Greengairs Community Council Minute of Meeting held on 28 November 2000 In Creengairs Community Centre at 7.00pm

Minutes of meeting held on 26 September 2000

After being read by h4rs McEwen these were adopted, Proposed by John Wilson, Seconded by J Johnstone.

Minutes of meeting held on 24 October 2000

As these minutes were of some length and had already been circulated, it was agreed that these should not be read. Mr J Davies asked if it was correct procedure for these minutes to be adopted at this meeting as the meeting held on 24 October 2000 had been advertised as a Joint Meeting with the Environmental Forum. J Wilson advised that the Community Council were obliged by statute to take minutes of every meeting held by them whether it was a joint meeting or not. Mr Davies wns concerned that there were inaccuracies contained within the minutes but could not present these to the meeting when requested. He was also concerned that these minutes had been passed to Mr P Kelly of NLDC before being adopted. Cllr Cox advised that she had requested a copy of the draft minutes from Mrs Laird as soon as they became available us there were various issues raised at the meeting which required her attention. These were passed to Cllr Cox attcr Mrs Laird had spoken to Mrs Donovan. Cllr Cox disputed the statement contained in a letter from Mr I I x w i s that she agreed there were inaccuracies

After a lengthy discussion the Community Council agreed that, as far as tltey were concerncd, the minutes provided a true and accurate record of the meeting and as such they were adopled by the Council. Proposed by J Wilson and seconded by J Johnstone.

Any points raised from the above Minutes

M Donovan advised that letters had been sent to Mrs H Liddell, Mrs K Whitelield, Mr S Gitlbrdith and SEPA inviting them to attend a meeting with the Community. Mrs Whitefield had replied and advised that she did not believe that Mr Galbraith would attend as his diary is extremely busy but perhaps the Community Council could arrange a meeting with him at a suitable time. As yet, there had been no other replies to these letters.

Traffic calming

Cllr Cox advised that the criteria had been changed by NLDC regarding traffic calming. Despite assurances in the past that Greengairs and Wattston qualified, it would now require five fatalities in order for the villages to qualify. It WBS suggested that a petition be raised Lmong the villages and that the Council should write in the strongest terms to the Council regarding this decision. Mrs McEwen asked if it was not possible to use alternative h d i n g means to install traffic calming in the villages. It was suggested by Cllr Cox that once the Steering Group had obtained Charitable Status they may be able to progress this as one of the projects undertaken by them.

Heating Cllr Cox advised that the proposal by NLDC to upgrade the storage heating in the village had been cancelled but she advised that 20 homes would be chosen by NLDC as a pilot for LPO heatiiiy. There was concern that LPG may not prove to be cost effective for many, particularly the elderly.

Once again, the question of gas being laid into the village was discussed and whilst we had received rejections from Transco in the past it was felt worthwhile to approach them again. Cllr Cox suggested that the owner/occupiers in the Village should approach NLDC to ascertain if they were willing to join them in trying to have this much needed facility installed.

A discussion followed wherein it was suggested that the €90,000 which could eventually come from GM Mining may be used as collateral Tor this project. It was also suggested that if we did manage to get the gas installed we may also use that time to lay the overhead electrical cables and cable television in the same ditch thereby minimising disruption to the villages.

Correspondence

0 A letter had been received from D Murray (GM Mining) inviting the Chair and Secretary to a Community Liaison Committee meeting which was to be held on Friday 8 December at 10.30am in NLDC premises. Mrs Donovan read out the relevant parts of this Committee’s Constitution which were that they would meet at 6 weekly intervals and that the Developer would appoint the Chair. This meant that any complaints arising could be addressed immediately. NLDC had been approached regarding suitable sites for new prisons. The former remand unit at Longriggend had been flagged ns one of the sites. Cllr Cox had objected to the proposal but did recognise that this may be beneficial to the village as a whole. Mrs Donovan had received a letter fiom a member of the Community advising that she was in business und as such the proposal would be detrimental to her. After discussion it was agreed that the Community Council should forward a letter objecting to this proposal, although we did recognise that it was only a consultation paper at present. K Whitefield had responded in the affirmative to our request that she attend a meeting with the Community.

SEPA

A discussion on the lack of response from SEPA took place and it was agreed that a letter be forwarded to them inviting them to meet with the Council. The Council were ndvised that a nominee can attend SEPA board meetings. J Davies advised that the Council should write to SEPA requesting that an appointed person be permitted to attend a full SEPA board meeting to be heard. Cllr Cox said that Mr J McCabe should also be provided with a C.C. of this letter os he sits on this Board.

Cllr Cox advised that she will, at the next Council meeting, make it clear to the Council that SEPA must be made more accountable to the Community and stop paying ‘lip service’ to them.

Mrs P Wilson asked if it was possible to involve the Environmental Health but the meeting was advised that as the E H and SEPA were really from the ‘same team’ they would be unwilling to become involved.

Mr J Davies asked if the air quality monitoring station which had been set up in the school grounds could be moved as it had been placed in a situation which would not get the majority of the smells. He suggested that a station be placed at either end of the village. Mr J Wilson offered his premises for this together with dust monitoring facilities. Cllr Cox agreed to ascertain the electrical consumption for both of these facilities.

Cameron & Boglea developments

It was agreed that the Council would require a separate meeting to discuss this fi~lly. A meeting was therefore set for Tuesday 12 December 2000 (it 7.00pm in the Community Centre.

Report on meeting with M r P Kelly, NLDC Planning

Cllr Cox reported on the following paints:

0 Three voids on site - Mr Kelly was happy with the situation as it was always the case that three voids were opened. There had been slow movement on the restoration of the site due to NLDC placing restrictions on GM regarding laying topsoil down in adverse weather conditions.

Dnrmshungie - Liaison was still going on. There were site visits, both announced and unannounced, to inspect the site. He advised that he was very comfortable with the running of the site. Progress in re- instating Damgavel Rd had been slow but it was hoped to be completed in January. Boglea - Passing places - Mr Kelly advised that NLDC had the power under the Road Traffrc Act (Scotland) to alter verges for passing places. ‘There were two distinct accesses - operational (Hulks Road) and setup (Old Biggar Rood). Mr Kelly had to make an informed decision on which would cause least inconvenience and whether this was a local matter or one which required a formal planning application. A lengthy letter had been sent by Mr Kelly to G M Mining requesting various details which he hoped would allow him to make his decision. There is serious concern within the Village that if GM Mining do not get access they will come through the village onto Cameron Road. It was the general concensus of the meeting that GM Mining were merely trying to save costs by not having to dismantle and reassemble the machinery required. Extension to Dalmacoulter site - 8 objections had been received by NLDC.

New development within VillHgc

Mn Donovan invited Mr Davies to speak on this subject who advised the Council that a piece of ground at the School and Cameron Road which belonged to the Gardiner family could be made available for a large housinghommunity development which would encompass a Sports Centre, new Post Qffrce, chemist etc. Th: development would join the villuges of Greengnirs and Wattston together and a local architect, Mr W Miller, had already drawn up some outline pions for the area. Cllr Cox advised that Nicola Hamilton of NLDC Planning had intimated that such n development would be looked upon favourably and could be included in the draft Local Plan for release from greenbelt and that perhaps Mr Miller should lodge an outline planning application. The Community Coiincii will obviously view these plans once the Local Plan is available for consultation. Cllr Cox suggested that she arrange a joint meeting be arranged with Nicola Hamilton and the Community Council’s representnlives.

AOCB

Mr L Jenkins advised the Council lliat he had received information that 2,000 tons of toxic soil was due to come to the Greengairs Landfill site on Friday (1/12/00). Mrs Donovan will check the validity of this information and then contact SEPA and Mr R Lucns of Shanks. Mrs H Earl asked if it was possible for a person to be employed by the Community to check each load as it is received on the site. Mr J Davies advised that any member of the Community can go to the site and nsk to see the sheets detailing the contents of each load and that SEPA had notification 2 weeks in advance of any load.

The Community Council noted with pleasure that Community Police have now commenced operating in the village. Constables Curnmings and Pringle had introduced themselves to the Community Council prior to their meeting and they requested copies of the Council’s minutes.
