MINUTES OF 39TH MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD ON 28TH APRIL 2014 AT 11.00 AM AT CONFERENCE HALL OF MD, BHOPAL

39th meeting of Operation & Co-ordination Committee of MP was held on 28th April 2014 at Conference Hall of MD, Bhopal. The list of participants is enclosed at Ann.-1.0.

Shri Rajeev Agrawal, GM(DCC), MPPMKVVCL, Bhopal welcomed all the participants attending

39th Operation and Coordination Committee Meeting. He wished for qualitative and fruitful discussion during the meeting and requested Shri PAR Bende, Chairman, OCC to commence the 39th OCC meeting. Shri P.A.R. Bende, Chairman, OCC welcomed all the participants attending 39th Operation and Coordination Committee Meeting. He informed the committee that this is the 25th OCC meeting organised by SLDC. He further stated that the issues discussed during these last 25 OCC meetings helped all the state grid entities for better operation of the grid and also various operational issues were resolved in the meetings. He stated that CERC is now very active and recently issued the notice to all SLDCs under section 142 of EA 2003 for non implementation of Automatic Demand Management Scheme in the state. SLDC has filed the review petition before the Hon’ble CERC by mentioning that the work of implementation of ADMS in the state is already in progress and SLDC is continuously taking up the matter with DISCOMS by arranging several meetings.

He further informed that as per recommendation made by grid enquiry committee, third party

protection audit of sub-stations and power stations has to be carried out. SLDC had constituted a group of engineers from MPPTCL, MPPGCL, NHDC and SLDC for performing Internal Protection Audit of various important sub-stations and Power Stations. These groups had completed the protection audit of 37 sub-stations and Power Stations. He requested all the entities to rectify the problems/ discrepancies observed during the Internal Protection Audit within the timeline specified by the CERC. SLDC has to compile report of action taken on discrepancies observed during the Internal Protection Audit and submit to the WRPC for onward submission to the CEA. It is observed from the report submitted to the SLDC that some of the deficiencies are not resolved by the entities. SLDC is continuously pursuing all the entities to carry out third party protection audit. The CERC vide order dated 21.02.2014 has made SLDC responsible to monitor the action taken by State entities and if the deficiency in the state system in regard to category A is not corrected after 3 months of issue of CERC order, the SLDC is to approach the State Commission for appropriate action against defaulting state entity. He further informed the status of third party protection audit of each entity as below:

Chairman, OCC requested MPPTCL to arrange third party protection audit of remaining sub-stations of MPPTCL and also requested NHDC and MPPGCL to take immediate action in this regard. As per CERC order the frequency response has to be computed by RLDC/SLDC if the load/Generation loss is more than 1000 MW. He further informed that in November 2013 there was a grid disturbance of GD-1 category occurred in Western MP with load loss around 1200 MW. The FRC was

computed by SLDC and it is observed that no primary response has been given by any of the eligible generator in the state. It indicates that RGMO/FGMO is not properly implemented in the generators. He further stated that since last year there is almost zero load shedding, hence the anticipated demand for next year can be computed most effectively as the actual unrestricted demand of the Discom/state is available now. The deviation settlement mechanism has been implemented w.e.f 17.02.2014 and SLDC in co-ordination with MPPMCL has been able to maintain the deviation generally within specified volume limits by regulating Hydel generation/surrendering power in ISGS/SSGS but it is observed that Discoms do not take any action for keeping their deviation within limits. The violations of deviation limits by MP is very less as compared to other constituents of WR. He further stated that Central DISCOM has intimated that the entitlement given by SLDC is not as per their load forecasting. In this regard Chairman OCC informed that the anticipated load forecasting of DISCOMs cannot be treated as their entitlement. The entitlement of DISCOMs is computed based on the share allocated by GoMP and weighted average allocation of power to MPPMCL. Now MPPMCL has started reallocating the share from the power stations allocated to MPPMCL, to three DISCOMs as per their load forecasting on day ahead basis and SLDC may start issuing the entitlement to DISCOMs by considering day ahead allocation of MPPMCL power to DISCOMs, shortly as modification in ABT software is under progress.

Thereafter, Chairman, OCC requested Shri K.K.Parbhakar, Member Secretary (OCC) to take up the agenda items for discussion. ITEM NO. 1 : CONFIRMATION OF MINUTES : Member Secretary stated that minutes of 38th meeting of Operation & coordination committee of MP held on 25 February 2014 at State Load Despatch Centre were forwarded to the committee members vide No. 07-05/SG-9B-II/1234 dated 01.04.2014.

Chief Engineer (Planning and Design), MPPTCL, Jabalpur vide letter no 04-02/LM/OCC/1302 dtd. 25.04.2014 (copy enclosed at Annexure-I-A) submitted following comments:

Chief Engineer (Planning and Design), MPPTCL, Jabalpur vide letter above informed SLDC that in the details mentioned in the point no. 6.7(Implementation of Automatic Demand Management System) of minutes of 38th OCC meeting have certain discrepancy which have been corrected and given below :- “ 6.7 IMPLEMENTATION OF AUTOMATIC DEMAND MANAGEMENT SYSTEM:

In compliance of the directives of energy department issued vide Dy. Secretary (energy Department) Letter no. 164/2013/13 dtd. 08.01.2014 a meeting was organized by MPPTCL on 15.01.2014 in the conference hall of the Director (Tech), MPPTCL, Jabalpur to discuss the integration of demand management schemes of Discoms with Transmission SCADA System. The matter was discussed in detail and finally it was decided that the SLDC shall provide the logics for Automatic demand management scheme to MPPTC that to implement the ADMS System through the Transmission SCADA, the SLDC shall develop the requisite logics which shall be further implemented by M/s DFE. The representatives of M/s Dongfang Electronics Co. Ltd., China, the turn-key contractor for implementation of SCADA System in MP Transmission System present in the meeting were asked to confirm the possibilities of integration of ADMS System with the Transmission SCADA System. The representatives of M/s DFE informed that although this is not covered under the scope of the contract

awarded to them however they can express their views only after the receipt of Logics & the Methodology of Control of 33KV feeders expected from the SCADA System being implemented by them. The CE (SLDC) has confirmed that the detailed scheme shall be furnished within a week’s time to CE (Plg. & Design) office for handing over to M/s DFE.

Accordingly, SLDC prepared the logics for ADMS and forwarded to all DISCOMS and MPPMCL

for their comments. A special meeting was also held on 28.01.2014 at SLDC to discuss issue of Automatic Demand Management Scheme and other regulations. The logics for ADMS prepared by SLDC were discussed in detail and based on the discussions the logics for ADMS have been finalized and forwarded to all Discoms/MPPMC/MPPTCL for their comments if any. The logics so prepared have been submitted to CE(Planning and Design), MPPTCL on 29.01.2014 for taking up the matter with SCADA vendor, which has been sent to M/s DFE by CE (Plg. & Design) on 29.01.2014. The copy of logics prepared by SLDC and MoM dated 15.01.2014 are enclosed as Annexure 6.7 A & Annexure 6.7 B.

The matter was discussed in the meeting. MPPTCL representative informed that the proposal as received from SCADA Vendor has already been submitted to SLDC. Chairman, OCC requested MPPTCL to organize a meeting with SCADA Vendor to discuss the issue. MPPTCL informed that they shall communicate the date of meeting after confirmation from SCADA vendor.”

OCC Committee agreed on the above & accordingly the data/status given in 38th OCC minutes

has been replaced by the comments submitted by CE(Planning and Design), MPPTCL, Jabalpur

Minutes of 38th OCCM were confirmed with above modification ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS February 2014 TO

March 2014. 2.1 Frequency Particulars : Member Secretary informed the committee that during March 2014 the system frequency was below 49.9 Hz for 12.91% of time against 11.10% of time during February 2014 ( wef 17.02.14 to 28.02.14). The system frequency was within the IEGC range of 49.9-50.05 Hz for 47.83 % of the time during March 2014 against 40.14% of time during February 2014 ( wef 17.02.14 to 28.02.14). The average monthly frequency was 50.00 Hz during March 2014 whereas it was 50.06 Hz in the month of February 2014 The system frequency did not touched 48.2 Hz during the above period.

The detailed frequency particulars for the month of February 2014 and March 2014 are enclosed at Annexure-2.1. The brief details of frequency profile is given here under :

Hz to 49.90 Hz-50.05 Hz. He requested that during high frequency scenario and under drawal of MP as a whole, DISCOMS should allow full supply to irrigational feeders of rural groups, so that the penalty against under drawal at frequency above 50.10 Hz can be avoided.

Member Secretary OCC presented the 15 minutes average frequency graph and load pattern of

MP for the month of February and March 2014. Chairman OCC stated that the load pattern of MP is having two peaks. He further stated due to such type of demand pattern, it is very difficult to maintain the deviation within specified limits of CERC. Therefore for smooth operation, the demand pattern of the state should be flattened as much as possible.

2.3.1 Voltage Profile : Member Secretary informed the committee Date wise voltage profile at some of the important 400 KV and 220 KV substations during the months February 2014 and March 2014 is enclosed at Annexure -2.3.1.

During the months February 2014 and March 2014, the deviation of voltage from the accepted limit on either side was recorded at following important 400 KV/765 KV sub-stations in MP Grid:-

MPPTCL was requested to submit the complete plan for installation of capacitor bank during the

Year 2014.15 to SLDC.

The matter was discussed in the meeting and MPPTCL ensured to submit the same at the earliest. 2.4.1 Status of completion of on going Transmission Schemes being executed by MPPTCL : Member Secretary informed the committee that the various ongoing Transmission Schemes completed during the current financial year 2013-2014 (upto March 2014) and plan for completion of various ongoing Transmission Schemes for the Year 2014-2015 as submitted by MPPTCL is enclosed as annexure 2.4.1 (i) and 2.4.1(ii).

2.4.2 U/F and df/dt Relay Operation

(i) U/F and df/dt Relay Operation: Member Secretary informed the committee that frequency did not touch 49.20 Hz during February 2014 and March 2014. There was no df/dt operation during the same period.

(ii) Defective u/f, df/dt relays: MPPTCL has informed that there is no defective u/f and df/dt relays.

2.5 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to

33 KV feeders :

(i) Member Secretary informed the committee that the details of DISCOM wise Power supply given to various domestic categories during the period February 2014 and March 2014 is enclosed at Annexure 2.5(i).

(ii) Group Allocation to Newly Commissioned existing EHV substations :- Member Secretary informed the committee that as per information submitted by CE (Plng. & Design), the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.5 (ii). The DISCOM wise details of pending group allocation to 33 KV feeders is given below :

Discoms are requested to furnish the details as per list enclosed at annexure-2.5(ii) in the meeting. The matter was discussed in the meeting and Discoms informed that the allocation of group is under progress.

ITEM NO. 3 : OPERATIONAL PLANNNING 3.1 Generating Units under planned outage and proposed maintenance programme : Member Secretary informed the committee that there is no planned outages of MPPGCL thermal units during April 2014 and May 2014. The Annual Maintenance programme of Thermal and Hydel unit of MPPGCL and NHDC is enclosed at Annexure 3.1.

Chairman OCC stated that the capacity of 1040 MW, 1320 MW and 840 MW of Thermal units

shall remain under planned outage during the months of July, August & September 2014 respectively which is also not in line with the tentative maintenance programme of MPPGCL Thermal units submitted for preparation of LGBR of Western Region for the year 2014-15. The outage of such a large capacity of thermal units during the month of July & August is not desirable for safe & secure operation of the state grid. Further, barring one unit at Gandhisagar HPS, none of the hydel machines at other HPS have been taken for AOH as per schedule given by MPPGCL, which will result in unavailability of hydel units during monsoon season if scheduled AOH of hydel machine is delayed. He requested MPPGCL to submit the revised schedule of AOH of Thermal & Hydel machines to SLDC at the earliest.

Member Secretary informed that Indira Sagar has started AOH of their machines as per plan

submitted by NHDC whereas Omkareshwar has not taken any of their machines for AOH. He requested OSP representative to complete the AOH programme in such a way so that all the machines shall be available during rainy season.

ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING FEBRUARY 2014 AND MARCH 2014 : Member Secretary informed the committee that there was no major grid disturbance in MP during February 2014 and March 2014. However the Grid Disturbances and Grid Incidents in MP during the above period are given in Annexure 5.0.

ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES 6.1 Change of CT ratio of all feeders at Omkareshwar Hydel Power Station :

NHDC informed the committee that CEA is performing system study for change of CT ratio, commissioning of 6th bay and installation of bus reactor at Omkareshwar end. The information required by CEA has already been submitted to the office of CE(Planning and Design), MPPTCL, Jabalpur. The MPPTCL representative informed the committee that the desired information has been furnished to CEA, New Delhi. Action shall be taken as per decision of CEA in this regard. Member Secretary requested the MPPTCL to inform the committee as soon as reply is received from CEA.

6.2 Bus Bar Protection Scheme: - Member Secretary informed the committee that it has been noticed that bus bar protection scheme is not in place at some of the EHV substations / Generating Stations. The action taken by respective utilities for installation of bus bar protection scheme is to be submitted to SLDC.

In 38th OCC meeting SLDC requested entities to submit the details of Bus Bar Protection Scheme in the prescribed format. The information was not submitted by any of the entities and Member Secretary requested all the entities to submit the details of Sub-stations where Bus Bar Protection scheme exists and action plan for providing scheme at remaining sub-stations to SLDC for onward transmission to WRPC. SLDC vide letter no. 07-05/SG-9B-II/823 dtd 28.02.2014, 07-05/SG-9B-II/1127 dtd 24.03.2014 and 07-05/SG-9B-Ii/1253 dtd 02.04.2014 has requested all the entities to submit the details of Bus-Bar Scheme in the prescribed format for onward transmission to WRLDC/WRPC. Information from Indira Sagar, Omkareshwar and Tons Hydel Project has been received by SLDC.

MPPTCL informed the committee that the bus-bar protection schemes at 39 nos. 400 KV and 220 KV sub-stations are in service and for 23 nos. 400 KV and 220 KV sub stations order has been placed and will be commissioned in next 3-4 months. He further informed the committee that the information from MPPGCL and Jaypee Bina is also not received by SLDC even after repeated pursuance. MPPGCL ensured to submit the information in the format with a week to SLDC. Member Secretary requested JP Bina to submit the information duly filled in the prescribed format to SLDC.

6.3 RGMO status of generating units in WR :- Member Secretary informed the committee that in the 455th & 456th OCC meeting of WR, WRLDC pointed out that most of the eligible units are not participating in RGMO/FGMO. Further units that are participating in RGMO/FGMO give very less relief whereas some units give negative relief. Primary response from eligible generator is a prerequisite for frequency control and it is mandated in IEGC also. The MPPGCL has not given any progress in implementing the RGMO in its thermal / Hydel units.

The Southern Regional Load Despatch Centre, Bangalore has filed a petition no. 302/MP/2013 before the Hon’ble CERC in the matter of endangering the secured gird operation through inadequate / non-performance of RGMO / FGMO with manual intervention and non-compliance of regulation 5.2(f), (g), (h), (i) of CERC (IEGC) regulation 2010 read along with regulation 5(2) of CERC (IEGC) (first amendment) regulation 2012 by the generators in Southern Region. Petition was listed for hearing on 18.03.2014 and decision / Record of proceeding of CERC is awaited. Further as discussed in the 38th OCC meeting all the eligible generators were requested to revise the setting of RGMO as per CERC (IEGC Second amendment) regulation 2014 implemented wef 17.02.2014. Only JP Bina has confirmed compliance of the same.

Chairman OCC stated that since last three years the matter has been taken up with MPPGCL by SLDC to install the RGMO in their Thermal and Hydel units where RGMO has not been provided so far. MPPGCL has submitted information on 09/5/2014 indicating the details of units where installation of RGMO is in progress and units for which exemption will be sought from CERC. 6.4 Response of FGMO/RGMO installed at generating stations during the incident at 400 KV S/s Nagda on 18.11.2013 : Member Secretary informed the committee that the CERC in the petition No. 47/MP/2012 has issued directives that all generating stations shall comply with the regulations 5.2 (f) of the Grid Code and failing which appropriate proceedings shall be initiated against them for non-compliance with the provisions of the Grid Code and directions of the Commission. The CERC has approved the procedure for Assessment of Frequency Response Characteristic (FRC) of control system of Indian power system. The FRC will be computed for all events involving a sudden 1000 MW or more load/generation loss or a steep change in frequency by 0.50 Hz. The same (FRC) shall be worked out by NLDC, RLDCs and SLDCs to compute each interconnection/region/control area’s FRC. Accordingly, MP SLDC has computed the FRC of the incidence occurred at 400 kV Nagda sub-station at 07.32 Hrs on 18.11.2013 in which supply was interrupted at 40 nos. EHV sub-stations in Western MP. There was load loss of around 1195 MW and generation loss of 92.68 MW. The frequency increased from 49.993 Hz to 50.233 Hz i.e. 0.24 Hz increase in frequency was observed. The data for FRC calculations is taken from the real time telemetered data recorded by the SCADA systems installed at MP SLDC. In the study of FRC, it is observed that FGMO/RGMO schemes installed at various eligible generating stations have not given any primary response, the copy of the report of FRC is enclosed as Annexure 6.4. This indicates that the RGMO/FGMO had not given adequate response rather most of the units have shown reverse response which is violation of IEGC. It is therefore requested that the matter should be taken up seriously and ensure that the RGMO/FGMO shall always remain in service. The FRC has been submitted to WRLDC for onward submission to CERC. NHDC has informed the committee that the matter has been taken up with M/s BHEL for carrying out the study for non-operation of RGMO in their units. Member Secretary requested MPPGCL to revise the frequency setting as per IEGC amendment and also to investigate the reason for the generators not given response under RGMO. He further informed that JP Bina has confirmed that they have revised the setting as per IEGC. 6.5 IMPLEMENTATION OF AUTOMATIC DEMAND MANAGEMENT SYSTEM : Member Secretary informed the committee that Hon’ble CERC in the Suo Motu Petition No. 208/SM/2011 in the matter of implementation of Automatic Demand Management Schemes have issued an order on 18.12.2013 and point No. 37 of this order is reproduced as under;

Quote 37. We had directed in our order dated 1.12.2011 to all SLDCs to file the current status of the Automatic Load Management Scheme, reasons for not implementing the scheme and status of contingency procedures. None of the respondents, except DTL, has complied with our directions. We are of the view that these respondents have not only failed to comply with our directions but have also failed to discharge their responsibility under the Act and the Grid Code. We direct the staff of the Commission to process the case for initiation of action under Section 142 of the Act against the officers in-charge of STUs/SLDCs of the respondents States issuing show cause notice as to why penalty should not be imposed on them for noncompliance with our directions and the provisions of the Act and the Grid Code. Unquote

In compliance to the directives of Energy Department issued vide Dy. Secretary (Energy Department) letter no. 164/2013/13 dtd. 08.01.2014, a meeting was organized by MPPTCL on 15.01.2014 to explore possibility of integration of Automatic Demand Management Schemes with Transmission SCADA System. The matter was discussed in detail with utilities and SCADA vendor and finally it was decided that the SLDC shall provide the logics for Automatic Demand Management Scheme to MPPTCL. Accordingly SLDC prepared the logics for ADMS and forwarded to all DISCOMS and MPPMCL for their comments. A special meeting was also held on 28.01.2014 at SLDC to discuss issue of Automatic Demand Management Scheme. The logics for ADMS prepared by SLDC was discussed in detail and based on the discussions, SLDC has framed logics for implementation of ADMS. The logics so prepared have been submitted to CE(Planning and Design), MPPTCL for taking up the matter with SCADA vendor. Further two meetings have been organized between SCADA vendor and SLDC and based on the discussion the SCDA vendor is to submit the Techno-commercial proposal to Chief Engineer (Plng &Desg).

Chairman, OCC informed the committee that in case implementation of ADMS is not possible

with Transco SCADA, the DISCOMs shall have to implement the same at their own as per CERC

directives and IEGC regulation. He further stated that the funding for ADMS shall be arranged by the Discoms.

Chairman OCC stated the as already explained earlier in the introductory speech, CERC may

penalize SLDC for non implementation of ADMS in the state. He further stated that now ADMS has to be implemented in the state.

6.6 SENDING DISTURBANCE RECORDER(DR)/SEQUENTIAL EVENT LOGGER (SERS) OUTPUT TO WRLDC: Member Secretary informed the committee with Reference to section 5.9.6(c) of the IEGC and section 9.5.3 the Operating Procedure of WR-2013, the DR/SER details for all grid incidents/disturbances need to be sent by the concerned agency to RLDC, within 24 hrs of the incident. It is observed that in most of the grid incidents/disturbances DR’s and SERs outputs are not being submitted to SLDC even with the detailed tripping report of occurrence. All the entities are requested to furnish the DRs and SERs outputs within 24 hrs of the incident to SLDC along with the detailed tripping report in the prescribed format so that the compiled information could be furnished to RLDC in time. MPPTCL informed the committee that generally the detailed reports are submitted to SLDC in time. Further the order for supply of 8 Nos. Event Loggers have been placed for 400 KV substations and are in process of supply. At all the 220 KV and 132 KV substations connected with interstate grid, Power Houses and Powergrid, the numeric DPR and Differential relays are provided which are having facility of Event and disturbance logging. 6.7 FREQUENT TRIPPING OF 220 KV BADOD-KOTA AND BADOD-MODAK FEEDER : Member Secretary informed the committee that WRLDC has made several communication in regard to frequent tripping of 220 KV Badod-Kota and Badod-Modak line on single phase to earth fault inn recent past and requested to take all possible measures to ensure healthiness of these important inter-regional lines. WRLDC also suggested to have auto reclosure enable to these lines. The matter has been taken up with the CE (T&C) by SLDC.

Since the location of faults indicated by the DPR relays is mostly within the geographical area of Rajasthan, the Rajasthan Rajay Vidyut Pareshan Nigam. Ltd. (RRVPNL) was requested through WRLDC/NLDC to carryout complete patrolling of portion of lines falling within the geographical area of Rajasthan and also thorough checking of line protections at Modak and Kota end. The NRLDC has requested to RRVPNL & SLDC Rajasthan to ensure healthiness of these inter-regional lines.

MPPTCL is also requested to carry out through patrolling of lines falling under the jurisdiction of

MPPTCL and checking & setting right protection equipment at Badod end. MPPTCL informed the committee that MPPTCL has carried out thorough patrolling of lines and MP

portion is OK. Also numeric protection schemes provided at 200 KV substation Badod for both the lines have facility of logging, fault distance and fault current. In respect of providing Auto Reclosing facility, SE (T&C) Ujjain has taken up the matter with RRVPNL authorities and suitable action will be taken accordingly.

6.8 Line outages planned vs. implemented : Member Secretary informed the committee that the matter of non-availing approved outages has been raised in several OCCMs of WRPC. It was reported by the WRLDC that constituents of WR do not avail most of the outages of transmission elements approved in OCCM. This is viewed seriously by the WRLDC and WRPC. The report of approved outages versus actually availed outages during the month is to be submitted to the WRPC for onward submission to the Central Electricity Authority. If any approved outage of transmission element is not availed on the scheduled date, reason for not availing the shutdown is also to be intimated to WRLDC/WRPC. The reason for not availing the planned outage is not being intimated by any entities of the state. All the entities are requested to intimate the reason for not availing the planned outage, so that the same shall be communicated to WRLDC.

Member Secretary informed the committee that all the entities should convey their consent 3 days before availing the OCCM approved outage. If the OCCM approved outage is not to be availed, the reason for same may also be intimated to SLDC in advance.

6.9 IMPLEMENTATION OF RECOMMENDATIONS OF THE PROTECTION AUDIT :- Member Secretary informed the committee that as per recommendation of Grid Disturbance (30th & 31st July, 2012) Enquiry Committee, Protection Audit through a third party was to be carried out in time bound manner within a year i.e. by the end of 2013. This exercise is to be repeated periodically and the same is to be monitored by the SLDC, WRPC and CEA. WRPC vide letter no. 2744 dtd. 26.03.14 endorsed to the CE(T&C), MPPTCL and ED(Engg.), MPPGCL also, has intimated that Hon’ble CERC in order dated 21.02.2014 in petition No. 220/MP/2012 (available on CERC & MP SLDC website) has mentioned that “since the protection system is a vital requirement for the safe and secure operation of the grid, we have decided that in order to implement the recommendations of the Protection Audit, a compliance mechanism with definite time line needs to be put in place”. Thus each State Grid entity have to carry out the Third Party Protection Audit and submit action plan against each deficiency within one month from the date of issue of above order clearly stating the deficiency which can be corrected without any procurement (Category-A) and deficiencies involving procurement of equipment (Category-B). Deficiency in the Category-A shall be rectified within two months of issue of CERC order dated 21.02.2014 and deficiency of Category-B shall be rectified within six months of issue of this order. Compliance report in this regard shall be submitted to the WRPC. The CERC has made SLDC responsible to monitor the action taken by State entities and directed that if any deficiency in the STU system in regard to Category-A deficiencies is not corrected after three months of issue of this order, the concerned SLDC may approach the State Commission for appropriate action against defaulting State entity. The officer Incharge of SLDC has been made responsible for monitoring and ensuring compliance of action and filing of the petition. As per directives of CERC, WRPC at the end of each quarter shall prepare a report on the protection deficiencies and their rectification which shall be sent to the Commission not later than 45 days of expiry of the quarter. The SLDC shall collect the information from the State Grid entities and submit quarterly report to WRPC latest by 15th day of the first month of the next quarter. All the state entities i.e. MPPTCL, MPPGCL, NHDC, and IPPs should submit the status report in the prescribed format on the due date. SLDC may file the petition before MPERC if discrepancies of category “A” observed in Protection Audit are not rectified within 3 month times. Chairman OCC intimated that compliance report of Protection Audit conducted by the teams constituted by SLDC in the years 2012-13 and 2013-14 has been received from all the entities. He further informed that the report submitted by MPPGCL and NHDC were not complete in all respect. However SLDC has submitted the protection audit report to WRPC/CEA with its comments.

6.10 COLLECTION OF DATA REGARDING POWER SUPPLY IN RGGVY VILLAGES ON MONTHLY BASIS : Member Secretary informed the committee that CE (GM), CEA vide letter no. 1/A1/MRP/GM-14 dtd. 31.02.2014 intimated that, it has been decided by MoP to monitor the supply of power for minimum 6-8 hours to the villages electrified under RGGVY Scheme. It is requested that the

Member secretary requested all the DISCOMs to furnish the information regularly to WRPC/ CEA under intimation to SLDC. 6.11 Real time monitoring of feeders that are covered under AUFLS : Member Secretary informed the committee that telemetry of feeders / substations covered under the AUFLS is required for real time assessment of the anticipated relief available from the AUFLS at any given point of time. CERC has also directed all the constituents for mapping of these feeders in the SCADA of SLDC/RLDC. The real time of monitoring of feeders covered under AUFLS can only be done through Transco SCADA as it covers all the 132 kV sub-stations from which AUFLS feeders are emanating. In response MPPTCL representative informed that in present scope of contract, integration of U/F and df/dt relays into the Transco SCADA system is not included and for integration of the same, additional Hardware (CMRS, DI point) shall be required. Further, development of logics in the SCADA system is also required for which support of SCADA vendor is necessary. It was decided that the matter shall be discussed with the Transco SCADA vendor at the time of meeting held for ADMS at SLDC.

ITEM NO. 7 : BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : 7.1 TRIAL RUN OF DG SETS : Member Secretary informed the committee that as per IEGC regulation 5.8(b), Diesel Generator Sets shall be tested on weekly basis and test reports shall be furnished to SLDC for onward transmission to WRPC on quarterly basis. In 455th and 456th OCC meeting of WRPC, WRPC intimated that the test reports of trial run of Diesel Generator sets are not being submitted by the state utility on regular basis and since Feb 2012 MPPGCL has stopped sending the reports. All the intra state generating stations are requested to furnish the trial run report of DG set positively to SLDC. 7.2 Black Start mock drill of Indira Sagar, Bargi, Pench and Gandhisagar : Member Secretary informed the committee that as mandated by sec 5.8(b) of IEGC the Black Start Mock Drill of Hydel Power Station need to be conducted once in every six months. The Suptdg. Engineer (O&MJ), Gandhisagar has proposed date for black start mock drill on 21.05.2014. NHDC has also submitted the proposal for conducting black start mock drill on 30.05.2014. MPPGCL and NHDC are requested to make all necessary arrangement for carrying out mock drill on the scheduled dates.

The MPPGCL has also proposed that black start mock drill of Pench HPS may be conducted on 09.06,.2014. The availability of DG sets at Bargi HPS may also be intimated so that the black start mock drill of Bargi could be planned.

7.3 Black Start mock drill of Tons, Madikeda, Rajghat and Birsingpur HPS: Member Secretary informed the committee that Chief Engineer (O&M) Hydel, MPPGCL has informed vide letter no. 1086 dtd. 14.11.2013 that the governor operation at Tons, Madikeda, Rajghat and Birsingpur HPS is on manual mode due to some technical requirement for spares for putting the Governor into Auto mode. He further informed that after availing services from OEM Engineer (BHEL) / Ex- BHEL Engineer the mock drill exercise of above hydel power stations may be carried out. MPPGCL should rectify the long persisting problem at the stations by June 2014, som that these hydel stations cold be available for black start. As considerable time has been spent without any action no further time extension would be allowed. ITEM NO 8: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION: 8.1 Quarterly Review of Crisis Management Plan: Member Secretary informed the committee that the NHDC & SLDC is submitting the quarterly crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. However despite continuous persuasion by SLDC state utilities i.e MPPTCL, MPPGCL and IPPs are not submitting the same to CEA All the other entities are requested to submit the CMP report in prescribed format for the fourth quarter for the year 2013-14 (Jan to March 2014) to CEA under intimation to this office. [ACTION: MPPTCL,MPPGCL, NHDC& IPPs]

8.2 Status of Physical & Cyber Security in Power Sector regarding : Member Secretary informed the committee that the status of physical & cyber security in Power Sector for the fourth quarter for the year 2013-14 ( Jan to March 2014)) have not been received from any of the state utilities. All the entities should furnish the Status of physical & cyber security in Power Sector for fourth quarter for the year 2013-14 (Jan to March 2014) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

ITEM NO. 9: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 9.1 Replacement of faulty ABT meters, installation of new ABT meters and providing replaced meters details : Member Secretary informed the committee that the substation wise list of 1 Nos. faulty

ABT meter, requirement of 5 Nos. ABT compliant meters to be installed in place of Non ABT meters and replaced ABT meters details of 4 Nos meters are required where Elster make ABT meters has been replaced with Secure make ABT meters is enclosed herewith as Annexure – 9.1.

MPPTCL informed the committee that all the faulty / defective ABT meters have been replaced. Further all Elster make meters have been replaced with SEMS ABT meters. Also meter master data of all the ABT meters have been provided to SLDC one month back. Member Secretary intimated that the SLDC has not received the details of meter master data of these replaced meters. He further informed that T&C has also not submitted the status of 5 Nos. ABT complaint meters to be installed in place of Non ABT meters. Chairman OCC requested representative of T&C, MPPTCL to look into the matter with EE(ABT), SLDC and resolved all the issues. 9.2 Replacement of faulty ABT meters and providing new ABT meter at Power stations : Member Secretary informed the committee that the ABT meter is not installed at 0.4kV Mangthar feeder, SGTPS. MPPGCL representative informed in the 38th meeting that they have taken up the matter with East Discom for installation of ABT meter at 0.4KV Mangthar feeder, SGTPS. The present status may be apprised to the Committee. The Matter was discussed with MPPGCL and Representative of East DISCOMS. Representative of East DISCOM informed the committee that they are in process of installation of ABT Meters at 0.4KV Mangthar feeder. 9.3 Providing AMR facility for the ABT meters installed at MPPGCL / NHDC : Member Secretary informed the committee that in compliance to state commission directives for computation of weekly transmission losses and Deviation charges, SLDC has requested the MPPGCL / NHDC for providing the AMR facility by installation of modem and SIM at the interface point and arrangement of Application Protocol Interface (API) (where ever M/s Secure make meters are not installed ) for data communication with AMR System of M/s Secure Meters Ltd. installed at SLDC.

MPPGCL and NHDC informed the committee that they are in process of providing AMR facility to SLDC. ITEM NO 10: SCADA/EMS RELATED ISSUES: 10.1 PROVIDING TELEMETRY OF REACTORS AT 400KV S/s & POWER STATIONS :- The matter of arranging telemetry of bus reactors, line reactors & tertiary reactors at 400KV S/s and Power Stations has been discussed in detail and SLDC informed that the matter of non-availability of telemetry of bus reactors at MPPTLC/MPPGCL Sub Stations was taken up by WRPC in 456 OCCM meeting held at GETCO Vadodara on 13-02-2014 and also in 457th OCCM held at Mumbai on 11.03.2014 and hence required to be arranged on top priority. In response, T&C representative informed that the procurement of material required is under progress and telemetry shall be arranged shortly. 10.2 COMMISSIONING OF RTU AT 220KV CHICHLI S/S:- SLDC informed that the telemetry of all 220KV Sub Station except 220KV Chichli S/s is available and in the earlier meetings it was decided that the commissioning of RTU at Chichli 220KV S/s shall be arranged by shifting of RTU from 132KV Bahadurpur S/s . In response, T&C representative informed that the RTU from 132KV Bahadurpur S/s to Chichli S/s has already been shifted and finalization of contract for installation and commissioning of RTU at Chichli S/s

is under progress. T&C representative further informed that the commissioning of RTU at Chichli shall be completed within next two months. 10.3 STATUS OF PROCUREMENT OF NEW RTUs Representative from Addl. CE(Procurement), MPPTCL office informed that the tender for procurement of 37 No. RTU shall be issued within a week time. Similarly, MPPGCL representative informed that the tender for procurement of two RTU shall be issued after withdrawal of “model code of conduct” enforced due to parliamentary elections. 10.4 ARRANGEMENT OF INFRASTRUCTURE FOR REPORTING OF RTUS TO DUAL CONTROL CENTERS, AS PER REQUIREMENT OF MAIN SLDC AT JABALPUR AND BACKUP SLDC AT BHOPAL. MPPTCL representative informed that procurement of material (PLCC modems, outdoor equipments and PLCC panels) is under process and tender has been issued. Similarly MPPGCL informed that the tender for procurement of material shall be issued shortly. SLDC requested to expedite the procurement and arrange the required material so that communication channels and modification in RTU configuration required for dual control centre reporting may be achieved as per the commissioning schedule of backup SLDC i.e. by June 2014. 10.5 ARRANGEMENT OF NECESSARY SPACE, POWER SUPPLY FOR INSTALLATION OF WIDE

BAND EQUIPMENTS:- It was clarified by SLDC that the Master Telecom project of WR is being looked after by Addl. CE (Procurement) and desired details regarding space and other requirement has already been received from PGCIL. Hence necessary arrangement of space in all wideband nodes is to be made in advance. T&C representative informed that the space is already available at most of the locations except 2-3 locations where finalization of civil contract is under process. It was further informed by SLDC that requirement of DC power supply at wideband locations (both under master telecom plan as well as URTDSM project) may be reviewed by T&C, MPPTCL and if additional DC power supply is required at these locations, then same would be intimated to PGCIL for incorporation under the project. MPPTCL representative agreed for the same. The MPPGCL may also work out the similar requirement for all Thermal Power Stations, Tons HPS and Pench HPS which are included in Master Telecom Plan and URTDSM Project. The requirement if any shall be received by SLDC by 15.06.2014. 10.6 MAINTENANCE OF RTU’S AND AVAILABILITY OF SPARES:- It was informed by T&C, MPPTCL and ED(O&M:GEN) MPPGCL representative that the order for spares of D20 RTU has already been placed by them. Further, regarding transducers, it was informed by T&C representative that one T&C circle has placed the order for procurement of transducers and other circles are advised to issue extension order. 10.7 THE ARRANGEMENT OF DATA CHANNEL FOR REMOTE VDU INSTALLED AT GCC, DCC It was informed by SLDC that reliable 2 MBPS leased line from SLDC to various locations where Remote VDUS are installed is required to be arranged on priority basis. All concerned agreed to arrange the same, by June 2014, so that remote VDUs from new SCADA/EMS system shall be commissioned. SLDC further clarified that for functioning of present Remote VDUs, leased line with V35 interface are required. However, for Remote VDUs under new SCADA/EMS system, leased line with G 703 /LAN interface shall be required. Accordingly all concerned are advised to arrange leased line with LAN interface.

SLDC also informed that they are exploring the possibility of arranging OPGW/ADSS link from 220KV S/s Jabalpur to Shakti Bahwan under master telecom plan. The final decision in the matter shall be taken within one month. If the proposal of wideband link under master telecom plan do not materialize, then all utilities shall be required to arrange the 2 MBPS link by September 2014. 10.8 DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS & UPGRADATION OF EXISTING RTU’s : The matter was discussed in detail and SLDC explained that the rectifications of telemetry discrepancies are pending due to shortage of material (transducers, MFM, relays). MPPTCL assured that the material at division level shall be arranged shortly.

It was also assured by MPPTCL that action for upgradation of RTU at 220KV Sarni S/s & 220KV Pandurna which is required because of interdiscom feeders shall be initiated shortly. It was informed by MPPTCL that modification in RTU configuration at 220KV Sarni S/s is required for this work. SLDC clarified that same shall be arranged by Sub-LDC Bhopal on priority. Further, T&C representative informed that the Telemetry problems at 220KV Satna S/s shall be attended within a week time. It was informed by SLDC that telemetry discripiency and upgradation for RTU work is still pending at Hydel Power Stations. MPPGCL assured to complete the telemetry discripiency and completion of extention of process connections of SOE at HYDEL power stations at the earliest. 10.9 PROVIDING ALTERNATE DATA CHANNELS & EXPRESS VOICE CHANNELS FOR RTU

STATIONS:- The matter was discussed in detail. it was informed by OHP station representative that they are exploring the possibility of port multiplexer at OHP end to enable alternate data channel. SLDC requested to expedite the same as OHP telemetry is of vital importance for grid management. It was agreed by MPPTCL & MPPGCL that the action for providing alternate data channel and voice channels shall be taken on priority basis. 10.10 LONG OUTAGE OF RTUS:- The matter was discussed and MPPTCL and MPPGCL assured to take necessary action for restoration of telemetry on priority basis and also take preventive action to avoid long outages. Further, unreliable functioning of telemetry of Omkareshwar and Indira Sagar Hydel Power Stations was discussed in detail and it was categorically informed by SLDC that lot of problem in grid management is being faced by SLDC due to unreliable functioning of telemetry of Indira Sagar and Omkareshwar HPS. Representative from Omkareshwar and Indira Sagar assured to take corrective action. SLDC informed that regarding telemetry of Indirasagar HPS, feeder/generator having load is received correctly while telemetry of feeder/generator which was not on load is received as non current. SLDC informed that the problem is persisting since long time and requested ISP to arrange rectification on top most priority. ISP officials informed that the finalization of contract with M/s HAIL is under progress and problem shall be attended soon. The MPPTCL informed that at 220KV S/s, Betul and 220KV S/s, Sarni, heavy noise in communication channel has been observed due to railway traction equipments and to resolve the problem route has been changed, for which outdoor equipments are required to be installed at 220KV Yard at Itarsi. These equipments have been received and will be installed within a week time and the functioning of RTU shall be normalized. It was informed by SLDC that long outage of RTUs is being reported in MIS report being send to MPERC. Further during performance audit also long outage of RTUs has attracted attention of audit teams hence necessary action for quick restoration of telemetry is required to be taken by all utilities.

10.11 OUTAGE OF ALTERNATE CHANNEL OF JP BINA POWER STATION

SLDC informed that the alternate data channel provided for telemetry of JP Bina (through GPRS) is not functioning since long time. The channel for the same is required to be restored. M/s JP Bina representative informed that the same shall be normalized shortly. System Disturbance / System Incidence :

1. System Disturbance on 12.03.14 at 220KV S/s Pandhurna: On dated 12.03.2014 at around 15:15 Hrs MP System was normal and frequency of National Grid was 50.01 Hz. At 15:17 Hrs, 220 KV Sarni – Pandhurna Ckt. tripped at 220 KV S/s Pandhurna end, simultaneously LBB protection operated due to wiring problem in breaker from manufacturing side resulting remaining 220 KV Pandhurna – Kalmeshwar Ckt. and 220 KV Pandhurna – Chhindwara Ckt. tripped. Consequently total supply failed at following S/s’s 220 KV S/s Pandhurna, 132 KV S/s Multai and 132 KV Rly. Traction – I & II at 220 KV S/s Pandhurna were also interrupted.There was a consumer load loss of about 34 MWH due to above tripping. There was no generation loss and System was normalized in due course of time.

2. System Disturbance on 13.03.14 at 220KV S/s South Zone, Indore: On dated 13.03.2014 at around

09:15 Hrs. MP System was normal and frequency of National Grid was 49.96 Hz. At around 09:20 Hrs. ‘R’- Phase PT of 132 KV Bus – I at 220 KV S/s SZ Indore burst due to which 220/132 KV, 160 MVA X’mer – III & IV, 132/33 KV, 3X40 MVA X’mer – I, 132 KV Incomming – II (i.e., 132 KV side breaker of 220/132 KV, 3X40 MVA X’mer – II) at 220 KV S/s SZ Indore, 220 KV SZ Indore – Indore Ckt. – II, 132 KV SZ Indore – Satya Sai Ckt, 132 KV SZ Indore – Chambal Ckt tripped and remaining 132 KV feeders were hand tripped as bus fault occurred at 220 KV S/s SZ Indore. Due to the above tripping 132 KV supply of 220 KV S/s SZ Indore failed and interruption occurred 132 KV S/s Ghata Billod, 132 KV S/s WZ Indore, 132 KV CAT, 132 KV S/s RAU, 132 KV S/s Simrol, 132 KV S/s Manglia, 132 KV S/s Satya Sai and 132 KV S/s Chambal. There was a consumer load loss of about 42.93 MWH due to above tripping. There was no generation loss and System was normalized in due course of time.

3. System Disturbance on 15.03.14 at 400KV S/s Bina: On dated 15.03.2014 at around 13:18 Hrs. MP System was normal and frequency of National Grid was 50.12 Hz. At 13:20 Hrs. LBB of 220 KV Bina – Shivpuri Ckt operated as its main breaker tripping coil got burnt and hence breaker got stuck, consequently Bus Bar Protection of 220 KV Main Bus – I operated at 400 KV S/s Bina resulting feeders/transformers connected to 220 KV Main Bus – I tripped i.e., 400/220 KV, 315 MVA X-mer – I&III at 400 KV S/s Bina, 220 KV Bina – Sagar Ckt – I, 220 KV Bina – Bina Interconnector – I, 220 KV Bina – Guna Ckt – I, 220 KV Bina – Gwalior Ckt. – I, 220 KV Bina – Shivpuri Ckt tripped. Due to the above tripping there was no interruption in any area hence there was no consumer load loss. There was no generation loss and System was normalized in due course of time.

4. System Disturbance on 31.03.14 at 400KV S/s Nagda: On dated 31.03.2014 at around 05:05 Hrs. MP System was normal and frequency of National Grid was 50.12 Hz. At 05:10 Hrs., CVT and Wave Trap of 220 KV Nagda – Ujjain Ckt - I burst at 400 KV S/s Nagda, resulting Bus Bar protection for 220 KV Main Bus – I operated consequently all feeders and X’mer connected to 220 KV Main Bus – I i.e., 220 KV Nagda – Ujjain Ckt. – I & II, 220 KV Nagda – Ratlam Ckt. – I, 220 KV Nagda – Nagda Interconnector – I, 220 KV Nagda – Daloda Ckt, 220 KV Nagda – Neemuch Ckt, 400/220 KV, 315 MVA ICT – I & III at 400 KV S/s Nagda, 200 KV Bus Tie tripped at 400 KV S/s Nagda. Due to the above tripping there was no interruption in any area hence there was no consumer load loss. There was no generation loss and System was normalized in due course of time. Annexure- 6.7A

LOGIC TO BE IMPLEMENTED IN TRANSCO SCADA FOR ADMS Requirement in SCADA Terminal at DISCOM Control Centre :

The DCC terminal of Transco SCADA shall have a overviews for ADMS and other features which shall include (for particular DISCOM) :

(i) The list of groups which qualify to be operated under ADMS on the day of the week with real time total load of the group. (ii) The LIST of ADMS Groups on the week day with current status of the Group i.e. “OPERATED” or “NORMAL”. There should be provision for Enabling/Disabling the group for ADMS. It shall also be possible to Trip/Close particular selected Group from this window by issuing command. The user operations shall be permitted through password. (iii) When selected the group, a separate window shall open listing the 33 KV feeders in the group with status (“Operated”/”Normal”). From here the provision shall be

available to Enable/Disable each feeder for ADMS operation. It shall also be possible to Trip/Close particular selected feeder from this Window by issuing command. The user operations shall be permitted through password.

(iv) There shall be an Alarm Window which will list the activities by the user and also the list of Group/feeders operated under ADMS (if a Group/feeder normalized then the alarm should disappear). It shall also have listing of failed operations (i.e. if a

group/feeder failed to Trip/Close through ADMS). Each activity Alarm (User actions, Group/Feeder Operation, Failed Operations) shall be displayed in different colour.

(v) It shall be possible to open at least 4 windows simultaneously and by size zoom it shall be possible to view four active windows at a time.

(vi) The addition/deletion of feeder/Group shall not be permissible through DCC terminal. This activity shall be permitted to the System Administrator of Transco SCADA.

Following data shall be transferred from SLCD SCADA to Transco SCADA system on ICCP for ADMS purpose.

(i) MP Schedule, MP Drawal and MP Deviation (+ OD, - UD) and Local Frequency. (ii) EZ, WZ, CZ DISCOM Schedule , Drawal and Deviation (+ OD, - UD)

LOGICS FOR ADMS

(1) The Group covered on the day under UFR shall be excluded from ADMS. (2) If Freq <50.00 Hz and MP OD is > 12% of schedule or 150 MW whichever is less

continuously for 15 minute duration, then calculate the quantum to be shed through ADMS.

(3) Calculate the Overdrawing DISCOM’s Load to shed on the basis of its prorata

quantum in MP O/D. (example : suppose OD is MP is 300 MW and 12% of schedule is 100 MW then load to be shed will be 300 MW, D1 O/D by 200 MW, D2 by 150 MW and D3 U/D by 50 MW, then D1 shall shed =200*300/350= 171 MW. load and D2 shall shed by (150*300/350)= 129 MW, by operating 1 or more groups in the overdrawing DISCOM as per requirement (equal to the prorata overdrawal quantum). This would either lead to Zero or slightly underdrawal position.

(4) If the total quantum of Groups to be shed in a overdrawing DISCOM exceeds its total

prorata quantum, then in last groups less feeders shall operate to match to ZERO O/D. (5) The groups in particular DISCOM shall operate under ADMS in rotation. This means

that if there are total 30 groups, then group 1 will again operate next time after group 30.

(6) The under drawing entities shall not operate. (7) The group if continuously under ADMS outage should be automatically normalized

after 1 hour of operation and simultaneously next group shall operate to compensate for OD.

(8) On clearing of the OD condition and U/D reached upto 100 MW for continuously 15

minute or more than 150 MW instantly, then normalisation shall start with “FirstOperated” “first normalized” basis.

(9) Iterations (1) to (8) shall be continuous process. This would ensure that the ADMS

operates only when the MP overdrawal crosses 12% 0r 150 MW (whichever is less) barrier continuously for 15 minute duration.

(10) If the Group/feeder does not operate, then Alarm message shall appear in the DCC

Terminal of TRANSO SCADA, giving the details of the Feeders not operated in that particular group or the non-operation of complete group. In such case DCC may issue instruction to s/s through Control Centre (sub LDC or Transco SCADA centre) to trip particular 33 KV feeders or can manually issue trip command from SCADA.

(11) In case of underdrawal more than 150 MW below 50.05 Hz or any Under drawal above 50.05 Hz, the DISCOMs should immediately check if any ADMS group is under operated condition and restore the same. Also ensure addition of more loads by normalizing irrigation feeders and rescheduling of power.
