ADA Compliance Administrator Chip Hazen provides disabled students with importantinformation about traveling on Metro Photo by Fred Camino
Braille Institute Students Tour Red Line Get Transit Updates
(April 4 2010) Returning from a tour of the Red Line students from theBraille Institute of Los Angeles settled into their seats in the Union StationConference Room to have lunch and learn from Metro ADA ComplianceAdministrator Chip Hazen how the agency continues to improve transit fordisabled patrons
Along with Hazen Community Relations Manager Barbara Burns and herstaff were on hand March 23 to serve as tour guides for the students on atrek that took them from the VermontSanta Monica station to UnionStation and the Gateway building
Hazen told the students that as part of Metrorsquos ldquoSolutions in Sightrdquo publiceducation campaign the agency has been busily producing three new 30second spots to improve safety for disabled riders including one thatbegan production a couple of weeks ago

Braille Institute student Latasha Bense tellsHazen sometimes she struggles to get a seaton the bus or train and wheelchairs tend to getgreater priority

Hazen explains Metrorsquos fare vending machines to students and their guides Photo by FredCamino
The first video narrated by Wayne Wassell Transportation PlanningManager in Metrorsquos Service Planning and Development Department askspassengers to give up their seat for disabled riders and seniors and allowpassengers in wheelchairs to board first
Hazen said this video which was produced by Metro Communications willbe shown on Transit TV starting in late April
A planned second spot will focus on Safety Straps for Mobility Devices ortether strap program which provides straps to riders who use wheelchairswhich are used by operators to secure their chairs onto buses Metrobegan the program in May 2009 with Metro bus operators being trained onhow to safely attach the straps and provide assistance to passengers withdisabilities
The third spot will remindoperators about the appropriatemanner of assisting disabledriders as well as provide abackground on Federal ADArequirements Both spots aregeared directly to operators andwill be shown at Metro busdivisions
Problems solvedWhen some of the studentscomplained to Hazen about thedifficulties in getting a seat aboardMetro buses Hazen said a newlyformed ADA Quality AssuranceCommittee is working on thisissue
One solution he said may becolor-coding sections of the bus and train to insure passengers know thoseseats are ldquoonlyrdquo for seniors and riders with disabilities
One student asked if bus operators were required to announce stops to

prevent blind passengers from missing their stop when the AutomatedVoice Annunciator (AVA) system wasnrsquot working
ldquoYes they are requiredrdquo Hazen said
Students from the Braille Institute toured the Red Line and learned about Metrorsquos ongoing ADAimprovements for disabled riders Photo by Fred Camino
In fact Metrorsquos efforts are far ahead of other agencies with stops calledout 85 to 90 percent of the time in LA County while they called out about13 percent of the time across the nation he added ldquoSo wersquore better thanthe rest of the nation but wersquore looking for 100 percentrdquo
The students said they were very pleased with their visit and when Hazenjokingly asked if hersquod given them ldquotoo much informationrdquo one studentcheerily yelled out ldquothe more the merrierrdquo
Each of the students received a Metro map and Braille flash cards alsodeveloped by Metro Communications to help them communicate stops tobus operators

Employees pack the Board Room to hear CEO address budget concerns and the reorganizationunderway
CEO Leahy Details Upcoming Changes for Metro at All Hands MeetingBy Laura KlothStaff Writer(April 6 2010) Positive that Metro would weather the toughest financialstorm it has faced in 80 years CEO Art Leahy outlined some importantchanges for the agency when he met with employees during the All Handsmeeting April 5
ldquoThere are a few good signsrdquo said Leahy drawing attention to a slightincrease in new jobs for the state and the inching up of home salesldquoMaybe wersquove bottomed out That would be a wonderful thing Meanwhilewersquove got a problem right now that if we donrsquot deal with it wersquoll worsenthe problem later onrdquo
Leahy answered a handful of questionsposed to him by some 80 employees whoused the newly created ldquoAsk the CEOrdquoforum on the MyMetronet home pageand who filled out cards made availablebefore the meeting
Many of the questions pointed to thereduction-in-force (RIF) of some 250 full-time employees required by Metro toreduce a $180 million deficit
The CEO noted that his staff had already

CEO Leahy A few good signs
identified some 150 positions some whichwould be voluntary severance orretirements and some that wouldldquounfortunatelyrdquo be involuntary
One employee asked if anyone with less than two years at the agencywould be laid off automatically and Leahy directly answered ldquoNordquo
Another employee wondered why only non-contract employees were beingincluded in the RIF and Leahy said the reduction had to comply with unionagreements and noted that if one full-time contract employee was laid offall part-timers would have to go first and that ldquowould create a hugeproblem with scheduling and servicerdquo
Some of the changes already enacted to streamline the agency creating asingle transportation maintenance and operations department With thosechanges ldquowe now conform to the worldwide model of transportationrdquoLeahy said
While some service cuts were made in December with more expected inJune Leahy said he would make ldquoextraordinary effortsrdquo to maintain andimprove Metro bus and rail to provide better service for the agencyrsquospatrons
CEO Leahy ldquoWe now conform to the worldwide model of transportationrdquo
ldquoIrsquom going to do my very best on behalf of the agency my coworkers and

our passengers to do this as well as possible given the situation that wefacerdquo he said
Another employee asked why Leahy had made so many temporaryappointments in particular the COO and chief planning positions
ldquoIrsquom not going to rush to make a permanent appointment especially at thehigher level I want to make sure we have an operations manager and achief planner who are able to do what this agency needs and that maytake a little timerdquo Leahy said indicating that recruitment efforts arecontinuing
A pair of employees asked questions addressing some problems withMetrorsquos equipment maintenance schedule and Leahy strongly agreedindicating that maintenance would become a higher priority ldquoDeferringmaintenance is wrong because it compounds and makes the situationworse later onrdquo he said
Some questions pointed to employee work schedules with Leahyresponding that he couldnrsquot support a 410 schedule because mostemployees had to be present every day to perform their job
However he said he could support a 980 hour work schedule if employeesunderstood that they would have to be present ldquoif necessaryrdquo on days theywere normally not scheduled to work
On the lighter side Leahy chuckled when one employee asked if he hadfelt the recent earthquake and he answered yes he was happy that itwas a quake and that he wasnrsquot feeling the ill effects of a stroke

(April 13 2010) Opening day at Dodger Stadium drew the usual large crowds but today more than 1400 fans were transported to the Dodgers home opener aboard the Dodger Stadium Express Riders started lining up before 11 am more than two hours before game time reported Roman Alarcon interim executive director transportation
The pre-game ridership estimated to number more than 1400 Dodger fans filled 14 buses two of which were 60-foot articulated buses from Division 10 The two articulated buses wrapped the transport and delivered the last two loads of passengers right at game time said Contract Services Manager Shannon Anderson
By games end the Dodger Stadium Express racked up some 2900 boardings on 68 trips reported Mike Greenwood DEO Operations The express operated by Southland Transit one of Metros contract services providers provided 11 buses to transport fans leaving Dodger Stadium with Division 10 adding four 60-footers to manage the exodus
The crowds were gone within 30 minutes of the last out but we operated several more trips over the next 30 minutes to carry stragglers said Greenwood

James Rojas a transportation planning manager takes his interactive planning exhibit on theroad and to the people Photo by Ned Racine
The World is a Workshop for Transportation Planner James Rojas
Going Global James Rojas at the United Nations World UrbanForum
By Michael D WhiteStaff Writer
(April 15 2010) Inspiration can be found in many places including itseems in a pile of stuff that looks like the debris at the bottom of a littleboyrsquos toy chest
Multicolored wood blocks and dowels of all sizes and shapes Lego blocksbottle caps the occasional ldquomissingrdquo rocket ship part or wooden traintrack plastic animals miniature cars - all-in-all a veritable jumble ofpossibilities Or at least thatrsquos how Metro Transportation Planning ManagerJames Rojas sees it
ldquoThe stuff is beautifulrdquo said Rojas How and perhaps more to the pointwhy ldquoBecause there are infinite possibilities in using various day-to-daymaterials that people are familiar with to get them involved in the processof planning the communities they live inrdquo
A 13-year employee with Metro Rojas has worked as a communityvolunteer around the country gaining both national and internationalacclaim and drawn considerable press coverage for devising a genuinelyunique way to stimulate an interest on the part of ordinary citizens in thesomewhat arcane task of urban planning
Several years ago he came up with the idea of having people ndash

housewives and community activists business executives teachers andprofessionals ndash gather in a workshop setting to discuss ideas and sit downtogether at a table and in effect tap into their inner Disney by utilizingthe ldquojumblerdquo to create a mock-up of their model urban community
They map out everything from the location of streets parks bridgespedestrian walkways and transit lines to shopping malls recreationalfacilities plazas theatres and residential districts
Rojas calls it ldquoPlace Itrdquo
His interactive planning art was featured at the United Nations WorldHabitat Forum 5 in March held in Brazil
ldquoPeople become very enthused when they feel they are taking part increating the positive environment they want to live inrdquo said Rojas an LAnative and US Army veteran who holds a masterrsquos degree in city planningfrom MIT in Boston
An artist by both inclination and training Rojas is well-known in LosAngeles design community having founded the LAtino Urban Forum a non-profit group that ldquoinforms and engagesrdquo citizens in the urban planningprocess and Gallery 727 located in the downtown Arts District
Los Angeles ldquois the perfect region to utilize this type of approach becauseitrsquos probably the most culturally and ethnically diverse area in the entirecountryrdquo he said ldquoThe diversity lends itself to a multiplicity of ideas thatsimply wouldnrsquot be available in a more homogeneous region The fact thatthere are so many people here from so many different places is a genuineadvantagerdquo
The process he said is about the ldquopride that can be had in feeling that weown the communities we live and work inrdquo
The whole ldquoPlace Itrdquo idea said Rojas ldquois about giving people the chance toplace themselves in the future and set a goal to strive for in a comfortableenvironment that energizes them about taking an active role in the well-being of their own communities
Urban planning ldquoshould be more than just boring charts complicated mapsand contentious meetingsrdquo he said ldquoThis puts people in the equationrdquo

Metro Employees Learn About Combating Stress at TCU-HostedClass(April 15 2010) There are two steps in dealing with stress according toKaiser Permanente Health Educator Elvira Garay
The first is knowing its symptoms and learning how to define it while thesecond is knowing that once yoursquove identified it you have to learn tomanage it or potentially face a chronic illness that could lead to an earlydeath
Thatrsquos the message she conveyed to a roomful of Metro employees at arecent Transportation Communications Union (TCU)-sponsored stressmanagement class at the Gateway building
The dictionary definition of stress describes ldquoa physical chemical oremotional factor that causes bodily or mental tension and may be a factorin disease causationrdquo but Garay simplified it saying stress is ldquoanythingthat becomes a threat to an otherwise stable liferdquo
Yoga Instructor Jillian Szafranski encourages employees even thosewhorsquove never tried yoga to check out the class she teaches in theGateway Building The first class is free with a flyer and then $9 persession Click here or on image to download flyer
Metro Report
httpintranet1newsreporttcuStresshtm[10162015 102854 AM]
When Garay asked employees to provide their own definition of stress ittook them several minutes to respond with one woman responding that ldquoIthink stress is anything that makes me nervousrdquo
In dealing with stress Garay said itrsquos important to know the differencebetween ldquoshort termrdquo indicators like long lines at the grocery store andtraffic and ldquolong termrdquo stress like chronic conditions and job loss
Stress attacks the central adrenal and cardiovascular systems andwreaks havoc on the immune system and the fight-or-flight hormonesnecessary to survive are released suddenly throughout the body sheexplained
ldquoIf you donrsquot release that energy at some point your risk of heart diseaseis going through the roof because all these changes are happening ldquo shesaid ldquoYou have an increased heart rate increased blood pressure Most ofus cannot walk around with an accelerated heart rate and blood pressurefor a long period of timerdquo
Ineffective ways of dealing with stress exacerbate chronic conditionsGaray added ldquoWersquore eating drinking and smoking our stressrdquo

She talked employees through a deep breathing exercise and gave them amini quiz to help determine their stress levels and was joined by yogainstructor Jillian Szafranski who invited employees to a yoga class taughttwice a week during lunch at the Gateway building
The class provides stress relief for employees regardless of their physicalbackground said Szafranski In fact she noted that 95 percent of herstudents had never attended a yoga class before
Garay concluded the class by encouraging employees to look for ways toreduce stress levels like exercise and deep breathing and noted thatKaiser provides classes for everyone including nonmembers
ldquoYou are in control over how you respond to stressors in your life at workor at homerdquo she said

As part of the WUF conference there was an exhibition area where variousnations public institutions and non-government organizations could set upbooths to showcase their work
HUD staff invited me to participate in the conferencersquos USA Exhibitionbooth This booth served as a gathering area for host speakers from theUS Delegation which allowed me to meet many of the high-ranking staff
The USA booth featured an interactive model of a car-free Rio HUDrecognized my innovative approach to engage empower and excite thegeneral public about sustainable urban planning HUD believed that thispublic participation method is a useful educational tool providingcommunity residents the opportunity to envision the urban planningprocess and solve urban problems
The model ndash along with a life-size poster of President Obama - made ourbooth particularly playful My model was 30 inches wide and six feet longand was placed on a 40-inch-high table which made it very accessible tothe public The model was a representation of Riorsquos beaches mountainsand street grid
Hundreds of participants visited the US booth daily Many people werefascinated by the vibrant colors recycled materials and the purpose of theinteractive model Once attendees were aware that they could touch themodel many became fascinated with rearranging it This allowed me toengage with attendees from all over the world ranging from heads-of-stateto casual passers-by
Anna Tibajuka Under-Secretary-General of the United Nations andExecutive Director of UN-HABITAT was fascinated by the model Iexplained to her how it breaks down the planning process into clearlyunderstandable parts Her response was to remove some of the favelaslining the hillside areas of the model and replace it with new housing

The United States Ambassador to Brazil Clifford Sobel was interested inthe interactive model and thought is was an important tool for engagingcommunities in the planning process
Maria Otero State Department Undersecretary of State for Democracy andGlobal Affairs was happy to see the model Mercedes M Maacuterquez AssistantSecretary Community Planning and Development Housing and UrbanDevelopment also former general manager of the City of Los AngelesHousing Department enjoyed the model as well
Many people worked diligently making modification to the model Two guysfrom Norway turned every building into one story while a German guyattempted to build the highest building An Indian gentleman said he isgoing to create a model like this back home for his children A group ofAfghanis were fascinated by this process and spoke to me in brokenEnglish as to how I could help them back home
A young Polish couple though this would be a great way to revisionWarsaw A young boy from The Congo played with the model for over anhour making changes big and small model Still others demand more openspace and parks in the model Dozens of Brazilians were very happy that Imade their fair city car free since traffic is a problem in Rio
My conclusion from the hundreds of responses received about the modelwas that people from all walks of life from all over the world have the savevalues toward the cities They want decent housing public transportationopen space and a sustainable future for their communities
The interactive car-free Rio model was a big success because it illustratedhow given the right tools we can all work together to shape the future ofcities

Fire Inspector Allen Provides Snapshot of Metrorsquos First ResponderSystemBy Michael D WhiteStaff Writer
(April 20 2010) Simply being the fastest to the scene during anemergency isnrsquot enough
Itrsquos ldquoarriving on site armed with as much information as you can gatherabout what occurred that can make the differencerdquo says Los Angeles CityFire Department Inspector Shane Allen
Allen has spent the last five years of his 30-year LAFD career as half ofthe team that serves as the emergencysafety liaison between thedepartment and Metro
Joined by LAFD Battalion Chief Michael Thomas Allen oversees Metrorsquosldquofirst responderrdquo system a high-tech alarm array designed to provideinstant information on any emergency that might occur on Metrorsquosunderground rail network
ldquoThe system [which was activated with the start-up of the Metro Red Linein 1990] detects emergency situations responds accordingly and initiateswhatever plans are needed to handle the situation The information ischanneled through the Metro ROC and then onto the fire departmentrdquosaid Allen who stressed that specific details of the system ndash the first andmost widely deployed of its kind in the country ndash are for obvious reasonsldquokept under wrapsrdquo
There are more than two dozen emergency scenarios ndash anything from anequipment fire or medical incident such as a heart attack to a chemical

Each of those types of ldquoincidentsrdquo require a specific response from the firedepartment he said and thatrsquos where assembling all of the availableinformation on what happened where it happened and how it happenedldquois the critical first step in being able to respond appropriatelyrdquo
Alluding to the recently completed Gold Line Eastside Extension Allen saidthat ldquoone of the really useful things wersquove been able to do is to interfacewith the CCTV cameras from any location on the alignment We can thenmake a visual appraisal of an incident at say the Soto Station by tappinginto the camera system at the Mariachi Stationrdquo
That he said ldquois very useful because it keeps us from having tounnecessarily put people in harmrsquos way and saves valuable timerdquo
Effectively handling an incident ldquois based on the ability of theprofessionals who handle those sorts of things everyday to communicateevaluate the situation and act accordinglyrdquo said Allen

Orange Line project manager Hitesh Patel at new privacy fence going up in Chatsworth
Online at zevlacountygov and republished here with the kindpermission of the official Third District website of Los Angeles CountySupervisor Zev Yaraslovsky
Hitesh Patel has been riding the Orange Line since Day One
Since he lives in Yorba Linda he hasnrsquot actually been a daily commuter onone of the routersquos high-tech ldquoMetro Linerrdquo buses which run from WarnerCenter to North Hollywood on compressed natural gas
But as deputy project manager of the rapid transit buswayrsquos originalstretch hersquos been onboard throughout the planning engineeringconstruction and 2005 launch of a line that wasnrsquot expected to attract22000 daily weekday riders until 2020
It hit that ridership mark its first year out and continues to average aboutthat todaymdashmaking it a bona fide transportation hit
Metro Report
httpintranet1newsreportmolZevReporthtm[10192015 94514 AM]
So naturally therersquos a sequel in the works And this time Patel is runningthe show
Patel a 13-year veteran of the Metropolitan Transportation Authority isproject manager of the Orange Line Extension which will extend the linefour miles northward from Warner Center to its final destination betweenDevonshire and Lassen streets in Chatsworth
At the momentmdashand until the job wraps up in the summer of 2012mdashthatmakes him a very busy guy
Ever since the contractor Brutoco Engineering amp Construction Inc gotthe go-ahead to start work in March therersquos been a flurry of activity onthe project
A new 8-foot-high ldquoprivacy fencerdquo is going up beside a mobile home parknear the Chatsworth stationmdashof one four new stations to be built as partof the project along with new platforms at a fifth in Canoga Park Thefence which shields homes from construction hassles and looky-loos issomething residents had been seeking
We had a big inputrdquo says Jan McLeod manager of the 198-homeChatsworth Mobile Home Park ldquoWe needed the fence so we got the fenceThat was a big important thing for us Wersquore not looking forward to thenext couple of years but I keep saying to the residents lsquoRemember theend goalrsquo
That end goalmdashgreatly improving transit ldquoconnectivityrdquo in the Valley with aline projected to carry 45500 a day by 2030mdashmight seem a long way offBut workers already are hustling to set the stage for construction to startin May on a 500-foot bridge over Lassen Street that is one of the projectrsquosmost ambitious elements
To that end workers are now preparing to relocate utility linesundergroundmdasha process that should start in May and end in the fall Thatmeans intermittent lane closures have begun on Lassen during the daywith some night work expected as the project progresses
In addition to navigating the host of approvals needed to start the workPatel reports that 50 businesses leasing Metro property along the extensionline already have been relocated with two more to go by the end of themonth Three other businesses have had their leases with Metro modifiedwhich means that their property lines are changing to allow the busway togo through In addition 26 billboards have been removed
ldquoWe had a lot of challenges but we worked through themrdquo Patel says
Hersquos hoping that a needed agreement with Union Pacific can be obtained incoming weeks allowing the Orange Line work to go forward across itsproperty
Meanwhile Metrolink has relocated tracks and is building new rail signalsto replace its current signals which must be removed to allow for buildingthe Lassen Street bridge
Even before Brutoco came aboard Metro had worked to design the parkinglot north of the Chatsworth station which is being built near the existingMetrolink parking lot The design is intended to reflect community aestheticpreferences including earth-tone light standards expanded landscapingand a white split-rail fence along Devonshire
Metro Report
httpintranet1newsreportmolZevReporthtm[10192015 94514 AM]
Olga Lopez senior community relations officer for Metro said therersquos beena fairly light volume of calls about the project so farmdashabout 500 many ofthem seeking information on the extension and its route As workaccelerates shersquos expecting more Meetings have been held with theChatsworth and Canoga Park neighborhood councils and more areplanned
Patel 53mdashwho was born in Uganda lived in India and went to college inEnglandmdashis a civil engineer by training He worked at Caltrans beforejoining Metro in 1996 Given his experience on the original Orange Line hethinks the buswayrsquos successmdashwith 746 million riders in fiscal 2008mdashissomething to build on for the future
ldquoThe extension will provide greater access to more of the Valleyrdquo he saysldquoby improving north-south mobility and linking with the ChatsworthMetrolink stationrdquo
And in the words of Scott McConnell Metrorsquos senior construction manageron the job ldquowersquore off to a good startrdquo
The $2156 million extension project which also includes abicyclepedestrian path is receiving funding from Measure R the half-centsales tax passed by voters in 2008 Its hotline can be reached at (213)922-3668 The email address is molextensionmetronet

Metro creates new 3010 Initiative web page
As reported by Steve Hymon in The Source mdash April 22 2010
Herersquos the link to the new web page on the 3010Initiative that received the unanimous support ofthe agencyrsquos Board of Directors on Thursday
The page includes the list of 12 transit projectthat the 3010 plan hopes to accelerate andorhelp fund
Some of these projects were already scheduled toopen within the next decade according to Metrorsquoslong-range plan But getting some type of federalloan or bonds under 3010 allows the agency tobetter spread Measure R funds around to hopefullycomplete the transit projects in the next decade
That would be quite a boost for some of the projects For example theEastside Extension of the Gold Line mdash which will run either to South ElMonte or Whittier (the project is in its draft environmental study phase) mdashwas originally scheduled to be finished in 2035 By the same token theWestside Subway Extension wasnrsquot scheduled to reach Westwood until2036 and the Green Line South Bay Extension was also supposed to bedone in 2035 The 405-Sepulveda Pass transit project wasnrsquot scheduled tobe done until 2039

Metro Citizens Advisory Council Field Transit Questionsat Health Fest
By Rich MoralloCommunity Relations Volunteer Coordinator
(April 26 2010) Hundreds of curious downtown employees visited theMetro information table at April 8 Health Fest in the Hahn Hall ofAdministration courtyard
There were typically three kinds of questions we got on publictransportation said Tony Banash a member of the Metro CitizensAdvisory Council (CAC)
First people wanted to know how to get from one location to anotherSecond they asked about how their passes can be subsidized ordiscounted and third they wanted to know when the next major transitproject is opening
Banash was joined by Wally Shidler who like Banash serves on MetrorsquosGateway Cities Governance Council
Metro Report
httpintranet1newsreportcachealthFesthtm[10162015 101009 AM]
Both joined the CAC about four years ago and are familiar figuresfrequently manning Metro information tables at many community events
Its important to us to get out into the neighborhoods so we can getdirect feedback from the public said Shilder who rides Metro every dayWe answered questions on bus passes and advised people on specifictravel plans
Every Metro Board member can appoint up to four persons to the CACwhich convenes its monthly general assembly on the Wednesday beforeeach Metro Board meeting
The CAC collects public input and communicates its recommendations ontransportation programs to the Board and recently supported classifyingthe Expo Line Phase II environmental impact report and the undergroundLittle TokyoArts District Station and portal as Board ldquoalternatives underconsideration
We enjoy talking and explaining the Metro system especially to peoplewho feel it is not safe or convenient said Shidler
Quick to agree Banash added I thrive on being able to interface withour constituents
