Characteristics of the Municipality:
•It is located in the centre of Greece.
•Its total area is 739.737 square
kilometers.
•Its population is 23.531 people.
•The Rivers Enipeas and Apidanos flow
through the Municipality’s plain.
•The Municipality’s character is rural.
Participation of the Municipality in the
Covenant of Mayors
The Mayor Aris Karachalios signed the
Covenant of Mayors on 24.06.2013, during a
special ceremony in Brussels.
• The target set by the Action
Plan is 20% reduction of CO2
emissions by 2020 relatively to
the levels of the reference year
2011, from activities within the
Municipality’s borders.
The project “Adding to SEAP – more participants, more content across Europe
SEAP-PLUS” is a European project co-financed by the EU’s “Intelligent
Energy – Europe program”.
Within the project’s framework, the Technical Chamber of Greece has been
announced as Covenant National Coordinator and supports 13
Municipalities of Greece:
• Providing technical support to Municipalities for the elaboration of
Sustainable Energy Action Plans.
• Organizing training programs, seminars, meetings and technical
teleconferences.
• Contributing in consumer and user awareness and in energy and
environmental culture.
The Municipality of Farsala is one out of 13 municipalities in Greece which is
supported and takes advantage of the SEAP-PLUS project.

The 20% target by 2020 will be achieved through:
• 43% reduction in CO2 emissions in all municipal
activities (buildings, facilities and vehicles) by 2020,
through energy saving measures, as well as Renewable
Energy Sources.
• 54% reduction in CO2 emissions in the household and
third sector by 2020 through energy saving measures, as
well as Renewable Energy Sources.
• 4% reduction in CO2 emissions through energy saving
measures in transportation by 2020.
Implementation of pilot energy saving projects :
• Energy saving interventions in six
school units, 846,420.00 euros.
• Green planted roof on a school
unit, 259,500.00 euros.
• Pilot Green Rural Community, of
zero CO2 emissions, 3,959,658.44
• Elaboration of surveys for
transformation of the Town Hall
and the Cultural Center into zero
energy buildings.
Energy saving operations in six school units
Interventions:
• New energy-efficient doors and
windows have been installed
• The heating system has been
upgraded.
• New energy-efficient lighting
fittings have been placed and an
automation system has been
installed
The project has been already
implemented and energy saving has
been achieved in electric and heat
energy over 30% in each building.
The targets of the green roof application in the 2nd Junior High School-
High school of the Municipality of Farsala are the following:
• 30% reduction in heating and cooling energy
consumption
• Improvement in the region’s microclimate
• Combating of the urban heat island and the
greenhouse effect
• Reduction of CO2 emissions and gaseous
pollutants
• Reduction of noise pollution
• Protection of insulation from the wide
atmospheric temperature range
• Restoration of the town’s flora and fauna
(development of natural ecosystems)
• Aesthetic upgrade of the building
• Increase in urban green
• Development of pilot planted roof
constructions as pilot application for the
people’s environmental awareness.

Energy upgrade of building insulation cover to 175 residencies and 3
municipal buildings (change of doors and windows and installation of exterior
heat insulation).
Installation of triple energy Solar Water Heaters to private residencies.
Installation of LED lanterns for the municipal lighting.
Development of electric bike infrastructure and replacement of the municipal
vehicle fleet by electric one.
Installation of stand-alone photovoltaic systems in buildings (residencies and
municipal buildings).
Energy saving in Municipal Drilling upon installation of inverter assemblies.
Installation of compost bins in residencies.

contribution of a private investment, the greatest PV
park in Greece and the Balkans, with total power of
9,99 MW.

the environmental protection.
Elaboration of surveys for the development of zero energy pilot
public buildings
The survey has been implemented for
the Town Hall and the Cultural center
of Farsala and includes:
• Energy upgrade of the buildings
• PV installation on roofs
• Construction of planted roof
Construction cost: 480,000.00 euros

the title “I paint what we do in our
