Lorena Aguilar
IUCN
A Global Senior Gender Advisor with more than twenty-five years of experience in projects
and initiatives involving public policy development, building local institutions and the
incorporation of social and gender issues into development.
Established and consolidated the IUCN Global Gender Office, which is the preferred partner
for international governments and non-governmental organizations seeking to promote
gender equality and women empowerment for achieving biodiversity conservation and
sustainable development. She has created and/or is part of some of the most influential
international gender networks; e.g. the Network of Women Ministers and Leaders of the
Environment and the Global Gender and Climate Alliance.
Developed strategies for mainstreaming gender in leading organizations, including United
Nations International Strategy for Disaster Reduction (UNISDR), United Nations
Environmental Programme (UNEP), Convention on Biological Diversity (CBD) and the
United Nations Convention to Combat Desertification (UNCCD). Support governments to
develop gender policies and to create organizational capacity in the area of gender equality
and women’s empowerment. Authored over seventy publications, including thirty books,
ongender, development, disaster risk, water, health and environment. Keynote speaker at
several international conferences, congresses and high-level events.

Ali Babacan,
Deputy Prime Minister, Minister of the Economy
Ali Babacan (b. Ankara 1967) holds a Bachelor of Science Degree
(BS) in Industrial Engineering (Middle East Technical University,
Ankara) and a MBA from Northwestern University (Illinois). He
has worked at a Chicago-based financial consultancy and ran his
family business in Turkey. A founding and Board Member of the
Justice and Development Party (AKP), he was Minister of State
for the Economy from 2002-2007. He was also made Chief
Negotiator for Turkey’s EU negotiations in June 2005. In 2007’s
general election he was re-elected to Parliament. In August 2007 he was appointed Minister
of Foreign Affairs in the 60th Government of the Republic of Turkey. In May 2009 he was
appointed Minister of State and Deputy Prime Minister. In August 2010, he was chosen to a
new United Nations panel on global sustainability by Secretary-General Ban Ki-moon.

Michaela S. Bergman
Chief Social Counsellor, Environment & Sustainability
Michaela Bergman is a social anthropologist and lawyer by background, with 20 years’
experience of working in development with a variety of Multi-lateral, International Financial
Institutions, bi-laterals and civil society. She has worked in over 40 countries, in East and
Central Europe, Central, East and South Asia and more recently in the Middle East.
Her expertise and experience lies both in policy and project related activities related to
gender, involuntary resettlement, poverty alleviation, protection and empowerment of
vulnerable and socially excluded groups, Indigenous Peoples, community development,
disability, provision of community based services, support of civil society, human rights and
labour laws; particularly in post-conflict countries and transitional economies.
Michaela joined EBRD seven and a half years ago. She has just been appointed the Chief
Counsellor for Social issues and given the responsibility for mainstreaming gender into the
Bank’s operations.

Susanne Breitkopf
Advisor for Forests & Climate at Greenpeace
Susanne is a Senior Political Advisor for Forests & Climate at Greenpeace. She holds a Ms in
Political Science from Sorbonne University in Paris and has lived and worked with civil
society organizations and governmental organizations on 3 continents for 15 years. Susanne
has actively contributed to the FIP since its design phase and served as developed country
civil society observer on the subcommittee for 3 years. She has also been closely following
similar processes at the FCPF and the GEF. She recently co-authored a public consultation
paper on international forest safeguards, and a second version is currently being developed
and will be available for discussion.

Ms.KAREN BREYTENBACH
Senior Project Advisor in the Public Private Partnership (“PPP”) Unit of the National
Treasury of South Africa
KAREN BREYTENBACH is a Senior Project Advisor in the Public Private Partnership
(“PPP”) Unit of the National Treasury of South Africa and Head of the Finance Desk. The
National Treasury PPP Unit has a dual role as the regulator of PPPs and the provider of
technical assistance to national, provincial departments and local government, and public
entities.
Currently, Karen is involved in REFIT Programme for IPPs, IPP Peaking Plants, office
accommodation, rental housing, power generation and schools PPP projects. She is also part
of the team responsible for the development of the standardized toolkit for accommodation
projects.
Previously Karen was at the Development Bank of Southern Africa, involved in the private
financing of infrastructure projects such as the earlier toll roads, water projects and the
Mozambique gas pipeline.

Jonathan Charles
Director, Communications
Jonathan Charles is the Director of the Communications department at the EBRD and is a
member of the Bank’s weekly Executive Committee.
Jonathan came to the Bank in 2011 after a long and distinguished career at the BBC, winning
several awards for his journalism. As a BBC presenter and foreign correspondent, he has
appeared on BBC1 and BBC World News.
His specialist areas include economics, the EU and international diplomacy; he has a keen
interest in issues surrounding the single currency.
Having established television operations for the BBC in Brussels and Frankfurt, he is well
practiced in recruiting and leading teams of reporters, researchers, producers and technical
staff. He holds an MA (Oxon) in Politics, Philosophy and Economics from Oriel College,
Oxford University, and is fluent in French and German.

Alistair Clark
Managing Director, Environment and Sustainability
Dr Alistair Clark was appointed in 2001 as Director of the Environment Department of the
European Bank for Reconstruction and Development (EBRD). In 2007, his title changed to
Managing Director, Environment and Sustainability.
The Department consists of approximately 25 environmental and social specialists who
undertake environmental due diligence and monitoring of the projects in implementation.
His role includes ensuring that all investments are consistent with the Environmental Policy
and Environmental Procedures of the EBRD.
He is also responsible for providing strategic direction to the EBRD with respect to the
implementation of the Bank’s environmental mandate and the incorporation of environmental
aspects in all sector and country policies and strategies. In addition, he serves on the Energy
and Environment Management working group and is vice chairman of the newly formed
Energy Efficiency Advisory Committee of the EBRD.
He also actively contributes to the Multilateral Financial Institutions Environment Group and
represents the Bank at many international agency meetings.
Prior to his appointment he was a Senior Vice President of URS Dames & Moore, a
multinational environmental consultancy responsible for major project development. During
15 years at URS Dames & Moore he worked in over 40 countries and has published
extensively in the fields of atmospheric chemistry and environmental impact assessment.

George Cuñachi
Forestry Specialist with AIDESEP
Since 2009, George has served as a Forestry Specialist with AIDESEP, Peru's largest
Amazonian indigenous umbrella organization. George worked on the implementation of
sustainable forest management within indigenous territories in 2006 - 2009, and has since
been centrally involved in AIDESEP's advocacy for the protection of indigenous rights in the
context of national dialogues around climate change mitigation through forest protection. A
member of the Awajun indigenous people, George has degrees in forestry engineering and
Amazonian studies

Ms. Myrna Cunningham
President of UN Permanent Forum on Indigenous Issues
Dr. Myrna Cunningham, a surgeon, is Chair of the Center for Indigenous People’s Autonomy
and Development and also the founder of Casa Museo, a museum and multicultural center
dedicated to indigenous and Afro-Nicaraguan art and history. Dr. Cunningham is an
indigenous Miskita and a former member of the National Assembly of Nicaragua where she
also served as Minister of Health and as Governor of the North Atlantic Coast. She founded
(and acted as the first female Chancellor of) the University of the Autonomous Regions of the
Caribbean Coast of Nicaragua (URACCAN) and has served as the General Secretary of the
Inter-American Indigenous Institute. In 2002, she received the Pan American Health
Organization’s Public Health Heroine of the Americas Award.

Tracy Cull : -
Kulima Integrated Development Solutions
Tracy Cull is a Director of Kulima Integrated Development Solutions (www.kulima.com), a
women-owned and managed climate adaptation consultancy that specialises in Africa. She
has an academic background in gender studies, having undertaken postgraduate research
looking at gender and local government in Durban, South Africa. Subsequently she spent 13
years at the University of the Witwatersrand, Johannesburg, teaching geography
undergraduates and training geography teachers. More recently, she acted as the training
coordinator for the DFID-funded Regional Hunger and Vulnerability Programme, where she
took the lead in a pilot programme providing women-led farming cooperatives with
cellphones – a project which was the subject of longitudinal impact modelling and has
resulted in the publication of several peer-reviewed papers. In Kulima Integrated
Development Solutions she continues to be committed to taking a gender-sensitive approach
in all consulting activities. She co-authored the critically-acclaimed “Gender, climate change
and community-based adaptation: A guidebook for designing and implementing gender-
sensitive community-based adaptation projects and programmes” for the UNDP-GEF
Community-Based Adaptation Programme, and has been involved in a number of training
activities around gender and climate change – most recently for the Climate Change,
Agriculture and Food Security (CCAFS) Programme and CARE International in
Mozambique.

Hugo Piu Che Deza
President of Law, Environment and Natural Resources (DAR),
Hugo is the President of Law, Environment and Natural Resources (DAR), a Peruvian non-
profit promoting sustainable development and good governance in the Peruvian Amazon.
DAR is the selected Latin American society observer to the FCPF and coordinates the
National Roundtable on REDD, the Peruvian platform for civil society, private sector and
government to share information and strategies to improve the national REDD+ Process.
Hugo holds a MS in Environmental Management from the University of the Andes in
Colombia, and a Bachelor of Law from the Universidad Nacional Mayor de San Marcos in
Peru. He is an active member of various organizations, such as the Environmental Law
Committee of IUCN, the Environmental Law Alliance Wordwide (ELAW), and the Latin
American Network of Environmental Forestry law (RELADEFA). He has authored several
books and articles on REDD, forest policy and legislation.

Michael Davey
Director, Turkey
Michael Davey first took up his responsibilities at the EBRD in 1993 as a Senior Banker in
the Financial Institutions team followed by Country Director for Kazakhstan, Kyrgyz
Republic and then Country Director for Tajikistan, Armenia, Azerbaijan, Belarus, Georgia
and Moldova. In January 2009 he assumed his current responsibility as Director for Turkey.
He is a business graduate of Massey University in New Zealand.
Mr. Davey began his professional career with the Bank of New Zealand, then continued with
DFC (NZ) Ltd followed by nine years at the Asian Development Bank.

Dr. Tufa Dinku
Associate Research Scientist, Climate & Environmental Monitoring,
International Research Institute for Climate & Society (IRI)
Dr. Dinku received a B.Sc. in physics from Addis Ababa University and a post-graduate
diploma in meteorology form India. He worked at the National Metrological Agency of
Ethiopia for over a decade mainly in the satellite applications unit. Then he joined the
University of Connecticut where he obtained M.Sc. (2001) and Ph.D. (2005) in Civil
Engineering/hydrometeorology. Dr. Dinku had also an opportunity to work as a visiting
scientist at the National Space and Aeronautics Administration/Goddard Space Flight Center.
Dr. Dinku joined IRI in 2005. His main research interest is remote sensing of climate
variables such as precipitation and temperature. His current research includes identifying
global climate data sets (both satellite and conventional), assessing their quality, making
adjustments whenever possible, and adapting these products for specific applications. His
current work focuses on the optimal combinations of satellite climate proxies with national
observations from meteorological stations in Africa.

Nathalie Eddy: -
Coordinator of the Global Gender and Climate Alliance (GGCA)
Nathalie Eddy serves as the Coordinator of the Global Gender and Climate Alliance (GGCA),
an international network of over 60 UN agencies, inter-governmental organizations and civil
society organizations working to ensure climate policy and practice is gender responsive.
Nathalie started working on international climate policy over 15 years ago. She worked for
the UNFCCC on CDM / JI issues, coordinated USCAN for several years, and helped launch
an initiative to bring the first indigenous peoples delegation to the UNFCCC negotiations.
Nathalie focused much of her climate work on public participation and transparency issues,
which led to her position with WRI serving as Senior Associate with The Access Initiative
(TAI). Nathalie conducted research and led trainings on environmental governance, working
primarily in Africa and South Asia, and facilitating trainings worldwide.
She is an attorney by training, and previously worked for the State of Colorado, clerking for a
judge and then serving as an Assistant Attorney General working on air law (including
drafting new state GHG regulations). She earned her D.E.S.S. in environmental law from the
Université Robert Schuman in Strasbourg, France, and her J.D. focusing on international law
and human rights from the George Washington University in Washington, D.C.

Mr. JOSE CARLOS FERNANDEZ UGALDE
Jose Carlos Fernandez Ugalde has been the Head of the International Affairs and Financing
Unit at the National Forestry Commission (CONAFOR) since late 2009. His currenty
responsibilities include leading the negotiations on REDD for the Mexican Government,
coordinating fast start finance and readiness funding for forests and the development of the
National REDD+ Strategy.
Prior to his current position he also served as Program Manager on Environment, Economy
and Trade for the North American Commission for Environmental Cooperation, Head of
Environmental Economics at the National Institute of Ecology (INE) in Mexico and as
National Coordinator of Environmental Policy for Pronatura A.C. México, an enviornmental
NGO.
He holds a Degree in Economics from the ITAM and a Master of Philosophy (Hons) in
Economics, from Cambridge University, UK.

Jeannette D. Gurung, Executive Director, WOCAN
Jeannette has a MSc in Forestry from the University of
Washington (USA), and a PhD in Gender and
Development from the University of East Anglia (UK).
Her career has focused on women’s empowerment and
organizational change for gender equality within
agriculture and natural resource management
organizations in Asia and Africa. Jeannette has expertise
in training/capacity building, action research, gender
analysis, organizational analysis, policy advocacy and
network building, and has published numerous articles and books. She is founder and director
of Women Organizing for Change in Agriculture and Natural Resource Management
(WOCAN), a global network of over 900 women and men professionals in 95 countries.
WOCAN engages in advocacy and capacity building for women’s leadership through an
innovative approach of partnering women farmers with professionals, and building the
support of men in the process. Most recently, WOCAN has led research and advocacy efforts
on gender within REDD+ dialogues and initiatives in Asia. WOCAN is currently developing
innovative mechanisms for women to engage with and benefit from climate change
investments and markets.
She is a member of the UN Forum on Forests, Committee on Food Security, the Network of
Women Agriculture Ministers and Leaders, and The Forest Dialogue Steering Committee.

Lin o’Grady:
Deputy Director, EBRD
Lin O’Grady has more than 25 years of experience, working internationally in the
infrastructure sector. She joined the Municipal and Environmental Infrastructure Team as
Deputy Director in July 2011. Prior to that she was a Banker in the EBRD’s Transport Team,
covering all transport modes and working mainly in the Former Soviet union and South East
Europe.
Lin started her career as an ODI (Overseas Development Institute) fellow in Swaziland and
went after this to work for the Department for International Development (DFID), then
known as ODA. She then worked in the private sector, in transport consultancy, followed by
the European Commissions’ TACIS (Technical Assistance to the Commonwealth of
Independent States) programme in the early 1990s.
Lin has a BA in Economics and an MSc in Transport Planning and Engineering.

Eugene Howard-
EIB
Eugene Howard is an economic advisor at the European Investment Bank (EIB) with 18
years of experience in technical, environmental and economic due diligence of energy
projects. His sector experience includes most types of conventional and renewable electricity
generation technologies, electricity transmission and distribution, natural gas liquefaction and
regasification, gas transportation and storage. Currently, he is focused on the support of EIB
financing of renewable energy and energy efficiency projects worldwide. He has participated
in setting up two of the carbon funds co-managed by the EIB and he is active in the review
and mainstreaming of EIB policies on environmental assessment, social assessment, climate
mitigation and adaptation through various working groups. He has played an active role in
defining the scope for and implementing the Bank’s pilot carbon footprint programme and is
a key supporter of the Bank's climate change technical assistance facility. He is a member of
the technical support unit for the Global Energy Efficiency and Renewable Energy Fund
(GEEREF) that is managed by the EIB on behalf of the European Commission. Prior to
joining EIB, Eugene worked at the International Energy Agency (IEA) to which he joined
from Theodore Barry Management Consultants. He holds the equivalent of a double
bachelor's in Mechanical and Industrial (Manufacturing) Engineering from University of
California, Berkeley and completed a master of science in Economics from London School of
Economics.

Tim Irwin: -
International Monetary Fund
Tim Irwin is in the Fiscal Affairs Department of the International Monetary Fund. The focus
of his recent work has been on improving the quality of information on public finances in
countries such as Iceland, Mexico, Portugal, and the UAE. Before joining the Fund, he
worked as an economic and financial consultant and at the World Bank, mostly on public
policy for utilities and infrastructure projects. Before that, he worked at the OECD and the
New Zealand Treasury. He has a degree in public policy from Princeton University.

Caleb Indiatsi
Manager, Corporate Planning & Projects , Geothermal Development Company
Caleb Indiatsi is the Manager, Corporate Planning and Projects at the Geothermal
Development Company in Kenya. A mechanical engineer, Indiatsi has over 13 years of
experience in the energy sector ranging from implementation of power plant projects such as
geothermal, wind, hydro and thermal; operation of steam and gas turbine power plants; policy
development for renewable energy; to designing and developing business plans and strategic
plans. He has also worked with the private sector as a Boiler Services Engineer, machine
floor supervisor and sales engineer for a leading fabrication company. He is a Graduate
Member of both the Engineers Registration Board (Kenya) and the Institution of Engineers

Rick Jacobsen
International Forest Policy team, Global Witness
Rick heads the International Forest Policy team at Global Witness and has several years of
experience working on multi-lateral REDD+ processes and international policy, with an
emphasis on forest governance issues. He currently acts as the elected civil society observer
for developed countries to the FIP. He is based in Global Witness’ Washington DC office.

resource-related conflict and corruption and associated environmental and human rights
abuses

Bruce Jenkins
Bruce is a consultant on sustainable development, with a focus on environmental, social, and
governance issues. In 2011, he undertook comparative assessments of social and
environmental standards for the Forest Carbon Partnership Facility’s task force charged with
developing the Common Approach to Environmental and Social Safeguards. He was
formerly the Policy Director at the Bank Information Center (BIC) in Washington, DC. Bruce
led BIC’s work on a range of IFI reform issues, including expanding access to information,
promoting stronger environmental and social safeguard policies, strengthening accountability
mechanisms, and ensuring greater public participation in IFI policy processes. Before joining
BIC, he served as Executive Director of The Albert Einstein Institution in Boston, where he
managed the institution’s research and outreach programs. He holds degrees from the
University of New Hampshire and the Freie Universitaet Berlin.

Michelle Kaminski
Canadian International Development Agency (CIDA)
Michelle Kaminski is Manager of the Global Environment and Climate Finance Unit in the
Multilateral and Global Programs Branch at the Canadian International Development Agency
(CIDA). She is responsible for managing Canada's contributions to the Climate Investment
Funds, Global Environment Facility as well as other climate funds. Prior to joining CIDA,
Ms. Kaminski worked at the Canadian Department of Finance on international finance,
focusing on IMF and G-20 issues, as well as on development finance during her tenure as
Advisor to the Executive Director for Canada and Morocco at the European Bank for
Reconstruction and Development. Ms. Kaminski's professional experience also includes
policy work on the Equalization program and personal income taxes while at the Canadian
Department of Finance, as well as analytical work at the Bank of Canada in the Research and
Financial Markets Departments.

Mr. Sarafat Hossain Khan has a Masters in Civil Engineering. His specialization is on Water
Resources Management, Climate Risks and Vulnerability Assessment, Climate Change
Adaptation and Disaster Risk Reduction (DRR), Climate proofing, Mainstreaming climate
change in development planning and programming, feasibility studies, emission reduction
strategy etc. He has more than twenty five years of professional experience in the fields of
water resources, coastal zone management, drainage, irrigation and flood management,
climate change impact assessment on infrastructure and natural resources and adaptation
options.
He currently works with the Bangladesh Water Development Board (BWDB) and is involved
in the implementation of the Pilot Program for Climate Resilience in Bangladesh

Henry V. Kimber, MSPM, B. Sc.
Henry works for the Liberian Government as the Program Coordinator for Energy at the
Ministry of Lands, Mines and Energy. The Ministry is the highest arm of the Government
with oversight on energy, and the Program Coordinator is the primary person tasked with the
responsibility of coordinating and managing the Ministry’s energy programs, and fostering
collaboration with stakeholders. Henry works directly with the Minister, and he serves as the
focal point to the Minister on energy matters. He is the liaison between the Ministry,
development partners, and other agencies on energy matters. He is also the focal person for
several energy initiatives, including Energy + and SE4ALL.
As part of his functions at the Ministry, he is the Program Manager for the program
“Institutional Strengthening and Capacity Building in the Water Resources and Energy
Sectors.” This is a five-year program signed in 2010 between the Norwegian Water
Resources and Energy Directorate (NVE), and the Liberian Ministry of Lands, Mines and
Energy (MLME). The program has six (6) main components; preparation of legal and
regulatory framework in the energy sector; capacity building in the energy sector; generation
planning and coordination, upgrading the national hydro-meteorological network and
database; rural and renewable energy; and gender mainstreaming and women empowerment
in the energy sector.
Henry was born in Liberia and he obtained his bachelor’s degree (B.Sc.) in
Mathematics/Physics from the University of Liberia, and a Master of Science in Project
Management (MSPM) degree from the University of Wisconsin – Platteville. He is married
with two boys; St. Peter and Henry Jr.

Susan Kish
Head of Cross Platform Initiatives at Bloomberg LP
Susan Kish is a senior executive with more than two decades of experience in financial
services, renewable energy, media, networks and building businesses. Susan is currently the
Head of Cross Platform Initiatives at Bloomberg LP. As such, she is responsible for a
portfolio of mandates to coordinate and integrate across the media platforms and publications
of Bloomberg worldwide. Previously, Susan was the Director of Knowledge Services at New
Energy Finance, a subsidiary of Bloomberg. BNEF is the world's independent provider of
research in renewable energy, smart energy technologies, and the carbon markets. At the
firm, she launched and produced the Bloomberg New Energy Finance Summit, the leading
gathering of thought leaders across the global clean energy and carbon markets, now in its
fifth year. Previously, Susan was the CEO of First Tuesday Zurich, which she founded in
1999. The firm was a highly regarded independent think tank that supported the development
of thought leader networks and innovative knowledge sharing in areas such as sustainable
energy, mobile/telecom, and financial services. The firm focused on generating strategic
dialogue and collaborative learning, through techniques such as scenario planning and war
game simulations. First Tuesday’s forums, workshops, and awards were attended by over
23,000 people. After First Tuesday Zurich was acquired in 2006 by the professional online
network XING, she became XING's Head of Network and Community Practice. Susan is a
director and co-founder of the Energy Venture Forum, the foundation which established and
produces the European Energy Venture Fair in Zurich. She is an independent Director and
Advisor on several boards, including the Boston Swiss-American Chamber of Commerce,
SwissNex Science Consulate, and the global Sandbox Network. Susan was with UBS for
more than 14 years, most.

Dr. Gursel Kusek
Director General of Agrarian Reform of the TR Ministry of Food, Agriculture and
Livestock (MFAL), Turkey
Dr. Kusek is the Director General of the General Directorate of Agrarian Reform, the lead
agency for land management in agriculture in Turkey. Armed with Ph.D. on the topic, he has
been one of the most dedicated champions of land consolidation nationally having personally
spearheaded the consolidation of over 4,000,000 ha of agricultural land, thus likely to be
among the most experienced in the region on L/C and the broader issues of land management
and its links with poverty. He expertise stretches across initiating and leading the national
task force since 1990 that has been calculating GHG emissions from agriculture and land use
changes to authoring the "Drought and Global Warming Mitigation and Action Plan" of
Turkey and the Agriculture Sector component of the UNDP-led "Turkish Climate Change
Strategy and Action Plan" developed in 2012. He has worked in closely with the World Bank
and other donors in all aspects of poverty reduction and natural resource and watershed
management for over 20 years.

Strategy
Hans Peter Lankes has been Managing Director, Institutional Strategy since May 2011. In
this function he has advised the President on the Bank’s Strategy and served as secretary to
the Executive Committee.
Between July 2008 and May 2011 Mr Lankes was the Director of the President’s Office.
Previously he was the EBRD’s Deputy Chief Economist, with responsibility for economic
assessments and clearance of projects and for helping design the Bank’s institutional strategy.
Prior to joining the EBRD in January 2007, Mr Lankes worked at the International Monetary
Fund in Washington, D.C., where he was Chief of the Trade Division and held other roles
over a six-year period.
Mr Lankes's earlier career saw him work at the Central American Business School, the
Nicaraguan Ministry of Economy and the German-Thai Chamber of Commerce before a first
period of employment at the EBRD between 1993 and 2000.
Mr Lankes is a German National and holds academic qualifications from Université de
Grenoble, Albert Ludwigs Universität Freiburg and Harvard University.

Deputy Secretary-General, World Meteorological Organization
Jerry Lengoasa took up his duties as Deputy Secretary-General of WMO on 1 March 2010.
He held the position of Assistant Secretary-General of WMO from 2005.
From 2003 to 2005, he was Chief Executive Officer of the South African Weather Service
and Permanent Representative of South Africa with WMO and served as member of the
WMO Executive Council.
He served in the South African public service in Environment, Environmental Regulations,
and Environmental Quality and Protection, followed by a period in financial sector as Senior
Manager. Mr Lengoasa was for several years a teacher and a university senior lecturer in
Geography, environmental studies and atmospheric sciences.
Mr Lengoasa holds an Honours degree in Geography from Fort Hare University and Masters
Degrees in Geography (Climatology) and in Public and Development Management both from
Witwatersrand University, Johannesburg.

Sarah holds a BA in Political Science from American University and an MA in Democratic
Governance from the University of Cape Town. Her expertise lies in conducting analyses on
democracy and development in Sub-Saharan Africa. More recently she has worked with a
variety of organizations on issues of women’s rights in development. She now concentrates
on monitoring IFI investments in extractive industries and climate change at Gender Action,
an organization which monitors the activities of IFIs to promote gender justice.

Director, Municipal and Environment Infrastructure
Jean-Patrick MARQUET is the Director of the Municipal and Environmental Infrastructure
department of the European Bank for Reconstruction and Development. The department
comprises some 50 bankers and specialists of municipal utilities covering urban transport,
district heating, water, wastewater and solid waste projects located in Eastern Europe, the CIS
and Turkey. The municipal department of the Bank has invested almost €5 billion across 300
projects in the region, culminating in a record year in 2011 with 39 projects signed for €596
million of direct EBRD investment in municipal utilities, both private and public sectors.
Jean-Patrick MARQUET joined the EBRD in January 2001 and worked till 2007 in the
Natural Resources sector covering oil and gas and mining projects before being appointed in
2008 as head of the Municipal and Environmental Infrastructure department. Before the
EBRD, he was a project finance specialist with Crédit Lyonnais in Paris and London. His
academic background includes an MSc in Management from the HEC school of management
and a master of laws from the Pantheon-Assas University in Paris.

Stewart is Global Director of IUCN’s Nature-based Solutions Group with over 25 years of
broad natural resource management, biodiversity conservation and sustainable development
experience, including extensive field work and national and international forest policy.
Stewart spearheaded the conceptual development of the forest landscape approach, which is
now reflected in many projects, programmes and policies. He is responsible for the strategic
and operational programme planning and the overall supervision of the eight IUCN
programmes whose primary focus is the human well-being/natural resource interface. In
addition, he is responsible for the overall coordination of IUCN’s cross-cutting networks on
Livelihoods, Food Security and Climate Change.

He was elected Member of Parliament for Emuhaya Constituency in Vihiga Country,
Western Kenya in 2008. Prior to becoming Member of Parliament, from 2002-2008 he was
Director General for the Regional Centre Mapping of Resources for Development (RCMRD)
an affiliate institution of the United Nations Economic Commission for Africa (UNECA)
with the objectives of building capacity in Geo-information for Sustainable Development by
applying modern Remote Sensing Technologies.
As a Member of Parliament he is a Committee Member of the Education, Science and
Technology, a Parliamentary caucus on Renewable Energy and Climate Change. In the past
10 years in Parliament, he has introduced four Motions on: Science, Technology and
Innovation. He has worked with Civil Society Organizations (CSO), government agencies
and local communities to prepare a Climate Change Bill, tabled in the Parliament and being
discussed with key stake holders.
He will work on the Bill, when the Parliament opens next month on the 20th
November 2012,
to pursue the 2nd
and 3rd
readings of the Bill to be undertaken before being enacted into Law
for implementation. The Bill creates Authority to coordinate Climate Change issues in the
country and across relevant policies and sectors.
He has a PhD from the Institute of Geo-Information and Earth Sciences in the Netherlands, in
Environmental Science with focus on using Remote Sensing in Environmental Assessment
and Management.

With 17 years of experience in strategic planning, finance and banking she is a management
consultant with Convixión, a firm she co-founded in 2007. She is also an independent
professional board member for companies in the housing and manufacturing sector.
Previously Yvonne was an executive at Mexico’s largest national financial services group,
BBVA Bancomer, as CFO for consumer finance, Head of Strategic Communications, Investor
Relations Officer, Institutional Sales Executive and Senior Equity Research Analyst.
Yvonne studied International Relations and an MBA at ITAM in Mexico City.

Special Adviser, IUCN
François Rogers is Special Advisor to the IUCN Global Gender Office and is based in
London, where he is also founder and CEO of CatalySD Limited – 360 degrees sustainability.
He has been working with the IUCN Global Gender Team since 2008. Currently, his main
focus includes multilateral and international work, working with the various UN Conventions
and other strategic partners, national level implementation, communications, and involvement
in day-to-day planning and other activities.
François’s introduction to the gender world came through training in gender and climate
change. He was subsequently appointed as Communications Adviser to the Global Gender
and Climate Alliance (GGCA). His involvement in gender and development issues builds on
15 years of experience in sustainability that includes a career in the first democratic
Parliament of South Africa (Cape Town), being the Head of the Office of the South African
Minister of Environmental Affairs and Tourism (Cape Town/Pretoria), member of the core
South African host-country team for the World Summit on Sustainable Development –
WSSD, Head of Program for the Seed Initiative (Geneva) and as Head of Communications
and Outreach for the Global Biodiversity Information Facility – GBIF (Copenhagen).
François has trained and built the capacity of various government delegates and sustainability
leaders around the world on gender and climate change, co-developed the first national
strategies and action plans on gender and climate change in various countries, has been
involved in the development of the UNCCD Gender Plan of Action, presented at several
high-level events and is a Project Board- and Steering Committee Member of the Global
Gender and Climate Alliance (GGCA). He also authored several publications on gender and
sustainability.

Dr. Rishi Sharma is currently the Director General of the Department of Hydrology and
Meteorology and Permanent Representative of Nepal with WMO.
Prior to this, Dr. Sharma was Deputy Director General of the Department of Hydrology and
Meteorology from 2009-2012. He has worked at the Department of Hydrology and
Meteorology since 2002 in various capacities. He was a Senior Divisional Meteorologist in
the Planning and Monitoring and Solar and Wind Data Sections, and Officer in Charge in the
Narayani Basin Office.
Prior to this, Dr. Sharma was a Remote Sensing Office from 1990 until 2002 in the Forest
Survey Division, Department of Forest Research and Survey in Nepal.
Dr. Sharma has a BSc and MSc in Physics from Tribhuvan University, Kathmandu, Nepal.
He also earned a Master Degree in Integrated Map and Geoinformation Production
specialization in Remote Sensing from the International Institute for Aerospace Survey and
Earth Sciences in the Netherlands. Dr. Sharma earned a PhD from the Norwegian University
of Science and Technology. His main research theme was Ultraviolet Radiation in Himalayan
region.
Dr. Sharma has led various research projects in Nepal and is the author of various
publications on climate change, forestry and remote sensing

Bernadinus Steni
Steni is an environmental lawyer specializing in defending the rights of indigenous peoples in
Indonesia. For the past 10 years, he has been working on legislation to recognize land and
resource rights of indigenous peoples and local communities. Over the past 6 years he has
been specializing in forest and climate change and is actively involved in developing human
rights-based climate mitigation and REDD scenarios in his country. He has been a leading
expert in the development of Indonesia’s national REDD+ safeguard framework. The first
draft of the framework, to which he contributed extensively, is the result of intensive focus
group discussions and public consultations including government, private sector, NGOs and
community organizations.

Turkey’s Clean Energy Initiative
Managing Director, Operational Strategy and Planning, Energy Efficiency and Climate
Change
Josué Tanaka is responsible for the EBRD operational strategy and planning function and,
since 2006, for leading its Energy Efficiency and Climate Change activities including the
formulation and implementation of the Sustainable Energy Initiative. This initiative aims at
scaling up energy efficiency and renewable energy financing in central and eastern Europe
and is currently active in 27 countries with cumulative EBRD investments of €8.8 billion.
Energy efficiency financing areas include large energy intensive industries, SMEs, buildings,
transport systems and municipal infrastructure. The EBRD operates both with direct
financing to companies and by supporting the development of energy efficiency financing by
local banks. Prior to EBRD, Mr Tanaka worked at the World Bank where he was Special
Assistant to the President and worked in different positions on strategic planning, tropical
forest conservation and environmental financing matters.
Mr Tanaka graduated from Princeton University with a Bachelor of Science in engineering
degree and holds a Master of Science and Ph.D. from the Massachusetts Institute of
Technology.

Marion joined french non-profit GERES in 2009 when she was tasked to design, set up and

share expertise and services, access technical assistance and international funding
opportunities such as carbon finance. Marion has successfully accomplished her mission as
Nexus now operates as a standalone entity, brings together 18 member organizations, and
operates a fully-fledged services platform and a set of financial mechanisms. Prior to setting
up Nexus, Marion gained experience in the corporate development team of Barclays Plc in
London where she worked on capital raisings and acquisitions. If you ask her about her years
in the City, she’ll say that there is no experience like the one that takes you deep inside the
world you are trying to change. Marion holds a Master of Science from EDHEC business
school and a Master of Public Management.

Lucy Wanjiru is a Programme Specialist working on Gender and
Environment with the Gender Team, Bureau of Development Policy,
UNDP, in New York. Her work involves designing and
implementing climate change adaptation and mitigation policy and
programmes, and providing technical support to mainstream gender
equality and women’s empowerment in environment programmes for
sustainable development.
She is providing support to activities of the Global Gender and Climate Change Alliance
(GGCA) - including advocacy, capacity building, and climate change finance – towards
facilitating gender equality in global, regional, and national climate change policy and
programmes.
Ms. Wajiru has worked in developing countries in various capacities. She was a socio
economic consultant in the Ministry of Water and Irrigation Reforms in Kenya and worked
for over ten years at the grassroots level as a Community Mobilizer and Trainer in Integrated
Water Resources Management with organizations such as the African Medical and Research
Foundation and the Swedish International Development Agency (SIDA).
Lucy holds an MA in Sustainable International Development, from the Heller School of
social policy and management, Brandeis University, and has a BA in Administration and
sociology from Moi University in Kenya.

Jan Martin Witte is a Senior Project Manager with KfW's Energy and Environment Team
based in Frankfurt, Germany. He is also a co-founder and fellow of the Global Public Policy
Institute (GPPi). He also serves as a non-resident fellow for the American Institute for
Contemporary German Studies (AICGS) of Johns Hopkins University. His areas of expertise
include global energy policy, international development, international organizations,
corporate social responsibility and transatlantic relations.
Jan Martin’s work experience includes consulting and research assignments at the Brookings
Institution, the World Bank, the United Nations Development Program (UNDP) and the
United Nations Office for Project Services (UNOPS). From June 1999 to June 2001 he
served as a research associate with the Global Public Policy Project, Washington, DC.
Between 2003 and 2010, Jan Martin served as associate director for GPPi in Berlin.
Jan Martin has published widely on issues of energy policy, international development, UN

Cevdet Yılmaz was born in Bingöl on 1 April 1967.
He graduated from the Public Administration Department of Middle East Technical
University as top performer of his class. He received master’s degree from the International
Relations Department of Denver University in the US, and doctorate degree from the Politics
and Public Administration Department of Bilkent University.
He started his career as Assistant Planning Specialist at the Prime Ministry Undersecretariat
of State Planning Organization. Then he was appointed as Planning Specialist. He served as
the Director General for EU Relations at the State Planning Organization. He also served as a
member in the Monitoring and Steering Committee of Center for EU Education and Youth
Programs, National Agency, ATAUM and Sümerhalı Executive Board.
He was elected Bingöl Deputy in the general elections held on 22 July 2007 and entered the
Parliament. He served as member of Turkey-EU Joint Parliamentary Commission and
Chairman of Turkey Group of Inter-Parliamentary Union during the 23rd
Term of the
Parliament.
He was appointed as Minister of State in the 60th
Government on 01 May 2009.
Cevdet Yılmaz was elected as Bingöl Deputy again for the 24th
Term of the Parliament, and
was appointed as Minister of Development in the 61st Government.
