Emerald Automotive launches Website and Opens local Office

After announcing plans to establish a central hub manufacturing facility in Hazelwood and creating nearly 600 new jobs, Emerald Automotive has set up its liaison office inside The Knobbe House at Brookes Park and launched a new company website at www.emeraldautomotive.com. This website offers the first detailed look at its lightweight, electric-hybrid commercial fleet vehicle, t-001, as well as lists the first open positions with the company.

Highlights of the new website include a Careers section, which currently has 11 open positions posted for Emerald’s liaison office in Hazelwood. Applicants can also submit cover letters, resumes, and applications through this page. Although recruiting for manufacturing positions won’t begin until sometime in 2012, that information, once available, will be posted online. Other core features of the website include the following: Home; Product; Technical; About Us; and News.

“The new company website, the posting of 11 open positions and announcement of Emerald’s new liaison office in Hazelwood are all very strong indications that this project is moving forward,” said Mayor Matthew Robinson. “We’re excited about the fact that automotive manufacturing is returning to Hazelwood, which should help put more people back to work and stimulate economic growth by attracting new vendors and suppliers to the region.”

Hazelwood’s Finance Department Receives

Certificate of Excellence for 13th Consecutive year

For the 13th consecutive year, the City of Hazelwood has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA) for its comprehensive

annual financial report (CAFR). This is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by Hazelwood’s city government and its management staff.

The CAFR, prepared by Hazelwood’s Finance Department, has been judged by an impartial panel to meet the high standards of the program, including the demonstration of a constructive “spirit of full disclosure” which clearly communicates the financial story and motivates potential users and user groups to read it. This document is posted on the Finance Department page of the City’s website and can be viewed by the public.

Financial advisors and bond rating agencies utilize Hazelwood’s CAFR to analyze the City’s financial condition prior to approving the issuance of bonds and other financial transactions. Examples of how this has been beneficial to Hazelwood include the issuance of general obligation street bonds, revenue bonds for Cabela’s Wildlife Museum, and certificates of participation for Hazelwood’s $5.7 million White Birch Bay Aquatic Center. In 2010, Standard and Poor upgraded the City’s bond rating from A+ to AA- based on its evaluation of the CAFR.

Hazelwood Receives Recycling Grant as Part of Public Education CampaignThe St. Louis County Department of Health was selected by the National Curbside Value Partnership to develop and implement a residential recycling public education campaign for County residents. A professional advertising agency was hired to come up with an ad campaign using “Recycling Becomes Me” as the theme.

Several ads will be airing on local radio stations, as well as appearing in print and social media. The ad campaign is designed to build top-of-mind awareness about the importance of recycling and to show how recycling can become a part of our everyday lives.

Hazelwood will receive $9,838 as part of this grant. With guidance from the City’s Green Committee, the staff will use these funds to produce educational materials and to conduct a recycling participation study.

2011 Hazelwood Harvestfest Honors Dogs and Offers Family Fun

This year’s Hazelwood Harvestfest on September 10 attracted a big crowd for both the parade and activities at Howdershell Park. The event theme for 2011 was “Tribute to Man’s Best Friend.” To help highlight the importance of dogs, the Hazelwood Parks and Recreation Division made arrangements for the Purina Incredible Dog Team to perform four shows throughout the day.

Tony and Sarah Hoard of Indianapolis, Ind., were the Purina dog trainers who brought six of their canines with them to “wow” the audience with amazing tricks and acrobatic flying disc routines. The names of their dogs were Rockin Rory, Elektra Blu, Zaniee “J”, Q-TEE Pup, Mowgli, and Sprocket Rocket.

During the parade, five cash prizes for the best float and/or vehicle design were awarded to these organizations: 1) Tiny Tots ($150); 2) Cadette Rhythmettes $100; 3) La Petite Academy ($75); 4) LA Dance Center ($50); and 5) Valley Industries Workshop ($25).

Other parade participants included members of the Hazelwood City Council, reigning 2010 Miss Hazelwood Nikki Napolitano and the 2011 Queen candidates, Twirl Girlz of St. Louis, Cub Scout Pack 739, Boy Scout Troop 739, and the City of Florissant’s Valley of the Flowers Queen candidates with Mayor Tom Schneider. In addition, the HWHS Marching Wildcats and the John Ford Highland Pipe Band entertained the spectators with “live” upbeat music.

The 2011 Hazelwood Harvestfest offered something for every age, every interest. We look forward to seeing you at next year’s event.

Hazelwood Plans to bring back Summer Concert Series Next year

Hazelwood residents didn’t have to buy event tickets at Ticketmaster to enjoy a great music concert this past summer. The Hazelwood Parks and Recreation Division launched its “2011 Summer Concert Series” at the Truman Park gazebo, and scheduled seven bands to perform free concerts on Saturday nights between May 21 and October 8.

Residents were entertained with everything from a glitzy, Las Vegas-style tribute to Elvis Presley (June 18) to the upbeat, Top 40 dance hits performed by the popular Bob Kuban Band (July 16). They also got to see dynamic performances from AmberFade (May 21), Jam Central Station (June 4), KLOSE’ NUFF (July 13), and The Chaz45 Band (Aug. 13). In addition, they were treated to an encore concert featuring Rio (Oct. 8).

“We’re glad we were able to bring this type of free quality entertainment to Hazelwood residents,” said Pam Reynolds, faculty manager, Hazelwood Community Center. “The new gazebo overlooking the pond and the shade provided by nearby trees made it an ideal setting for these events. Since we’ve received positive feedback from a lot of people, we plan to offer the Summer Concert Series again next year.”

Hazelwood Hires New Aquatic Center SupervisorThanks to a hot summer, cool admission prices, and fun water park amenities, Hazelwood’s White Birch Bay Aquatic Center experienced the best summer attendance since opening with 26,105. Good management also played a key factor in the facility’s success, which made guests want to come back again.

Jill Arnold started the summer as Hazelwood’s Aquatic Center supervisor and handled the hiring/training of 65 lifeguards and 25 concession workers. She was later promoted to the faculty manager’s position at Civic Center East after Dave Thomasson’s retirement. Jill’s replacement as Aquatic Center supervisor was Jake Junghanel, 35, who started

working on July 18 which happened to be the first day of 100-degree weather to hit the St. Louis area.

After four years in the 82nd Airborne Division, Junghanel brings a strong sense of discipline to his job and the ability to develop a productive team atmosphere for his employees. He is no stranger to city recreation work. Junghanel supervised the aquatic center in Herrin, Ill., from 2008–2010. Last year, he also ran the aquatic facility in Arnold, Mo. In addition, Junghanel is currently finalizing his master’s degree in recreation at the Southern Illinois University-Carbondale.

Theodoro Stays in Hazelwood and Relocates to Pillsbury building

The Greenstreet Development Group, LLC, announces that Theodoro has agreed to be the “anchor tenant” of the old Pillsbury building, located at 8840 Pershall Road. This is good news because it means the retention of a local business in Hazelwood and the creation of new jobs as a result of the company’s relocation and expansion efforts.

Established in 1917, Theodoro is a national baker with the unique ability to produce custom-made bread, as well as premium, fresh-daily donuts and decorated cakes for dozens of commercial and independent food services within a 75-mile radius. In addition, the company supplies national retailers with an ever expanding frozen product line to help maximize their profitability.

Company officials came to the realization that they couldn’t increase production capacity at their 6038 North Lindbergh site. So the decision was made to relocate their business operations to the old Pillsbury building. The renovation plan calls for the adaptive reuse and remodeling of this 261,479-sq.-ft. facility into a multi-tenant building. The company is making a $3.5 million capital investment in the property plus the annual lease costs.

This relocation and the purchase of new equipment will enable Theodoro to grow its business, resulting in the creation of 45 new jobs and the retention of 155 existing employees. Theodoro will be sharing the building’s space with Arcobasso, a manufacturer of custom salad dressings and gourmet sauce blends, and one or more other tenants to be announced later.

Construction of New Mungenast Hyundai Dealership on Target for Completion

Since the groundbreaking ceremony on July 27, construction on the new Mungenast Hyundai location in Hazelwood has been robust, allowing the building to take shape. For the past four months, crews from Holland Construction Services, Inc., have been working on the site

with the first phase of construction now complete.

“Construction on the new building is coming along smoothly, and we haven’t hit any speed bumps, said Kurt Mungenast, dealer principal of Mungenast Hyundai. “We are still planning for a completion date of spring 2012.”

The new, eco-friendly dealership costs $7 million to build and will cover more than 35,000 square feet. It will feature 16 service bays, information kiosks for customers, a café, indoor vehicle pick-up and drop-off areas, as well as many other state-of-the-art amenities. HDA Architects of St. Louis designed the project; Kaiser Electric has been hired to complete all the electrical work; and Holland Construction Services, Inc., is the general contractor.

Mungenast Hyundai is currently located at 8917 Dunn Road in Hazelwood. The new building will be located at 649 Dunn Road.

Crazy 8 Opens New Store location at St. louis Mills A new store has been added to the St. Louis Mills’ popular mix of value retailers, restaurants, and entertainment venues. Crazy 8, a nationally recognized children’s clothing retailer, opened recently across from The Children’s Place Outlet and next to Tommy Hilfiger’s Company Store in Neighborhood 2. This store joins more than 11 already popular children’s stores at St. Louis Mills, including the Gymboree Outlet, Carter’s and more.

Crazy 8 is the newest addition to The Gymboree Corporation’s family of brands. It offers fashionable outfits at a great value for girls and boys, sizes 0 to 14. Merchandise includes hoodies and graphic tees for boys, dresses and denim for girls, and sleepers and bodysuits for babies. QuikTrip opened a new store at the corner of N. lindbergh blvd. and Elm Grove lane which has done very well. The company plans to build a larger Generation III store as a replacement for the existing one on Howdershell Road.

First building Goes in Ground at Aviator business Park

If you’ve taken a drive past Aviator Business Park, which is the site of the old Ford plant on North Lindbergh Boulevard, you may have seen a new retail strip center built by Panattoni Development Company. This is the first building to rise out of the ground for the $250 million, 2.7 million-square-foot mixed-use business park, offering build-to-suit options for light manufacturers, data centers, distribution operators, hotels and office users.

Panattoni has moved its marketing office into this new retail center, which offers these amenities to prospective tenants: 1,200 to 9,150 sq. ft. of space; bay sizes 20 ft. wide by 80 ft. deep; 10’ finished ceiling, 12’ clear without ceiling; 95 available parking spaces (approx. 8/1,000 ratio); signage fronting North Lindbergh; and outparcel availability. Papers have been signed for a new Jimmy John’s Gourmet Sandwiches to go in one of the end suites, offering fast drive-thru service.

Green light Given for Holiday Inn Express Project

The Holiday Inn Express planned for Hazelwood Plaza at N. Lindbergh and Taylor Road is back on track. The developer, Spa Hotels, spent the summer working with MSD on permits and issues related to the site’s drainage. The special land use permit (SLUP) for the hotel, approved by City Council, expired in July. Spa Hotels reapplied and was granted a second permit.

The developer is now cleared to build. They have until November 8 to break ground for the project per the new SLUP arrangements. However, the contractor may have limited construction time due to bad weather this winter. Most of the building work may occur during 2012 with plans to open for business by fall of next year. The structure will be three stories tall and contain 65 to 80 guest rooms. It will face Taylor Road and be situated in what is now the front portion of the plaza’s parking lot.

QuikTrip loves Hazelwood so much that it plans to open another new store to replace the existing one at 5950 Howdershell Road. The new facility will be located at 5909 Howdershell. It will feature QuikTrip’s new Generation III store design with 5,800 sq. ft. of space and enough pumps to offer 18-car fuel service under a canopy. Proposed access includes one full access drive on Behlmann Road and a right in right out drive onto Howdershell.

The Generation III concept offers an attractive design, a bigger footprint, and less congestion in the parking lot as well as inside the store. Other features include the following: multiple entries (2 front, 2 side); more front door parking;

split Men and Women’s bathrooms near side exits; expanded frozen drink, fresh brewed tea and specialty coffee counter; Hotzi warmers in two locations; fresh donut and grab ‘n go food displays; and a longer checkout counter for better customer flow.

QuikTrip plans to begin construction soon with a goal to be open by November 2012. The store will employ 7 full-time and 20 part-time employees. These jobs range from $8.25/hour + bonus for store clerks up to an average of $70,000 yearly for the store manager.

The HPD and HFD partnered recently with Mungenast Hyundai for the 15th annual “KlaasKids Child Safety Day.” Dozens of parents brought their children to the event to have digital photos taken, fingerprints scanned, and DNA samples collected for a kit to have on hand in case of an emergency. This state-of-the-art technology is used to aid law enforcement if a child goes missing.

For the past 15 years, the Mungenast Automotive Family has sponsored these events with the KlaasKids Foundation at all of their automotive

dealerships. Marc Klaas formed this non-profit organization following the kidnapping and murder of his 12-year-old daughter, Polly Klaas, in 1993.

Both departments had displays set up for the children to enjoy. The HPD gave tours of the department’s new Command Center, allowed kids to sit on a police motorcycle, and introduced P.O. Mike Monticelli’s K-9 partner, Onyxx. The HFD showcased a fire truck, ambulance, and a Safety Clubhouse for children to go through and learn fire safety habits. In addition, life-size mascot characters such as McGruff the Crime Dog, Sparky the Fire Dog, and Darren the Lion for HPD’s D.A.R.E. program were on hand to greet the kids.

Hazelwood Officer Receives Distinguished valor Award

The HPD recently presented P.O. Jason Perkins its Distinguished Service Citation for Valor Award for risking his life to apprehend a dangerous suspect. Police Chief Carl

Wolf and Mayor Matthew Robinson gave him special recognition at a recent Council meeting.

The incident occurred on June 23, 2011, at approximately 11 p.m. when Perkins drove toward the sound of gunshots and stopped a suspicious man walking along a street. The suspect turned and fired shots at Perkins, who returned fire and then chased him by foot to the 8300 block of Sagewood Lane. Since the suspect was using both hands to climb a fence and not holding a firearm, Perkins holstered his weapon and drew his Taser.

He ordered the suspect off the fence. After landing on the ground, the suspect ran towards him. Perkins fired his Taser and was able to subdue the suspect and call dispatch for an ambulance. During the interrogation, it was determined that the apprehended suspect had just been involved in a shooting in Berkeley. A six-member committee agreed to recommend Perkins for this impressive award.

Good Turnout for Hazelwood’s ‘Celebrate Safe Communities’ Event

Many of you came out and attended several of the block parties held in observance of this year’s “Celebrate Safe Communities” on September 27. We want to thank you for supporting our efforts to make Hazelwood a safer place to live by interacting with your neighbors, organizing Neighborhood Watch Groups, and getting to know our police officers and firefighters who patrol/service your area.

For the past three years, Hazelwood Police Department (HPD) has partnered with the Neighborhood Watch Commission, Hazelwood Fire Department, and the Fire Districts of Florissant Valley and Robertson to host the “Celebrate Safe Communities” event. The city observes this program on the last Tuesday in September. It takes the place of “National Night Out” because most residents like having the event during the cooler part of the year when everyone is back into a normal routine after summer break.

Through collaborative efforts involving residents, business owners, school administrators, and city officials on a year-round basis, the HPD can do a better job keeping the criminal element out of Hazelwood. This process also helps build civic pride since it gives people a chance to play an active role in making Hazelwood a better place to live, work, and play.

Safety ResourceWe’re living in a time when advancements in technology occur on a daily basis and safety standards are changed in a blink of an eye. Who can we turn to for help in determining what is the best safety practices for ourselves and our families?

The Hazelwood Fire Department is the best source because it deals with everything involving safety. Our firefighters go through extensive training and conduct in-depth research in order to become experts.

Smoke detectors have long been an important factor in fire safety education across the country. In Hazelwood, this concept is taken a step further by offering smoke detectors, free of charge, to residents who need them. Local firefighters are even willing to come to your home and install them for you.

Head injury is the leading cause of death in bicycle crashes, particularly among children ages 14 and under. Not only is the HFD a strong advocate about educating people on the mandatory requirement for kids to wear safety helmets for all wheeled sports, but the department has bicycle helmets available for purchase at a minimal cost of $8 each.

Child safety seats have become important since laws in our area require their use. It is no coincidence that the HFD has, for the past 10 years, led the North St. Louis County region in providing guidance and instruction for our residents in the proper installation of these seats. An appointment is required, but their time is flexible.

In addition, the HFD can provide safety information on a variety of topics to civic, school, scout, church groups, and businesses. Hazelwood Firefighters Pledge Using Seat belts On-Duty

The Hazelwood Fire Department (HFD) is among the first in St. Louis County to have all its firefighters pledge to wear seat belts when they drive or ride on fire apparatus. This declaration for firefighter safety is being spearheaded by the National Fallen Firefighters Foundation, through the “Everyone Goes Home” campaign.

This seat belt pledge is the latest tool to raise awareness among firefighters everywhere about the importance of

buckling up before they leave the station on an emergency 911 call. “Seat belt use is being woven into the fabric of our day-to-day logistics,” said Randy Getz, HFD spokesperson. “Our newest truck sounds an alarm in the cab when the parking brake is released and not all of the seat belts are buckled.”

The “Everyone Goes Home” program aims to reduce the number of fire service on-duty deaths by urging such safety protocols such as seat belt usage. With headquarters in Emmitsburg, Md., the National Fallen Firefighters Foundation was created by an act of Congress.

“We would like to issue a challenge of our own to Hazelwood residents,” says Getz. “Take your own pledge to wear seat belts. Make sure all of those riding in your vehicle are buckled up as well, and remind teen drivers to do the same. We feel that if we can take the pledge and commit to this safety practice, everyone else can too!”

Explorers launch Education Project for Public on Helmet Safety

Members of Police Explorers Post #9217 and Fire Explorers Post #9341 have launched a community service project. Their goal is to educate children, ages 17 and under, about the mandatory requirement for them to wear helmets for all wheeled sports.

In January 2007, the Hazelwood City Council approved Ordinance 3834-07, Section 390.130, which stated every person under the age of 17 riding a bicycle, or using a scooter, in-line skates, roller skates, or skateboard must wear a bike helmet of good fit. A year later, St. Louis County passed a similar ordinance for the region.

Hazelwood Explorers are in the process of posting new street signs at 30 locations throughout the city to remind residents of the need to comply with these ordinances in order to reduce the risk of head injuries caused by unexpected falls or accidents.

City Council Approves New Allied Contract (continued)Forms needed to apply for the senior/disabled discount can be picked up at the Public Works Office in Hazelwood’s City Hall, 415 Elm Grove Lane. Applicants must bring the following documentation with them: 1) a copy of their driver’s license that confirms birth, date, name, and address; or 2) paperwork proving 100% disability from Social Security.

Free 95-Gallon Trash Containers By now you should have received a FREE 95-gallon trash container delivered by Allied. All one- and two-family residents were scheduled to get one during the last couple of weeks in October. If for some reason you didn’t get a 95-gallon trash container, please contact Allied’s Customer Service at (636) 947-5959 and they will make arrangements to have one delivered to you.

Allied began automated residential pick-up of trash and recycling in Hazelwood on November 1, which required the distribution of these new trash containers. Allied will be using trucks with mechanical arms that lift the containers and deposit the debris into a trash/recycling compactor. The new 95-gallon containers are constructed with durable plastic, wheels and a lid to make them sturdy enough to withstand this process.

Curbside Pick-Up Remember to place both of your carts, trash and recycling, at the curb before 6 a.m. on pick-up day. If you need to see a map showing

all the trash/recycling collection days and the streets assigned to the new pick-up routes, go to the “Allied Trash/Recycling Services” section on the City’s website. The containers need to be at least 1-ft. from the curb or edge of street, and at least 3-ft. away from all other objects. You will no longer need to purchase your own trash container. If you were renting a trash container from Allied prior to November 1, you will no longer receive a bill for it.

You should continue using your 65-gallon recycling cart for recyclable materials. However, if you are having problems with it, you can request a larger size automated recycling cart for FREE by contacting Allied’s Customer Service.

Going to Once a Week Service Allied’s new contract with the City of Hazelwood calls for once a week pick-up of your trash and recycling. “In an effort to promote recycling, there is a growing trend to conserve resources. Not only would this help reduce the frequency of collections in our community, but also it would lower the rate of wear and tear on the City’s infrastructure with fewer trucks on the road. In addition, it would enhance the beauty of our neighborhoods by reducing the number of trash/recycling containers sitting out by the curb on a daily basis,” said David C. Stewart, PE/CPM, Director of Public Works/City Engineer, City of Hazelwood.

City Policy on Snow Emergency Alerts

When four inches or more of snow are predicted by the National Weather Service and local TV meteorologists, the City of Hazelwood issues a Snow Emergency Alert which is posted on the City’s website and on TV 993, the City’s government cable access channel on the Charter system.

Hazelwood police officers also patrol their sectors and try to contact residents, when possible, who have their cars parked on streets designated as snow routes. To determine if your street is a snow route,

look for a blue sign posted that says, “Emergency Snow Route — Tow Away Zone.” You can also find a listing of all snow routes in Hazelwood by visiting the “Services” section on the City’s website and clicking the “Snow Removal” tab on the right-hand side of the screen.

Residents will be asked to move their vehicles off the street to make room for the City’s snow removal equipment. Citations are written if the vehicles are not removed. If, after prior warnings, vehicles remain on the designated snow routes and obstruct the path of snow plows, they will be towed.

Hazelwood’s Storm Declaration Policy

Whenever a storm rolls through Hazelwood, the severity and size of the affected area has everything to do with when and if the City will handle the clean-up. To help alleviate any confusion you may have about when you’re responsible for cleaning up debris versus relying on the City to do it, Hazelwood has established a storm declaration policy.

After a storm goes through, reports are collected about downed trees and yard debris that may be causing an inconvenience for local residents. A final report is submitted to the City Manager, or his designee, along with a recommendation of where to begin clean-up efforts.

It is up to the City Manager to make the decision on whether or not the situation warrants a storm declaration. This action is usually taken if the storm damage is extensive throughout the whole city, which may be beyond what residents can handle by themselves and would justify the expenditure of City funds.

The following methods will be used to notify residents about a storm declaration: an article posted on the front page of the City’s website; a message broadcast on Hazelwood’s TV 993 channel; and lighted signs positioned at both fire stations on Lindbergh Boulevard and Howdershell Road. In addition, an automatic phone notification system will be used to alert you on what to do with your storm debris and how to get help clearing extensive storm damage on your property.
