    Homestead police Ofc. B. Kennedy was traveling Eastbound on NE 8 St from N Krome ave when he observed the Offender who was Driving a 2013 Chevy AZ Tag 166-YMB with the reverse lights on backing up Westbound in the out side lane of NE 8 St from Washington ave at a slow speed. WHilc backing the Offenders Vehicle was rubbing on the right side curb and climbing up on lhc concrete curb as it was traveling toward Ofc Kcnnedys Vehicle. At th1' lime Ofc Kennedy alerted the Offender by activating his Vehic les horn until the Offl.:nders Vehicle came Lo a stop. The Offender then Drove Eastbound on NE 8 St and made a right turn onto Washington ave. While traveling Southbound on Washington ave The Offenders Vehicle struck the Center median curb and the Wesl Side road way curb until it came to a stop on a mound of sand that was located on the West side of Washington ave. Wilnec.,c., 13 Torricnte the Driver of a Vehicle that was almost struck by the Offenders Vehicle while traveling on Washington ave stopped to assist the Offender. Ofc B. Kennedy approached the Offenders Vehicle opened the Drivers side Door and turned off the ignition by removing the keys. Officer B. Kennedy asked the Offender if she was hurt or injurl!d. The Offender replied no that she was not. During his personal contact with the Offender Ofc. B. Kennedy noticed that the Offender had a Strong Odor of an Alcoholic Beverage Emitting from her breath and person. The Offender had Blood Shot Red Watery Eyes and her speech was slurred and incoherent. Based on his observation~ of 1he Offender Ofc. Kennedy requested I respond. Upon arrival l approached the Offender who was sitting on the Driver" seal and asked her if she was O.K. She said yes. I asked her if she had been Drinking. She told me that she had consumed a Bottle of wine prior to operating her Vehicle. I had Lo repeat my questions to her several times due lo her being incoherent. While speak ing with her I also noticed the same indicators as did Ofc. Kennedy. Based on my observations or the Offender l asked her if she would perform Field Road side Sobriety excrci"cs.She rep! red ye'-, that she would try. I asked the Offender to ex it her Vehicle and when she did l noticed that she had urinated on herself and car seal. The Offender exited her Vehicle and ao;ked to hold on to me for o;upport. She also held on to her Vehicle side while walking to the front of Ofc. Kennedy!> unit. Once out of her Vehicle ' he lifted her left pa11L" leg to show rne that she had soiled herself. Fo1 fear of the Offende1 Calling on the roadway I stopped the Field Road ~1de Sobriety exercises. I arrested the Offender for D.U. I. (See DUI packet). Ofc. V. Blanco transported her to H.P D. for processing. Due to tile Offenders apparent high level of impairment and her Refusing to provide a Breath sample I requeMed through our Dispatcher M.D.F.D. respond and check on her well bemg. M.D.F.D. Engine ff 16 under the Command of Lt A lexander alarm # 3118669 responded and cleared the Offender.
