Established in 17 December 2007, following ERC Scientific Council Statement on Open Access (December 2006)
“1. (…) In the age of the Internet, free and efficient access to information, including scientific publications and original data, will be the key for sustained progress.
2. Peer-review is of fundamental importance in ensuring the certification and dissemination of high-quality scientific research (…)
3. Access to unprocessed data is needed not only for independent verification of results but, more importantly, for secure preservation and fresh analysis and utilisation of the data.
4. A number of freely accessible repositories and curated databases for publications and data already exist serving researchers in the EU.(…)
ERC Scientific Council Guidelines for Open Access
“The ERC requires that all peer-reviewed publications from ERC-funded research projects be deposited on publication into an appropriate research repository where available, such as PubMed Central, ArXiv or an institutional repository, and subsequently made Open Access within 6 months of publication.”
“The ERC considers essential that primary data - which in the life sciences for example could comprise data such as nucleotide/protein sequences, macromolecular atomic coordinates and anonymized epidemiological data are deposited to the relevant databases as soon as possible, preferably immediately after publication and in any case not later than 6 months after the date of publication.”

“In addition to Article II.30.4, beneficiaries shall deposit an electronic copy of the published version or the final manuscript accepted for publication of a scientific publication relating to foreground published before or after the final report in an institutional or subject-based repository at the moment of publication.“

Main Goals
Deliver “an electronic infrastructure and supporting mechanisms for the identification, deposition, access, and monitoring of FP7 and ERC funded articles”
Additionally, offer “a special repository for articles that can be stored neither in institutional nor in subject-based/thematic repositories”.
All deposited articles will be visible and freely accessible worldwide through a new portal to the products of EU-funded research, built as part of this project.

Chapter 2.5.2. of the Digital Agenda for Europe states that
– publicly funded research should be widely disseminated through Open Access publication of scientific data and papers.
Europe 2020 Flagship Initiative Innovation Union has a similar Open Access clause:
– the Commission will promote Open Access to the results of publicly funded research;
– and it will aim to make Open Access to publications the general principle for projects funded by the EU research Framework Programmes.
