    3916-516: T raffIc citation quoas(a) A political subdivision or any agency of this state m ay not esablish oraintain form ally or informally a plan to evaluate promote, compensate, oriscipline a law enforcement officer solely by the issuance of a predeterminedr specified number of any type or combination of types of traffic citations(b) A politiczal subdivision or any agency of .this state may not reqiire oruggest to a law enforcement officer that the law enforcement officer is .equired or expected to issue a predetermined or specified number of any typer combination of types of traffic citations within a specified period.(c) Nothing in this section shall prohibit a municipal corporation, a politicalubdivision or any agency of this state, from establishing performance stan-.ards for law enforcement officers that include issuance of traffic citaticins, buto not require issuance of a predeterminedor specified number or any type orombination of types of citations as the sole means of meeting such performnce standards.(d) As used in this section:(1) Conviction means the rendition of an order by a court imposing aunishment of incarceration or a fine; and(2) Traffic offense means an offense under title 55.2010 Pub.Acts, c. 1000, 1, eff.     1. Members of the Memphis Police Association are appalled at the comments madeby city councilmen Lowery and Collins in regards to a work slow down that theyperceive is being orchestrated by th is membership. To suggest that we arechildish or irresponsible is fa r from the truth. The leadership of this organizationwill not get involved in operational matters of the Memphis Police Department assuggested by councilman Lowery. Ourjobs consist ofmore than ticket writing, itis only a small part of our daily tas ks. The councilmen should know state lawprior to making uninformed statements. Our officers work very hard to protectthis city. In recent months, they have given and taken live s to protect citizens ofthis community. There are other reasons that the ticket count is down. GHSOfund s were limited, Blue Crush ticket writing details were limited, July was thehottest month and one of our officers succumbed to the heat. Morale is down ;however, the citizens safety is always ou r top priority.2. State Outlaws Traffic Ticket Quotas: Anti-Quota Law

    - The days of traffic cops needing to meet quotas for ticketing motorists are overin Tennessee, thanks to legislation that effectively banned the shady practice onJuly 1, 2010.Signed in to law on June 2, 2010 by Governor Phil Bredesen (R) andoriginally sponsored by State Senator Tim Burchett (R-Knoxville), the legislationdeclares that state and local law enforcement agencies may not establish ormaintain, formally or informally, a plan to evaluate, promote, compensate, ordiscipline a law enforcement officer solely by the issuance of a predetermined orspecified number of any type or combination of types of traffic citations. The an ti-quota law als o prohibits a political subdivision or any agency of this state fromrequiring or suggesting to a law enforcement officer that the officer is required orexpected to issue a predetermined or specified number of traffic citations within aspecified period.
