2011 Sailing Instructions

1. Rules: International Sailing Federation The Racing Rules of Sailing 2009-2012 (RRS), RFEV

prescriptions, concerning Class rules, the Notice of Race, and these Sailing Instructions will govern the racing. Rule

44.2 is changed, see Penalties below.

2. Notices for Skippers and Crew: Will be posted on the officials notice board and website in the M.S.R.S.C.

Clubhouse TOA.

3. Courses: Will Vary. PRO/Committee will brief skippers at meeting and provide details and maps if necessary.

Courses may be described by the use of a sign board on the Committee boat / club flag pole. Race Committee shall

announce the course at least 5 minute prior the warning signal.

4. Starting Signals: The “dinghy start”, or “Sound Signal Starting System” RRS Appendix S will be used.

5. Safety Equipment: All yachts are required to meet or exceed 2002 M.O.T. standards for a yacht of their lenght. All

yachts may be subject to a safety inspection.

5.1. Use of Personal Flotation: All skippers and crew must wear an Approved personal flotation device (PFD) while

on the water, other than for brief periods while adding or removing clothing. Failure to comply with this rule can result

in disqualification as deemed appropiate by the Protest Committee.

6. Penalties and Protests: A 360° turn penalty, similar to the 720° turn penalty of racing rule 44.2, will apply.  All

other provisions of Rule 61 apply. In addition, a protesting boat must notify the Race Committee of its intent to protest,

upon completion of the race involved. Protest time limit end prior next race starting procedure.

7. Communication by radio.

7.1. The Race Committee shall deliver its communications on M.S.R.S.C. GridTalkie Radio Channel 46.

7.2. In addition to the provisions of RRS rules 29.1 and 29.2, the Race Committee will radiate,

if possible, the names or numbers of sailing boats affected. You can not request compensation for incidents related

to this transmission (modifies RRS 62.1(a)).

8. Skippers Meeting. Mark locations, course, and any changes to these sailing instructions will be discussed at the

skippers meeting at least 30 minutes prior to the warning signal. Changes to these sailing instructions will be posted on

the official notice board in the M.S.R.S.C. Clubhouse as outlined in section 2.

9. Qualifications and Scoring: The High-Point Percentage Scoring System from US Sailing's web page on Long

Series will apply to the season, as modified below. The Season will be qualified and scored as a single series

independently of daily scores.

9.1. Individual scoring: Each sailor on each boat (whether skipper or crew) will be be assigned points for each race

according to their boat's finishing position. Points are assigned using the High-Point Percentage Scoring System.

Season scores are computed for each sailor individually.

9.2. Minimum to qualify: A sailor must compete in at least 50% (rounding to the nearest whole number) of the races

held in the season to qualify for the season. A race counts if at least 2 boats compete and the race is not cancelled or

abandoned.

9.3. Throwouts: Because the High-Point Percentage Scoring System accounts for skippers sailing different numbers

of races, no throwouts are needed or allowed.

9.4. Daily score: A Daily Score will be computed as a series of the races on that day and will be posted to the sailing

M.S.R.S.C. web site; however, this Daily Score is computed independently and does not influence the computation of

the Season scores.

9.5. Define 'N' to be the number of boats that compete in a particular race. Each boat finishing that race and not

thereafter retiring or being disqualified will be scored as follows:

9.5.1. All that boats that compete but  Do Not Finish (DNF) receive 1/N points. Are Do Not Start (DNS), Disqualified

(DSQ) or Scored Over-Early (OCS) receive 0 point. Boats Do Not Came (DNC), or Retired After Finish (RAF) will not

be scored.

10. Minimum and Maximum Wind.

10.1. For dinghy classes will not start signal to a race with less than 5 knots wind. For classes of keel and Match Race is

at the discretion of the Race Committee.

10.2. No starting signal will be a race of the dinghy classes if wind

records are above 25 knots. For other classes and Match Race is at the discretion of the Race Committee.

10.3. Protest regarding wind strength and suitability of wind direction or wind conditions are disallowed.

10.4. Forecast.

 Wind Wave Current Setter by Hay Ha as well as BWind Setter by Becca Moullez, thereafter WWC and BWS, will be the official weather conditions setters available to validate race and cruise sailing.

 Custom settings for the proper MSRSC or OA will be adjusted as accurately as

possible according to official sources of weather forecast shown below. Taking "Puertos del Estado" principally

engaged "WindGURU" as complementary where appropriate.

11. Changes: Notices and changes to these Sailing Instructions will be posted on the M.S.R.S.C. web site at least one

hour before the scheduled warning signal of the race in which they take effect.

12. Cancellations: The Race Committee will cancel races according to its best judgement, and usually if there are "thunderstorms" in the area, the wind lulls less than 3 knots or gusts reach over 30 knots.
