WORKSHOP "THE OECD MEETING WITH: THE QUALITY OF HEALTH
SERVICES IN EUROPE AND EXPENDITURE FOR HEALTH" ROME, 2 AND
3 APRIL 2013 AUDITORIUM OF THE MINISTRY OF HEALTH.
As part of the activities promoted by the project Mattone Internazionale
- MI, on the 2nd and 3rd of April 2013 was held in Rome, in the
auditorium of the Ministry of Health, the workshop "Meeting with the
OECD: the quality of health services in Europe and the expenditure for
health." The event included the participation of some experts of the
Organization for Economic Cooperation and Development (OECD) for a
thorough analysis and debate on some priorities related to health and
health systems in Europe. During the two days meeting several issues
were examined including the activities of the OECD and in particular:
prevention economy, dynamics of health care spending at the
international level and the financial sustainability of health services.
During the first day Dr. Francesca Colombo (Senior Health Policy Analyst,
Health Division, OECD) addressed the analysis of health services quality in
Member States (Health Care Quality Indicators project) illustrating some
quality indicators in definite areas, such as primary care, hospital
admissions for chronic diseases; mortality rate 30 days after
hospitalization due to heart attack and stroke; mental health care
(readmission rates); cancer care (survival rate, mortality and screening);
patient safety indicators; vaccination rate for infectious diseases. In
addition, the differences in the quality of health care in different
countries was highlighted (with a specific focus on some case studies
related to cancer and cardiovascular disease and major achievements of
the national "quality review"). Dr. Colombo also provided an overview of
public health expenditure in some countries, highlighting the retardation
or the inverse trend in spending growth for almost all EU countries.

Dr. Colombo made also reference to the mechanism for the
determination of drugs price and the frequent "skill mismatch" (i.e. non-
alignment) between the theoretical skills of health care professionals (e.g.
nurses) and skills required for duties to be performed.
Dr. Michele Cecchini (Health Policy Analyst, Health Division, OECD)
focused on the results of the two main OECD studies regarding economics
of chronic diseases prevention, respectively obesity and alcohol abuse.
The studies analyse, in particular the effects of health policies adopted by
the OECD area governments with reference to the above mentioned
diseases, in order to develop a framework in order to evaluate possible
effects of chronic diseases (focus on their capacity to reduce disease
generation mechanism and social inequalities).
Dr. Luca Lorenzoni (Economist, Health Division, OECD) related on
different health spending levels among countries and illustrated the new
calculation methodology adopted by OECD . He illustrated, in particular,
the new method for indexes calculation of comparative price levels for a
comparison between Italian hospital and health spending data and data
related to some OECD countries (2010 survey in 30 countries, including
Italy). The pricing policy is a tool to promote efficiency improvements and
the alignment of costs and hospital admissions remuneration. According
to preliminary results (unofficial) the Italian level of consumption is 8%
higher than the European average; the percentage of Scandinavian
countries is, however, even higher. Starting from hospital spending, and
indirectly with a methodological approach, it was possible to make
comparisons between countries by analysing the aggregation level of
health spending. Italy is in line with per capita health expenditure at
European level. Finally two different management models of the health
system remuneration system were presented: the British model (entered
into force on 01/04/2013) and the French model.
During the second day there was a round table, with the presence of
economic experts and academics, focusing on "Fiscal sustainability" of
health systems. The round table was moderated by Dr. Fabrizio Oleari
(Head of the Department of Public Health and Innovation, Ministry of
Health).
Before the debate, Dr. Mark Pearson (Head of Health Division, OECD)
explained the long-term projections on health spending (until 2060),
highlighting the need to identify new and innovative strategies for its
sustainability and presenting current solutions adopted in OECD
framework such as private co-pay suite ( increased over the last 10 years,
in particular private insurances especially in Eastern European countries).

Dr. Luca Lorenzoni showed that Italy is the country where the aging
population is more consistent (and will age more and more in the long
run) and the short-term projections of the ratio income/GDP for 2013
indicate a recession continuation, while for 2014 GDP is expected to
increase. Projections for 2060 indicate a 1% average annual growth of
Italian GDP. There is also a need for a productivity growth (among other
things it is expected that in 2060 Italy will have the lowest percentage of
active population, about 40% of the work force). The tax wedge (fiscal
projection in the various OECD countries) is a very important element; in
2012 the tax burden was too high (only Belgium has a tax burden greater
than Italian one).
Dr. Franco Sassi (Senior Economist, Health Division, OECD, Programme
Officer for the Prevention) highlighted the relationship between
prevention and health care costs. Prevention is one of the most affected
area during an economic downturn. During the last OECD Health
Ministerial Conference, which was focused on prevention, it was made a
commitment (non-binding) not to cut spending on prevention because,
prevention policies of chronic diseases, can lead to a containment of
health care costs in the medium and long term. Prevention has a high
level of cost effectiveness and must be preserved especially for health
benefits (Italy is the last country in terms of prevention costs: 0.5% of
total health expenditure).
The Round Table, which was also attended by Dr. Cesare Cislaghi
(AGENAS), Dr. Elio Borgonovi (CERGAS University "Luigi Bocconi", Milan,
Italy) and Dr. Antonio Giulio de Belvis (Catholic University “Sacro Cuore”,
Rome) represented an occasion for some reflections on the possible
Health Model. Dr. Elio Borgonovi underlined that the task of the OECD is
to give a general framework, while governments should establish policies
to ensure universal protection. As far as risk factors increase, the
response of the public services decreases and Regions save on
prevention. The situation becomes unsustainable, especially in those
regions subjected to repayment plan. The tools that allow to promote
health system objectives are: increase in risk pooling , health technology
assessment to support priorities definition, the control of investments in
the health sector, public health measures, price reduction of drugs
associated with the use of cost-effectiveness indications and other
measures to promote the prescription and rational distribution,
integration and coordination of primary care and specialist and health
and social care. Dr. Franco Sassi highlighted how technological innovation
is not always useful for the sustainability of the system; it always focused
on creating new forms of care, treat new diseases or treat diseases in a
better way but it never focused on increasing productivity. Dr. Borgonovi
also stressed the importance to inform more and better, with
understandable messages not only referred to young people, in order to
reinforce the responsibility of the individual to protect its own health.

Dr. Borgonovi also suggested the need to consider six types of
innovation which are fundamental for system sustainability: Institutional
innovation, Perspectives innovation, Methodologies innovation,
Organizational innovation, Culture innovation and innovation in the
economic model.
RESEARCHITALY: ITALIAN RESEARCH IN A CLICK
ResearchItaly is now online (www.researchitaly.it). It’s the new web
portal of the Ministry of Education, University and Research (MIUR),
developed by the consortium CINECA, aimed at supporting and
promoting research activities in Italy. The portal is addressed not only to
researchers but also to students, citizens, governments and enterprises,
in order to create a network of different synergies useful to increase the
Italian research system. ResearchItaly, in addition to informative
objectives, intends to be an important tool of communication on research
in Italy and it is a tool aiming at encouraging dialogue between users and
research actors.
VISIT TO EFSA OF THE EU COMMISSIONER TONIO BORG
On the 3rd of May, Mr. Tonio Borg, EU Commissioner for Health and
Consumer Policy, will be in Parma for a visit to EFSA (European Food
Safety Authority). The Commissioner will meet the leaders of EFSA,
officially established in January 2002, following a series of food crises in
the late nineties, as an independent source of scientific advice and
communication on risks associated with the food chain.

The global objective of this Call for Proposals is to increase access to
public health services and to improve the quality of service delivery of
primary health care through the district health system in South Africa.
The specific objective is "to strengthen health systems at Primary Health
Care level in order to increase access to improved quality health care
services".
The priorities/activities are:
1. Support to the government's Primary Health Care revitalization
programme, including Primary Health Care, Maternal and Child
Health, family planning, the advocacy for the right to health Sexual
and Reproductive Health and Rights (especially for young people,
pregnant women, orphans and vulnerable children), School health,
health literacy and community mobilization;
2. support to Health Systems Strengthening and/or Human Resources
for Health, with special attention for rural areas;
3. promoting accountability of health care providers and monitoring of
provision of health care services;
4. strengthening management capacity of district health authorities,
district hospitals, and/or Primary Health Care facilities, including
mentoring and supervision role and financial management;
5. strengthening information systems and evidence based decision-
making and action;
Actions must take place in South Africa.
Total budget.: 4.496.708 €. (EU co-financing for each proposal between
500.000 € and 1.500.000 € _ min. 50% and max. 80% of the total eligible

On 22 December 2012 has been published the call 2013 CIP ICT PSP in the
framework of the Competitiveness and Innovation Framework
Programme _CIP (2007 – 2013). The ICT PSP supports the
implementation of European policies and in particular the Digital agenda
for Europe and is aligned with its priorities. It aims at stimulating smart
sustainable and inclusive growth by accelerating the wider uptake and
best use of innovative digital technologies and content by citizens,
governments and businesses. The programme addresses obstacles
hindering further and better use of ICT based products and services and
barriers for the development of high growth businesses, notably SMEs, in
this field.

With reference to the health sector:
THEME 3: ICT for health, ageing well and inclusion
This theme contributes to the implementation of the European
Innovation Partnership on Active and Healthy Ageing (EIP AHA) and
supports the enactment of the Digital Agenda for Europe Key Action 13
promoting patient empowerment and the wider deployment of
telemedicine to enhance deployment of innovation in health and
empower patients.
In addition, the theme incorporates more technical components in terms
of modernizing parking cards for the disabled and in demonstrating the
effectiveness of innovative biophotonics based solutions.
The theme 3 will support:

Financing instruments:
Pilot Type A
This type of pilot focuses on implementing and demonstrating
interoperability by creating service operations between cooperating
Member States (and/or ICT PSP Associated countries) in the context of
agreed policy priorities.
Services should be already operational at national, regional or local level
in the Member States or ICT PSP Associated countries participating in the
operation of the proposed pilot. Alternatively the services should be in
advanced phase of national/regional testing.
The main outcome of this type of pilot is an implementation of an open,
common interoperable service solution based on an initial common
specification agreed amongst participants in the pilot.
Pilot Type B
Pilots Type B aim at a first implementation of an ICT based innovative
service addressing the needs of citizens, governments and businesses.
The emphasis is on fostering innovation in services, consequently the
pilot may need to take-up completed R&D work, may extend already
tested prototype services or may combine/integrate several partial
solutions to realise a new innovative approach. Whichever approach is
taken, the outcome of the work shall be an operational pilot service
demonstrating significant impact potential.
It is considered essential from the outset that the pilot will engage a
complete value-chain of stakeholders in the work.
The pilot should demonstrate the technical, organizational and legal
feasibility of the service and evaluate the impact of these innovative ICT-
based solutions in view of their wider deployment and use.
Thematic Networks
Thematic Networks address a common theme by bringing together
relevant stakeholders, expertise and facilities with the objective of
exploring new ways of implementing ICT-based solutions.

The network may instigate working groups, workshops and exchanges of
good practices with the aim of creating the necessary conditions and
consensus on action plans, standards and specifications in view to ensure
the widest future replication and co-deployment of innovative solutions.

PROGRAMME_PROGRAMME “INTELLIGENT ENERGY – EUROPE” CIP-
IEE-2013

From 2007, Intelligent Energy – Europe (IEE II) has been included in the
overall Competitiveness and Innovation Framework Programme (CIP). The
objective of the Intelligent Energy - Europe II Programme is to contribute
to secure, sustainable and competitively priced energy for Europe, by
providing for action:
to foster energy efficiency and the rational use of energy resources;
to promote new and renewable energy sources and to support
energy diversification;
to promote energy efficiency and the use of new and renewable
energy sources in transport.
The Programme in particular contributes to the EU Energy 2020 Strategy
and facilitates the implementation of the Directive on energy efficiency
and of the Directive on the promotion of the use of energy from
renewable sources. This Programme has become the main EU instrument
to tackle non-technological barriers to the spread of efficient use of
energy and greater use of new and renewable energy sources. The
Programme is managed by the Executive Agency for Competitiveness and
Innovation.
Intelligent Energy - Europe covers action in the following fields:
Energy efficiency and rational use of energy resources (SAVE),
including:
Improvement of energy efficiency and the rational use of energy, in
particular in the building and industry sectors;
supporting the preparation and application of legislative measures.
New and renewable energy resources (ALTENER), including:
Promoting new and renewable energy sources for centralised and
decentralised production of electricity, heat and cooling, and thus
supporting the diversification of energy sources;
integrating new and renewable energy sources into the local
environment and the energy systems;
supporting the preparation and application of legislative measures.
Energy in transport (STEER) to promote energy efficiency and the use
of new and renewable energy sources in transport, including:
Supporting initiatives relating to all energy aspects of transport and
the diversification of fuels;
promoting renewable fuels and energy efficiency in transport;
supporting the preparation and application of legislative measures.

Integrated initiatives combine several of the above specific fields or
relating to certain EU priorities. They may include actions integrating
energy efficiency and renewable energy sources in several sectors of
the economy and/or combining various instruments, tools and
actors within the same action or project.
Under the field n.4: Integrated Initiatives (indicative budget: EUR 27.2
million) there is the priority (Energy efficiency and renewable energy use
in buildings) that foresees a major transformation in the building sector
during the next few years (health facilities included). In particular, there
is a need to support the refurbishment of the existing stock, either
through step-by-step renovation or major renovations. Training activities
have a major role to play in the next few years. Amongst those working in
the construction industry, there is a need to support those professionals
who have already spent several years working in the sector. The priorities
2013 will be the following:
Energy Performance Certification as a driver for step-by-step
renovation: capturing the market. Actions bringing about increased
uptake of the recommendations for energy efficiency and
renewable energies of energy performance certificates. The actions
should result in increased demand on the market for step-by-step
renovation;
transforming the existing building stock: actions which result in
accelerated rates of refurbishment of existing buildings towards
Nearly Zero-Energy Buildings. This could include actions assisting
public or private sectors, bringing together industry elements to
provide packaged solutions, promoting frontrunners, financing
mechanisms, etc.;
continuous professional development courses for professionals in
the design and management of constructions (architects, engineers,
specialists, developers, procurers, municipality employees, etc..);
actions monitoring energy performance certificates and their quality
(integration of energy efficiency and renewable energies).
Partnership: at least three independent legal entities, whether public or
private, each established in a different eligible country: EU Member
States, Norway, Iceland, Liechtenstein, Croatia, the Former Yugoslav
Republic of Macedonia.
Tot. budget: 65 M€ (max UE co-financing: 75%).

SEVENTH FRAMEWORK PROGRAMME FOR RESEARCH (FP7) 2007 –
2013
FP7-PEOPLE-2013-CIG _MARIE CURIE ACTION: CAREER INTEGRATION
GRANTS (CIG)
Deadline for submitting proposals: 18 September 2013.
Indicative total budget: 40 M€.
Objective: to strenghten the European Research Area (ERA) by
encouraging researchers to establish themselves in a Member State or in
an associated country, thereby attracting and retaining the best talents in
Europe.
The action is designed to support researchers in the first steps of their
European research career and to attain lasting professional integration in
the ERA.
This action should also allow the transfer of knowledge that the
researchers have acquired prior to the Career Integration Grant, as well
as to the development of lasting co-operation with the scientific and/or
industrial environment of the country from which they have moved.
Who may apply?: this action addresses researchers of any nationality
who, at the relevant deadline for submission of proposals, correspond to
the definition of experienced researchers, and who comply with the
mobility rule.
A researcher who has benefited or is benefiting from a reintegration or

The ARTEMIS (Advanced Research and Technology for Embedded
Intelligence and Systems ) Joint Undertaking (JU) was created, by Council

Systems; the main component of this JTI is a research programme
addressing the design, development and deployment of embedded
systems. The ARTEMIS JU is set up as a public-private partnership,

Description: the purpose of this contract is to provide service to and assist
the European Commission in the preparation for a European Union
tracking and tracing system of tobacco products and for security features,
as foreseen in Article 14 of the Commission proposal on the
approximation of the laws, regulations and administrative provisions of
the Member States concerning the manufacture, presentation and sale of
tobacco products, ("the Commission proposal"), which was adopted on
19 December 2012 and is currently in ordinary legislative procedure
within the EU institutions. The service is to be provided according to the
legal and technical requirements set in the Commission proposal,
described in detail in the tender specifications. The service provided will
support the Commission in proposing the delegated acts foreseen in the
Commission proposal. In addition, other legal, technical and background
documents within the EU and at international level may rely on the result
of the present contract.

support to the effective use of European Structural and Investment
(ESI) Funds for health investments (2013/S 068-112560)

Description: the overall purpose of this tender is to provide assistance to
Member States in the programming of European Structural and
Investment (ESI) Funds in the field of health, under the new period 2014-
2020. The present call has as its main objective to develop evidence and
guidance on the use of ESI Funds devoted to health priorities and on their
better management at national and regional level. It will aim to support
the Member States and regions to be more successful and effective in MA

using funding as part of their overall health investment strategy,
especially in the current economic and political context.
The call has three specific objectives:
1) build knowledge about the use of ESI Funds for health in the new
programming period 2014-2020;
2) prepare managerial and technical tools for effective health

States i.e. Ministries of Health, Managing Authorities and other bodies
involved in the programming and managing of Structural Funds in health.

NOTE ON THE HIGH LEVEL CONFERENCE ADDRESSING FRAILTY IN OLD
AGE
On Thursday April 18 an high level conference was held in Brussels on the
issue of frailty in old age; among the attendants and the realtors
numerous Italian experts contributed with significant interventions.
Specific dimensions of frailty in old age such as functional and cognitive
decline, screening and effective interventions, and risk factors such as
malnutrition has been discussed at the conference opened by Tonio Borg,
Commissioner for Health and Consumer Policy. Among the key objectives
discussed particular attention was given to the policy debate on frailty
guidelines, showcasing the commitments being implemented in the frailty
action group and discussing the latest evidence on frailty that can feed
into the work of the action group.
The policy implications of preventing frailty, understanding and tackling
frailty and key ideas for EU action were discussed during the plenary
sessions. Among the attendant we can count key-note speakers including
policy makers and international experts in ageing and frailty in older
people. Four specific workshops addressed the following topics: risk
conditions, early diagnosis and prevention, malnutrition and frailty,
functional and cognitive decline, and the impact of frailty on health and
social services.

The conference was organised in the context of the Commission's
Innovation Partnership on Active & Healthy Ageing. The partnership, with
its headline target of 2 more healthy life years by 2020' has three
overarching goals: to improve the health and quality of life of older
people; to support the sustainability of health systems, and to boost EU
industry competitiveness. The Partnership's strategic implementation
plan identifies prevention of functional decline and frailty as a concrete
action under the prevention, screening and early diagnosis pillar. The
other two pillars are care and cure as well as active ageing and
independent living.
PUBLIC CONSULTATION ON HTA CORE MODEL® FOR RAPID RELATIVE
EFFECTIVENESS ASSESSMENT OF PHARMACEUTICALS
On April 16th 2013 was launched a public consultation on the utilization
of the HTA Core Model® for Rapid Relative Effectiveness Assessment of
Pharmaceuticals. The policy for the HTA Core Model and core HTA
information - produced within EUnetHTA Joint Action 2010-2012 - will be
reviewed by EUnetHTA Joint Action 2 during spring 2013. The policy is
now available for public feedback, which will be used in the review
process to develop the next version. The aim of this consultation is to
obtain feedback on the policy that steers the utilization of the HTA Core
Model and information produced using the Model.
The HTA Core Model is a methodological framework developed by
EUnetHTA to promote shared production and utilization of HTA
information. An 'Online Tool and Service' has also been developed to
assist the use of the Model, and it is currently available to EUnetHTA
member organizations at www.corehta.info. Core HTA information refers
to any HTA information produced using the Model and published through
the 'Online Tool and Service'. The information is published as
"collections", which are freely available. In order o respond to the
Consultation it is necessary to review the Policy on HTA Core Model and
core HTA information, available on the website. To provide any
comments it is mandatory to use the Public Consultation Survey Form.
The deadline to respond to the consultation is the 13th of May 2013.
The final results of the public consultation will be published on
EUnetHTA's website by the end of October 2013. Only comments
submitted within the indicated timeframe, through the indicated online
form and in accordance with the described procedure will be taken into
account.
