The MSC’s mission is to improve the health of the world’s oceansand contribute to creating a sustainable global seafood market.We want to encourage fisheries around the world to meet ourrigorous, science-based standard for environmentally responsibleand sustainable fishing.

This year has seen tremendous progress as more and more retailers andprocessors put independent assurance of sustainability at the heart of theirseafood procurement strategies. In turn, this ‘demand pull’ has encouraged newfisheries to come forward into the assessment process. Most importantly, thereis also a growing ecological case for certification. Our challenge now is to buildconsumer awareness of the MSC brand within our key target markets and tocontinue to improve the overall quality and consistency of individual fisheryassessments. We will be investing over the coming year to help achieve this.

My personal highlights in 2006/7 include the recruitment of the MSC’s firstProgramme Director for Japan and the opening of our Tokyo office. It is alsofantastic to have completed the development of a trial methodology that will enablesmall-scale, community based fisheries to participate in the MSC programme.

I remain extremely grateful for the continued commitment of our funders andother stakeholders who share our vision of productive and healthy marine eco-systems. This support, together with the dedication of the MSC team, Board,Stakeholder Council and Technical Advisory Board, has been essential to deliverthe achievements you will read about in this report.

This year’s highlights

From April 2006 to March 2007:• Six new fisheries achieved certification

bringing the total to 22. Chefs andshoppers enjoyed MSC-certified scallops,sablefish, halibut and pikeperch for thefirst time.

• 26 different species were certified or inassessment including salmon, sardines,tuna, prawn, crab, hake and Dover sole.

• Close to four million tonnes of fish wereeither certified or in assessment,representing seven per cent of theworld’s edible seafood catch.

• The number of businesses that trade inMSC-certified fish rose from 237 to 433 – all within an audited, traceablesupply chain.

• The number of seafood productsdisplaying the MSC label hit 500 and haskept rising. Over the year there was a 76per cent rise in MSC-labelled products.

Rewarding sustainable fishing

Safeguarding livelihoods andglobal resourcesThe UN predicts that another two billionpeople will join the world’s population within20 years, increasing demand for food andother resources. Add to this scenario thesurge in consumption that is expected as theworld’s emerging economies develop andexpand, and it is obvious that sustainabledevelopment is a necessity, not a luxury.

Healthy oceans provide nutritious daily food tomillions of vulnerable people, and a thrivingfishing industry offers economic security tomany more. The seafood we enjoy today will beessential for future generations, yet too manyfisheries are being overexploited and illegalfishing is widespread. Uncontrolled bycatchand habitat damage put further pressure onthe ocean ecosystem and the rich diversity ofmarine life that is needed to maintain healthy,productive fisheries.

FOCUS ONPatagonian scallopsCertified in December 2006, thePatagonian scallop fishery in Argentinawas commended by certification body OIAfor its effective management and co-operative approach. “Ever since theinception of the fishery in 1996, theFederal Fisheries Council has takenpositive action to guide its sustainabledevelopment. This includes theestablishment of unfished reserves, 100per cent observer coverage on all trips andhigh quality research,” said OIA’s PedroLanda. The fishery quickly succeeded inmarketing its product in Europe whereseveral retailers and seafood brands willbe offering MSC-labelled scallops.

The MSC’s eco-label is a practicalsolution to the threat of overfishing

The latest UN Food and AgricultureOrganization (FAO) figures from 2006 showthat catches of the world’s top ten speciescannot increase further and many of them needrebuilding simply to feed current demand. It isclear that urgent solutions are needed.

Although the scale of the challenge is global,it is not insurmountable. Some fisheries havepioneered sustainable management for manyyears and others are taking action now toprotect the resource they – and we – rely on.Their stewardship of the oceans is recognisedthrough the MSC’s environmental standard –the world’s leading independent, internationalcertification programme for wild capturefisheries.

Half of all seafood entering international tradecomes from developing country fisheries, andwe have forged strong links with fisheries in

Africa, Latin America and Asia. This year, westepped up our work to engage developingcountries, and seven small-scale fisheries willtake part in a pilot project in 2007, improvingaccess to the benefits of certification andhelping to safeguard food resources for the future.

Our independent eco-label is giving fishers anincentive to promote sustainable practices; itis giving consumers an easy way to make the‘right choice’ and is helping to protect thediverse ecology of the seas. Finally, it is givingfishers a real chance to protect theirlivelihoods for the future.

The business case for fisheries

FOCUS ONWestern Australiarock lobsterRecertified this year, Western Australia rocklobster was the first fishery to meet theMSC standard. The fishery uses escapehatches to reduce the numbers ofundersize lobsters that could get caughtinside the lobster pots, and hasimplemented Sea Lion Excluder Devices toeliminate bycatch of young sea lions. Thefishery also improved its environmentalperformance beyond the scope of the MSCprogramme by reducing waste and pollingfishers to gather new ideas on sustainablemanagement including ways to improveeconomic performance.

1. Increasing numbers of fisheries arereporting benefits from joining the MSCprogramme – including better prices andmarket stability.

Meeting buyers’ expectationsConsumer-facing seafood businesses areincreasingly asking their suppliers to provideproof that their seafood purchases come froma sustainable source. “Being an internationalretailer, corporate social responsibility hasalways been integrated in the way we dobusiness,” says Hans-Jürgen Matern ofMETRO Group. “We are committed tosustainability and environmental protection inthe same way as we are guaranteeing highstandards in quality assurance.” The MSCfishery certification programme can improveaccess to markets, enable producers todifferentiate their products in increasinglycompetitive markets and gain ‘preferredsupplier’ status. Additionally, the MSC’s Chainof Custody certification ensures that anyproduct carrying the MSC label is part of anaudited supply chain that is fully traceable –an attractive ‘bonus’ for seafood buyers.

Fisheries experience benefitsfrom MSC certification

Not just higher pricesFisheries look towards the MSC for a range ofbenefits. For some, third-party assurance ofsustainability is now a market requirement,demanded by major buyers around the world.For others, better prices are the goal.Fisheries such as the Pacific cod freezerlongline fishery reported price benefitsimmediately after certification, and many morehave seen price improvements over time.“MSC certainly led to higher prices as somebuyers will only source products with the MSClabel,” says David Muirhead of the South Westhandline mackerel fishery, which wasrecertified this year. But it’s not just about thebottom line. Certification shows localcommunities that fisheries are well managedand sustainable. It also gives consumers achance to support sustainable fisheries bychoosing from the wide range of competitivelypriced MSC-labelled seafood now available.

New fisheries seek the MSC labelThe number of fisheries certified assustainable has almost tripled in three years,and was at 22 by the end of 2006/07. In2006/07 six new fisheries were certified(North Pacific halibut, North Sea herring,Alaska sablefish, two Lake Hjälmarenpikeperch fisheries and Patagonian scallops)and a further three were recertified (BurryInlet cockles, Western Australia rock lobsterand South West handline mackerel). At theend of the year MSC-certified fisheriesrepresented 18 different species from ninecountries and four oceans. A further 18fisheries were in full assessment, includingthe Gulf of California sardine fishery,Canadian prawn and shrimp fisheries and theGerman North Sea saithe fishery, adding newvariety to the MSC programme.

2. The Pacific halibutfishery was certified assustainable this year.The fishery quicklyfound a retail buyerwho launched newMSC-labelled productsin store.

3. Alaska pollockfishermen bring in thebiggest catch in theMSC programme –about 1.5 milliontonnes annually – andsell it as fillets, surimiand roe in Japan, theUSA and Europe.

Global momentum

1. Whole Foods Marketintroduced shoppers toMSC-labelled Pacifichalibut soon after thefishery was certified.

Growth in North AmericaThe USA is the fastest growing market forMSC-labelled products, with strong interest indomestic fisheries such as Alaska salmon,Alaska pollock and Pacific sablefish. WholeFoods Market launched the first MSC-labelledNorth Pacific halibut and introduced MSC-labelled South Georgia Patagonian toothfish,accompanied by a shopper’s guide forcustomers. The New York-based companyFresh Direct, brought sustainable seafood toa new group of shoppers by offering MSC-certified products through its online service.Meanwhile, Wal-Mart’s commitment tosupport the MSC programme is having anoticeable ‘ripple’ effect on fisheries,processors and the retail sector. Fifty NorthAmerican processors were certified this yearfor Chain of Custody – the MSC’s traceabilitystandard – to help meet demand from theUSA, Europe and Japan.

The market for sustainableseafood is rising rapidly

3. The MSC put downroots in Japan for thefirst time this year, withnew product launchesand promotion of theMSC label to shoppers.

4. Lidl’s bold packagingputs the MSC labelupfront on a wide rangeof products to driveshoppers towardssustainable seafood.

Japan leads Asia-PacificThis year every month brought more MSCnews from Japan. Since July 2006, whenTokyo’s National Azabu supermarketintroduced the first MSC-labelled productto Japanese shoppers, this influentialseafood nation has embraced the MSC’smessage. Aeon, a national retail chain with1,200 stores, launched a wide range ofMSC-labelled products in November 2006,and wholesalers have also taken part.Media coverage of the MSC has beenconsistently high, and the MSC ended avery exciting year by appointing aProgramme Director in Tokyo to supportfuture growth. Elsewhere in the Asia-Pacificregion, 29 suppliers in Vietnam, Malaysiaand China became certified to process,pack and distribute MSC-labelled productsaround the world.

Europe backs the MSCEurope remains the most mature marketfor the MSC eco-label and this yearcompanies operating in Germany, the UK,Sweden, Switzerland and the Netherlandswere dominant. In foodservice, DeutscheSee introduced 19 MSC-labelled products,while Brakes in the UK and Findus inSweden expanded their establishedranges. The first MSC-labelled snack foodsin Europe came through Coraya’s surimiproducts in Switzerland and Friedrich’ssalmon sticks in Germany. Swedish retailerICA presented MSC ready meals, while Lidlbecame the first multi-national discountstore to promote the MSC label. In termsof product range, Sainsbury’s and Young’sSeafood in the UK continued to lead theEuropean market with nearly 30 MSC-labelled products each, while Marks &Spencer announced that all of its fishwould come from MSC-certified sources orequivalent by 2012.

The Gulf ofCalifornia sardinefishery in Mexicoentered fullassessment againstthe MSC standardthis year. It brings anew species to theMSC programmeand is important for

Manypeople are concerned about the impact ofrising demand for fishmeal on thesustainability of this industry. “In seekingMSC certification we have the long-termsuccess of our fishery in mind. We believethe sardine fishery operates sustainablyand are looking for independentconfirmation of our fishers’ goodpractices”, said Leon Tissot Plant from theNational Chamber of the Fishing Industry.

Quality and Consistency project

The MSC’s Principles and Criteria forSustainable Fishing were developedfollowing extensive internationalstakeholder discussion between 1997and 1999. They were based on theUnited Nations FAO Code of Conductfor Responsible Fisheries and werevalidated through the first MSC fisheryassessments of 1999. Now, with over30 individual fishery assessments andrecertifications complete, we havesufficient practical experience toexamine how we can further improvethe overall quality and consistency ofthe assessment process. The MSC’sQuality and Consistency project wasstarted in 2006 to achieve this aim.

It is hoped that this ambitious projectwill deliver standard performanceindicators and scoring guideposts forfishery assessments by July 2008.These will provide fisheries withgreater clarity about what the MSC

process actually entails before theyenter assessment and will help thembetter understand the level ofperformance they need to meet tobecome certified. It is important tonote that the MSC is not revisiting itsstandard or where ‘the bar’ forcertification is set. The project’s aimis to improve the overall efficiency ofthe third-party assessment processand how the standard is applied toindividual fisheries. It will alsoreduce uncertainty for certifiedfisheries approaching thereassessment process. Finally, it willensure consistent and high qualityassessments for the rapidlyexpanding number of fisheries nowcoming forward to be certified.

Science and policy

1. In the Netherlands, a Dutch shrimp fisheryis working to improve its environmentalimpact before starting assessment againstthe MSC standard.

‘On the water’ changesFisheries make the most significant changes toreduce their environmental impact shortlybefore they begin the MSC assessmentprocess, according to the expert panels thatreviewed the MSC programme in 2006/07. At aseries of workshops for the MSC’sEnvironmental Benefits project, participantsconcluded that the period before fisheriescommence their MSC assessment is when theyare most likely to introduce new conservation orsustainability measures, rather than at laterstages or post-certification. The finding will helpthe MSC identify new evaluation tools to trackthe impact of certification on fisheries andmaximise its potential to deliver environmentalgains. Already it is clear that a strong marketincentive is a powerful way to persuade morefisheries towards sustainable practices.

Secure supply chains All buyers of MSC-labelled seafood need totrust that it has indeed come from an MSC-certified fishery. This is why every link in thesupply chain, ‘from boat to plate’, undergoesa Chain of Custody audit for traceability. Inessence, the audit ensures that certified fish isseparated from non-certified fish at everystage of processing and transport. Thisrequirement is a unique feature of the MSCprogramme and differentiates it from otherseafood initiatives. In February 2007 welaunched our Traceability and Assurance in theSupply Chain (TASC) project to make ourChain of Custody programme even morerobust. The project is likely to see theintroduction of random supplier audits,product tracebacks and DNA testing to furtherimprove confidence in the MSC eco-label.

A world class standardThis year the MSC became fully consistentwith guidelines on fisheries eco-labellingestablished by the UN’s Food and AgricultureOrganization. The guidelines are among thefew documents to capture internationalconsensus on key features of a crediblecertification programme for marine fisheries.Embedded in these guidelines are the MSC’score principles of independence, transparency,impartiality and stakeholder consultation. Builton a science-based standard and an opengovernance structure, the MSC also becamethe only seafood eco-label to meet the Codeof Good Practice of the International Socialand Environmental Accreditation and LabellingAlliance. The MSC programme also meets ISOrequirements for standard setting, certificationand accreditation organisations.

Lake Hjälmarenpikeperch x 2In August 2006 two Lake Hjälmarenfisheries became the first freshwater andfirst Swedish fisheries to meet the MSCstandard. The fishers use gill nets duringthe ice season and catch pikeperch, alsoknown as zander, with traps during therest of the year – hence it is counted astwo fisheries. “Sweden has more than100,000 lakes and most of its people liveclose to water. Fishing has always been anintegral part of Swedish society. To makesure it stays this way, the fishers at LakeHjälmaren have chosen MSC certification”,says Inger Näslund of WWF Sweden.

Building a global brand

MSC in the headlinesControversial headlines on illegal fishing,collapsing fish stocks and climate changetriggered a wave of media interest in fishingand seafood that put the MSC in the spotlight.Offering shoppers a simple, positive solutionto questions about what fish to buy, theMSC’s blue eco-label featured in articlesaround the world and won public support forthe pioneering fisheries that meet the MSC’senvironmental standard. With conservationgroups raising awareness of marine issues,many consumers discovered the MSC for thefirst time and visits to our website increasedby 60 per cent over the year. A major websiteoverhaul is now underway to provide moreconsumer friendly information and help buildthe MSC’s global brand.

FOCUS ONAlaska pollockIn 2006/07 MSC-labelled fish was availablein 27 countries and one species could befound in almost every market. As surimi,fish sticks or fillets, Alaska pollock ispopular with consumers worldwide for itssucculent white flesh and light flavour –although many home cooks do not know itsreal name. The fishery provides livelihoodsfor approximately 5,000 people in Alaska,from fishers operating big catcher-processor boats or smaller coastal vessels,to others involved in processing,transporting and marketing this plentifuland versatile species.

Pollock dishes are highly popular withconsumers, and an increasing range ofproducts now carry the MSC eco-label.

Shoppers are being urged tolook for the MSC label

Teaching tomorrow’s shoppers The MSC won a coveted Green Award inNovember 2006 for outstandingcommunications work in its Fish & Kidsproject. The project works with LocalEducation Authorities in England to increaseuptake of MSC-labelled fish in school mealsand teaches children about sustainablefishing through a learning pack and website(www.fishandkids.org). Foodservice providerBrakes pioneered the pilot project and hasquickly introduced the MSC label to 250,000children in 1,200 schools. The project ishighly popular with children who love theproject’s mascot – Murdock the Fisherman’sCat. As the star of Fish & Kids, Murdockleads the children through the issue ofsustainable fishing and encourages them toeat a delicious meal of MSC-labelled fish.

Consumer outreachWorking with partners around the world, theMSC eco-label is now being widelypromoted to consumers in Europe, Japan,North America and Australia. Seafood cardsare one of the most popular ways to accessinformation, and many now feature MSC-labelled choices. Magazine articles andwebsite campaigns are also askingconsumers to look for the MSC eco-labelwhen shopping for fish. Retailers often seebenefits for themselves in promoting theMSC to enhance brand loyalty. Many nowadvertise the MSC-labelled products on theirshelves and explain to customers why theysupport the MSC. In Australia, a secondSustainable Seafood Day repeated last year’ssuccess with nationwide coverage via TVand radio advertisements broadcast throughmajor media outlets.

2. First eat it, then learnabout it: children areresponding withenthusiasm to the Fish& Kids project, whichbrings a positiveapproach to lessonsabout sustainablefishing.

Exciting projects attract new supportDiscrete MSC projects to educate schoolchildren about sustainable fishing, presentthe MSC programme to fisheries andresearch environmental impacts were amongthose to win funding this year. As part of ourDeveloping World Programme, preparatorywork for a major project in southern Africawas funded by the ComMark Trust, whileoutreach workshops with fishers in Senegaland Mauritania were supported by theSwedish Society for Nature Conservation.The Rufford Maurice Laing Foundation kindlyfunded a new project analysing markets forseafood from developing countries andTesco supported an experts workshop toestablish a methodology for environmentalmonitoring and evaluation. In the UK, theFish & Kids project entered its second yearthanks to support from Defra and theProject AWARE Foundation.

When I look into the not-too-distant future, Isee that the sustainability of marine fishresources will be as commonly demanded inthe marketplace as health and sanitary issues.The era of overfishing and irresponsibleoverexploitation will be seen as a curious relicof a wasteful past.

We thank our partners in the catch,commercial and conservation sectors forhelping make sustainability a significant issuein the marketplace, as at the policy tables. TheMSC has been a leader in this movement,providing an independent, impartial,professional third-party assurance programmethat is considered a global gold standard.

We are proud to be a part of a new andimportant chapter in sustainable development.To the rapidly growing number of buyers in theprocessing sector, the retail sector and publicwho discriminate based on the sustainability of

their sources, we furnish the expert andunbiased assurance that the MSC-certifiedwild-caught fish they purchase is fromsustainable and well-managed fisheries.

The MSC has made tremendous progressduring this past year. Our programme isrobust, credible, balanced and fair; ourcertified fisheries are among the best in theworld and more are joining; top processorsand retailers are demanding certified productfrom their suppliers; and our certified productsare given prominence in significant markets.

Challenges remain, but our programme issound. And, the time when sustainability is anecessary feature in the marketplace for fishand fish products is coming even faster thanwe expected.

Moving ahead in 2007/8This report coversachievements up to theend of March 2007. Herewe present some of ourmore recent successes.

In the Netherlands, theFishes fishmongerchain launched sevenMSC-labelled speciesas part of a policy tobecome a fullysustainable business.

The first tuna fishery was certifiedin September 2007 –congratulations to the AAFAPacific albacore tuna fishery.

More than 800 products carryingthe MSC label, including Birds Eye'snew Omega 3 Alaska pollock fishfingers in the UK.

In France, Findus put a full page advert into nationalnewspaper Le Monde featuring the MSC label, and a nationalTV advert for Iglo products showed a son telling his motherhe chose this fish supper because of the MSC label.

A manga-style Big Comic storyin Japan promoted the MSC’sadventures at Tokyo’s Tsukijifish market.

The Ben Tre clam fishery inVietnam announced it was enteringthe MSC’s full assessmentprocess. It is the first fishery inSouth East Asia and the first clamfishery to seek the MSC eco-label.

More schools started serving MSC-labelled fish as part of the Fish &Kids project in England, and theMSC explored opportunities toexpand the project internationally.
