    MusicAction delivers on promise to CRTCMusicAction Vice President, Rob Braide,who is also Program Director at Montreal'sCHOM-FM, has announced the first NewTalent Awards and Music Action Loans."We are very pleased with how quickly thisorganization, which will parallel Toronto'sFACTOR, has come together," says Braide,"and we are looking forward to great thingsas a result of these activities."

    Braide goes on to explain that MusicAc-tion "was formed to try to stimulate theFrench -language recording industry."

    The organization was promised to theCRTC by the CHUM Group when theybought CHOM and CKGM in Montreal.With CRTC regulations holding certainQuebec stations to 65 percent French -language playlists, Braide says, "The pro -

    Major recording actsfirmed for MontreuxSeveral major recording acts have been firm-ed for the 1986 Montreux Golden Rose RockFestival. These include a -ha, Genesis, BillyOcean, Joe Jackson, Daryl Hall, ElectricLight Orchestra, Elvis Costello, ThompsonTwins, Whitney Houston, Queen, RogerDaltrey and Patti Labelle. John Nathan,North American Coordinator for theFestival, reports that other top names will beadded over the next few weeks.

    A television special of the festival will beco -produced by Swiss Television and MichaelHurll of the BBC, and is expected to be seenby over 125,000,000 viewers. "This concen-tration of major international pop stars rivalsthat of any international television showanywhere," reports Guillaume Cheneviere,Secretary General of the Golden Rose TVFestival, "and confirms Montreux as an in-ternational meeting place for all those involv-ed in music programming."

    The Golden Rose Rock Festival will takeplace during the 26th edition of the GoldenRose of Montreux Television Festival forlight -entertainment programming, May 7through 14. Concurrently, the town of Mon-treux, which is not too far from Geneva,will also be hosting the 1st InternationalMusic & Media Conference which runs fromMay 7 through 10. This conference is co-sponsored by the Golden Rose and EuropeanMusic Report.

    The CHUM Group and Standard Broad-casting are the primary sponsors of MusicAc-tion, having made initial contributions of$100,000 and $20,000 respectively.

    Fanfare set to receivefirst CDs from PraxisPraxis Technologies have announced thatCanada's first "domestically produced"compact discs will be released on the Fanfarelabel. According to Fanfare, 4 titles havebeen prepared for "this auspicious debut."

    Fanfare President, Julian Rice com-ments, "We've been in there since the beginn-ing - just call it perseverence."

    The titles being released, including 3Fanfare best sellers of last year, are: KunzelOn Broadway with Erich Kunzel and theWinnipeg Symphony Orchestra; Ofra Har-noy and The Orford String Quartet Play TheBeatles; The Pachelbel Canon and OtherDigital Delights with Andrew Davis and TheToronto Symphony Orchestra; and a newGershwin anthology entitled The GershwinConnection.

    Rice points out that the first run of16,000 units has already been pre -sold - with70 percent of the product earmarked for theirU.S. distributor, Intercon. Another shipmentis expected in July.

    Fanfare will continue to release albumsand cassettes throughout 1986. "By the endof the year," says Rice, "we hope to have 32titles - including 3 new recordings from ErichKunzel."

    Hume upped to PresidentLondon BroadcastersGordon Hume, President of the CentralCanada Broadcasters Association and amember of the Board of the CanadianAssociation of Broadcasters (CAB), has beennamed President of London BroadcastersLtd.

    Mr. Hume has been the GeneralManager of CKSL Radio in London for thepast 5 years and was appointed Vice Presi-dent in 1982. The above announcement wasmade by Mr. F. Vincent Regan, Chairman ofthe Board of London Broadcasters.

    The London, Ont.-based broadcastingentity was recently licensed by the CRTC forCIQM-FM, a new radio station for whichMr. Regan credits Mr. Hume with being the"architect of the successful CRTC presenta-tion for CIQM-FM Radio."

    Greg Hambleton namedPresident CMPA for '86Greg Hambleton has been elected to serve asPresident of the Canadian Music Publishers'Association (CMPA) for 1986. Mr.Hambleton is Managing Director of the Peer -Southern Organization in Canada.

    U.S. Zebra label Angeles -based Zebra label, to which Skywalk

    had been signed and had released Silent Witness, their first album. Zebra is headed by

    Ricky Schultz, who recenty became Vice President of Jazz for MCA Records. The Silent Witness album had been released by the group on their Skywalk label,

    which was distributed in Canada by A&M. MCA has just reissued this album, originally

    released in 1983. The new album was produced by Graeme Coleman, co-founder of the band,

    with bassist Rene Worst. The session was produced at Vancouver's Little Mountain

    Sound. Susanne Nielsen Worst, of Skywalk Management tags the new album as being

    "more geared for airplay than Silent Witness, which featured lengthier tracks."

    Roger Whittaker seen above with producer Bruce Welch at the famed Abbey Road

    Studios where finishing touches were made to Roger's new album, The Genius Of Love.

    Terry David Mulligan on loan to Toronto

    Terry David Mulligan, described by MuchMusic's promotion manager, as "MuchMusic's West Coast Specialist",will

    leave his hometown of Vancouver for a tem- porary stay in Toronto. He will be taking

    over Christopher Ward's duties as well as that of Michael Williams. The former goes on

    holidays, while the latter hits the road for MuchMusic's 1986 VJ promotional tour

    across Canada. Mulligan will be on board from Mar. 17

    through the 20th.

    New Seger & Bowie LPs on way from Capitol

    Expected within a couple of weeks is the latest album from Bob Seger, titled Like A Rock. American Storm has been taken as the

    first single and is currently making impressive gains up the RPM 100 singles chart after

    entering at No. 81 (Mar. 8/86). The Seger album, like his previous

    release was produced by himself and Punch Andrews. Included are Tightrope, The After-

    math, Sometimes, It's You, Somewhere Tonight, Miami, and The Ring.

    Capitol is also readying the release of Absolute Beginners, a soundtrack featuring

    David Bowie. The title track has been releas- ed as the first single. Bowie composed and co -

    produced this track plus 2 others, with Clive Langer and Alan Winstanley.

    Also included on the soundtrack are tracks by Sade, Keith Richards, Paul Weller, Elvis Costello, and Nick Lowe. Bowie, Sade

    and The Kinks' Ray Davies take starring roles in the movie, which portrays London of 1958

    and focusses on that prosperous time. There is no information as to when the film will

    open in Canada.

    Platinum Blonde cracks several U.S. markets

    Having already surpassed the 4 -times platinum mark in Canada (400,000 units

    sold), Platinum Blonde's domestic success is finally beginning to filter down into some

    U.S. markets. Bruce Barrow, manager of the band,

    reports that "The Blonde's new single (Somebody, Somewhere), has picked up a lot

    of interest in the U.S., and is charting at Buf- falo and Seattle radio stations."

    In order to generate even more interest in the U.S., the band will be playing an

    industry -only showcase in Buffalo (Mar. 17), and it's hoped they will achieve the same

    results as when they played Toronto's Nathan Philips Square. The rest is "history."

    Barrow says the band will be performing only once in Canada this year - at Expo in

    Vancouver. Alien Shores has recently been released

    in Europe and Japan and Barrow is making plans for the band to play dates in those

    countries as well.

    The bible of showbusiness!!!I've read Variety for as many years as I'vebeen in the business because it gives me agood overview of showbusiness. I was reallyannoyed, to say the least, at a headline in theFeb. 12th issue that read "Masse InitiatesCanadian Policy To Eliminate U.S.Stranglehold." It looked to me as if theheadline was written to imply an anti-American attitude on the part of our govern-ment against U.S. interest in our cultural in-dustries. I doubt if our Canadian culturalpolices are attempting to "eliminate"anything, and I don't believe there is a"stranglehold" to be eliminated. Manyhave worked for years to create an atmosphereof cooperation while preserving a competitivespirit internationally. Such headlines mightjust spoil that - and lead to stronger policiesthat would eliminate this cooperation. Theheadline was somewhat irresponsible! (EC: Inotice you shied away from the term "cubreporter")

    Free . . . eeer trade anyone??Contrary to what has been said about FreeTrade, there's one Canadian company that'smaking money on cross -the -border dealingsalready. Bob Stone, who heads up WorldRecords, way out in the boondocks (Boman-ville, Ont.), has been using his "low profile"to good use.     Glass Tiger: brass and shuffle br.The Thin Red Line is the cumulative effort ofseveral of Canada's brightest and mostcreative talents. The Newmarket, Ont. bandemployed such notables as Rob Quartly andChampagne Pictures; Deborah Samuel andHeather Brown; as well as producer JimValiance. The latter took them on a recordingventure that spanned the country fromVallance's own studios in Vancouver, to LeStudio in Quebec's Morin Heights, with addi-tional recording at 5 Toronto studios.

    Vocalist Frew explains how their associa-tion with Valiance came about: "CapitolRecords had wanted to see a bit moredevelopment in our arrangement capacityand Jim, being the proverbial songwriter andarranger he is, was initially approached towork with us in that capacity. But on hearingthe music, he liked it so much he approachedCapitol and asked if he could produce us."

    Drummer Hanson stresses the impor-tance of Valiance as well, "He gave us thatcommercial viability, as well as arranging. Hegave us a lot of confidence in the studio tocome up with the bits and pieces we needed tocomplete songs properly. He was also greatwhen it came to providing all the little 'frills'that songs need - all the empty spaces thatdon't sound right because there's somethingmissing. Jim, somehow always knew what itwas."

    To which Frew adds: "But he neverchanged the sound of the band - he justenhanced it."

    The first single taken from the LP,Don't Forget Me, was co -written by Valianceand features Bryan Adams on backgroundvocals. "Of all the songs," suggests Frew,"Don't Forget Me was the one that wouldreach a mass audience immediately."

    Hanson points out, "The single haseverything, a brilliant melody, lyrics thateverybody can understand - it's got brass, theshuffle, and it's very tempting."

    Interestingly enough, when discussingthe video for the single, which was com-pleted by Champagne, Hanson says thetrack "broke away from the norm, as far assongwriting goes. It's more of a pop tune -so, when we did the video we were stuck inbetween being too 'poppy' and, of course,the song makes no statement what -so -ever- so, we couldn't make a real deep substancevideo for the song. It doesn't completely gowith the continuity that runs throughout thealbum, but it does stand out as a definite

    Honeymoon Suite firmWestern datesCurrently in Europe, WEA's HoneymoonSuite are readying their return to Canada toplay 7 dates through the West. The tourbegins in Brandon (Mar. 23) followed byWinnipeg (24), Regina (25), Saskatoon (27),Lethbridge (28), and Calgary (29).

    No eastern tour plans have been an-nounced at press time, but it's expected theywill begin an American tour, swingingthrough Ontario and Quebec. Opening theirdates will be Capitol's Glass Tiger.

    COVER STORY

    Glass Tiger: brass and shuffle brings LP home The Thin Red Line is the cumulative effort of

    several of Canada's brightest and most creative talents. The Newmarket, Ont. band

    employed such notables as Rob Quartly and Champagne Pictures; Deborah Samuel and

    Heather Brown; as well as producer Jim Valiance. The latter took them on a recording

    venture that spanned the country from Vallance's own studios in Vancouver, to Le

    Studio in Quebec's Morin Heights, with addi- tional recording at 5 Toronto studios.

    Vocalist Frew explains how their associa- tion with Valiance came about: "Capitol

    Records had wanted to see a bit more development in our arrangement capacity

    and Jim, being the proverbial songwriter and arranger he is, was initially approached to

    work with us in that capacity. But on hearing the music, he liked it so much he approached

    Capitol and asked if he could produce us." Drummer Hanson stresses the impor-

    tance of Valiance as well, "He gave us that commercial viability, as well as arranging. He

    gave us a lot of confidence in the studio to come up with the bits and pieces we needed to

    complete songs properly. He was also great when it came to providing all the little 'frills'

    that songs need - all the empty spaces that don't sound right because there's something

    missing. Jim, somehow always knew what it was."

    To which Frew adds: "But he never changed the sound of the band - he just

    enhanced it." The first single taken from the LP,

    Don't Forget Me, was co -written by Valiance and features Bryan Adams on background

    vocals. "Of all the songs," suggests Frew, "Don't Forget Me was the one that would

    reach a mass audience immediately." Hanson points out, "The single has

    everything, a brilliant melody, lyrics that everybody can understand - it's got brass, the

    shuffle, and it's very tempting." Interestingly enough, when discussing

    the video for the single, which was com- pleted by Champagne, Hanson says the track "broke away from the norm, as far as

    songwriting goes. It's more of a pop tune - so, when we did the video we were stuck in

    between being too 'poppy' and, of course, the song makes no statement what -so -ever

    - so, we couldn't make a real deep substance

    video for the song. It doesn't completely go with the continuity that runs throughout the

    album, but it does stand out as a definite

    Honeymoon Suite firm Western dates

    Currently in Europe, WEA's Honeymoon Suite are readying their return to Canada to play 7 dates through the West. The tour

    begins in Brandon (Mar. 23) followed by Winnipeg (24), Regina (25), Saskatoon (27),

    Lethbridge (28), and Calgary (29). No eastern tour plans have been an- nounced at press time, but it's expected they

    will begin an American tour, swinging through Ontario and Quebec. Opening their

    first single." The album cover was designed by Heather Brown, with Deborah Samuel and

    Dale Heslip credited with providing the con- cept. "We just wanted a cover that wasn't too North American," explains Frew. Han- son elaborates, "We wanted to come up with

    something really international looking." Hanson maintains "The 'glass' in Glass

    Tiger represents the more love -song side of the band, and the 'tiger' the more aggressive

    and creative side. What's really interesting," he continues, "is the thin red line which cuts

    the two - the glass and the tiger portion of the

    band (on the album cover) is also the song that is in between. It has a commercial

    melody and at the same time it is a very creative piece."

    When replying to the question of whether they considered themselves a pop

    band, Hanson says, "no we're definately not in that category. There are some parts of

    some songs that sound 'pop' but they were in- tended to sound that way." Also, he em-

    phasizes, "We're just a little more creative than a 'pop' band. There is a lot of substance

    to our music. Songs like Vanishing Tribe and

    The songwriting responsibilities are handled by the various band members. Han-

    son explains, "We combine the creative in- fluences of all 5 members - and if we're not satisfied totally with a song - then we'll throw

    it out, which probably accounts for the fact that we only had about 15 or 16 songs going into the studio. We're more interested in

    quality of the product than quantity." Fully aware of the task ahead, Frew

    points out that the band "has to get very disciplined. It's a matter of being able to

    write under pressure and under situations that aren't really normal. Obviously, we'll be

    touring and we'll have to do a major part of our writing on the road for the next album, but we're prepared for that." He concludes

    with "The pressure will get a little more in- tense, but we're a pressure band - we enjoy it

    and we're looking forward to it." A strong indication of Glass Tiger's

    potential is that fact that ex -Styx manager, Derek Sutton came out of retirement in Los

    Angeles to handle the band's international management affairs.

    Late press news has The Thin Red Line being released on the Manhattan label in the U.S. (Apr. 13). Glass Tiger have been slated

    to open Honeymoon Suite's western tour, beginning Mar. 23.

    Cats Can Fly and so can CBS

    Phones and cash registers haven't stopped ringing for the last 6 weeks. Radio station

    DJ's speculate on whether some feline creatures really do have wings. And four brilliant musicians

    from Toronto, wing to the top of CHR

    and AOR charts across the country.

    It's a phenomenon called Cats Can Fly,

    the name of a group and of an incredible

    debut album, and it all started with a

    single called Flippin' to the A Side. What

    better way for CBS to begin 1986, than with its feet off the ground?

    Joining the Cats in making Canada (and CBS) proud, is Bruce Cockburn, charting

    heavily with World Of Wonders, and its first hard-hitting single, People See Through You.

    Bruce's nationwide tour has already begun, to crowded houses and leaping record sales

    everywhere. Down south, another tour is in progress, as Loverboy shows the flag on the American circuit. The band hints they would

    like to tour Canada in the late spring or early summer.

    By this time, it's no secret that the Roll- ing Stones have gathered no moss on their

    long and exciting career - and Harlem Shuf- fle, immediately closed across the board at

    radio, offers a tantalizing glimpse of their

    first LP for CBS, Dirty Work, due for release in late March. Elvis Costello opens his heart to old and new fans alike with Please Don't

    Let Me Be Misunderstood, while offering one of his finest albums in recent years, King Of

    America. Both LP and single have been well - received at radio. Not only has the Rocky IV soundtrack

    been a treasure trove of hit singles, it has also been the inspiration for two new CBS sign- ings: James Brown, godfather of soul,

    blasted back to the charts with the funky Liv- ing In America, and plans to continue his

    comeback with a solo LP for CBS later in the year. And Robert Tepper's soulful No Easy Way Out, gaining ground at CHR and AOR, will be the title track of a new solo LP, due for release in late March.

    Those Aussies are at it again, too! This month they give the land Up Over a Mental

    As Anything knockout LP, Fundamental; and a new Eurogliders album Absolutely.

    ALSO THIS MONTH Ozzy Osbourne's Ultimate Sin takes an

    Brockville's CFJR celebrates 60th birthdayOn April 1, 1986, CFJR of Brockville, Ont.,will celebrate 60 years of broadcasting.Although the call letters were changed to CF-JR in 1950, the station is actually one of theoldest continuously operated broadcastingstations in Canada.

    Using the call letters CFLC, which stoodfor Canada's Finest Little Community, thestation first commenced operating inPrescott, Ont. on April I, 1926. At that time,radio had only been invented 6 years prior.The new station began transmitting on 50watts of power.

    It wasn't until 1942 when the station in-creased its power to 100 watts with a move toBrockville and 6 months after this move thestation changed its call letters to CFBR.

    In February of 1945 CFBR moved intothe Revere Hotel and in October the follow-ing year the power was increased to 250watts. The station was bought by Jack Mur-ray in December of that year and the call let-ters were changed to CJFM.

    The station celebated its 21st anniversary

    in 1947 and Jack R. Radford, who left theCanadian Broadcasting Corporation toreturn to private broadcasting, assumedownership. He gave up active control of thestation in 1963 and his son, John A. Radford,became owner and Managing Director. It wasduring Jack Radford's tenure as owner whenthe station, marking its 33rd anniversary in1959, increased its power to 1,000 wattswhich allowed it to serve a wider area ofLeeds and Grenville counties.

    CFJR moved to its present location onJune 15, 1968, and in 1972 began broad-casting 24 hours a day.

    Douglas Radford, the third generationRadford, joined the station in August of 1980where he holds the position of GeneralManager.

    It was in December of 1984 when CFJRincreased its power to 5,000 watts, but inorder to do so, had to move to 830 on the AMdial. The move was made on Sept. 19 of lastyear.

    Southside release forAustralia's Wickety WakBilled as "Australia's zaniest performers",Wickety Wak, a 5 -piece band that venturesinto rock, pop, and any other music formthat might hit them during their performantes, are now on release in Canada. Therelease was negotiated through a deal withPaul Ewart of Hot Wax, their Australiancompany and Paul Clinch of the Torontobased Southside Records.

    Initial release in Canada is MoonlightMarvels which has been taken from their NevHorizons album, to be released thissummer. The band's Second Helpings albumbecame a hit in Australia last year.

    Clinch expects the band to tour NorthAmerica this year, but confides that negotia-tions are "still underway" for a release in theU.S., after which a tour would be likely.

    Celebrating their tenth year in thebusiness, Wickety Wak comprises GregDoolan (lead guitar and vocals), Tony Jeffrey(lead vocals and sax), Pani Gilbert (bass andvocals), Robbie Rosenlund (keyboards andvocals), and Peter Mackay (drums, schoolfife and vocals). The band is described as"The biggest permanent production of anygroup in Australia. They tour with $65,000worth of costumes, 5 permanent road crew,$100,000 worth of sound and lighting equip-ment, and they have their own management,offices and rehearsal complex.

    $100,000 worth of sound and lighting equip- ment, and they have their own management,
