contracted land. Some adjustments have been made to correct miscoded data in the active contract files.
