MINUTES OF 46TH MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD ON 24TH JUNE 2015 AT 11.00 AM AT SLDC, MPPTCL, JABALPUR The 46TH meeting of Operation & Co-ordination Committee was held on 24th June 2015 at SLDC, MPPTCL, Jabalpur. The list of participants is enclosed at Annexure-1.0 Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC welcomed all the participants attending 46th Operation & Coordination Committee. He highlighted the various issues to be discussed in the OCCM.

Chairman OCC stated that the 1st meeting of the Grid Study Committee was held in CEA on

22.05.2015 to discuss and decide the modalities for finalization of data/inputs for the proposed Consultant-A in order to commence the study / analysis to ensure secure and reliable operation of the National Grid. The Member Secretary, WRPC has requested to nominate one coordinating officer (Nodal Officer) of the rank of Chief Engineer and one alternate Nodal Officer from the MPPGCL, STU, SLDC and Discoms as the consultant would be required to interact with these entities to execute the assigned task during the study. The State Grid entities are requested to submit the name of Nodal Officer and alternate Nodal Officer at the earliest to SLDC for onward submission to WRPC.

Chairman, OCC deliberated that the average frequency remained close to 50.00 Hz in the

past two months and the percentage of time frequency within permissible range (i.e. 49.9Hz-50.05Hz) was 60.20% & 64.74% for April 2015 & May 2015 respectively. The percentage of time frequency above 50.05 Hz was about 24.86 % in April 2015 & 19.44% in May 2015 and the high frequency scenario for such a long period is matter of concern. The sincere efforts should be made by all State Grid entities to reduce percentage of time frequency above 50.05 Hz. Since MP is surplus state and remains in under drawal conditions during most of the time, thus additional DSM charges may be payable by MP in case of under drawal at frequency above 50.1 Hz. All the State Grid entities are requested to make sincere efforts for to minimize the high frequency scenario and also adhere to maintain their drawal schedule/generation schedule during high frequency, so as to avoid additional DSM charges. Due to less system demand and excess availability, 4X210MW units of SGTPS, 3X210MW units of STPS, 1X600MW Unit of SSTPS, 2X250MW Units of JP Bina are kept under RSD and Discoms have to pay fixed cost of these generating units even though units are kept out of bar. Thus the Discoms are required to make sincere efforts for accurate projection for load growth.

The Chairman, OCC stated that National Load Despatch Centre has filed a petition before the CERC in the matter of ‘Endangering the secured operation of All India Electricity Grid due to inadequate/non-performance of Free Governor Mode Operation (FGMO)’, with Manual Intervention by the generators and non-compliance of IEGC & CERC and the next date of the hearing is 14.07.2015. Commission in the last hearing had given two dates for which FRCs are to be calculated by MP SLDC. The FRC for 14.01.2015 could not be calculated due to non-availability of requisite data from SCADA system. FRC for the date 25.04.2015, (Earthquake in Nepal) has been calculated by MP SLDC and forwarded to concerned entities. It is gathered from the findings of FRC that none of the On-Bar generators had given positive response of RGMO/FGMO. The eligible generators responses were either zero or negative. The matter would be taken seriously by the CERC/ NLDC /WRLDC.

The Chairman, OCC stressed upon the availability of round the clock telemetered data for safe, secure & reliable operation of the integrated grid. MPPTCL, MPPGCL, NHDC and IPPs are required to pay more attention in maintaining the continuity of real time data at SLDC/Sub LDCs. There are certain issues in this regard are to be resolved by the MPPGCL on priority and shall be discussed later on in the meeting when issues of telemetry and communication are taken up as agenda items.

Thereafter Shri P.A.R. Bende, Chairman OCC requested Shri K.K.Prabhakar, Member Secretary (OCC) to take up the agenda items for discussion. ITEM NO. 1 : CONFIRMATION OF MINUTES : Member Secretary informed the committee that Minutes of 45TH meeting of Operation & coordination committee of MP held on 24TH April 2015 at State Load Despatch Centre, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/1594 dated 16.05.2015. No comments have been received to SLDC. Committee confirmed the minutes. ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS APRIL 2015 TO

MAY 2015. 2.1 Frequency Particulars: Member Secretary informed the committee that during May 2015 the system frequency was below 49.9 Hz for 15.82% of time against 14.94 % of time during April 2015. The system frequency was within the IEGC range of 49.9-50.05 Hz for 64.74 % of the time during May 2015 against 60.20 % of time during April 2015. The average monthly frequency was 49.98 Hz during May 2015 whereas it was 49.99 Hz in the month of April 2015. The system frequency did not touch 49.20 Hz during the above period. 2.2 Operational Matters 2.2.1 Operational Discipline : Member Secretary informed the committee that System operated in terms of frequency profile for the months April 2015 and May 2015 is as given below for discussion by the committee:

Member Secretary OCC further stated that the frequency particulars have already been apprised by Chairman OCC. 2.3.1 Voltage Profile : Member Secretary informed the committee that date wise voltage profile at some of the important 400 KV and 220 KV substations during the months April 2015 and May 2015 is enclosed at Annexure -2.3.1.

The voltages generally remained marginally on higher side from the rated value and the low voltage scenario in MP has almost eliminated. However, the problem of high voltage is aggravated during the Monsoon season. To combat the high voltage scenario, it is required that Discoms / MPPTCL may take out Capacitor Banks and Line/Bus Reactors are to be taken into service by MPPTCL. Generating stations may absorb maximum MVAR from the grid.

2.3.2 Status of Capacitor Banks in sub-transmission system : Member Secretary OCC informed the committee that the updated information of the status of capacitor banks in sub-transmission system as on 31st May 2015 as submitted by DISCOMs is detailed below :

2.3.4 Status of completion of ongoing Transmission Schemes being executed by MPPTCL : Member Secretary OCC informed the committee that the various ongoing Transmission Schemes completed during the current financial year 2015-2016 (upto May 2015) and plan for completion of various ongoing Transmission Schemes for the Year 2015-2016 is enclosed as Annexure 2.3.4. 2.4.1 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Member Secretary OCC informed the committee that Frequency did not touch 49.20 Hz during April 2015 and May 2015. There was no df/dt operation during the same period. (ii) Defective u/f, df/dt relays: Member Secretary OCC informed the committee that MPPTCL has informed that all the df/dt relays are in good/healthy working condition. The proposed df/dt plan approved by Chief Engineer (planning and design) has been submitted to SLDC for onward transmission to Chief Engineer(T&C) for implementation of the same after study and verification. 2.5 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group

allocation to 33 KV feeders :

(i) Member Secretary OCC informed the committee that the details of DISCOM wise Power supply given to various domestic categories during the period April 2015 and May 2015 is enclosed at Annexure 2.5(i).

(ii) Group Allocation to 33 kV feeders emanating from newly commissioned/ existing EHV substations:- Member Secretary OCC informed the committee that the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.5 (ii). The DISCOM wise details of pending group allocation to 33 KV feeders is given below :

Representative of STU informed that West Discom has allocated Group No. 7-A to 33 KV Renewable Energy Generator feeder which is not correct. As per general practice adopted REG feeders are kept under Group No. 14. West Discom may take necessary action in this regard.

ITEM NO. 3 : OPERATIONAL PLANNING 3.1 Generating Units under planned outage and proposed maintenance programme : Member Secretary OCC informed the committee that the annual maintenance of thermal generating units of MPPGCL during Jul’15 to Aug-15 is under :-

ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF April 2015 and May 2015:

Member Secretary OCC informed the committee that the details of actual generation, Schedule from Central Sector demand etc. are given in the following Annexures: Annex. 4.1 Unit wise actual Generation of MPPGCL thermal Units and station wise Generation of

MPPGCL& NHDC Hydel Units. Annex. 4.2 Power Supply Position. Annex. 4.3 Hourly Average of Availability and Demand. Annex. 4.4 Hourly average schedule Vs Drawal of DISCOMs. ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING APRIL 2015 AND MAY 2015 : Member Secretary OCC informed the committee that there was no major grid disturbance in MP during April 2015 and May 2015. However the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.0.

ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES 6.1 Installation of 125 MVAR Bus Reactor at SSTPS : Member Secretary OCC informed the committee that in the 36th meeting of Standing Committee on Power System Planning of Western Region held on 29.08.2013 at NRPC, New Delhi it was decided that Bus Reactors are to be installed on generator bus at Generating Stations having reactive compensation of the value corresponding to atleast 10% of the MW capacity.

SLDC has taken up the matter with Executive Director (O&M:Gen.) and requested for installation of 125 MVAR Bus Reactor at Shri Singhaji Thermal Power Station for keeping the voltages in the area within operational limits. The matter was also discussed during the meeting held on 10.06.2015 at Jabalpur chaired by PS(Energy) and MPPGCL was agreed to install the 125 MVAR bus reactor at SSTPS. The action plan alongwith time-line may be submitted in the meeting. The matter was discussed in the 44th OCCM of MP and MPPGCL was requested to furnish the timeline to the SLDC but no intimation has been given to SLDC so far. Chairman OCC requested MPPGCL to submit timeline for installation of 125 MVAR Bus Reactor at SSTPS within a week. 6.2 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS:-

Member Secretary OCC informed the committee that matter of installation of Line/Bus Reactors at following locations of MP was discussed in the 470th OCCM of WR, 33rd & 36th Standing Committee Meetings of Western Region and the 26th WRPC meeting and it was decided that reactive compensation should be provided immediately at these locations which are prone to high voltage-

(i) 125 MVAR, 400KV Bus reactor at Indira Sagar HEP:- Representative from ISP informed that the tendering work is in process and it is expected to be installed by June 2016.

(ii) 50 MVAR Line Reactor on 400 kV Satpura –ISP line to be provided at 400 KV Satpura

sub-station by MPPGCL:- MPPGCL representative informed that estimate has been sanctioned and tender is to be floated. However, the expected date of installation of Line Reactor is not informed. Chairman OCC further stated that the 50 MVAR line reactor installed on 400 kV Nagda-Rajgarh Circuit-I can be utilized as Bus Reactor when line is not in service. MPPGCL may adopt similar design of Line Reactor so that it could be utilized as Bus Reactor also for which MPPGCL agreed.

(iii) 50 MVAR Line Reactor for 400 kV Indira Sagar-Nagda line at 400 KV sub-station, Nagda

to be provided by MPPTCL:- MPPTCL representative informed that installation work of 125MVAR (BHEL make) Bus reactor at 400 KV S/s Nagda is under progress and on completion of this work, spared 50 MVAR Bus Reactor shall be utilized as Line Reactor for 400 kV ISP-Nagda line at Nagda. The work is expected to be completed by December, 2015.

(iv) 80 MVAR Bus Reactor at 400 KV Substation, Bhopal – MPPTCL informed that the same shall be completed by September, 2015.

(v) 125 MVAR Bus Reactor at SGTPS, Birsinghpur:- MPPGCL representative informed the

Committee that due to space constraint, 125 MVAR Bus Reactor cannot be installed in 400 KV switchyard of SGTPS, Birsinghpur also suggested that PGCIL may be requested to install Line Reactors on 400 KV Birsinghpur–Damoh Ckt. I & II to arrest high voltages at SGTPS and adjoining substations. The Chairman OCC requested MPPGCL to submit complete proposal in this regard to SLDC and SLDC shall request WRPC and STU to take up the matter in the next Standing Committee Meeting of WR.

6.3 IMPLEMENTATION OF AUTOMATIC DEMAND MANAGEMENT SYSTEM: Member Secretary OCC informed the committee that the Clause 5.4.2(d) of IEGC mandates implementation of Automatic Demand Management Schemes before 01.01.2011 to reduce over drawal. As per the regulation, SLDC through respective Distribution Licensees have formulated and implemented State of the Art and Demand Management Scheme for ADMS. MPPTCL has issued Letter of Intent to M/s Dong Fang Electronics Co. Ltd., China vide No. 04-02/Tr.-06/2014/Supply/655 dated 14.03.2015 for supply of equipment & materials, hardware & software for Transmission Control Centres and EHV Sub-stations for implementation of ADMS by integration with Transmission SCADA system. MPPTCL representative informed that contract for implementation of ADMS has been placed on M/s Dong Fang Electronics Co. Ltd. China in March 2015. As per contractual conditions, 20% advance payment has to be made to the firm, accordingly the firm has submitted invoices for advance payment on 23.05.2015. It has been advised by MP-EZ that to avoid circular movement of funds, the payment to MPPTCL be made by MPPMCL directly on behalf of all the three Discoms. The matter has been taken with ED(F&RM), MPPMCL for releasing payment on behalf of CE(P&D) MPPTCL to ensure implementation of ADMS in the State before December 2015 as per submission of SLDC before the CERC. However in the absence of funding, the payments to the invoices submitted by the firm are withheld. Any delay in advance payment to the firm may cause delay in completion of the whole project. 6.4 TIME REQUIRED FROM LIGHT UP TO SYNCHRONIZATION FOR THERMAL UNITS OF MPPGCL AFTER RSD: Member Secretary OCC informed the committee that MPPGCL has raised the issue of time required for synchronization of their thermal units after light up in the meeting held at Jabalpur on 10-June 2015 chaired by PS(Energy). The MPPGCL requested that the timing from light up to synchronisation for thermal units MPPGCL shall be considered as follows:-

SGTPS Birsingpur :- 4x210 MW - 6-7 Hrs 1x500 MW - 8 Hrs STPS Sarni :- 1x200 MW & 3x210 - 7-8 Hrs 2x250 MW - 8 Hrs. SSTPS Khandwa :- 2x600 MW - 10-12 Hrs (if both units are under RSD) 8-10 Hrs (if one unit is already running) The Chief Engineer (SLDC) has informed that sufficient time i.e. about 8- 10 hours is given for synchronisation of thermal units after light up and requested MPPGCL to submit the OEM data sheet for hot/warm/cold start as well as ramping up / ramping down rate sheet of different capacity units to SLDC, so that the light up to synchronise timing and ramping up / down rates could be ensured. Member Secretary OCC, requested MPPGCL to submit the OEM Data sheet in the above matter to SLDC within a week so that the light up to synchronise timing and ramping up / down rates could be considered for scheduling. 6.5 APPOINTMENT OF CONSULTANT-A TO CONDUCT STUDY/ANALYSIS TO ENSURE SECURE AND RELIABLE OPERATION OF NATIONAL GRID: Chairman OCC informed the committee that the 1st meeting of the Grid Study Committee was held in CEA on 22.05.2015 to discuss & decide the modalities for finalization of data/inputs for the proposed consultant-A in order to commence the study/analysis to ensure secure and reliable operation of the National Grid. Consultant-A shall be appointed for protection audit at sub-stations in various states and reviewing implementation of recommendations of grid disturbance Enquiry Committee. The Member Secretary, WRPC vide above letter (copy enclosed) has requested to furnish the nomination of one coordination officer (Nodal Officer) from various state entities viz. TRANSCO (STU), GENCO, DISCOM & SLDC as the consultant would be required to interact with these entities to execute the assigned task during study. The Nodal Officer also should be of the rank of Chief Engineer.

In view of the above SLDC has requested vide letter dtd. 18.06.2015 that one Nodal Officer of the rank of Chief Engineer may please be nominated from your company and details along with telephone/mobile no. and email Id may please be furnished to this office at the earliest for onward submission to WRPC. All the entities are requested to submit the same in the meeting so that the consolidated reply could be furnished to WRPC. The STU has submitted the name of Nodal Officer and alternate Nodal Officer to the WRPC. The Chairman OCC requested MPPGCL & Discoms to intimate the names of nodal officers and alternate officers within a week. 6.6 SUBMISSION OF LOAD/GENERATION LOSS DETAILS DURING ANY GRID INCIDENTS/DISTURBANCE : Member Secretary OCC informed the committee that as discussed in the 125th PCM of WRPC , any Grid events is to be reported to NLDC and WRPC at the earliest with the Category of the Grid Incident or Grid Disturbance. The Category of Grid Incident or Grid Disturbance are computed by the percentage loss of antecedent Generation or Load, whichever is higher, in a regional Grid. The Category indicate the severity of the Grid Incident or Disturbance. It

has been observed that many of the utilities are not submitting the Generation/ Load Loss details, which is hampering in calculating the correct Category of GD/GI. So, as an interim measure, WRLDC is calculating an approximate loss in generation and Load, both in MW and MU, based on its SCADA data. The logic used for computation is based on three parameters i.e. Demand Reduction, Drawal reduction, and Power number. The energy unserved is being calculated from the area under the demand met curve from the starting of event till its restoration, when compared with previous day demand met curve for the subjected utility from WRLDC SCADA.

The Member Secretary, OCC requested the utilities to ensure submission of details about the Generation/Load loss quantum (MW and MUs) within 24 hours after occurrence of any grid disturbance / incident. 6.7 POOR CONDITION OF 48 VOLT BATTERY SET AND BATTERY CHARGER AT POWER STATIONS : Member Secretary OCC informed the committee that the condition of 48 Volt Battery bank and Battery Charger at Rajghat HPS and SGTPS Birsinghpur is very poor which are unable to keep important services of telemetry and voice communication healthy in case of interruption in AC supply. This issue was brought to the notice of concerned authorities several times for ensuring the healthiness of Battery Bank and 48 Volt Battery Charger at these stations. The continuity of telemetered data as well as voice communication is vital for safe, secure & reliable operation of the state grid, as during recent blackout at SGTPS the total communication & telemetry was interrupted. It was pointed out that State grid entities have not been submitted status of replacement of old Battery & battery charger to SLDC so far despite repeated requests in the 43rd, 44th and 45th OCCM of MP. Member Secretary, OCC requested MPPGCL, MPPTCL and IPPs to ensure 48 V battery set in healthy condition all the times so that in case of any grid incidents data and voice communication is not interrupted. MPPGCL may submit the status of replacement of Battery & battery charger alongwith timeline. Chairman OCC stated that proper working of various communication equipments is dependent on healthiness of 48 Volt battery set. It is observed that during grid incidences/ happenings, communication and SCADA data of that particular area is also interrupted due to poor condition of 48 Volt battery and charger. Great difficulties are being faced by the SLDC during restoration due to non-availability of real time data and lack of communication. He further stated that on complete installation of WAMPs failure/poor condition of 48 Volt battery set will not be tolerable.

6.8 STATUS OF IMPLEMENTATION OF RECOMMENDATIONS OF REPORT ON GRID DISTURBANCE ON 30TH AND 31ST JULY 2012 IN WR :- Member Secretary OCC informed the committee that an enquiry committee was set up under the chairmanship of Chairman, CEA to enquire into the grid disturbance on 30th & 31st July, 2012 in NEW grid. As per the recommendations of this committee, all utilities/SLDCs/RLDC were required to submit updated status on implementation of recommendations made by the committee to RPC on 1st & 15th of every month and the same has to be sent to CEA by RPC by 3rd & 17th of every month

It is observed that the all the entities are not submitting the status of implementation of recommendations of report as per timeline mentioned above It is therefore requested that the information may please be submitted in hard and soft copy within time limit so that consolidated reply could be forwarded to WRPC for onward transmission to CEA.

Member secretary requested the concerned entities to submit the fortnightly updated status in

soft as well as hard copy to SLDC in time for further submission to WRPC.

6.9 COMPLIANCE STATUS OBSERVATIONS MADE IN PROTECTION AUDIT:- Member Secretary OCC informed the committee that CERC vide order dated 21.02.2014 in respect to petition No. 220/MP/2012 filed by POWERGRID, have directed that CTU and SLDCs shall submit quarterly Protection Audit Report to the respective RPC latest by 15th day of the first month of next quarter and RPCs shall submit the report to the Commission latest by 15th day of the second month of next quarter. The Member Secretary of Regional Power Committees shall monitor the protection related issues and bring to the notice of the Commission any instance of non-compliance of the Regulation 1.5 of the Grid Code in respect of the protection related issues considered in the instant petition. It is observed that the all the entities are not submitting the compliance status observations made in protection audit on quarterly basis to SLDC i.e. before 15th day of the first month of next quarter. It is therefore requested that the information may please be submitted in hard and soft copy within time limit so that consolidated reply could be forwarded to WRPC for onward transmission to CERC. Further MP SLDC has completed Protection Audit of remaining additional 33 Nos. 220 kV sub-stations and one Thermal Power Station in the month of March 15 and April 15. Detailed report of deficiencies and observations noticed during the Protection Audit has already been forwarded by SLDC to MPPTCL and MPPGCL for action to be taken on deficiencies of Category-A (Deficiencies that can be corrected without procurement) & Category-B (Deficiencies involving procurement). It was also requested to indicate Category A or B in specified column of the detailed report and submit to this office latest by 05.06.2015 for onward transmission to WRPC. The information is still awaited from MPPGCL and MPPTCL. In view of the above it is requested that plan for rectification of deficiencies observed in the protection audit in the prescribed column of detailed report may please be furnished to this office at the earliest. Chairman OCC requested MPPTCL & MPPGCL to submit the deficiencies bifurcating it under Category – ‘A’ & ‘B’ in prescribed format in soft & hard copies to SLDC at the earliest. 6.10 RGMO/FGMO STATUS OF GENERATING UNITS IN MP:- Member Secretary OCC informed the committee that the National Load Despatch Centre, New Delhi has filed a petition No. 084/MP/2015 before the CERC in the matter of ‘Endangering the secured operation of All India Electricity Grid due to inadequate/non-performance of Free Governor Mode Operation (FGMO)’, with Manual Intervention by the generators and non-compliance of Regulations 5.2 (f), (g), (h), (i) of Indian Electricity Grid Code read with Regulations 24 and 111 of Central Electricity Regulatory Commission (Conduct of Business) Regulations, 1999. As per ROP of subject petition, after hearing the parties on 05.05.2015, apart from directives to the petitioner, the Commission directed SLDCs to file the following details/clarification on affidavit by 12.06.2015 with an advance copy to the petitioner:

(a) FRC report of their respective control areas including reasons for poor/negative response from their control areas clearly bringing out the generator wise response in MWs, in percentage of ideal response and scheduled MW during both the frequency excursions for all the generators of the state. (b) Seek the reasons from the generators who have shown poor or no response as per their respective grid code/Grid Code or negative response to the frequency excursions.

The Commission observed that while reporting the Frequency Response of Demand Areas, it would be required to know “Net system demand met after the event”. The petitioner and SLDCs shall submit the same for both events.

In compliance to the directives of Hon’ble Commission, the MP SLDC has computed the

Frequency Response Characteristic (FRC) of the incidence occurred on 25.04.2015 at around 11:43

hours during the earthquake in Nepal. The report on FRC computed by SLDC is annexed herewith as

Annexure-6.10.

From the analysis of FRC, the percentage ideal response observed from the generators is as

under:-

The MP Power Generating Co Ltd and M/s Jaypee Bina were requested to submit their reply towards performance of RGMO as per results of FRC computed by MP SLDC as indicated in Annexure-6.9 in order to furnish the reply to Hon’ble Commission on following points : -

(a) Reason for poor response or no response as per respective Grid Code or negative response to frequency excursions of generating units which were on bar and action taken to rectify the same for each generator.

(b) Present Status and action taken for implementation of FGMO/RGMO in other eligible Thermal/Hydel generators of MPPGCL and M/s Jaypee Bina TPS.

The MP Power Generating Co Ltd and M/s Jaypee Bina TPS had submitted their reply which has been submitted to Hon’ble commission. However the reply submitted by them is not satisfactory and needs further clarification or submission. In their reply, they have intimated that the matter for poor performance or no performance by RGMO installed at eligible generators has been referred to the manufacturers. The MPPGCL and Jaypee Bina are requested to submit the status of finding by manufacturers in this regard so that same can be submitted to Hon’ble Commission subsequently. Member Secretary OCC stated that from the FRC, it is gathered that positive response of RGMO/FGMO was only observed in ATPS Unit – 5 and none of other generators responded positive instead RGMO/FGMO response of remaining generators was either zero or negative. 6.11 GENERATOR DYNAMIC DATA REQUIREMENT FOR MODELLING IN PSS/E SOFTWARE :- Member Secretary OCC informed the committee that the PSS/e Software Modelling for Dynamic load flow studies is being done at national level so that the grid security matters are dealt with efficiently and reliably to avert grid disturbance like situations. The same shall also be integrated into new SCADA system for online real time dynamic load flow studies. Work for this is being undertaken at regional levels throughout the country. The Western Regional Load Despatch Centre has requested to provide Dynamic Data for Generators which are under the MP SLDC Control Area in the prescribed formats Schedule-IV, V, VI, VII & VIII which are attached with this letter along with email received from WRLDC.

SLDC vide letter no 07-05/RPC-35/1906 dtd. 04.06.15 has requested MPPGCL, NHDC and JP Bina to submit the data in hard & soft copies to SLDC latest by 4th June, 2015, so that the same could be compiled and submitted to WRLDC. The information has been submitted by JP Bina only. MPPGCL and NHDC are requested to submit the same in the meeting.

Chairman OCC requested the concerned entities to submit the required data in soft and hard copy to SLDC within one week. 6.12 ABSORPTION OF REACTIVE POWER BY GENERATORS:- Member Secretary OCC informed the committee that during the ensuing monsoon season the voltage profile is going to be high due to less system demand and low line loadings. The problem of high voltages becomes severe during night/off peak hours. It is observed that during these hours MVAR absorption at generating units is not significant. The power factor at many generating plants is been more than 0.95 leading which is non-conformity with CEA Technical Standards for connectivity to Grid Regulations-2007. All the generating stations are advised to absorb reactive power from grid with their capability curve to maintain voltages within operational limit whenever the instruction has been issued by SLDC. In the OCCM of WR the WRPC also stated that it is imperative that generators will absorb maximum MVAR when asked by SCM/Shift In-charge, WRLDC/SLDC. It is requested that generators will come with data of reactive power absorption; voltage at the bus before and after the message is given by WRLDC/SLDC in every OCC of WR. In order to monitor the response, WRPC also requested the generators to send the capability curves of generators in their system to all concerned. The Chairman, OCC stated that SLDC shall issue code for absorbing MVAR by the State Sector Generating Stations and monitor their response in the real time SCADA during high voltage scenario. The generator shall absorb maximum MVAR from the grid within their capability curve. It has been noticed in the past that some of the generators are injecting MVAR into the grid even during high voltage conditions, such practice should be avoided for the safeguard of the grid. 6.13 PROVISION OF SYNCHRONIZATION FACILITY AT EHV SUB-STATIONS OF MPPTCL :- Member Secretary OCC informed the committee that the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-stations. In case of total blackout or partial blackout, startup supply is to be extended to Thermal Generating Stations and other essential loads from nearby Hydel Generating Stations through possible shortest route. In emergency situations, SLDC may approach to a nearby Captive Power Plant to get the startup power. Synchronization facility is also required for synchronization of system islands and system split during system disturbance/occurrences. While performing black start mock drill of Hydel Generating Stations as mandated in IEGC, it has been found that synchronization facility is not available at the adjoining EHV substations. This black start mock drill of each Hydel Power Station is to be repeated every six months. SLDC has already sent a UO note to Chief Engineer(Plg&Desg) and Chief Engineer(T&C), MPPTCL requesting that synchronization facility may please be provided at all the 400 KV substations 220 KV sub-stations and 132 KV sub-stations in the path of black start of Hydel Power Stations. The matter was discussed in the 44th & 45th OCC meeting of MP. It is therefore requested that MPPTCL may submit the plan to provide the synchronization facilities as stated above.

MPPTCL representative informed that in all 400 KV S/s synchronization facility is available and for 220 KV and 132 KV sub-station in the path of black start the matter for providing synchronization trolley is being taken up.

Member Secretary informed that synchronization trolley at 400 KV S/s Indore is not in order

and require immediate attention for its proper functioning. He further requested MPPTCL to provide synchronization facility at all the 220 kV S/s and designated 132 kV S/s for early restoration of grid after disturbances.

6.14 SCHEDULING ACTIVITY BY MPPMCL ON BEHALF OF DISCOMS:- Member Secretary OCC informed the committee that the SLDC has taken up the issue of round the clock functioning of MPPMCL Control Room so that revision to schedule requisitions are made on behalf of DISCOMs. However only two shifts are running and only day ahead activities are being performed by MPPMCL CR. The functions of SLDC are clearly defined in various regulations and it is not supposed to carry out requisitions on behalf of DISMOMs in real time. However, as neither DCCS nor MPPMCL is carrying out the revisions of requisition in real time, SLDC is compelled to do the same in the interest of maintaining Grid discipline. It may be noted that the SLDC is doing the same as DCCS/MPPMCL Control Rooms have failed to perform this functions and hence SLDC shall not be responsible for any commercial implications.

It is requested that MPPMCL should start its Control Room functions round the clock and take up all day ahead as well as Real time activities in any case by August 2015.

MPPMCL representative informed that scheduling activity at MPPMCL control room shall be

started after commissioning of new SCADA at SLDC.

6.15 SENDING DISTURBANCE RECORDER(DR)/SEQUENTIAL EVENT LOGGER (SERS) OUTPUT TO WRLDC: Member Secretary OCC informed the committee that With Reference to section 5.9.6(c) of the IEGC and section 9.5.3 the Operating Procedure of WR-2013, the DR/SER details for all grid incidents/disturbances need to be sent by the concerned agency to RLDC, within 24 hrs of the incident. It is observed that in many grid incidents/disturbances DR’s and SERs outputs are not being submitted to SLDC even with the final report submitted by the entities to SLDC. The matter has been discussed in various OCC meetings but despite assurance all the state entities do not follow the time line. All the entities are requested to submit the DRs and SERs output within 24 hrs of the incident to SLDC along with the detailed tripping report in the prescribed format so that the compiled information could be furnished to RLDC in time. It is also observed that DRs/SERs are submitted in pdf formats, whereas DR/SER logs are required through e-mail in .cfg and .pdf format, so that further study could be possible. Member Secretary, OCC requested MPPTCL/MPPGCL/NHDC/IPPs to ensure submission of DR/SER log in .cfg & .pdf format to SLDC through e-mail.

Further in 125th PCM of WRPC, MPPTCL and MPPGCL has been requested to submit the status of event loggers installation at 400 kV Indore, Bina, Nagda & Bhopal S/s of MPPTCL and 400 kV Satpura & Birsinghpur S/s of MPPGCL stations. Member Secretary, OCC requested MPPTCL and MPPGCL to submit the status within a week time.

6.16 HEALTHINESS STATUS OF SERS/DRS OF EQUIPMENT IN THE SYSTEM :- Member Secretary OCC informed the committee that the status of healthiness of SER/DRs equipment installed in the MP grid are to be submitted to WRPC before 3rd of each month for OCC meeting of Western Region. Most of the T&C circles and Jaypee Bina are not furnishing the monthly report of healthiness of SER/DRs to the SLDC for onward transmission to WRPC. Only 400 KV circle Bhopal is regularly submitting the desired information to SLDC and T&C circle Gwalior has started furnishing the report from last month. MPPTCL and M/s JP Bina are requested to ensure regular monthly submission of healthiness status of SERs/ DRs of equipment installed their jurisdiction to SLDC on or before 3rd of each month. ITEM NO. 7 : BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : 7.1 BLACK START MOCK DRILL OF HYDEL STATIONS OF MPPGCL AND NHDC : Member Secretary OCC informed the committee that the SLDC has repeatedly requested MPPGCL for confirming the dates for conducting black start mock drill of Tons, Birsingpur, Madhikheda and Rajghat HPS power station. Procedure has been modified for black start mock drill for Madhikheda

and Rajghat HPS in accordance with the single bus system and non-availability of synchronisation facility at adjoining substation which are radially fed by these HPS.

Further as per directives of GoMP, Energy Department conveyed vide letter no. 6931 dtd. 15.10.2014 MPPGCL is required to take immediate action to put the governors of Tons, Madikeda, Rajghat and Birsingpur HPS in auto mode so that the black start mock drill of these HPS could be conducted.

Therefore MPPGCL and NHDC are requested to submit the plan for black start mock drill of

their HPS in the meeting. Chairman OCC stated that MPPGCL and NHDC shall submit the plan for conducting Black

Start at Tons and ISP, respectively to SLDC at the earliest so that Mock Drill of these Power Stations could be planned in the first fortnight of October 2015. MPPGCL is also requested to furnish the dates for conducting Black Start of other Hydel Power Stations. WRPC is continuously monitoring the Black Start Mock Drill of eligible Generating Stations and the matter is being discussed in almost each OCC meeting of WRPC as an agenda item.

ITEM NO 8: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION: 8.1 QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN: Member Secretary OCC informed the committee that NHDC & SLDC is submitting the quarterly crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. However despite continuous persuasion by SLDC state utilities i.e MPPTCL, MPPGCL and IPPs are not submitting the same to CEA All the other entities are requested to submit the CMP report in prescribed format for the fourth quarter for the year 2014-15 (Jan to March 2015) to CEA under intimation to this office. 8.2 STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR REGARDING: Member Secretary OCC informed the committee that the status of physical & cyber security in Power Sector for the Second & Third quarter (Jan 15 to March 15) have not been received from any of the state utilities. All the entities should furnish the Status of physical & cyber security in Power Sector for fourth quarter (Jan to March 2015) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. ITEM NO. 9: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 9.1 NON RECEIPT OF COMPLETE ABT METER DATA THROUGH AMR SYSTEM INSTALLED AT SLDC:

SLDC representative apprised the Committee that complete data of ABT meters installed at

interface points are not being received through AMR system mainly due to connectivity / alignment problem of optical cable, network problem, modem not installed and also informed that partial data of 23 meters and monthly data of 60 Nos. interface points was not received through AMR system in the month of May 2015. He further informed that the site offices are not forwarding the missing data and monthly JMR data despite repeated telephonic requests and email communications. In response, MPPTCL has informed that new SIMs are being arranged for the locations where there is a network problem and have assured to take up the matter with M/s Secure so that complete data is received through AMR system. Further, MPPTCL have informed that site officials will be instructed to send the missing data whenever required by SLDC. In addition the monthly JMR data shall be furnished by field offices by 8th of every month to SLDC.

9.2 STATUS OF 40 MVA COLONY TRANSFORMER AT SGTPS, BIRSINGHPUR : SLDC representative informed that at present the energy drawn from 40 MVA colony transformer of SGTPS is being added to East Discom drawal, however, during the verification of interface points, East Discom had informed that at present colony supply is being made from East Discom network and not from the 40 MVA Colony Transformer at SGTPS and requested to exclude the drawal of 40 MVA Xmer from East Discom drawal. Chairman OCC asked the MPPGCL to intimate the status of energy drawal from 40 MVA colony transformer i.e. if the same is being utilized as a auxiliary consumption of SGTPS. He further asked the East Discom to intimate the date from which the colony supply is being made from East Discom network. 9.3 PROVIDING AMR FACILITY FOR THE ABT METERS INSTALLED AT MPPGCL / OSP :

SLDC representative requested MPPGCL and OSP to apprise the committee about the status of AMR implementation on the meters installed at the interface points of power stations for data communication with AMR System installed at SLDC.

MPPGCL representative informed that installation of modems at the interface points has been

completed but difficulty is being faced in obtaining the BSNL SIM for data communication. OSP representative has informed that tendering is in process for installation of ABT meters of

open protocol and for providing AMR facility. Chairman OCC advised the OSP to expedite the implementation of AMR system and

requested MPPGCL to arrange the SIMs on priority. 9.4 PROVIDING AMR FACILITY ON THE DISCOMS EMBEDED OPEN ACCESS CUSTOMERS: It was discussed and decided in the meeting that Discoms shall take immediate necessary action for providing compatible modems alongwith GPRS+GSM enabled SIMs on the ABT meters installed at the interface points of OACs for data downloading by SLDC and Discoms independently through AMR system. 9.5 ENERGY ACCOUNTING OF RENEWABLE ENERGY GENERATORS (REGS) :

SLDC representative informed that in the 45th OCC meeting it was decided that energy accounting of Renewable Energy Generators (REGs) shall be done as per the actual data recorded in ABT meters installed at the pooling station in a phased manner i.e. in the First Phase – REGs connected at 132KV and above & in Second Phase – REGs connected at 33KV. He further informed that SLDC has started the energy accounting of REGs connected at 132KV and above as per the actual data recorded in ABT meters installed at the pooling stations w.e.f. April 2015, however, ABT meter data of Orient Green Power (10MW), Gadarwara is not being received through AMR nor through MRI and complete data of Wind World –III Ratedi Hill is also not received every month and requested the MPPTCL to ensure that ABT meter data is received by SLDC. MPPTCL have assured to take up the matter with RE Generators and site officials.

SLDC representative informed that the Commercial sections of Discoms were requested vide

letter No 1629 dated 19-05-2015 to furnish the information required to start the energy accounting of REGs connected at 33KV level as per data recorded in ABT meters installed at the pooling stations, however, Discoms have not furnished the required information. SLDC requested the Discoms to furnish the desired information immediately.

SLDC representative informed that SLDC has started the distribution of JMR data as received

from respective SE(O&M) on the actual generation pattern of wind and solar w.e.f. May 2015 of the REGs connected at 33KV level.

ITEM NO 10: SCADA/EMS RELATED ISSUES: 10.1 NON AVAILABILITY OF TELEMETRY OF IMPORTANT 220 KV EHV SUB STATIONS & 132KV S/s HAVING INJECTION FROM RENEWABLES - It was informed by SLDC that telemetry of important 220KV S/s i.e. 220KV Dhar S/s, 220KV Panagar, 220KV GanjBasoda S/s, 220KV Gwalior -2, & 220KV Datia, 220KV Bhanpura S/s are not available to SLDC while in last OCCM meeting, it was agreed by T&C that the same shall be commissioned by June 2015. Similarly the telemetry of 20 No. 132KV S/s having injection from renewable shall be integrated with SLDC. The matter was discussed in details and it was informed by T&C and Planning representatives that the telemetry of all balance 220KV S/s and 132KV Sub Stations having injection from renewable S/s shall be provided through Dongfeng RTUs installed under Transco SCADA project and shall be commissioned by August 2015. It was further informed by T&C and Planning representative that they have decided to arrange training from M/s Dongfeng regarding configuration of RTUs as per SLDC requirement and the training shall be arranged in first week of July 2015. After training MPPTCL engineers will do the necessary configuration in M/s Dongfeng RTUs. 10.2 PRESENT STATUS OF PROCUREMENT OF RTUS BY MPPGCL Representative from MPPGCL informed that the price bid for RTUs has already been opened and case for procurement of RTU is under approval stage. The new RTU fro Rajghat shall be available soon. 10.3 DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS & UPGRADATION OF EXISTING RTUS The matter was discussed in detail and SLDC explained that the rectifications of telemetry discrepancies are pending due to shortage of material (transducers, MFM, relays). MPPTCL assured that the material at division level shall be arranged shortly. Following telemetry problem were discussed in detail

1. SLDC informed that the telemetry of Astha 400KV Sub Station is not yet commissioned. The process connections are pending due to non availability of CMRs. T&C informed that the work is under progress and shall be completed within fifteen days.

2. SLDC informed that the telemetry of 220/132KV Transformers at 220KV Vidisha, 220KV

Tikamgarh, 220KV Mehgaon, 220KV Handia, 220KV Gwalior, 220KV Malanpur is not available and required to be arranged. T&C informed that the Honeywell RTU available at 220KV Indore -2 is dismantled shortly. The telemetry of balance transformed shall be arranged from dismantled RTUs.

3. SLDC informed that the telemetry of upcoming 400/220KV Transformers at Katni 400KV S/s,

Bhopal 400Kv S/s, Nagda 400KV S/s, Chegoan 400Kv S/s is to be arranged prior to charging of transformers. Necessary arrangement of transducers, CMRS, process connections, modification in RTU configuration etc may therefore please be made in advance. T&C representative agreed for the same.

4. SLDC informed that the telemetry of 220KV Sarni-Betul, 220KV Sarni-Sarni PH2, 220KV Sarni-Pandurna, 220/132KV Transformer from Sarni S/s is not available despite constant pursuance by SLDC. T&C representative informed that the same shall be arranged within fifteen days.

5. SLDC informed that the Upgradation of RTU at 220KV S/s Badod and 220 Daloda S/s is

required to accommodate telemetry of 220KV DJ energy feeders and 132KV ILFS feeders. T&C informed that the upgradation work has already been completed.

6. SLDC informed that the telemetry of Rajghar(beora)-NTPC feeders is incorrect since long time. In view of the importance of telemetry for monitoring injection from renewable feeders, the same is required to be corrected shortly. T&C representative assured to look into it and arrange for rectification of telemetry as soon as possible.

7. SLDC informed that the telemetry of 220KV Chindwara-PGCIL 1, 220KV Chindwara-

Pandurna, 220KV Chindwara-Betul, 220/132 Transformer from Chindwara S/s is faulty from last one month. T&C representative assured to look into it and arrange for rectification of telemetry as soon as possible.

8. SLDC informed that the telemetry of newly commissioned 220KV Tikamgarh-Damoh line from

Tikamgarh is to be arranged. T&C representative informed that the same shall be arranged within fifteen days.

9. SLDC informed that the telemetry of 220KV Itarsi-Pipariya 2 is not available since long time.

T&C representative informed that the same shall be arranged within fifteen days. 10. SLDC informed that the telemetry of 220KV Kotar-Tons feeder from Kotar S/s is non current

since long time. T&C representative informed that the same shall be arranged within fifteen days.

11. SLDC informed that the telemetry of 132KV Jabalpur- Bargi 1 and Jabalpur- Bargi2 feeders,

132/33 Transformer from Jabalpur 220KV S/s is not available since long time. T&C informed that the upgradation work has already been completed.

12. SLDC informed that the telemetry of Satpura- Astha 400KV feeder from Satpura end is not

commissioned despite constant pursuance. MPPGCL representative assured to arrange the same on priority basis.

13. SLDC informed that 220KV Indore , the telemetry of 220KV Astha –Indore is provided by

using Ujjain feeders. The telemetry of Ujjain feeder from Indore -2 is need to be provided.T&C representative informed that the same will be available by integration of dongfeng RTU with SLDC.

14. SLDC informed that the Indira Sagar Geneator-1/4 telemetry is non current from around two

months. Indira Sagar representative assured to rectify the same within a week. 15. SLDC informed that in Gandhi Sagar and Pench Hydel power stations, telemetry of only one

bus frequency and voltage is available. This is creating problem in black start. The telemetry of other bus frequency is required to be arranged. MPPGCL representative informed that transducers for the same have already been arranged and telemetry shall be arranged shortly.

10.4 ARRANGEMENT OF NECESSARY SPACE, AIRCONDITIONING AND POWER SUPPLY,

PLCC EQUIPMENTS FOR INSTALLATION OF WIDE BAND EQUIPMENTS & FOR HOT LINE PABX:-

Under Master telecom Plan of WR and URTDSM project, replacement of existing wideband equipments are proposed for replacement and new wideband equipments are proposed to be installed at new locations.. For commissioning of these equipments, necessary space, air-conditioning and DC Power supply arrangement for all locations covered under master telecom project as well as in URTDSM project is required to be made by concern utilities. The same was requested in several OCCM meetings. SLDC informed that during commissioning of wideband equipments by M/s Tejas, it was observed that the proper air conditioning environment is not available at 400KV S/s Bina, 220KV S/s Jabalpur, 220Kv Satna, 220KV Katni, 220KV S/s Itarsi. The same was taken up vide SLDC letter NO.

122 dated 23-05-2015. T&C informed that the arrangement of air conditioning is in tendering stage and shall be arranged shortly. 10.5 ARRANGEMENT OF INFRASTRUCTURE FOR REPORTING OF RTUS TO DUAL CONTROL CENTERS, AS PER REQUIREMENT OF MAIN SLDC AT JABALPUR AND BACKUP SLDC AT BHOPAL. MPPTCL representative informed that order for procurement of PLCC panels, VFT modems has already been issued by CE(procurement0,MPPTCL and now commissioning shall be initiated. Similarly MPPGCL informed that the matter is under tendering stage. SLDC requested to expedite the procurement and arrange the desired material so that communication channels and modification in RTU configuration required for achieving dual control centre reporting may be achieved as per the commissioning schedule of backup SLDC i.e. by August 2015. 10.6 THE ARRANGEMENT OF DATA CHANNEL FOR REMOTE VDU INSTALLED AT GCC, DCC,MPPTCL,MPPMCL The SLDC informed that work of arranging fiber connectivity between SLDC-220KV Sub Station-Shakti Bhawan by laying of ADSS cable between 220KV S/s - Shakti Bhawan and subsequent distribution of fiber cable to various locations in Shakti Bhawan was initiated by SLDC. The administrative Approval for the work was accorded by all companies and funding of the project is proposed by MPPMCL. However, in the last meeting, finance section of MPPMCL raised some issue regarding funding of the project and the matter is pending with MPPMCL and hence the work is expected to be got delayed while data channel for commissioning of new SCADA/EMS system is required by September 2015. Accordingly SLDC informed that 2 MBPS data channel for commissioning of remote VDUS at MPPGCL, MPPTCL, East DISCOM, MPPMCL for at least six-month period need to be arranged by concern utilities so that Remote VDUs from new system may be installed by September 2015.

. 10.7 PROBLEM IN DATA AND VOICE CHANNELS SLDC informed that the telemetry of 132KV Kotma S/s is not functioning since last one month and required to be restored at the earliest. Similarly the telemetry of 132KV Morwa S/s is out since long time. The telemetry of Waidhan and 220Kv Anuppur is functioning intermittently. As the problem is pending since long time and could not be restored despite constant pursuance by SLDC, it was decided to hold a meeting of officers from SLDC, MPPTCL and MPPGCL to resolve the issue.

SUPPLEMENTRY MINUTES FOR 46TH OCC MEETING OF MP TO BE HELD ON 24.06.2015

SA-1 : MPERC (Terms and Conditions for Intra-State Open Access in Madhya Pradesh) (Revision-1) Regulations, 2015 :- Member Secretary OCC informed the committee that the Madhya Pradesh Electricity Regulatory Commission has proposed to revise the MPERC (Terms and Conditions for Intra-State Open Access in Madhya Pradesh) Regulations, 2005 which was notified on 24.06.2005. The draft of MPERC (Terms and Conditions for Intra-State Open Access in Madhya Pradesh) (Revision-I) Regulations, 2015 is available on Commission’s website: - www.mperc.nic.in

The suggestions/objections/comments on the above amendment can be sent to the

Commission Secretary, M.P. Electricity Regulatory Commission, latest by 10.07.2015. Chairman OCC requested for needful and submission of comments from MPPTCL.

SA-2 : Reimbursement of balance amount of Application processing fees by MPPMCL of transaction between MP- Haryana and MP-Rajasthan :-

Member Secretary OCC informed the committee that the application processing fees of Rs. 1,90,000/ for the transaction between MPPMCL and HPPCL has not been received so far by SLDC. The details of application were submitted to HPPC and copy endorsed to CGM(commericla), MPPMCL and GM(PM), MPPMCL vide this office letters no. 240 dtd. 24.03.2015 and 1888 dtd. 03.06.2015. The matter was discussed with MPPMCL on several times and on dtd 09.06.2015 during workshop of renewable energy through video conferencing, in response MPPMCL was agreed to pay the same at the earliest, however the amount is still pending for payment from MPPMCL.

Further, the application processing fees of Rs. 20,000/ for the transaction between MPPMCL

and RDPCC for the applications submitted by RDPCC is also not received by SLDC. The CGM (PM) vide letter no. 1419 dtd 23.02.15 has informed that the MPPMCL agreed to pay Rs. 20,000 directly to, SLDC towards above applications and requested SLDC to raise the bill. Accordingly SLDC has raised the bill of Rs.20,000 vide this office letter no 681 dtd. 27.02.2015 indicating the details of application processed. After repetitive requests telephonically and email the above amount is still pending for payment from MPPMCL.

If this pending payment is not cleared by 30.06.2015, it will not be possible for SLDC to process further STOA applications with Haryana & Rajasthan. MPPMCL representative informed that reimbursement is being done.

System Disturbance / System Incidence :

1. System Disturbance on 19.04.2015 at 220KV S/s Maihar: On dated 19.04.2015 at around 02:25Hrs. MP System was normal and frequency of National Grid was 50.00 HZ. At 02:30Hrs. ‘R’-Phase PT of 220KV Main Bus failed at 220KV S/s Maihar. Hence 220KV Bus fault occurred at 220 KV S/s Maihar resulting in operation of Bus Bar Protection consequently 220KV Maihar-Satna(PGCIL) Ckt, 220KV Maihar-Katni Ckt, 220/132KV, 160MVA EMCO X’mer, 132KV Maihar-Kymore Ckt, 132KV Maihar-Amarpatan Ckt and 132KV Maihar-Satna(MP) Ckt tripped. Consequently interruption occurred at 220 KV S/s Maihar, 132KV Maihar Cement (industrial feeder), 132KV KJS Cement (industrial feeder) and Reliance Cement. Due to the above tripping there was consumer load loss of about 85MW, 77.91MWH. There was no generation loss and System was normalized in due course of time.

2. System Disturbance on 19.04.15 at 220KV S/s Itarsi : On dated 19.04.2015 at around 21:15Hrs. MP System was normal and frequency of National Grid was 49.89HZ. At around 21:20Hrs. ‘Y’-Phase P.T. of 132KV Main Bus burst and 132KV Bus Fault occurred at 220KV S/s Itarsi, resulting in tripping of 220/132KV, 160MVA X’mer, 132/33KV, 3X40MVA & 20MVA X’mer, 132KV Itarsi-Hoshangabad Ckt-I&II, 132KV Itarsi-Seoni Malwa Ckt, 132KV Itarsi-Pipariya Ckt. Consequently interruption occurred at 220KV S/s Itarsi. Due to the above tripping there was consumer load loss of about 26.3MW. There was no generation loss and System was normalized in due course of time.

3. System Disturbance on 22.04.15 at 400KV S/s Chhegaon : On dated 22.04.2015 at around 19:05Hrs. MP System was normal and frequency of National Grid was 49.89HZ. Prior to fault 400/220KV, 315MVA X’mer was under shut-down for relay testing work and hence 220KV bus bar protection was kept out. At around 19:10Hrs. ‘R’-Phase C.T. of 220KV SSTPS-Chhegaon-I burst at 400KV Chhegaon. Hence 220KV Chhegaon-Nimrani Ckt-I, 220KV Chhegaon-Nepanagar Ckt, 220KV Chhegaon-Khandwa Ckt-II, 220KV Chhegaon-OSP Ckt, 220/132KV, 160MVA X’mer-I and 220KV Bus Tie tripped. Due to tripping of 220/132KV, 160MVA X’mer-I, its complete load shifted on 220/132KV, 160MVA X’mer-II and hence resulted in overloading of X’mer-II, consequently load drop scheme of 220/132KV, 160MVA X’mer-II operated and tripped 132KV Chhegaon-Moondi Ckt & 132KV Chhegaon-Khandwa Ckt (Radial feeders). Due to the above tripping there was interruption at 132KV S/s Moondi & 132KV S/s Khandwa and there was consumer load loss of about 41MW. There was no generation loss and System was normalized in due course of time.

4. System Disturbance on 22.04.15 at 400KV S/s Chhegaon : On dated 22.04.2015 at around 04:45Hrs. MP System was normal and frequency of National Grid was 49.86HZ. At around 04:50Hrs. ‘R’-Phase C.T. of 220KV Guna-Bina Ckt- II burst at 220KV S/s Guna resulting in tripping of 220KV Bina-Guna Ckt-I, 220/132KV, 160MVA X’mer-I&II at 220KV S/s Guna. Due to above tripping there was no interruption in any area as load was managed through 132KV system and there was no consumer load loss. There was no generation loss and System was normalized in due course of time.

5. System Disturbance on 08.05.2015 at 220KV S/s Sarni : On dated 08.05.2015 at around 14:00 Hrs. MP System was normal and frequency of National Grid was HZ. At around 14:01 Hrs. ‘B’-Phase conductor of 132 KV Main Bus at 220 KV S/s Sarni broke and snapped creating 132 KV Bus fault at 220 KV S/s Sarni. Consequently 132 KV Sarni – Chhindwara 46th OCC Minutes of MP 42

Ckt, 132 KV Sarni – Khapaswami Ckt, 132 KV Sarni – Betul Ckt, 132 KV Railway Traction and 220/132 KV, 100 MVA X’mer – I & II at 220 KV S/s Sarni tripped. It is suspected that 220 KV Sarni Interconnector – I & II tripped due to jerk. Due to rhe above tripping 132 KV supply at 220 KV S/s Sarni failed there was consumer load loss of about 16 MW. There was no generation loss and System was normalized in due course of time

6. System Disturbance on 19.05.2015 in Gwalior region of M.P: On dated 19.05.2015 at

around 17:05 Hrs. MP System was normal and frequency of National Grid was 49.80 HZ. On 19.05.2015 there was multiple tripping in Gwalior region of M.P system due to adverse weather conditions. At 16:18 Hrs. 220 KV Malanpur – Gwalior (PGCIL) Ckt – I & II tripped from 765 KV Gwalior (PGCIL) end. Later at around 17:05 Hrs. 132 KV Malanpur – Mehgaon (PGCIL) Ckt tripped as due to heavy storm the shed (tin sheet of Lyland Workshop) was shattered and stuck on the conductor due to which line conductor broke. Thereafter 220 KV Malanpur – Gwalior (PGCIL) Ckt – I was charged at 17:05 Hrs. At around 17:07 Hrs. 220 KV Malanpur – Mehgaon Ckt tripped from both end as its ‘B’-Phase wave trap at 220 KV S/s Malanpur was falling under induction zone due to heavy wind.

At this stage there was no interruption in any area as 200 KV S/s Mehgaon was fed through Auraiya and 220 KV S/s Malanpur was fed from 765 KV S/s Gwalior (PGCIL) & Auraiya.

At around 17:08 Hrs. 220 KV Mehgaon – Auraiya Ckt & 220 KV Malanpur – Auraiya Ckt tripped due to heavy storm. Both the lines are on same tower. 3 Nos. towers collapsed between Malanpur & Mehgaon and 8 Nos. towers collapsed between Mehgaon & Auraiya. 220 KV Malanpur – Mehgaon also became faulty as it is on same tower of 220 KV Malanpur – Auriya line.

and interruption occurred at 220 KV S/s Mehgaon, 132 KV S/s Porsa, 132 KV Seondha, 132 KV S/s Lahar, 132 KV S/s RON, 132 KV Bhind.

At around 18:03 Hrs. 220/132 KV, 160MAV X’mer – II at 220 KV S/s Sabalgarh tripped on over-flux indication thereafter at 18:20 Hrs. 220 KV Sabalgarh – Shivpuri Cky – I was opened due to high voltage (of about 242KV). But the high voltage problem still persisted and 220 KV Shivpuri – Bina (MPPTCL) Ckt was opened at 18:40 Hrs. on high voltage (around 240KV), hence complete load of 220 KV S/s Shivpuri & Sabalgarh and 132 KV Shivpuri, Kolaras, Mohna, Vijaypur, Jora & Sheopur was fed through 220 KV Shivpuri – Bina (PGCIL) Ckt and 132 KV Shivpuri – Pichhore Ckt. Thereafter at 19:25 Hrs. 220 KV Shivpuri – Bina (PGCIL) Ckt tripped on O/C, E/F indication and simultaneously 220/132 KV, 160 MVA X’mer – I at 220 KV S/s Sabalgarh tripped on Over Voltage an interruption occurred at 220 KV S/s Sabalgarh, 132 KV S/s Sheopur, 132 KV S/s Vijaypur, 132 KV S/s Jora.

Due to the above trippings there was consumer load loss of about 1919.1MWH at 220 KV S/s Mehgaon & 48.03 MWH at 220 KV S/s Sabalgarh. There was no generation loss and System was normalized in due course of time.

3 The MPPMCL / concerned discom where energy is consumed shall also claim subsidy from the State Govt. towards wheeling charges @4% of the energy injected indicated at col.no. (10,11,12) at the rate of prevailing energy charges as per the provision made in GoMP incentive policy.

1. The discoms where energy is injected may provide ownerwise details of energy injection for the third party sale / captive consumption to the commercial unit of the discom where energy is consumed for giving credit to the consumers.
