Past Grand High Priests F. Irving Crow, Rhey H. Smith, Claude P.Davidson and Raymond A. Howard were then recognized and welcomedby M:.E:.Grand High Priest Thomas.

M: .E: .Grand High Priest Thomas stated that the candidates whoreceived the Mark Master Degree at this Festival had until the SeptemberConvocations of their respective Chapters to submit their Marks.

Labor was suspended in the Royal Arch Degree and a Lodge of MarkMasters opened for work and instruction at 10:00 A.M.

OFFICIAL VISITS TO SUBORDINATE CHAPTERS

It is always a pleasure to visit our Subordinate Chapters and thisyear's official visits were no exception. A majority of the official staff werepresent on each visit. In every instance we were warmly received andpresented in a most dignified manner. Through these visits we were ableto discuss various problems incidental to each of the Chapters and welearned much and sincerely hope our visits enriched the respective Chap-ters in return.

May 1st-Kent Chapter No.8, Dover. Guest at dinner preceding meet-ing. Enjoyed R.A.M. cake baked by E.G.1VI.3rd V. James L. Crouse aftermeeting.

June 17th-Delta Chapter No.6, Wilmington. Guest at dinner beforemeeting. Presented 50 year pin to Compo Linneaus Hoopes. P.M. andM.E.M. degrees conferred. This was last official convocation of this Chapterin Wilmington. They have moved to Newport with our blessing, and wewish them well in their new home.

RECOMMENDATIO S

DISTINGUISHED SERVICE MEDAL 1. The present five-year limit on dual membership be increased to 11'11years to further assist in establishing new Chapters and to strcnut h"11the foundation of existing Chapters. This would be in line with 1'(','1'111action of the M.W. Grand Lodge of Delaware relative to dual 1I1t'liibership.

2. A Spec-ial Grand Chapter Committee appointed to investigate II"financial condition of each Chapter in the State with special eI1lJlII/l~I,placed on the number of delinquent members being carried on tlu- 11I11

. of each Chapter.

The first recommendation should become effective in January, I!l7(),The second is of a very urgent nature. I was informed in late Septr-rul« Ithat 37 Companions aut of about 157 from one Chapter were at least 10111years delinquent in their dues; and despite my personal plea by letter IIIeach Companion, it was necessary to suspend 30 Companions for non-p.ivment of dues. This condition shonld never be allowed to exist. Thi« "totally unfair to the Companion involved as well as the Chapter who 11111Ipay a per capita tax on a non-paying member.

The General Grand Chapter's Distinguished Service Medal was pre-sented at our Royal Arch Festival on May 24, 1968, in Newport, Delaware.The award was presented at that time because of the impending retire-ment of the recipient to Florida.

E. Compo Flumerfelt has served Delta Chapter No. 6 as ExcellentHigh Priest and Secretary. He was also the first Excellent High Priest ofBrandywine Chapter Na. 9 and was the driving farce behind the formationof that hard working group of Capitular Masons, He is one of the fewMasons with the combined rare talent far ritualistic and administrative ex-cellence. These talents have been exhibited many times an behalf of yourGrand Chapter, and we know of no one who merits the award mare thanom Excellent Companion Ceorge. We wish him well in his retirement andare sure that our loss will be the Grand Chapter of Florida's gai.n.

RELIGIOUS AFFIRMATION DAYCONDITION OF THE RITE

On Sunday Evening, overnber 10, the Capitular Masons of Delawareand their families attended Red Lion Methodist Church, Red Lion, Dela-ware.

The Rev. Irving R. Pusey, Grand Chaplain of the M.vV. Grand Lodgeof Delaware informed us that their evening service was very informal.After a number of hymns and testimonials, we heard a most inspiring ser-mon From Rev. Pusey. To those few who braved the bitter cold, and highwinds of the evening, I know they could not have left this service withoutreaffirming their faith in the One Living and True God.

Peace and harmony prevail within the confines of our State.

Unfortunately, we will show a great decrease in membership this y "illdue partly to deaths, but mostly through suspensions.

I am firmly convinced that every Chapter must overhaul and updnt:their internal structures and redesign their planning to coincide with 1111modem concept of living, incorporating in this design the time honou«lteachings and principles of Capitular Masonry.

ORDER OF HIGH PRIESTHOOD

Companions, we are in direct competition with all the modern morlr-sof transportation, entertainment, organizations and life itself. Wellliislmake our Chapters attractive to all Masons. We must be active. We IIIIISIplan. Most 0"£ all, we must all work together if we are to again place CHilitular Masonry in its proper place in Delaware.

A Convention of Annointed High Priests of the State of Delaware wasconvened an December 30, 1968. Five High Priests - elect were annointcd,consecrated and set part. It is interesting to note that Ex. Compo Jam s M.[ohnson will serve as High Priest of both Delta Chapter No.6 and Brandy-wine Chapter No.9 during the ensuing Capitular Year. We congratulateM.E. Comp. Claude P. To the Grand Chapter of Royal Arch Masons of DelawareExcellent Companions:

In this the year of our celebration of the founding of this GrandChapter 100 years ago, there may have been some speculation among ourown Companions and among our distinguished Companions from sisterJurisdictions, as to the comparative "youth" of our Grand Chapter. Wemight easily have been celebrating our 150th Anniversary. Was there a lackof desire for futher light and knowledge in Masonry in the minds of ourBrethren of yesteryear'? The answer is negative. The Brethren were eagerfor further light and knowledge, and they did not lag in their zeal to acquireit.

This misfortune did not stop our Masonic Brethren, and fourteen 01

them with the help of Three Times Three Chapter of Trenton, N.J. receivedthe Chapter degrees, and were assisted by their New Jersey Companionsin forming a new Delaware Chapter, St. John's, and were granted a dispcn-sation by the General Grand Chapter on J~Ul.13, 1868. Then things beganto hum, the conditions in Delaware were presented to the General GrandHigh Priest, and on October 20, 1868 he authorized Washington & LafayetteChapter No.1, Temple Chapter No.2, in Milford, Del., and Hope ChapterNo.4, in Georgetown, Del., to resume Capitular labor under their warrantsnow or lately held.

In the minutes of Lodge No. 14, now Washington Lodge No.1, underthe date of September 3rd, 1784 in Wilmington, Del., it states that amember had offered a plot of ground at Walnut and Second Streets, ofthat city, and 5 in specie, for the erection of a Masonic Temple for Lodge

o. 14, and the "Higher Bodies." Lodge No. 14 was chartered under theProvincial Grand Lodge of Pennsylvania in 1769, and as an "Ancient" hadthe right to confer the Royal Arch Degree as part of its system. To makea long StOlYshort the first record of a Chapter is found in the minutes ofWashington Royal Arch Chapter, under the authority from the warrantgranted to Washington Lodge No.1, dated Jan. 24, 1809 this Chapterelevated to the Super-Excellent degree of Royal Arch Mason, one DavidRobinette, the first to receive this degree in Delaware, and have it recordedfor posterity.

It is a fact that by 1817 there were seven Royal Arch Chapters inDelaware, but all records to account for their origins have never beenfound, and the General Grand Chapter has no records of Delaware chaptersuntil 1868, and Pennsylvania records for those former years were burned.'So it is evident that our Brethren were active and zealous in obtainingfurther Masonic knowledge, and no doubt in a legal manner, but the ravagesof time have erased any records that surely were in existence at one time.

On January 9, 1869, the General Grand High Priest, James M. Austin,acted on the application of the Delaware Companions for permission to forma Grand Chapter in Delaware, granting the same, and on January 20, 1869in Dover, Del. he was present and installed the new Grand officers in aConvocation called by the four Delaware Chapters. All charters were calledin and new ones issued as January 20, 1869, as follows Washington &Lafayette No.1, Temple No.2, at Milford, Del., Hope No.3, ail:George-town, Del. and St. John's No.4, Wilmington, Del. The new Grand Councilwas Daniel C. Godwin, Grand High Priest; Willis Holden, Deputy GrandHigh Priest; George W. Stone, Grand King; Jacob Moore, Grand Scribe.Capitular Masonry was now officially recognized by the General GrandChapter, as a Delaware Grand Chapter since its false start in 1817. It is along lane that bas no turning, and now there was rejoicing.

Torbert, who had accepted a foreignmission under the United States Government, it became necessaryto appoint a Grand Secretary, ad interim. And as the Seal Booksand Papers of the Grand Chapter had been left in my possession,I deemed it best to appoint Companion W. F. Godwin, of Milford,to fill said vacancy. "I am pleased to add that we have official notice from theGeneral Grand Secretary of the General Grand Chapter of tl1('United States, that we are engrafted upon and are now a constitu-ent part of that body, received, enrolled, and to be recognized assuch."I greet you! \Ve are again assembled in Grand Convention

with unbroken ranks and in Peace and Harmony-thanks to anindulgent Providence.

"In closing, allow me to say that to the best of my abilities,I have endeavored to discharge the duties incumbent upon min the high trust your have confided to me."One year ago, around this sacred altar, was organized the

Grand Chapter of the State of Delaware. Upon the ruins of theold was then laid the foundation of the new Temple, our aspira-tions ascending to the Most High that the 'glory of the latterhouse might be even greater than that of the former.'

"May we all discharge our several duties with Fidelity.

"May Harmony prevail in our Councils during our presentsitting.

"The returns from the several subordinate chapters exhibit anamount of work that show the Craft have not been idle, and affordmuch encouragement for the future.

"And when our work here is finished, may we be qualified,with the Signet of Truth, to enter within the White Vail, andreceive the reward of the faithful at the hands of our Great HighPriest above."

What a calm, forceful address, with confidence in the future, and trustin the Supreme High Priest of Heaven and Earth. The Grand Chapter ofDelaware did not die, but exists to this day! We pray that it will continueto do so, and may we have the same stalwart faith as evidenced in the ad-dress just read.

"Having information that a body of men at Lewes within thisJurisdiction were conferrinz the several Capitular Degrees ofMasonry, I wrote to a Companion of that place to elicit the factsof the case. I have however had no response. I would, therefore,suggest that a committee be appointed to make the necessaryinvestigation and r port the result to the Grand Council, at anearly day, so that proceedings may be taken to correct the same.

With the above background let us look at the case of Companion Geo.W. Chaytor, at our Grand Convocation of Jan. 17, 1872. This Companionwho had been expelled by Washington & Lafayette Chapter was restoredto the rights of a Royal Arch Mason by resolution enacted by the GrandChapter at this Session. In the Grand Convocation of Jan. 15, 1873, amotion was offered to restore him as a permanent member of this GrandChapter, he having been a Grand High Priest of the old Grand Chapter.Whereupon M.· .E.' .Grand High Priest John R. McFee made the followingdecision='T desire to expressly state that this Grand Chapter is not arestoration. I had the honor to be one of three High Priests appointed bythe Most E. G. H. P. of the G. G. C. of the United States to perfect thisorganization, and distinctly assert that this is not a restoration of the oldGrand Chapter, but a new organization-a New Grand Chapter." Thereuponthe motion was lost.

"Among papers received from the Grand Secretary I foundcopies of the proceedings of several Grand Chapters of the UnitedStates and the Canadas, which I ordered to be forwarded to theCommittee on Foreign Correspondence.

"I would suggest also that an appropriation be made to pro-cure Jewels, & Etc. for the Grand Chapter; as also a Trunk forthe Books, Papers, etc., of the Grand Secretary, believing the same,needful.

We now have our answer why we are not celebrating the 150th Anni-versary of this Grand Chapter, our present Grand Chapter is not a restora-tion of the old 1818 one, but a new one entirely, dating from Jan. 20, 1869.Therefore Grand Council officers of the old Grand Chapter can not be

The Grand Chapter of Royal Arch Masons of Delaware has arrivedat an important milestone-the Centennial. We should pause to rememberthe past, to rejoice in the present and to contemplate the future.

From the historical writings in the Great Light, we learn that thesecond Tem.ple arose upon the ruins of the first. In a similar manner, theGrand Chapter of Royal Arch Masons of Delaware arose upon the ruinsof the Grand Holy Royal Arch Chapter of Delaware, Our Grand Chapterwas born in adversity and cradled in storm.

The recommendation by the Committee on a seal for the GrandChapter was adopted.

Companions, in such a manner, did our Grand Chapter come intoexistence=cherished hopes and happy expectations to great achievements,

At the Annual Convocation in 1872, a warrant was granted to AdoniramChapter No.5, Middletown. It was constituted April 9, 1872 with Alfred G.Cox as High Priest, Thomas Budd as King and Richard E. Smith as Scribe.

Delta Chapter No.6 was constituted on March 4, 1874 with James H.Cameron, High Priest; William T. Springer, King; and John G. Haddock,Scribe.

On January 20, 1869, delegates from Washington and LafayetteChapter No.1, Wilmington; Temple Chapter No.2, Milford; Hope ChapterNo.4, Georgetown; and St. John's Chapter, Wilmington, met in Dover forthe purpose of organizing and establishing a Grand Royal Arch Chapter forthe State of Delaware. Authority for this Convention came from an edictissued by M.'.E.· .james M. Austin, General Grand High Priest of theGeneral Grand Chapter of the United States. M.'.E.'.Companion Austincalled the Convention to order, and proceeded with the steps necessary toforming a Grand Chapter. The elected officers were:

On March 30, 1880, M.'.E.' .Ceorge H. Jones, Past Grand High Priestof New Jersey, at the request of M.' .E.' .john 'vV. Lawson, Grand High Priestof Delaware, conferred the Order of High Priesthood on eight DelawareCompanions in the Masonic Temple in Wilmington and aid d in establish-ing a Grand Council of the Order of High Priesthood for the State ofDelaware. TIle first annual meeting was held on January 19, 1881, withM.' .E.' .Iohn W. Lawson as President.

At the Annual Convocation in 1883, a resolution was adopted to SW11-

mon the officers of Temple Chapter No.2, Hope Chapter No. 3 andAdoniram Chapter No. 5 to show cause why their Charters should not bewithdrawn. These Chapters had not met for several y aI'S. There was noresponse and their Charters were declared forfeited.

Companions-man is surrounded with a dome of incomprehensiblewonders. He should drink deeply of these majestic mysteries. He shoulduse these mystic powers to clothe tomorrow in a glorious garb. TomOHOWsoon becomes today and today soon becomes yesterday.

Our Companions of yesterday wrought well. Our Temple is consecratedby their labors, their devotions and their sacrifices. Yet-the present is mag-netic with things that we can do. As Masons, we should be extending thehorizon of human life by removing the rubbish of vice and ignorance whichprevents man from beholding truth and wisdom. The great dynamic forceis thought and the great uplifting power is love.

Our Companions have come over a rugged way, during the past 100years, The rough Ashlar which they dug from the quarries has pass d thesquare. TIle altar they reared has been hallowed by the flame of DivineLove.

We, like Solomon and Zerubbabel, are engaged in the constru 'lion ofa mighty Temple-a Temple whose site is not Mount Moriah, but in theheart of man. Let us take courage and press forward. Obstacles may impedeour progress, dangers may threaten, hunger and thirst may wonkcn ourbodies, but if faithful, we shall "arrive in sight of the I'llintd walls ofJerusalem and the glistening tents of our brethren."

On April 16, 1921, M: .E: .W. Harry Lewis, Grand High Priest, andhis staff, constituted Kent Chapter No.8 in Dover with J. Wallace Woodfordas High Priest; Frank C, Bancroft as King and [ohn P. LeFevre as Scribe.

Capitular Masonry in Delaware had a normal healthy growth from1869 to the year 1926. There were 2,068 Companions that year, the largestnumber in our history. There followed a decline in membership during thedepression years of the thirties, a loss of over one-half of the membership.Up to 1942, the trend of all Masonic Bodies was "losses in membership,"That year', the total Blue Lodge membership in Delaware had dropped to5,089 and Delaware Capitular membership to 1,054. The United States wasdrawn into World War II by the surprise attack of the Japanese on PearlHarbor, Hawaii all. December 7, 1941. There followed four years of combat,culminating with the surrender of Germany on VE Day, May 7, 1945 andthe surrender of Japan on VJ Day, September 2, 1945, Something happenedto Capitular' Masonry during these war years. The Blue Lodges showedsubstantial increases, but the Chapters continued to show losses and, in1944, our membership was 986. We have heard many explanations for thisCapitular apathy, but none that appears to furnish a satisfactory and accept-able interpretation.

At the Convocation on January 16, 1952, M: .E: .Harry R. Craig, GrandHigh Priest, had the distinctive pleasure of welcoming and receiving M: .E:.Robert F. James, General Grand High Priest, and M:.E: .F. Irving Crow,General Grand Sentinel. M: .E: .Companion Crow is the only officer wehave had in the Grand Line of the General Grand Chapter of the UnitedStates, during our one-hundred years of existence. At this Convocation, thefirst Distinguished Service Medal was presented to Companion Alfred E.Pool in token of his many contributions to Capitular Masonry.

At the 1956 Convocation, M: .E:.J. Henry McDonnell, Grand HighPriest, reported that a most successful Royal Arch Festival had been heldand that a Religious Affirmation Day had been observed. These two affairswere instituted during M.·.E.· .Companion Mcfronnell's term of office.

M: .E: .Sarnuel A. Wise, Grand High Priest, at the 1966 Convocation,recommended a Warrant for a New Chapter to be known as BrandywineChapter No.9. The Charter was granted naming George S. Flumerfelt asHigh Priest; Charles J. Brodie, as King and Frank M. Keiser as Scribe. OnMarch 9, 1967, M.·.E.· .Chester G. Dahlstrom, Grand High Priest, and hisstaff, constituted Brandywine Chapter No.9, at Claymont. This trend towardsuburban Masonic life was revealed again in 1968 when M: .E:.RichardH. Thomas, Grand High Priest, sanctioned the holding of a Royal Arch

Such examples of the work only serve to further the opinion of theCommittee, and those Committees before, that no portions of the RitualisticWork should be read from a book, except perhaps, the important part of thepassages from the Great Light. To read from the Rih131only detracts fromits important lesson, and shows a tendency to detour from precedent andheritage. Masonry is a "Mouth to Ear" instruction, in order to best observe,preserve and teach its secrets, moral precepts and traditions.

The Jurisprudence Committee desires to express the appreciation ofthis Grand Chapter to our Most Excellent Grand High Priest, Richard H.Thomas, for his comprehensive report and for his devotion to CapitularyMasonry during the past year. He made many visits outside of the Juris-diction, which helped to cement the ties of friendship among the Com-panions throughout the area. He was particularly devoted to his own Juris-diction, having made nearly one hundred courtesy visits to the variousMasonic organization here in Delaware. We are under the impression thatthis established some sort of a record. He is entirely in order in makingthe various dispensations which have to do with the promotion of RoyalArch Masonry.

Be it resolved by this Grand Chapter to continue the Special Assessmentof $.2.5 annually on each Royal Arch Mason of the Subordinate .hupters ofDelaware to defray the expenses of our Annual Grand Convocutions.
