AC cycling @ PG&E
• 1st program in the 1980s – abandoned after Diablo Canyon• SmartAC launched in 2007

I had a dream…
Fulfill our SmartMeter application commitment to do demand response
over the AMI network
![Page 6: MOVING MOUNTAINS - Peak Load](https://reader031.vdocument.in/reader031/viewer/2022022609/621895227e1a8446093414cb/html5/thumbnails/6.jpg)
It looked simple enough & the business case was compelling change looks so simple & the business case compelling

Old 1-Way Paging Network
New!2-Way AMI Network
• Visibility to PG&E T&D operators• Confidence in forecasts (less $ risk)• Speed & reliability of dispatch• Ability to dispatch more locally
• Paging has a 30 – 50% failure rate in PG&E territory
• ~200,000 1-way devices installed
DRIVER: 2018 CAISO Market Integration of SmartAC –Reliability more important than ever

Why Energate thought this project was worthwhile looks so simple & the business case compelling
1. Energate provides Load Management products including load control switches, thermostats, middleware and software applications
2. Now part of Tantalus Systems Inc. – Acquired in August 20173. Well fitted for this project
• LC2200 ZigBee Load Control Switch • Allows PG&E to leverage their AMI investment for two-way
communication• Exceptional Connectivity and Compatibility• Worked with Itron (SSN) in the past at OG&E with communication
through Itron’s HCM platform through the AMI network via the meter• Support and Engineering resources to meet PG&E’s needs
![Page 9: MOVING MOUNTAINS - Peak Load](https://reader031.vdocument.in/reader031/viewer/2022022609/621895227e1a8446093414cb/html5/thumbnails/9.jpg)
Initial expectations versus the actual journey so simple & the business case compelling
1. Three year sales cycle• First met with PG&E in March 2014• Awarded Contract in January 2017
2. Multiple meetings with PG&E and other vendors• Weekly meetings during field testing• Multi-party integration is difficult and requires close communication
3. Development of new functionality to meet PG&E requirements• Adaptive Cycling• Report Relay Status (is the relay currently interrupting the load)• Load running Detection (Is the AC running)• Report Load being called for (Thermostat wants the AC to run)
![Page 10: MOVING MOUNTAINS - Peak Load](https://reader031.vdocument.in/reader031/viewer/2022022609/621895227e1a8446093414cb/html5/thumbnails/10.jpg)

Why GoodCents (Franklin Energy) thought this project was worthwhile so simple & the business case compelling1. Who we are: Franklin Energy designs and
implements grid optimization programs for utility, state and municipality clients nationwide. Our Mission: To help all people use our world’s precious resources more efficiently.
2. As GoodCents, we have supported the PG&E SmartAC Program since 2007
3. Our technicians were already experienced with Zigbee DR devices
4. Confidence in our delivery5. An improved customer experience!
![Page 12: MOVING MOUNTAINS - Peak Load](https://reader031.vdocument.in/reader031/viewer/2022022609/621895227e1a8446093414cb/html5/thumbnails/12.jpg)
1. We expected the installation process to take longer and be more complicated, but in actuality the install process did not change significantly and is very straight-forward for the field crew.
2. From the field’s perspective, customer support and trouble-shooting has improved (as we had hoped it would). We can know if the device has power and if it is communicating, without being on-site.
Initial expectations versus the actual journey so simple & the business case compelling

Why Itron thought this project was worthwhileso simple & the business case compelling
1. Silver Spring Networks joined Comverge in being acquired and integrated into Itron in 2018
2. Selected by PG&E in 2008 to deliver AMI network and meter deployment across territory
3. Offered multiple device connectivity approaches and network capabilities for PG&E – strong commitment to Zigbee and D2G
4. Extended solution with data collection to enable real-time program analytics
5. Continue investing in creating more value over the network
![Page 15: MOVING MOUNTAINS - Peak Load](https://reader031.vdocument.in/reader031/viewer/2022022609/621895227e1a8446093414cb/html5/thumbnails/15.jpg)
Initial expectations versus the actual journey so simple & the business case compelling
1. Opportunity to consolidate network approaches under a single multi-application network currently used for AMI
2. The Itron solution offers a modern secure 2-way replacement of legacy load control solutions based on paging
3. Shifting priorities within PG&E required vendors to scale back solution offering and phase the deployment of certain components – required flexible approach
4. PG&E’s transition of managed services had an impact on project timing
![Page 16: MOVING MOUNTAINS - Peak Load](https://reader031.vdocument.in/reader031/viewer/2022022609/621895227e1a8446093414cb/html5/thumbnails/16.jpg)

Why Lockheed thought this project was worthwhile so simple & the business case compelling1. Lockheed Martin Energy is a global technology
solutions company providing Demand Management, Energy Storage, Systems Integration & Cyber Security, and enhanced Grid Solutions to the electric utility industry
2. Long-term relationship with PG&E since 2013• Supports PG&E’s SmartRate, PDP, and
SmartAC programs3. Strategically fit with our SEEload® UI/UX redesign
• Willing to invest R&D• Fit our strategy to provide real-time event and
device monitoring
![Page 19: MOVING MOUNTAINS - Peak Load](https://reader031.vdocument.in/reader031/viewer/2022022609/621895227e1a8446093414cb/html5/thumbnails/19.jpg)
Initial expectations versus the actual journey so simple & the business case compelling1. PG&E’s initial system level design was very ambitious and
comprehensive.• As we further iterated the use cases and collaborated more
closely with the other technology partners, a more streamlined solution was developed.
2. The final design was a dashboard with pie charts that enables system operators to quickly resolve potential device issues• Installation status• Dispatch status• Device Health
![Page 20: MOVING MOUNTAINS - Peak Load](https://reader031.vdocument.in/reader031/viewer/2022022609/621895227e1a8446093414cb/html5/thumbnails/20.jpg)

Takeaways & lessons learned& the business case compelling
1. Be willing to change scope; long-term efficiency outweighs short-term costs
2. Get internal stakeholders on board but don’t rely upon them to drive the project; update frequently
3. Talk to other utilities; I formed a consortium of utilities that had the same AMI network and did DR
4. Think like a DR operator and manage to your company’s unique risks
5. Trust the expertise of your partners!
