Happy New Year!Wynyard Residents Association has been up and running for 1 year. The mile stone

was celebrated with residents at the WRA Ball in December. It was a great success, an

event which we hope will become a regular feature in the calendar.

Carols on 22nd December was also a greatsuccess for the first year and a cold evening.Over £100 was raised for Butterwick Hospice,with thanks to Susan Robertson ... for leadingthe singing.We start the new year with a new committeemember. Following the AGM in December, allcurrent members were re-elected and BrianCorlett has offered his time this year to helpsupport and continue the growth of WRA.

It is hoped that in 2014 we can continue tosupport our local community with anunderstanding of what takes place in our localarea and how this may impact us as homeowners as well as running events in the hope ofbringing the community together. Please come along to our next meeting onFebruary 25th 6.30pm at Wynyard Golf Club.

Wynyard Neighbourhood Plan UpdateThe aim of the Neighbourhood Plan is toproduce a planning policy document led byresidents which will be a planningconsideration when the local Councilsconsider any future planning applicationsin the Wynyard area.

A questionnaire will be delivered to yourdoor in February. This is to gather YOURviews on what facilities and amenities YOUwant in Wynyard and YOUR views on futuredevelopment including housing type andhousing density.

The questionnaire results will be used toformulate a neighbourhood plan forWynyard. You will be asked to vote on this

plan later in the year. If more than 50% OFTHOSE VOTING vote YES, then the planwill be adopted. Stockton and Hartlepoolcouncils will have to take this plan intoaccount when considering planningapplications, the councils will be unable topass an application not in line with OURneighbourhood plan.

So, please, fill in the questionnaire when itarrives.

Wynyard Estate ServicesFurther to requests from residents, the WRA met with Paul Mackings, CEO ofCameron Hall Developments Ltd asking him to explain the role of WynyardEstate Services Ltd.

BackgroundWynyard Estate Services Limited wasincorporated in April 1998 and was set uporiginally to manage the collection of theWynyard Housing Estate Rent Charge.

The Rent Charge has increased by £20 perhousehold since 2007 of which theGovernment VAT increases accounted for£18.60.

WESL is a private limited company with twodirectors, neither director draws a salary fromthe company, however the company is entitledto make a profit and hold a reserve fund tocover any unforeseen circumstances in futureyears.

All company information can be foundonline, including publications of accounts.

What are the obligations of WESL?WESL legal obligations are to provide securityservices, additional grass cutting andmanagement of the woodland areas.

Is it Rent, a Service Charge or a Tax?It’s a Rent Charge. Every resident agrees topay the rent charge at the time of purchasingtheir house on the Wynyard Estate.

So how is the Rent Charge moneyinvested?The following list highlights some of the areaswhere monies are invested, but is by no meansexhaustive.

Administrator’s salary - collecting rentpayments, co-ordinating the maintenance ofthe public areas and the administration ofproperty sales.

Wynyard has 24 hour security including anight time mobile patrol, this is a unique assetof the estate and one of the reasons why manypeople choose to live at Wynyard.

Security Staff do not have the powers of thePolice and act only as a deterrent, however asthey may be first to the scene and to assist inany Police investigation a Camcorder has beenpurchased for them to record evidence.

New digital cameras and software have beeninstalled recently around the estate, with themost recent addition being the vehiclerecognition camera fitted on the Golden Gatesentrance to ensure all vehicles entering thehousing estate through Wynyard Hall can alsobe monitored.

WESL employ two full time Groundsmen tocut the grassed areas, manage common andwoodland areas, maintain shrub beds and theyalso take responsibility for litter picking, weedspraying and maintaining the village pond, weregularly invest in plant and machinery to allowus to do this.

At the request of many residents WESL alsoinvested heavily in snow clearing/grittingequipment to support the local authority inWinter as they only grit the Wynd andWellington Drive, salt bins are provided aroundthe estate during winter salt purchased,distribute/spread.

Following the floods of 2012/2013 WESLworked on drainage clearance and balancingponds to help the flow of surface water.

Benches and picnic tables have recently beensited around Wynyard Parkland.

What do the councils contributetowards maintence on Wynyard?Paul has met with both councils who haveconfirmed the grass verges and adopted areasare cut once every 6 weeks and feels tomaintain the exisiting standards that it is right tocontinue to cut the grass in between visits fromthe local authority, for which permission hasbeen sought from the local authorities.

Wynyard Estate Services continued ...Stockton council have confirmed that they do

not have enough money centrally to replaceand repaint lamp posts in the Wynyard style.

WESL have agreed to provide the funds forthe new lamp post accessories to bring all lampposts up to the Wynyard standard including therepainting of all lamp posts on the estate inearly spring, when the weather improves.

Does any of the Rent Charge collectedfrom residents go towards maintainingany part of Wynyard Hall or GroundsAbsolutely not. The Hall has its own budgetand their own staff to maintain the areasaround the Hall.

The only area cut by WESL groundsmen arethe football pitches. In 2014 the clubhouse willbe repainted and WESL will cover the cost ofthis for the Wynyard football team.

Many residents have expressedconcerns that the road covenants arenot being upheldThe road covenants are upheld until the roadsand street lighting are adopted by the localauthority, at which point WESL are no longer ina position to enforce them, however there areclauses that can be used should anyone makea particular nuisance of the themselves.So can you park a van on the Wynyardestate overnight?Yes. If they are parking on their own land andare not causing a nuisance.

Are Door to door sales personsallowed?Yes. However if you wanted to erect asign/window poster saying that door to doorsalesperson are not welcome that may deterthem.

The rag and bone man can freely drivethrough Wynyard?Yes. Again as before.

How many residents are withholdingtheir payments?Currently we only have a few non payers andwe are working closely with these families tocollect their rent charge payments, we have onecourt case pending for non payment, this isalways a last resort, but we do have anobligation to collect the rent and it is unfair onother rent payers if a few individuals don’tcomply.

Households should note that if you havemonies outstanding to WESL you could berestricted from selling your home.

Are the WES funds used to pay for theSolicitors and Barristers who assistWESL to recover the monies.Yes. A day in court can cost anything upwardsof £2,000 (this is the equivalent of 5households annual contributions).

Have you considered selling the rents onto a facilities management company?We have the right to appoint a managementcompany, however I would like to avoid this asI believe this will increase the rent charge.

What can residents expect to seein 2014?WESL is committed to provide an excellentservice to the residents of the Wynyard Estateand we will continue to try to improve theamenities for everyone.

No rent charge increase in 2014WESL have agreed to meet regularly with WRAto improve communication with the residents.

If anyone has any ideas on how we can helpto make the Estate an even better place tolive, I would ask them to contact WRA. Anyobservations can then be reviewed at futureplanned communication meetings.

The league table, put together by NurseryWorld, was compiled with points based on thelatest published Ofsted inspection reports and itshows that 100% of Kids 1st’s nurseries areoutstanding or good.

Mark McArdle, Managing Director, said: “I amso proud that we are at the top of this leaguetable for the third year running. At the end of October 2013 Kids 1st Nurseries topped a quality league table makingthem the highest quality provider of childcare in the UK for the third year running!

The Reading Group continues to meet ona monthly basis and we have decided thatFebruary’s meeting shall take the form ofour Christmas night out, venue notdecided yet! We have ten regularmembers and would welcome more.

We have decided on our next set of books andthey are a mixed bunch of old and new. Somemembers were keen to re-visit texts they hadread many years ago and enjoyed, otherswanted to include some crime fiction, the newlist reflects those suggestions.

We were involved in the Read and Feed forChildren in Need. Residents were verygenerous with book donations and as a resultwe have arranged with Sainsburys newSedgefield store to hold a book sale in theirfoyer on 18th January. Any books left over willbe donated to the Heart Foundation.

The Wynyard Residents Ball took place onThursday, 12th December at Wynyard Hall.Drinks were served on arrival to music led byTony Maxwell in the Statue Gallery followed bya 4 course meal in the Conservatory, musicfrom Elvis and a disco.
