To Whom It May Concern, This serves as an attestation that school reopening for in-person learning plans and protocols were shared with our faculty and staff prior to application of the waiver through multiple consultations. Throughout the week between October 7th and 14th, faculty and staff were asked the following question (the breakdown of answers also provided) regarding returning to in-person learning:

Emails were sent on October 15th for further feedback from teachers in the “No,” and “Maybe” categories. Replies revealed a need to clarify specific protocols. Protocols were reviewed and the school operation guidelines were clarified and shared on October 20, 2020, via Zoom meeting with the faculty and staff. Every section was covered and teachers were given opportunities to ask further clarifying questions. This letter also attests that we have been in ongoing consultation with the preschool on our campus (community organization). Since the opening on September 4, 2020, the preschool has been aware of the plan to re-open in person for the rest of the school. Through ongoing emails to parents, faculty, staff, and the preschool community, the preschool has also been kept up to date on developments of the reopening process. Protocols used in the preschool were also used to develop the school’s reopening plan. Sincerely,

Dear Supervisor Barger,

The purpose of this letter is to request a waiver from the Board of Supervisors for an in-person return to school for grades K-8 at the Armenian Sisters’ Academy in Montrose, California.

During this worldwide COVID-19 pandemic, schools, public health organizations, and the general public can work together to ensure the safety and well being of everyone. We the Advisory Board of the Armenian Sisters’ Academy request a waiver in order to ensure the educational and emotional well-being of our students. We are confident the engineering and social protocols that we have implemented will ensure the safety of all concerned.

In order to ensure both the safety of our students, faculty and staff these are the social and engineering protocols we have enacted.

Hybrid Learning Model: Some students will participate in virtual learning and other students participate in in-person learning

Small 12 student classes with a minimum of 6 feet distancing. Student desks fashioned with acrylic barriers. Cohorting, alternating schedules, and staggered schedules applied rigorously. No mixing of groups of students and teachers throughout/across school days. Students and teachers will not share objects. Students, teachers, and staff will follow all steps to protect themselves and others at all times including

proper use of face masks, social distancing, and hand hygiene. Regularly scheduled (i.e. at least daily OR between uses) cleaning and disinfection of frequently touched

areas. Large outdoor area available for small group activities. Recent upgrades to the ventilation system throughout the campus ensures maximum air exchange. Doors to classrooms will remain open to minimize high touch surfaces. School Community will eat lunches at their desks to minimize social contact.

With these protocols along with CDC and state recommendations in place, we are confident that a return to academic instruction in-person can resume safely and without risk to our school family.

October 30, 2020 To whom it may concern, We are writing in support of our school, Armenian Sisters’ Academy (A.S.A.), requesting the in-person waiver for the K – 2nd grades. As members of the Advisory Board for A.S.A. and with the majority of us being parents, friends, and well acquainted with the community, faculty, staff, and administration, we have an intimate level of knowledge about school operation and workings. Armenian Sisters’ Academy has been a second home for our families and community. The amount of work, preparation, and level of commitment to ensuring that our children obtain a quality education will be at the same level of dedication as the school has spent in developing specific and intensive COVID-19 protocols to keep our community safe upon returning to in-person instruction. Guided by our principal, the faculty and staff have gone above and beyond to adapt to the distance learning model and continue to modify and adapt to meet the needs of our students and families. At the same time, the staff has been busy preparing to meet the challenges of the current environment. The school has been procuring personal protective equipment (PPE) for faculty, staff, and students, developing protocols based on the guidance of the CDC and California Department of Public Health, working with the families to ensure adherence to the protocols, and helping the teachers to prepare for a transition period from distance to in-person learning. Additional aspects of this preparation include learning and training on the operating procedures and protocols (health screening, what to do if diagnosed with a positive COVID-19, maintaining a healthy environment, etc.). Every classroom has a fully functioning sink with soap dispensers, paper towels, signage for washing hands, and a touchless trash can. In addition, every classroom has a touchless hand sanitizer dispenser to use as needed. Signage promoting social distancing, mask-wearing, and healthy habits have been placed throughout the school in anticipation of the return to in-person learning. Desks have also been equipped with a desk shield to add further layers of protection to our students and teachers. The

classrooms have ample space for social distancing (900 sq.ft. per room), proper air circulation with upgraded HEPA filters, and the play area outside has sufficient space for numerous cohorts of students to enjoy the recreational time while at the same time maintaining social distance requirements. We have been able to continue our Preschool program following the guidelines set forth by the California Department of Public Health, California Department of Social Services, and County of Los Angeles Department of Public Health guidelines. Due to the success of this program, we are confident that the school will provide the same caliber of care to ensuring the Kindergarten, First Grade, and Second Grade students, teachers, and staff remain safe in our school. We know the level of commitment that our staff and faculty have made to keep all safe and healthy, and we trust them implicitly with our children’s safety and well-being. Reopening Protocols for K-12 Schools: Appendix T1

The County of Los Angeles Department of Public Health is adopting a staged approach, supported by science and public health expertise, to enable schools serving students from kindergarten through grade 12 to reopen safely. In addition to the conditions imposed on schools by the State Public Health Officer and the California Department of Education, schools must also be in compliance with these employee and student safety and infection control protocols.

This document starts with a discussion of current provisions for on-campus education in Los Angeles County, followed by information about safety strategies specific to the school environment.

The TK-12 reopening checklist starts on page 4, and provides safety measures in five areas:

(1) Workplace policies and practices to protect employee and student health (2) Measures to ensure physical distancing (3) Measures to ensure infection control (4) Communication with employees, students and families of students and the public (5) Measures to ensure equitable access to critical services.

These five key areas must be addressed as your facility develops any reopening protocols. Schools must implement all applicable measures listed below and be prepared to explain why any measure that is not implemented is not applicable to the setting.

Recent Updates - Changes highlighted in yellow throughout the document. 10/27/20: Updated to modify the proportion of students who may receive specialized services on campus at any one time. All schools may have up to 25% of full student capacity on campus at one time, to provide in-person specialized support and services to students of high need, with the exception of schools that have received a waiver to reopen for all students in grades TK – 2. Schools that have received a TK – 2 waiver may bring back up to 25% of total students in grades 3 and above on campus at one time to provide specialized support and services. 10/21/20: A supervising adult may be assigned to 2 different stable student cohorts if the adult offers specialized services/supports that cannot be provided by any other supervising adult. College admission tests, including PSAT, ACT, and SAT exams, may be conducted at schools as long as students are appropriately cohorted and physical distancing and infection control practices are adhered to for the duration of the test. Schools that provide child care services for school-aged children on their campus must file a notification to LAC DPH. A County waiver program that allows return of students in grades TK – 2 for general in-classroom instruction is open and accepting applications. Required and recommended practices for student transportation on buses have been updated and clarified. Alternatives to EPA approved disinfectants including bleach or alcohol-based disinfection solutions along with cautions for use have been added. Guidance and cautions around use of hand sanitizers containing ethyl alcohol versus isopropyl alcohol have been revised.

Special guidance for the TK-12 setting All K-12 schools in California counties that are in Tier 1 of the State’s Blueprint for a Safer Economy, including Los Angeles County, are prohibited from reopening for in-person instruction. During this period, when schools are generally restricted to remote learning, four types of on-site programming are permitted. In compliance with this order and aside from these exceptions, K-12 schools in Los Angeles County may open only for remote learning. During this period, employees and staff, as defined below, may report to school campus for work in order to support essential operations, implement of remote learning or conduct on of the four permitted types of on-campus learning. These are:

• Day care for school-aged children and/or child care programs located in schools,

• LEAs and schools that offer day care services for children at schools must be in compliance with the DPH protocol for Programs Providing Day Care for School-Aged Children or the Guidance for ECE Providers. Programs that wish to provide day care for school aged children at schools should communicate with their Community Care Licensing Regional Office to inquire regarding the availability of waivers for licensed child care facilities and license-exempt providers due to COVID-19. For additional information see PIN 20-22-CCP.

• Schools that provide child care programs for school-aged children on their campus must file the notification for Child Care Services for School-aged Children on K-12 School sites with LAC DPH.

• Specialized services for defined subgroups of children who need in person services and supports • LEAs and schools are not required to provide specialized, in-person services, but those that do so

may serve students with IEPs, students who are English Language learners, and students with needs that cannot be met through a virtual instruction platform. These students may be served as needed, provided that the overall number of students present on-site does not exceed 25% of total student body at any one time. An exception to this 25% rule is schools that have received a waiver to return students in grades TK – 2 for in person instruction. Schools that have received a waiver are permitted to bring all students in grades TK – 2 back to campus including high need students in those grades. In that situation, the school may also bring up to 25% of total student enrollment in grades 3 and above at any one time for specialized support and services for high need students in those grades, as long as the school can adhere to distancing, infection control, and cohorting requirements.

• Specialized services may include but are not limited to occupational therapy services, speech and language services, other medical services, behavioral services, educational support services as part of a targeted intervention strategy, or assessments, such as those related to English Learner status, Individualized Education Plans and other required assessments.

• No child may be part of more than one cohort. Students who are part of a cohort may leave the cohort for receipt of additional services. Any additional services, however, must be provided one-on-one by the appropriate specialist in a secure space that is apart from all other people.

• Schools must agree to cooperate with DPH with regard to screening, monitoring and documentation that will be required to permit careful scrutiny of health outcomes associated with this initial period of expansion.

• To the extent consistent with specialized needs of students in a given cohort, use of outdoor space for at least 50% of the school day is strongly encouraged

• LEAs and schools that choose to implement these on-site services for students with specialized needs, must inform the Los Angeles County Department of Public Health of their plans prior to start of services. If a school has already been approved for a waiver to reopen for students in grades TK – 2, the school still is required to file a notification to provide services to students with special needs

if the school intends to bring students back to campus in addition to those in grades TK – 2. A reporting form can be found at Small Group Instruction Notification Form. • Further information from the State concerning specialized services may be found at Specialized

Support and Services. • On-site instruction of children in grades TK-2 by schools that have received a Department of

Public Health waiver for in-person education. • No school may bring students in grades TK-2 onto campus for general in classroom instruction

prior to a waiver being approved. • Full instructions and the waiver application form are available here.

• Students may come on campus for supervised administration of college admission tests, including PSAT, ACT, and SAT exams. • College admission tests, including PSAT, ACT, and SAT exams, may be conducted at schools as

long as students are appropriately cohorted for the entire duration of the assessment (no more than 12 students in each classroom with a distance of at least 6 feet between students and between students and teachers

• All students and staff are wearing face coverings for the entire time on campus, infection control directives are in place,

• There is no gathering at arrival and dismissal times or during test breaks.

All measures to ensure the safety of employees and students in this protocol for Reopening of TK-12 Schools and in the associated protocol for K-12 Exposure Management must be implemented and are applicable to all on-site personnel, including those providing specialized services. The following paragraphs highlight safety strategies specific to the school environment. COHORTING For all four types of on-site programming students must be organized and proceed through the day within cohorts, defined as a stable group of no more than 12 children or youth and no more than two supervising adults in a supervised environment in which supervising adults and children stay together for all activities (e.g., meals, recreation, etc.), and avoid contact with people outside of their group in the setting.

• Note that if a cohort has fewer than 12 children or if a child stops attending a previously full cohort other children who are not already assigned to a cohort can be added to the group to reach the maximum of 12, provided all the children, once assigned remain with the same cohort at all times.

• If some children are assigned to a stable cohort but only attend part-time, they must be counted as full members against the maximum of 12. Part-time members cannot “share” their slot with other part-time students. Other children cannot be added in order to reach the maximum of 12 participants at all times.

• Aides assigned to individual children do not have to be counted as supervising adults. They must, however, be counted against the maximum of 14 individuals who can be included in a cohort.

Important additional details for implementation of cohorts are available from the CA Department of Public Health at Guidance for Small Cohorts.

LIMITED ON-CAMPUS DENSITY While Local Education Agencies (LEAs) or schools may configure as many cohorts as are appropriate to meet student needs for specialized services, the total on-campus population may not exceed 25% of the total student body at any one time for this particular purpose. The 25% limit does not apply to school age children on campus receiving day care while engaged in distance learning activities, nor does it apply to students in grades TK - 2 returning after granting of a school waiver. Schools that have been granted a waiver to return students in grades TK -2 may bring additional students onto campus for specialized services in grades above grade 2 but not up to 25% of total student enrollment. granted a waiver for grades TK – 2, schools may bring additional students onto campus for specialized services and assessments up to a maximum of 25% of student enrollment in grades 3 and above, as long as the school can adhere to distancing, infection control, and cohorting requirements. SUPERVISING ADULTS A supervising adult is an adult assigned to one cohort of children or youth, who does not physically interact with any other cohorts. Supervising adults may be child care staff, certificated or classified school staff, volunteers, participating parents or caregivers, or other designated supervising adult(s). An aide who is present to provide support to an individual child should be counted as a member of the cohort but not as a supervising adult. A supervising adult may be assigned to 2 different stable cohorts if they offer specialized services/support that cannot be provided by any other supervising adult. SUPERVISED ENVIRONMENTS A supervised care environment is an environment where multiple children or youth, from multiple families or households, are supervised simultaneously by an adult. This includes, but is not limited to, licensed child care facilities, licensed exempt child care programs, supervised programs on a school site while a school is not in session or is providing curriculum in a distance-learning format, or where some educational services are being offered to a subgroup of students defined by a local educational agency on a school.

The school has a COVID-19 Containment, Response and Control Plan that describes the school’s comprehensive approach to preventing and containing the spread of COVID-19 on campus. The Plan includes, but is not limited to the following elements: ❑ A designated COVID-19 Compliance Team that is responsible for establishing and enforcing all

COVID-19 safety protocols and ensuring that staff and students receive education about COVID- 19. One member of this team is designated as a liaison to DPH in the event of an outbreak on campus.

❑ A plan or protocol, for steps that will be taken immediately upon notification of school officials that any member of the school community (faculty, staff, student or visitor) tests positive for, or has symptoms consistent with COVID-19. The plan addresses:

o Immediate separation of the case from the school community to self-isolation at home if notification occurs while the case is on-site. The plan must allow for temporary, on-site isolation of the case if arrangements are needed for the person’s return to their home.

o Factsheets or other informational materials that are to be given to the case (or appropriate family member/s if the case is a child) covering regulations governing self-isolation and links to sites with further information.

❑ A plan or protocol to initiate a School Exposure Management Plan consistent with DPH guidance that outlines procedures for:

needs to increase opportunities for employees to work from home. ❑ In compliance with wage and hour regulations and school mandates, alternate, staggered or shift

schedules have been instituted to maximize physical distancing where possible. ❑ All employees have been told not to come to work if sick or if they have been exposed to a person

who has COVID-19. School officials have provided information to employees regarding employer or government sponsored leave benefits, including their right to paid sick leave as guaranteed by the Families First Coronavirus Response Act.

❑ Use of school facilities for non-school purposes (community meeting or events, on-site clinic visits by people who are neither students nor staff, etc.) is not permitted.

o Employees who have contact with others are offered, at no cost, an appropriate face covering that covers the nose and mouth. The covering is to be worn by the employee at all times during the workday when in contact or likely to come into contact with others. Employees who have been instructed by their medical provider that they should not wear a face covering should wear a face shield with a drape on the bottom edge, to be in compliance with State directives, as long as their condition permits it. A drape that is form fitting under the chin is preferred. Masks with one-way valves should not be used.

o Employees need not wear a face covering when the employee is alone in a private office or a cubicle with a solid partition that exceeds the height of the employee when standing.

o A medical grade mask is provided to any employee who cares for sick children or who has close contact with any child with a medical condition that precludes the child’s use of a cloth face covering.

o Alternative protective strategies may be adopted to accommodate students who are on Individualized Education or 504 Plans and who cannot use or tolerate cloth face coverings.

❑ Food preparation and service operations have been redesigned, where possible, to achieve physical distancing between employees. For example, kitchen and other back of house floors are marked to reinforce physical distancing requirements.

❑ Measures are in place to permit physical distancing in school areas used for student support services. o Student support staff, including school employees (nurses, guidance counselors, therapists,

o Adult visitors and staff who screen positive at entry or who report symptoms at any point during the school day are instructed to return home and self-isolate as required by Health Officer Order of July 1, 2020 (see July 1 Isolation HOO.pdf).

o Students who screen positive at entry or who report symptoms at any point during the school day are given a surgical mask and accompanied to a pre-selected isolation space where they can remain while arrangements are made for their return home.

for COVID-19 symptoms is negative for COVID-19. (see July 1 Quarantine HOO.pdf). o Students who have had close contact with an individual who has screened positive for

COVID-19 symptoms are accompanied to preselected quarantine space where they can remain until arrangements are made for their return home. This space is apart from the one set aside for symptomatic students. It may be a separate room or an area within the same room that is set apart by a barrier. Once they return home, they are instructed to self-quarantine as required by Health Officer Order of July 1, 2020, until such time as it has been determined that the individual screening positive for COVID-19 symptoms is negative for COVID-19. (see July 1 Quarantine HOO.pdf).

❑ Screening of adults and of middle and high school age students includes a question about close contact with anyone at home, school or elsewhere that the individual has been told has tested positive for COVID- 19.

o Any adult who is screened for exposure and reports close contact with an infected person is instructed to leave the school, return home to initiate self-quarantine, and get testing for COVID- 19.

o Any middle or high school student who is screened for exposure and reports close contact with an infected person is provided with a surgical mask and accompanied to a predetermined space in the school while arrangements are made for them to be picked up by parents in order to initiate quarantine at home. Parents are advised to seek testing for the child.

❑ Measures are in place to limit risk of infection due to visits by individuals other than staff and students. These must include (check all that apply):

o Visits to the school by individuals other than staff and students are avoided whenever feasible. Parents of enrolled students are encouraged to conduct business with school personnel remotely when possible.

o Visitors to the school other than parents of enrolled students are limited to those who are essential for the school’s operation. Visitors are by appointment only and are pre- registered in a visitor log that includes a visitor’s name, phone number and email address. Visitors are instructed to come to their appointments alone. o Movement of visitors within the school is limited to designated areas such as the reception or lobby area, offices, conference or meeting rooms, and public rest rooms to the extent feasible. Visitors are not permitted to interact with any cohorts.

o Visitors arriving at the school are reminded to wear a face covering at all times while in the school. This applies to all adults and to children 2 years of age and older. Only individuals who have been instructed not to wear a face covering by their medical provider are exempt from wearing one. To support the safety of your employees and other visitors, a face covering should be made available to visitors who arrive without them.

o The school HVAC system is in good, working order. o HVAC systems are set to maximize indoor/outdoor air exchange unless outdoor conditions

(recent fire, very high outside temperature, high pollen count, etc.) make this inappropriate. o Portable, high-efficiency air cleaners have been installed if feasible. o Doors and windows are kept open during the school day if feasible and if outdoor conditions

make this appropriate. o Air filters have been upgraded to the highest efficiency possible. o Other:

❑ Measures are in place to ensure appropriate cleaning and disinfecting of space, surfaces and

objects throughout the school. These may include (check all that apply). o A cleaning and disinfecting schedule have been established in order to avoid both under- and

over- use of cleaning products. o Buses are thoroughly cleaned and disinfected daily and after transporting any individual who

is exhibiting symptoms of COVID-19. Drivers are equipped with disinfectant wipes and disposable gloves to support disinfection of surfaces as needed during a run. Frequently touched surfaces are disinfected after every completed bus route.

o Common areas and frequently touched objects in those areas (tables, doorknobs, light switches, countertops, handles, desks, phones, keyboards, elevator switches and buttons, touch screens, printers/copiers, grab bars, and handrails) are disinfected at least daily and more frequently as resources allow using appropriate products (see below).

o Use of shared objects is eliminated wherever possible, for example, water fountains are shut down and individual water bottles are provided as an alternative, high touch playground equipment may be taken out of use and replaced with no-touch playground games, etc.

o Where individualized alternatives are not feasible, for example, in laboratories and art rooms where some equipment may have to be used by multiple students, objects and surfaces are cleaned and disinfected between users.

o Cleaning products that are effective against COVID-19 (these are listed on the Environmental Protection Agency (EPA)-approved list “N) are used according to product instructions. When EPA-approved disinfectants are not available, alternative disinfectants can be used (for example, 1/3 cup of bleach added to 1 gallon of water, or 70% alcohol solutions). Do not mix bleach or other cleaning and disinfection products together – this causes toxic fumes that may be very dangerous to breathe.

o Custodial and other staff responsible for cleaning and disinfecting school surfaces and objects are trained on manufacturer’s directions, Cal OSHA requirements for safe use and as required by the Healthy Schools Act, as applicable.

o Custodial staff and other staff responsible for cleaning and disinfecting are equipped with appropriate personal protective equipment, including gloves, eye protection, respiratory protection and other appropriate protective equipment as required by the product

o As feasible, two cloth face coverings are provided to each student at the start of the school year. If that is not feasible, parents and students are given information concerning methods for making their own cloth face coverings.

o Parents of younger children are encouraged to provide a second face-covering for school each day in case the one a child is wearing gets soiled; this would allow for a change of the face covering during the day.

o Staff who are deployed at school entry or in hallways or other common areas to reinforce physical distancing also remind students of rules concerning use of cloth face coverings.

o Employees engaged in activities (such as provision of physical therapy or personal assistance to individual students) which may not permit physical distancing are equipped with appropriate personal protective equipment (gloves, masks, gowns, etc.), as appropriate.

NOTE: Staff and students who are alone in closed offices, walled cubicles or other private, enclosed spaces are not required to wear cloth face coverings. Students may also remove cloth face coverings when eating or napping or when wearing a cloth face covering is otherwise impracticable (e.g., while showering, etc.). The school may consider whether it is appropriate for a teacher in the early grades to use a plastic face shield with a tucked-in drape below the chin as a substitute for a cloth face covering to enable the youngest students to see their teacher’s face and avoid potential barriers to phonological instruction.

❑ Measures are in place to ensure frequent hand washing by staff, students and visitors. These must include (check all that apply):

o Students and staff are given frequent opportunities to wash their hands for 20 seconds with soap, rubbing thoroughly after application, and use paper towels (or single-use cloth towels) to dry hands thoroughly. Each cohort is required to use a designated bathroom; should more than one cohort be assigned to use the same bathroom; a color-coded system is used to minimize students from different cohorts using the bathroom at the same time.

o Younger students are regularly scheduled for frequent mandatory handwashing breaks, including before and after eating, after toileting, after outdoor play, and before and after any group activity.

o Staff are instructed to model frequent handwashing, especially in lower grades where bathroom time is an opportunity to reinforce healthy habits and monitor proper handwashing.

o Portable handwashing stations have been placed near classrooms to minimize movement and congregations in bathrooms to the extent practicable.

o Ethyl alcohol-based (contains at least 60% ethanol) hand sanitizer is made available to students and staff at strategic locations throughout the school where there is no sink or portable handwashing station (in or near classrooms, rooms in which support services are provided, music and art rooms). Ethyl alcohol-based hand sanitizer is preferred and should be used in school environments. Hand sanitizers with isopropyl alcohol as the main active ingredient are not used in the school, as it is more irritating and can be absorbed through the skin.

o Swallowing alcohol-based hand sanitizers can cause alcohol poisoning. Hand sanitizer is not out in the open and should be used with adult supervision for children under age 9. Faculty and staff have been made aware of the risk of ingestion and that they should call Poison Control at 1-800-222-1222 if there is reason to believe that a student has consumed hand sanitizer.

o Hand sanitizer, soap and water, tissues and trash cans are available at or near the entrance of the facility, at reception, and anywhere else inside the workplace or immediately outside where people have direct interactions.

Appendix T2: Protocol for COVID-19 Exposure Management Plan in K-12 Schools

A targeted public health response to contain COVID-19 exposures at a community-level can help maximize the impact of the Los Angeles County Department of Public Health (DPH) COVID-19 response.

Primary and Secondary Schools serving students from Kindergarten through Grade 12 (K-12 Schools) are trusted community partners that can help DPH improve the timeliness and impact of the Public Health response through rapid initiation of a COVID-19 Exposure Management Plan (EMP). Immediate implementation of an EMP when a single case of COVID-19 is identified at a school can accelerate the ability to contain the spread of infection and prevent outbreaks from occurring.

The steps for managing exposures to 1, 2, and 3 or more COVID-19 cases at K-12 Schools are described below and summarized in Appendix A. Because K-12 Schools will vary in the level of resources available for COVID-19 exposure management, required steps are the minimum elements that must be included in the EMP. Recommended steps include optional elements for exposure management where school resources are sufficient.

☐ Required: A designated School COVID-19 Compliance Task Force that is responsible for establishing and enforcing all COVID-19 safety protocols and ensuring that staff and students receive education about COVID-19. A designated COVID-19 Compliance Officer who serves as a liaison to DPH for sharing site-level information to facilitate public health action.

testing or be tested for COVID-19 infection.

☐ Required: After identifying1 laboratory confirmed COVID-19 case (student or employee), the School Compliance Task Force instructs the case to follow Home Isolation Instructions for COVID- 19 (ph.lacounty.gov/covidisolation).

☐ Required: School Compliance Task Force informs the case that DPH will contact the case directly through the DPH Case and Contact Investigation Program to collect additional information and issue the Health Officer Order for Case Isolation.

☐ Required: School Compliance Officer generates a list of students and/or employees that are affiliated with the school who have laboratory-confirmed COVID-19 infection and a list of student and/or employees that are affiliated with the school with exposure to the infected person while infectious. • A case is considered to be infectious from 2 days before their symptoms first appeared until the time they are no longer required to be isolated (i.e., no fever for at least 24 hours, without the use of medicine that reduce fevers AND other symptoms have improved AND at least 10 days have passed since symptoms first appeared). A person with a positive COVID-19 test but no symptoms is considered to be infectious from 2 days before their test was taken until 10 days after their test.

• A person is considered to have been exposed if they are one of the following: - If the exposure happened in a school classroom or school cohort, all persons that

were in the classroom or cohort during the infectious period are considered exposed at this time.

- An individual who was within 6 feet of the infected person for more than 15 minutes, even if a non-medical face covering was worn;

- An individual who had unprotected contact with the infected person’s body fluids and/or secretions of a person with confirmed or suspected COVID-19 (e.g., being coughed or sneezed on, sharing utensils or saliva, or providing care without using appropriate protective equipment).

☐ Required: Students and employees that are identified to have had an exposure to the case at school are notified by the School Compliance Task Force of the exposure through a letter or other communication strategies. A School Exposure Notification letter template is available at: COVID-19 Template Notification Letters for Education Settings. The notification of exposure should include the following messages:

• Students and employees with an exposure to the case should test for COVID-19, whether or not they have symptoms, and inform the school of test results. This will determine the extent of disease spread at the school and serve as a basis for further control measures. covid19.lacounty.gov/testing. Individuals who need assistance finding a medical provider can call the LA County Information line 2-1-1, which is available 24/7.

• Exposed students and employees should quarantine for 14 days since last exposure to the case while infectious (as defined above), even if they receive a negative test result during their quarantine period. A person who tests negative may subsequently develop disease, with or without symptoms, if tested during the incubation period (i.e., time period between exposure and disease onset). Home Quarantine Guidance for COVID-19 is available at: ph.lacounty.gov/covidquarantine.

• DPH will contact exposed students and employees directly through the DPH Case and Contact Investigation Program to collect additional information and issue the Health Officer Order for Quarantine.

☐ Recommended: School Compliance Task Force will determine whether additional notification is needed to inform the wider school community about the school exposure and precautions being taken to prevent spread of COVID-19. • Outbreak Criteria: At least 3 laboratory-confirmed cases with symptomatic or asymptomatic COVID-19 within a 14-day period in a group* with members who are epidemiologically linked, do not share a household, and are not a close contact of each other outside of the campus. *School groups include persons that share a common membership at school (e.g., classroom, school event, school extracurricular activity, academic class, sport teams, clubs, transportation). Epidemiological links require the infected persons to have been present at some point in the same setting during the same time period while infectious.

• If outbreak criteria are not met, the ACDC team will advise the school to continue with routine exposure management.

• If outbreak criteria are met, the ACDC team will notify the school that a DPH outbreak response field team has been activated and the field team will communicate directly with the school to coordinate the outbreak response.

Dear A.S.A. Community, Thank you for your unwavering support of Armenian Sisters’ Academy and for entrusting the care, moral, social, physical, and academic development of your child to us. We treat our children as our own. In this document you will find information about our protocols for maintaining a safe and healthy environment based on the guidelines set forth by the California Department of Public Health (CDPH) and the Los Angeles County Department of Public Health (LACDPH). A shift back to in-person learning will require patience, prudence, cooperation from all constituents, and a resolve to see the success of our students. In order for this success, we must work collaboratively for the benefit of our future leaders. This serves as attestation that this protocol was shared with our faculty and staff on October 20, 2020 via Zoom meeting. Every section was covered and teachers were given opportunities to ask clarifying questions. It is critical to have operating procedures and protocols to maintain a safe environment for our teachers, staff, students, and families at A.S.A. Some of these include:

These steps include the acquisition of Personal Protective Equipment (PPE), procuring materials and equipment recommended by the Center for Disease Control and Prevention (DCD) for cleaning and sanitizing procedures, and revising, modifying, and adapting guidelines set forth by agencies of public health. General Protocols and Procedures Upon being able to return to in-person instruction, some of the items you will see at school are as follows:

Office Schedule The office will be open 7:30am to 3:30pm Monday thru Friday. Parents needing access must

make an appointment with the office ([email protected] or [email protected]) before entering the building. Any visitors will be screened with wellness questions and temperature checks. Entrance to the school will be restricted to the front on Florencita Drive to allow for easiest access to the front office and reduce/eliminate hallway traffic. Facial coverings are mandatory.

On Campus Schedule The day will begin at 8:15 a.m. daily, Monday thru Friday. Recess breaks will be from 10:00 -

10:20 a.m. and lunch will be from 12:35 - 1:20 p.m. These will be in their designated play area (per cohort). Dismissal will be at 2:50 p.m. Pick-up time will be from 2:50 - 3:15 p.m.

On-Campus Procedures for K thru 2nd Grades Parents will enter the school parking lot through the main gate on Mira Vista Avenue between

7:45 and 8:15 a.m. for drop-off and between 2:50 and 3:15 p.m. for pick-up. Only students will be allowed to disembark from the vehicles. After completing the Health Screening and temperature check, students will be allowed to go to their classrooms where their teachers will ensure that students wash their hands and/or use hand sanitizer as they walk in.

Every child’s belongings will be separated from others and clearly labeled. Each student has

been provided a designated space in their homeroom where they can place their backpack, lunch box, books, and educational supplies. Specific items may be taken home each day (i.e. lunch boxes, clothing, face mask). Students will be asked to wipe down their assigned areas and materials they bring from home (sanitizing wipes will be provided).

Student Arrival To eliminate/reduce gatherings, only carline drop-off and pick-up will be allowed. Families will

use the map for appropriate drop-off and pick-up procedures. Students will be dropped at their designated area no earlier than 7:45 a.m. and no later than 8:15 a.m. Parents are to remain in their vehicles with their masks on when driving through the carline. If siblings include preschool students they must drop off their primary grade children first and continue to the main drop-off for preschool students.

Student Dismissal Cohorts will gather at their designated area on the basketball courts and wait for their

respective rides at 2:45 p.m. Staff will assist in guiding the students to their car while teachers keep the safety of the other students. Only adults with children in the preschool are allowed to get out of their vehicles and only for picking up their children from the preschool pick-up area.

Health Screenings Based on screening reporting, four major scenarios may play out when identifying the risk of

exposure to COVID-19 in the school.

No Symptoms In the event that an employee’s and/or student’s screening indicates no symptoms and normal

temperature, the employee and/or student will be allowed in the school.

One or More Symptoms In the event that an employee’s and/or student’s screening indicates one or more symptoms

consistent with possible COVID-19, the following steps will ensue AFTER the employee and/or student has been sent home and home isolation has been requested:

Symptoms Inconsistent with COVID-19 In the event that an employee’s and/or student’s screening indicates a symptom that is not

consistent with COVID-19, the employee and/or student will be allowed to enter the campus and will be checked upon throughout the day, reevaluating as needed.

In the event that an employee and/or student report that they have been in contact with/exposed to another person who has a confirmed COVID-19 infection, the employee and/or student will be asked to quarantine at home for 14 days from the last exposure to the infected person.

An employee under quarantine may continue to provide instruction to the class via Google

Classroom/Google Meet. A student under quarantine may still participate in the learning process via Google Classroom/Google Meet.

Confirmed COVID-19 Infection In the event that we have a confirmed case of COVID-19 in our school community, we will follow

the reporting protocols set forth by the CDPH and LACDPH strictly. In the event a person diagnosed with COVID-19 is determined to have been in the building and pose a risk to the community, the school will consider the possibility of closing for a time (1-2 days or weeks depending on the severity of exposure) for cleaning, disinfection, and possible quarantine.

1 Case

7. A.S.A. will send general notification to inform the wider school community of the school exposure and precautions taken to prevent spread.

2 Cases

1. Follow required steps for 1 confirmed case. 2. If the 2 cases occurred within 14 days of each other, A.S.A determines whether the

cases have epidemiological links. If links exist, A.S.A. implements additional infection control measures.

3+ Cases

1. Prior to notifying DPH of the cluster, the school determines whether at least 3 cases have epi links. If epi links do not exist, the school continues with routine exposure management.

2. If a cluster of 3 or more cases occurred within 14 days of each other, A.S.A. notifies DPH

3. DPH requests that the COVID-19 Case and Contact Line List for the Educational Sector be completed by the school to determine if outbreak criteria have been met. If outbreak criteria are met, the DPH outbreak response field team is activated and a public health investigator will contact the School to coordinate the outbreak investigation.

4. A.S.A. provides updates to the DPH outbreak response field team until the outbreak is resolved.

Responding to Positive Cases After a confirmed case is reported, certain safety protocols must be followed and the

information about the case(s) must be appropriately shared with the school community. Community member data collected is confidential and will be maintained in accordance with privacy laws and regulations. Students should not return to school until they have been cleared by public health: school administration will work directly with families when they are cleared by public health and ready to return.

Plan for Partial or Full Campus Closure In the event that we are required by the county health department to close campus for some or

all students, we are prepared to continue to support our students through distance learning instruction already in place (see Distance Learning below).

COVID-19 Health & Wellness Protocols

Access to Campus Access to the campus is restricted to faculty, staff, essential visitors, and students only. Prior

to arrival on campus, faculty, staff, and parents will complete the self reporting Health Screening via phone, mobile device, or computer. Upon arrival on campus, faculty, staff, and students will have their temperature checked by members of the School COVID Compliance Team to verify that they are able to be on campus.

Temperature readings must be below 100.4°F (as stated in LACDPH Screening and Exposure Decision Pathways for Symptomatic Persons and Contacts of Potentially Infected Persons at Educational Institutions). Any student, staff, or essential visitor that has a temperature at or over 100.4°F will be denied access and will be sent home. Essential visitors will be required to complete a Health Screening report and

temperature check prior to entering the campus. Touchless thermometers are available at the main office, Principal’s office, and with the Preschool Supervisor to help facilitate wellness checks and maintain data for contact tracing. All data collected will be kept confidential and shared only when needed with the Department of Public Health authorities.

Faculty and Staff Arrival Prior to arrival at school, all faculty and staff:

1. must complete the self reported Health Screening (for A.S.A. Faculty and Staff)

2. report to campus by 7:30 a.m. Upon arrival, all faculty and staff:

1. must wear facial covers prior to entering campus 2. will report to the office for a temperature check 3. exhibiting signs or symptoms related to COVID-19 upon arrival or develops symptoms

throughout the day will be sent home

Student Arrival Prior to arrival at school, parents and students:

Essential Visitor Arrival Upon arrival, visitors: 1. must complete the self reported Health Screening (for A.S.A. Visitors) 2. will have their temperature checked and recorded by a member of the

office staff 3. exhibiting signs or symptoms related to COVID-19 will be denied entry The implemented protocols are in place to minimize the risk of COVID-19 transmission on our

campus. Your cooperation and support are greatly appreciated.

Symptom Monitoring If a faculty/staff member, student, or essential guest experiences symptoms during the school

day, the teachers and staff will follow the school plan for isolating (below) and contacting the family.

At School Isolation Any person at school who develops/shows symptoms including a fever of 100.4 degrees or

higher, coughing, fatigue, shortness of breath, or displays other COVID-19 signs or symptoms will be isolated and sent home immediately.

1. If the person is not wearing a face mask, due to participation in an activity which allows for

the temporary removal of said mask, will immediately be required to resume proper wearing of face mask

2. Parents/Family will be contacted immediately to pick up the person 3. Person will be escorted to wait in a selected room to facilitate isolation 4. Person shall remain in the selected room until they can be transported home or to a

healthcare facility, as soon as practicable Students requiring quarantine will be able to access learning remotely via Google Classroom. A selected room located adjacent to the Principal’s office is equipped with additional cleaning

products and PPE, as well as accommodations for a person exhibiting COVID-19 symptoms to rest safely while supervised. Only a person exhibiting signs or symptoms of COVID-19 will be in the room and the team will work to ensure that the person is picked up within a reasonable amount of time. The room will be sanitized following CDC guidelines for cleaning and disinfection.

Staff COVID-19 Testing In accordance with the Los Angeles County Department of Public Health, staff will be required

to take part in COVID-19 testing every 2 months. This testing is used for contact tracing purposes and is yet another form of further mitigating the transmission of COVID-19. Staff will access testing through use of their health insurance or public testing site and will be provided time to attend testing. Data from testing will be reported to the DPH/CDC as required.

PPE and Supplies Adequate supplies for ample cleaning and protection will be provided. Protective equipment

will be in stock in compliance of CDPH guidance for students and for faculty and staff. ● Signage detailing hand washing process ● Signage promoting social distance and directional flow

At-Home Health Please implement routines that will assist us in keeping our community healthy. These include:

1. staying home if you are feeling ill 2. washing hands frequently 3. utilizing hand sanitizer when being unable to wash hands 4. maintaining social distancing when in the company of others not within

your immediate family 5. complete the Health Screening prior to arrival at the school 6. wearing a facial masks (wash face masks frequently are

recommended by the CDC)

Face Coverings The students and teachers will be provided with one (1) ASA logo cloth facemask. All adults

must wear face coverings on campus at all times. Everyone entering campus must wear a facial covering. Per CDPH guidelines, facial coverings for students in grade K-2 are strongly encouraged to wear a facial covering (if masks can be work properly).

Masks may be removed when eating, drinking, when the person is in the privacy of their own

workspace and physically distant from others, or while performing activities which allow for removal of the facemask.

All desks and worktables in the classrooms are provided with a desk shield and teachers and

students are provided with face shields for added protection.

Limited Sharing of Furniture, Supplies, and Materials Due to the possibility that viruses may be transmitted via shared supplies and materials, a plan

has been implemented to minimize contact exposure. Students will be personally assigned a space for storage, a desk with a shield, and a chair in the classroom. They will use the same desk and chair throughout the school day. Students will not share any items among themselves. Each child’s possessions are to be separated and stored in individually labeled storage containers.

Computer Lab Students will have assigned computers in the computer lab. The keyboard, mouse, and

computer buttons will be wiped down with sanitizing wipes after each use and alternating computers will be utilized for different cohorts.

Homeroom/Classroom Teachers will consistently wipe down high-use surfaces which may include but are not limited

to their own technology, door handles, and desktops. Electronics, books, and other learning aides will be wiped down after each use. Hand sanitizer will be available for students before and after each use of shared materials. Printed material intended for distribution to students will be printed 24 hours in advance.

Students are highly encouraged to bring their own refillable or disposable water bottles. These

bottles are to be labeled with the child’s name and refilled throughout the day only at the hydration stations.

Students are not allowed to share water bottles, straws, cups, or food.

Physical Distancing Practices A minimum of six feet distance between students, faculty, and staff

must be maintained as often and as frequently as possible. Hallways, restrooms, and other common spaces have been marked with appropriate distance markers and signage to promote social distancing. CDPH guidance on physical distancing emphasizes the distance between teachers and students by mandating a six foot distance from desks, considering alternatives such as partitions, makings on the floors, and minimizing face to face contact.

Classrooms ● Distance between the teacher’s and students’ desks will be 6 feet or more ● Desk Shields will be placed on each individual student’s and teacher’s desk ● Desks will face the same direction. ● Students’ desk’s will be separated no less than 5 feet with other forms of mitigation (desk

● Morning Announcements and other large group activities will be done on the PA system or via live stream on Google Classroom.

Restrooms Cohorts will have scheduled bathroom breaks and the amount of students allowed in the

restrooms will be limited. Our bathrooms have always had and continue to have press-top handles with timed water flow to minimize contact. Automatic soap dispensers and paper hand towel dispensers have been installed to minimize contact with surfaces.

Hallways/Staircases Hallways and entrances have been marked with directional travel. All hallways are outdoor,

thus diminishing the need for single direction travel. The stair cases have been clearly labeled with directional travel.

Playgrounds/Outdoor Spaces Current outdoor play structures are off limits to Kindergarten through 2nd grade students,

however, designated play areas on the black top and basketball court have been assigned to the cohorts.

Lunch Area Compliance with the guidelines from the CDPH requires that cohorts do not intermingle. Lunch

tables with ample space for social distancing will be used in conjunction with the classrooms to allow students an opportunity to eat with their cohort. On days of extreme weather (rain, wind, heat, etc.) lunch will be consumed in each classroom.

Hot lunch will be available for students. It will be individually packaged and taken to the

student’s classroom. Vending machines will not be available for use. Please ensure that you pack sufficient food for your child (snacks, lunch, water, etc.).

Faculty and Staff Common Areas Common areas such as the Faculty Room and the Faculty Lounge will have a limit on occupancy.

Seating arrangements are spaced to a minimum of 6 feet in both the workroom and lounge. Teachers are encouraged to limit their time spent in these communal areas. Four different restrooms are available for the faculty and staff. (6 people capacity per room)

Healthy & Hygienic Practices Students and staff must wash (or sanitize with FDA-approved sanitizers when washing is not

possible) their hands and wipe down high-use items and areas at regular intervals. Every classroom has a sink with an automatic soap dispenser, paper towels, and a touchless trashcan. The following will be taught and maintain to continue to promote healthy and hygienic practices at Armenian Sisters’ Academy:

Cleaning and Disinfection As we begin on-campus instruction, we have implemented a plan to ensure that campus

continues to be thoroughly cleaned and disinfected. Commonly touched surfaces, such as doorknobs, keypads, handles, light switches, and railings, will be disinfected frequently throughout the day. The custodial staff will follow CDC protocols for cleaning and disinfecting classrooms, bathrooms, sinks, toilets, floors, desks, chairs and other frequently touched surfaces.

All working surfaces and shared objects will be sanitized after each use by the user (disinfecting

towels and proper PPE will be supplied/available). In addition, maintenance and custodial staff will do a thorough cleaning of every classroom daily. The chart below includes a reference guide for frequency of cleaning and disinfecting. All cleaning supplies used are in compliance with the list of approved disinfectants. The following table demonstrates the frequency of cleaning/sanitizing which will take place:

Distance Learning

Option for K-2nd In addition to being open for in-person learning for grades Kindergarten through 2nd, we will

continue to offer distance learning for these grades. This will provide families who are unable to return to campus or may be required to stay at home due to illness or quarantine. To accomplish this, we will be utilizing research-based blended learning instructional models to support students on-campus and at-home at the same time.

This model will employ the same schedule as we have been working under the Distance

Learning model, however, students participating in distance learning will have their asynchronous time at home, while students participating in-person will be engaging in the asynchronous time in the presence and assistance of the teacher.

Distance Learning for Grades 3 thru 8 Because of the current waiver guidelines, students in grades 3 thru 8 will remain in distance

learning. A robust program for these students will continue as of the publishing/writing of this document.

Attendance Daily attendance will continue to be conducted. For all students this will be taken by the

homeroom teacher and recorded in Gradelink.

Students Participating In-Person ● If your child is scheduled to be on-campus and will be out for any reason, please call the office

or report your child’s absence. Missed assignments will be collected for your child by the homeroom teacher

● If your child needs to be at home for an extended period due to quarantine, the student will participate in instruction through distance learning. It is the parent’s responsibility to communicate and coordinate this with the child's teacher(s)

● If your child needs to be at home for an extended period due to illness, please coordinate with the administration and teacher.

Students Opting Out (Distance Learning Continued) ● Attendance will continue to be taken daily by the homeroom teacher ● Assignments, homework, and classwork will continue to be posted on Google Classroom. ● Teachers will complete School Attendance by 10:00 a.m. and record it in Gradelink

Communication The primary form of communication will remain emails through Gradelink. In addition, Google

Classroom will continue to be used by our Kindergarten, 1st, and 2nd grade teachers to communicate and organize student learning and assignments.

Parents, we ask you to continue to communicate with teachers via email. Please remember that

the teachers’ priority is time with the students. Shifting to in-person instruction will likely decrease the ability of teachers to respond during school hours. Teachers will respond as soon as possible and within 24 hours. Teachers will continue to be available to students participating through distance learning for the purpose of remediation and answering questions. The school administration will continue to provide updates via emails.

Technology and Device Use All students, whether on-campus or at-home, are expected to follow our Acceptable Use Policy

signed as part of the re-enrollment process. In-Person students will continue to utilize technology to engage in learning. If your child was issued a school device, he/she is expected to bring it back to school.

After School Activities and Sports At this time certain after school activities have been postponed. Under the guidance of the

Department of Public Health and the Center for Disease Control, we are able to provide the sports classes for grades 3rd through 8th. After school offerings typically offered to TK-2 are also postponed at this time (i.e. chess and sports).
