HISTORY
Saunders and Wium was established in East London in June 1966.
In 1983 a branch office was opened in Pietermaritzburg, where
the name became synonymous with high quality civil
engineering, particularly in the water, waste water, roads and
structural fields.
Mbona Saunders and Wium cc t/a MSW Consulting was
established in February 2006, as the engineering team in
Pietermaritzburg saw an opportunity for growth and
diversification.
MSW Consulting now offers a diverse range of professional
services to private and public enterprises throughout the African
continent and our expertise now include the important function
of social facilitation (ISD). We have an in-house Quality
Management Plan and are in the process of obtaining ISO 9000
certification.

MEMBERS
Our Members have had experience in both the public and private sector. Our Managing Member,
Don Hodgkinson had more than 20 years experience with Umgeni Water, a leading water utility in
South Africa, the last 5 years as Engineering Manager where he was responsible for the
implementation of the Umgeni Water CAPEX budget which peaked at an amount of R400m
/annum. He has experience in a wide field including the design and operation of:
• Water treatment facilities (250 Ml/d Midmar Waterworks; 205 Ml/d Nsezi Waterworks upgrade)
• Sludge dewatering systems (Decanter centrifuges, tubular filter press and CRSDS)
• Design of large diameter (1600DN) high pressure (40 bar) pipelines including diversion of siphons.
• Infrastructure assessment and water loss analyses in South Africa, Nigeria and Mozambique.
• Infrastructure rehabilitation including concrete pipelines ~ 2900DN and pre-stressed concrete
pipelines ~ 1900DN.
Dennis Mbona is a respected Project management and ISD consultant who ran a successful
consultancy practice before joining forces with MSW Consulting to provide a unique
ISD/Engineering service to the community. Mr Mbona has a Bachelors degree in Social Science
and his portfolio includes Managing the Social Facilitation and Marketing functions.
Frans Klopper was employed by the Natal Provincial Administration, as trainee civil technician from
1979 and eventually terminated his employment in 1997 as Regional Engineer for Edendale near
Pietermaritzburg. During this period he was responsible for all municipal services, including roads,
stormwater & sewer. He then started a civil consultancy practice which he operated successfully,
before becoming a founder member of MSW Consulting cc.
Justin Hemming is a professional engineering technologist who completed 9 years with the
Department of Transport in the roads construction sector. At age 23 Justin was promoted to Chief
Technician, where he managed the Port Shepstone Roads Construction Unit. He spent a further 3
years with consulting engineering firms managing a variety of roads and civil contracts. In 2002 he
joined Saunders and Wium, where he has designed and project managed numerous water
engineering projects.
Craig Mitchell graduated Cum Laude with a Bachelors Degree in Technology from D.I.T. in 2004. He was employed previously at KV3 Engineers where he obtained invaluable experience in a
variety of Civil Engineering projects. In 2008 Craig joined Mbona Saunders and Wium, where he
has designed and managed various water projects specializing in hydraulic modeling and
transient analysis.
Hugh Barraclough is a professional structural engineer (Summa Cum Laude) who gained three years experience in the bridge design office of KV3 Engineers, before moving to the structures
division of BKS (Pty) Ltd for five years, responsible for the design and management of a variety of
commercial and industrial projects in the Durban area. He then used this experience to establish
his own structural consultancy until 2009, before joining with MSW Consulting to lead the structural
aspects of the company.
Claude Semple is a professional engineering technologist (Cum Laude) who completed 6 years
with BVI Consulting, 6 years with ILISO Consulting Engineers, and a further 2.5 years as a freelance

consultant managing a variety of civil contracts. In 2010 he joined Mbona Saunders and Wium,
where he has project managed numerous Civil engineering projects.
Sandra Govender is our financial and administrative manager, and a newly appointed member of
the management team. Sandra has been involved in the Civil Engineering industry for 8 years, is
well versed in the industries practices, in Pastal systems and tax management. Sandra is also
managing the companies Quality Management system, for ISO 9001:2008 compliance.
Geoff Mitchell is a qualified Civil Engineering technician, with more than 35 years (client, consulting
and contracting) experience in a variety of Civil Engineering projects. Geoff is a Senior Contracts
Manager/Resident Engineer who provides guidance and mentorship to the site engineers, whilst
working very closely with the rural communities of KZN, to ensure a timely and superior end
product.
SPECIALISTS
SOILS
Leon Van Heerden completed 15 years of service with Moolman Bros Construction (LTA) as a
Director. He then established Materials Control Laboratories (MICLAB) in 1986, thereafter joining
Saunders & Wium in 1992 and was appointed branch manager in 1998. Mr Van Heerden has
continued with MSW, and provides a wealth of technical and management skills.
PROCESS & CHEMICAL ENGINEERING
Dr. Dave Nozaic has a master’s degree in chemical engineering and has more than 30 years
experience in the water / waste water field of engineering. He has served in both the private and
public sector (Umgeni Water and Ethekwini Water Services) in senior technical and managerial
positions. He is a Fellow member of the Water Institute of South Africa (WISA)
Justin Hodgkinson is a qualified Chemical Engineer whom now heads up our waste water and
process engineering division. He has trained under the guidance and mentorship of Dr. Nozaic for
a no. of years.
ENVIRONMENTAL
Dr. J. Ridl is an Environmental Attorney, and respected University lecturer whom deals with our
large scale project environmental planning and management processes.
Other specialist design fields in which MSW Consulting have strong in-house and networking capability
includes; • Pipeline rehabilitation design — Eddie current and thermal scanning. • Waste water design • Water loss management • Pipeline surge analysis • Digital terrain modeling • Operations and Maintenance of Treatment, bulk and reticulation systems. • Managing of labour based and EPWP contracts.

THE MSW FAMILY
With the growth of the company over the past 7 years additional technical and administrative
staff has been employed, who have been selected from the previously disadvantaged sector.
In addition to the permanent employees we maintain an ongoing programme of Experiential
Training for previously disadvantaged Civil Engineering students.
Since 2007 MSW Consulting has undertaken a commitment to the Singakwenza Ndawonye Student Training Scheme, developed by the Durban University of Technology (DUT). To date we
have trained and mentored 14 students, all from historically disadvantaged communities. Four of
these students are now permanent employees, whom we are funding for their Bachelors Degrees .
The Members and employees of MSW Consulting cc have a long association with various District
and Local Municipalities, as well as the Department of Works, Umgeni Water, Rand Water Services,
Department of Water Affairs and the Department of Transport.
We have associations with a wide range of specialist consultants in the structural, roads,
geotechnical, environmental, water and waste water process design, water loss reduction, Eddie
current and thermal scanning fields of engineering.
We believe that, as a company, MSW Consulting is able to provide a level of service to the client
where it is capable of designing, managing and implementing projects at any stage of the project
cycle, bringing them to completion within budget and time. Furthermore, the projects are
implemented in conjunction with a community involvement methodology, ensuring that projects
are implemented holistically - socially, technically and financially.
We believe that this holistic philosophy, coupled with the unique dynamics of our interactive and

PARTICULAR FIELDS OF EXPERTISE
MSW Consulting’s principle focus is in the fields of bulk water transfer, treatment, storage and
distribution (including primary, secondary and tertiary (reticulation) levels), water conservation and
demand management and infrastructure rehabilitation, and the institutional social development
aspect of these projects.
Bulk Water Conveyance
We have experience with all commonly used pipe materials including µPVC, HDPE, ductile iron
and continuously welded steel ranging in diameter from 50DN to 1900DN at operating pressures up
to 4000kPa. We have specialist knowledge of steel pipe coating and lining materials for raw and
potable water applications and have a sound working knowledge of corrosion mitigation
measures including sacrificial anode and impressed current cathodic protection systems.
We have designed fully automated raw and potable water pumping stations with installed
capacities up to 2520 kW with pumps equipped with variable speed drives (VSD’s) all managed by
SCADA.

Water Treatment
Our experience in water treatment ranges from small plants (< Ml/d) to large regional water
treatment plants up to 205 Ml/d.
We have extensive experience with various unit processes including clari-flocculators, pulsator
sludge blanket type clarifiers, Dortmund clarifiers, dissolved air flotation (DAF) systems, gravity and
pressure filtration systems and gravity sludge thickeners and mechanical dewatering systems.
Depending upon client requirements, we are able to offer manual plants with limited levels of
automation to fully automated plants operated using SCADA systems.

System Rehabilitation
MSW Consulting was appointed by the Department of Water Affairs (DWA) to develop a
rehabilitation strategy for their Gamtoos Government Water System. The system has a capacity of
7.5 cumec and traverses a route of some 64 kms from Kouga Dam to Loerie Dam in the Gamtoos
Valley in the Eastern Cape. The system includes canals, 22 siphons (concrete and pre-stressed
concrete) and 4 tunnels and covered canals. It is used primarily for irrigation of citrus produce for
the export market and also provides some 30% of the raw water demand of the Nelson Mandela
Municipality.
An extensive risk analysis was carried out with a view to identifying the high risk elements of the
system. Thermal imagery and eddy current scanning of pre-stressed concrete siphons were utilized
to determine the integrity of system elements.

Following the development of the rehabilitation strategy, MSW Consulting was appointed to
implement Phases 1 & 2 of the rehabilitation works valued at some R200m. It is estimated that the
value engineering risk assessment reduced capital expenditure by some R800m.

Water Control And Demand Management (WCDM)
MSW Consulting has successfully implemented several WCDM projects within South Africa
including:
• Ixopo (Sisonke DM)
• Burgersdorp (Joe Gqabi District Municipality)
• Ladysmith (Uthukela District Municpality): On-going
Our approach is to use a carefully tailored combination of the proven analytical BABE (Burst And
Background Evaluation) system coupled with a “Find and Fix” approach in order to achieve a
rapid yet systematic solution. Where appropriate, we seek means of improving revenue collection
as well as reducing physical water losses.
Dysfunctional systems have been rapidly transformed to systems with acceptable water losses.

SOCIAL RESPONSIBILITY
Engineering is not just about technical jargon, and the bottom line. We love the industry, as at the end of
each project, we can see the tangible results of our hard work.
Our engineering and design principles are founded on the knowledge that we are part of a greater
community, and must always act in the best interests of the larger community. Our strong emphasis on
Institutional social development, community training and environmental engineering helps to ensure poverty
alleviation and human development through responsible engineering.
Recent social and community development initiatives include, inter alia • On the verge—An initiative to help clean up Pietermaitzburg. Originally set-up in 2010, on the verge of the
2010 World Cup, we wanted individuals and businesses to take pride in their work place and surrounds, with a view to cleaning up their verges, gutters and surrounding neighbourhoods.
• KwaSizabantu Mission—MSW Consulting provide financial back-up and construction supervision for the
upgrade and repair to an existing church and living quarters in the poverty stricken Maphumulo district, on behalf of the Ilembe District Municipality.
• Sizwe Ngwavuma Educational Trust— MSW Consulting funded the building of sports facilities for this deprived
community based in northern KZN, for the Crossways Church Mission. • MSW recycles all our paper waste, the funds from which support a local crèche and the SPCA. • Prior to the 2010 Soccer World Cup, South Africa was abuzz with the tournament excitement. To ensure that
children in the rural Tugela valley could also partake in this build-up MSW sponsored 50 soccer balls.
MENTORSHIP
Besides the Singakwenza Ndawonye Student Training Scheme which has already assisted more than 14 students through their in-service training, MSW Consulting is also involved in a scholarship program with a local
high school, to promote youth development in maths and science, with a view to mentoring continuity of skills
in the engineering industries.
