The CAO(Con.), South Central Railway has informed that Smt. Panabaka Lakshmi, Honble Union Minister of State (MoS) for Textiles during the inspection of Chirala, Bapatla, Repalle stations accompanied by General Manager, South Central Railway and CAO(Con), South Central Railway. on 19.07.2010 have enquired about the route to be adopted for the proposed Nadikudi Srikalahasti Railway Line and desired that the new alignment is to be proposed taking into consideration of Addanki needs and the proposed new line should pass through Addanki. She has also mentioned that the proposed route through Addanki can be obtained and discussed with Mr. Ravi Kumar, MLA from Addanki and feasibility of this alignment through Addanki has to be examined.

In this regard, the CAO (Con.), South Central Railway has brought out the following points on Nadikudi Srikalahasti Survey:-

Survey has been carried out many times considering the alignment passing through Piduguralla(exg) (Take off point), Nakarikallu, Rompicherla, Savalyapuram(exg), Vinukonda(exg.), Gundlakamma(exg.), Dekanakonda, Darsi, Podile, Goutuvaripalle, Obulayapalli, Venkatapuram, Gilakapalem, Rapur, Alturupadu & joining at Venkatagiri (Existing station on Renigunta-Guduru section).

The existing lines between Nadikude-Piduguralla (21.15 Km); Savalyapuram Gunklakamma (23.01 km); Venkatagiri Srikalahasti (24 km) is made use of in the proposed alignment having a new line length of 308.70 Km.

Survey was updated and submitted to Board on 18.02.2010 latest at a cost of Rs.1314 Cr. with ROR of 14.48%

Honble CM of A.P. vide letter dated 04.02.2010 to Honble Minister for Railways has informed that State Govt. of AP has committed for 50% of cost sharing for this project.

The ROR of the project has been arrived as 21.28% by considering 50% cost sharing from A.P. Govt.

In this connection he has enclosed a route map of Nadikudi Srikalahasti proposed alignment which may be perused at P.7 cf.

Further, he has mentioned that in case the alignment is connected to Addanki, from Gundlakamma and Darsi, there will be an additional distance of 49 Kms and corresponding cost will be about Rs.208 Crores(considering same rate per Km):-

As this project is under active consideration by Board for sanction, change of alignment at this stage is not preferable.

Change alignment through Addanki can be studied while taking up Final Location Survey between Gundlakamma Venkatagiri for arriving more details, after the sanction for Nadikudi Srikalahasti line and AP Govt. may ask for a new survey between Gundlakamma, Darsi via Addanki. It is also to indicate that earlier, a survey was sanctioned in 2002 for New railway line between Donakonda Vodarevu (113.5 Km length). The cost of the project was estimated at Rs.228.7 Crores with Rate of Return of (-) 6.95%. The project alignment was passing through Agraharam, Purimetla, Addanki, Inkollu and joining at Vetapalem on BZA Gudur section and again taking off from Chirala to Vodarevu via Gavirivaraipalem

shelved the project in September,2003.

survey passing through Addanki, considering the future port

activities at Vodarevu.

In view of the above, the CA(Con.), SC Rly has requested to communicate the consent from Govt. of A.P. for the suggestion made by Smt. Panabaka Lakshmi, Honble Union Minister of State, GOI for change of alignment of Nadikudi Srikalahasti line (via Addanki) since Govt. of A.P. has advised for 50% cost sharing for the above project.

The Chief Engineer/Con-1, South Central Railway, Secunderabad has informed that the Ministry of Railways have sanctioned survey work for Reconnaissance Engg-Cum-Traffic survey for BG line between Nadikudi- Srikalahasti and the report at a cost of Rs.1313.99 cr with ROR of 15.45% was submitted to Board on 11.02.2010.

In this connection it is submitted that the Chief Minister, Government of Andhra Pradesh vide letter dated:04.02.2010 has conveyed the commitment of Government of Andhra Pradesh to share 50% cost of the above project, due to which the, ROR was revised to 21.18%.

Further stated that the work is sanctioned by Railway Board vide item 15 A of Pink Book 2011-2012 to be executed on cost sharing basis.

He has further informed that the Estimate for Final Location Survey at a cost of Rs.3.08 crs has already been sanctioned by GM and tenders are being invited for conducting Final location Survey. For the current financial year, Ministry of Railways has allotted Budget Grant of Rs.1.00 cr. for the above work. Thus, State Government is also required to deposit funds to the extent of Rs.1.00 cr. for the year 2011-2012 towards State Governments share.

The subject matter in the file relates to release of an amount of Rs.1.00 Cr. (Rupees one crore only) as a matching share of 50% for Final Location Survey of the new B.G Railway line between Nadikudi srikalahasti Railway Project.

In this connection the State Govt. committed for 50% of cost sharing for this project and also Honble CM informed to Honble Minister for Railways vide letter dated 04.02.2010.

When the proposal was referred to the Finance Dept. for their remarks then they have informed that no specific provision is available for this purpose in B.E.2011-2012. However, there is a provision of Rs.300.00 Crores made available for Railway Safety works under the head of account 5054-80-MH.001-GH.11-SH(04) construction of Roads and Bridges under Railway Safety works-530 Major Works-531.Other expenditure.

In view of the above it is for orders whether sanction may be accorded for release of an amount of Rs.1.00 Cr. (Rupees one crore only) as a matching share of 50% for Final Location Survey of the new B.G Railway line between Nadikudi srikalahasti Railway Project for 2011-12 under the above Head of Account for construction of a new Railway line between Nadikudi srikalahasti on 50:50 cost sharing basis between the Ministry of Railways and Government of Andhra Pradesh.

The anticipated abstract cost of the project as per initial Survey Report is Rs.1.00 Crore. The estimate has been prepared at a cost of Rs.1.00 Crore for final location survey to take up the work.

Government after careful consideration hereby accord administrative sanction for an amount of Rs.1.00 crore (Rs.One Crore Rupees only) towards 50% share for conducting final location survey.

The expenditure sanctioned in para above shall be debited to the Head of Account 5054-80-MH.001- GH.11-SH (04) Construction of Roads and Bridges under Railway Safety Works-530-Major Work-531-Other Expenditure. The Engineer-in-Chief (R&B), Administration & NH, Hyderabad shall draw and disburse the above amount to the Chief Engineer (construction) Office of the Chief Administrative Officer, South Central Railways, Secunderabad.

The CAO(Con.), SC Rly has informed that sanction for an amount of Rs.1 Cr towards 50% share of Govt. of AP for conducting final location survey to new BG Railway Line between Nadikudi Srikalahasti. The Final Location tender is under finalization and acceptance letter will be issued shortly.

The GM, SCR has requested to deposit an amount of Rs.1 Cr towards 50% share of AP Govt. for conducting Final Location Tender for the above work. to deposit the State Govt. share of Rs.40.00 Crores.

In this connection it is submitted that an amount of Rs.1 Cr towards the 50% State Govt. Share during the year 2011-12 was already released vide G.O.Rt.No.1097, TR&B(Ser.IV) Dept., dated 18.11.2011 wherein the E-in-C(R&B), Admn.& NH, Hyderabad was requested to draw the amount and deposit to the CE(Con), O/o CAO, SC Rly. Therefore, the E-in-C(R&B), Admn.& NH may be requested to deposit the amount of Rs.1 Cr to SC Rly immediately.

Please see the letter received from the M.L.As Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham District and Smt Panabaka Lakshmi, M.L.A., at page cf.

The survey for the proposed new Railway line between Nadikudi- Srikalahasti was sanctioned in 1997-98. The line is very important because it is an alternate railway line to existing Vijayawada- Chennai Railway Line. You may be aware that the Vijayawada- Chennai main line is getting dislocated every year due to natural calamities line cyclones, heavy rains, floods etc. Fortunately, the line sanctioned in the last Railway Budget and also understood that the final location survey is in progress.

The proposed new Railway line would be passing through Guntur, Prakasam and Nellore Districts connecting upland areas. The people of Prakasam Districts have represented to me to connect Addanki which is a headquarter of Assembly Constituency and also important town.

Consider the request and do needful favor for to arrange to expedite to commence the works in the proposed new line duly providing sufficient funds in the ensuring railway budget 2012-2013 and to consider changing the alignment of Nadikudi Srikalahasti line to connect Addanki in Prakasam District to meet the needs and aspirations of the people of my constituency.

NOTE FOR CIRCULATION

The subject matter in the file relates to consider the change of alignment of the proposed new Railway line between Nadikudi Srikalahasti to meet the needs of the People of Addanki area in Prakasam District.

It is submitted that Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham District while enclosing a copy of Smt Panabaka Lakshmi, Honble Minister of State for Textiles addressed to the Honble Minister for Railways, New Delhi, has stated that the survey for the proposed new Railway line between Nadikudi- Srikalahasti was sanctioned in 1997-98. The line is sanctioned in the last railway budget and also understood that the final location survey is in progress.

Further, he has informed that the proposed new Railway Line would be passing through Guntur, Prakasam and Nellore Districts, connecting upland areas, and stated that the people of Addanki and surrounding areas are requesting to connect Addanki in the proposed railway line between Nadikudi Srikalahasti which is the Head Quarter of the Constituency.

Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham Districti has requested to consider the request and do needful favour for changing the alignment of Nadikudi Srikalahasti line to connect Addanki in Prakasam District, and to meet the needs and aspirations of the people of his Constituency.

In this connection, it is submitted that Govt vide letter dated .01.10.2010 have directed the S.C. Railway to go ahead with the earlier alignment in respect of Nadikudi - Srikalahasthi new Railway line, and also requested the S.C.Railway to update Donakonda Vadarevu survey passing through Addanki so that the request of Honble Union Minister of State for Textiles to connect Addanki would also gets addressed in due course of time. The said proposals are not yet to received till today.

Further, it is submitted that the Nadikudi Srikalahasti new line updated survey has been submitted by the office of the South Central Railway to the Railway Board on 18.02.2010 at cost of Rs.1314 crores with an ROR of 21.28% considering the 50% cost sharing by the State Government as agreed by Honble Chief Minister vide letter dated:04.02.2010., and vide G.O.Rt.No: 1097, Dated 18.11.2011 an amount of Rs.1 CR towards the 50% State Govt. Share during the year 2011 2012, was already released for conducting Final Location survey to new BG Railway Line between Nadikudi Srikalahasti.

In view of the above position, it is submitted for orders on the request of Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham Districti and Smt. Panabaka Lakshmi, Honble Minister of State for Textiles, GOI for change of alignment of Nadikudi Srikalahasti line (via Addanki).

The subject matter in the file relates to consider the change of alignment of the proposed new Railway line between Nadikudi Srikalahasti to meet the needs of the People of Addanki area in Prakasam District.

It is submitted that Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham District while enclosing a copy of the representation of Smt Panabaka Lakshmi, Honble Minister of State for Textiles addressed to the Honble Minister for Railways, New Delhi, has stated that the survey for the proposed new Railway line between Nadikudi- Srikalahasti was sanctioned in 1997-98. The line is sanctioned in the last railway budget and also understood that the final location survey is in progress.

Further, he has informed that the proposed new Railway Line would be passing through Guntur, Prakasam and Nellore Districts, connecting upland areas, and stated that the people of Addanki and surrounding areas are requesting to connect Addanki in the proposed railway line between Nadikudi Srikalahasti which is the Head Quarter of the Constituency.

Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham Districti has requested to consider the request and do needful favour for changing the alignment of Nadikudi Srikalahasti line to connect Addanki in Prakasam District, and to meet the needs and aspirations of the people of his Constituency.

In this connection, it is submitted that the CE(Con.), SC Rly. Has furnished the above proposal of Smt. Panabaka Laxmi, Honble Union Minister of State for change of alignment of Nadikudi Srikalahasti via Addanki and the same has been examined and decided not to change the alignment and go ahead with the existing alignment. However, as suggested by the SC Railway has been requested to update Donakonda Vodarevu survey passing through

Addanki so that the request of Honble Union Minister of State to connect Addanki would also get addressed in due course of time.

Accordingly, the same has been intimated vide Govt letter dated 01.10.2010. No proposals in this regard has been received from SC Railway so far.

Further, it is submitted that the Nadikudi Srikalahasti new line updated survey has been submitted by the office of the South Central Railway to the Railway Board on 18.02.2010 at cost of Rs.1314 crores with an ROR of 21.28% considering the 50% cost sharing by the State Government as agreed by Honble Chief Minister vide letter dated:04.02.2010., and vide G.O.Rt.No: 1097, Dated 18.11.2011 an amount of Rs.1 CR towards the 50% State Govt. Share during the year 2011 2012, was already released for conducting Final Location survey to new BG Railway Line between Nadikudi Srikalahasti.

On the other side, GM, SC Railway has requested to providing land free of cost and to bear 50% of remaining cost of the project by government of Andhra Pradesh.

When consulted Finance (Expr.PW) Dept with above information, have stated that since the increased cost does not fit into Govt.Policy, the proposal is not agreed to in Finance.

In view of the above position, the file may be circulated to Honble C.M. through CS/M(Tr) for orders, on the request of

The proforma particulars received from the E in C (R&B), Administration & N.H., Hyderabad may be sent to Finance (BG) Dept, for issue of orders for release of an amount of Rs.15, 19,701/- from the Contingency Fund.The Finance Department has informed that the Sanction order vide G.O.Rt. No. 413, dated: 07.05.2011, the Head of Account has been indicated wrongly, the correct HOA is as stated below.

The E-in-C(R&B), Admn.&NH has informed that the Government has accorded the administrative sanction for an amount of Rs.1.00 Crs. towards 50% share for conducting final location survey of New BG line between Nadikudi- Srikalahasti and the amount has been released to EE(R&B) Division, Tirupathi in 12/2011 so as to pay to Railways.

He has further informed that the EE(R&B), tirupathi has submitted that the pay & Account Officer (W & P) Finance Tirupathi has informed that an amendment to the G.O. cited is required duly directing the Pay & Account Officer (W &P) Finance Tirupathi to process the payment instead of Pay & Account Officer Hyderabad as mentioned in the G.O. Further, the PAO (W & P) Finance Tirupathi desired to submit estimate, agreement, vouchear etc. in this regard, it is to submit that the R&B department does not have any document.

In view of the above the E-in-C(R&B) has requested to issue the necessary instructions to PAO (W&P), Finance, Tirupathi, so as to avoid lapsing of fund released as the same cannot be deposited to railways as directed in the said GO. In this regard, he has enclosed the objection raised by the PAO, Tirupathi which may kindly be perused at P. 5 cf.

In this connection, it is submitted that an amount of Rs.1.00 Cr. has been released towards 50% share for conducting Final Location Survey of Nadikudi Srikalahasti New BG Line vide G.O.Rt.No.1097, TR&B (Ser.IV) Dept., dated 18.11.2011 and the E-in-C(R&B), Admn.&NH is authorized to draw and disburse the amount to CE(Construction), O/o CAO, SC Railway, Secunderabad.

In view of the above, it is submitted for orders, whether necessary instructions may be issued the PAO (W&P), Finance, Tirupathi to release the sanctioned amount of Rs.1.00 Cr. towards the 50% share of the location survey of Nadikudi Srikalahasti New BG Railway Line and deposit the same with SC Railways as desired by the E-in-C (R&B), Admn.&NH to avoid lapsing of fund.

In the reference 4th cited, the E-in-C(R&B), Administration & NH, Hyderabad is informed that Pay and Accounts Officer Finance (W&P) Tirupathi desired to submit estimate, agreement, voucher etc. with regard to release an amount of Rs.1.00 Crore sanctioned in the reference 1st cited. He has also requested necessary amendment may also be issued to PAO (W&P), Tirupathi instead of PAO, Hyderabad in the said GO to enable to release the amount.

The PAO Finance (W&P) Tirupathi, is therefore requested to release the amount immediately and deposit the same with CE (Construction), O/o CAO, SC Railway, Secunderabad immediately without further delay so as to avoid lapsing of fund.

When the file was referred to Finance Dept for their remarks on the Proposal with the additional cost of the alignment of the Nadikudi Srakalahasti through Addanki is sharing by the Govt. they have requested to furnish the following information.

1) Does this increased cost fit into the existing policy for funding Railway projects.

2) How much have we deposited with Railways so far on other projects.

It is submitted that the SC Railway has informed that there will be additional distance of 49 KMs, if it is passing through Addanki and additional cost will be about Rs.208 Cr (considering same rate/Km). This increased cost does not fit into the existing Policy i.e., G.O.Ms.No.110, dated:25.08.2011. the ROR of the Nadikudi Srikalahasti New Railway line is 21.18% (with 50% cost shaing by A.P Govt) and ROR of 14.48, when full cost is borne by the Railways, in accordance with above G.O when the ROR is more than 12% will not be considering on cost sharing by the State Government.

In this connection, it is submitted that the request from Honble Minster of State, GOI, Smt.Panabaka Lakshmi informed that the interest of Public to consider changing the alignment of Nadikudi Srikalahasti lint to connect Addanki as proposed above. Hence we may agree for the proposal with the additional cost.

Further it is submitted that the total amount of Rs.111,95,45,000/- to deposited with Railways towards the state Government share for the various Railway Projects so far. This information is kept at Flag A for kind perusal.

The subject matter in the file relates to consider the change of alignment of the proposed new Railway line between Nadikudi Srikalahasti to meet the needs of the People of Addanki area in Prakasam District.

It is submitted that Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham District while enclosing a copy of the representation of Smt Panabaka Lakshmi, Honble Minister of State for Textiles addressed to the Honble Minister for Railways, New Delhi, has stated that the survey for the proposed new Railway line between Nadikudi- Srikalahasti was sanctioned in 1997-98. The line is sanctioned in the last railway budget and also understood that the final location survey is in progress.

Further, he has informed that the proposed new Railway Line would be passing through Guntur, Prakasam and Nellore Districts, connecting upland areas, and stated that the people of Addanki and surrounding areas are requesting to connect Addanki in the proposed railway line between Nadikudi Srikalahasti which is the Head Quarter of the Constituency.

Smt. Panabaka Laxmi, Honble Union Minister of State and Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham Districti has requested to consider the request and do needful favour for changing the alignment of Nadikudi Srikalahasti line to connect Addanki in Prakasam District, and to meet the needs and aspirations of the people of his Constituency.

In this connection, it is submitted that the CE(Con.), SC Rly. Has furnished the above proposal of Smt. Panabaka Laxmi, Honble Union Minister of State for change of alignment of Nadikudi Srikalahasti via Addanki and the same has been examined and decided not to change the alignment and go ahead with the existing alignment. However, as suggested by the SC Railway has been requested to update Donakonda Vodarevu survey passing through

Addanki so that the request of Honble Union Minister of State to connect Addanki would also get addressed in due course of time. C.No.11483/Ser.IV/2/2010

Accordingly, vide Govt.Lr.No.dt.01/10.2010, the CAO, SC Railways was informed that to go ahead with the earlier alignment in respect of Nadikudi Srikalasti new Railway line and also requested to update Donakonda Vodarevu survey passing through Addanki. But, no proposals in this regard have been received from SC Railway so far.

Further, it is submitted that the Nadikudi Srikalahasti new line updated survey has been submitted by the office of the South Central Railway to the Railway Board on 18.02.2010 at cost of Rs.1314 crores with an ROR of 21.28% considering the 50% cost sharing by the State Government.

Earlier, the Honble Chief Minister vide letter dated: 04.02.2010 addressed to Honble Minister for Railways has informed that State Government of A.P has committed for 50% of cost sharing for this project.

Accordingly, the State Government vide G.O.Rt.No: 1097, Dated 18.11.2011 an amount of Rs.1 Cr. towards the 50% State Govt. Share during the year 2011 2012, was already administrative sanction for conducting Final Location survey to new BG Railway Line between Nadikudi Srikalahasti.

In this context, Smt. Panabaka Laxmi, Honble Union Minister of State and Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham Districti has requested to consider the request and do needful favour for changing the alignment of Nadikudi Srikalahasti line to connect Addanki in Prakasam District, and to meet the needs and aspirations of the people of his Constituency.

On the other side, GM, SC Railway has requested to providing land free of cost and to bear 50% of remaining cost of the project by government of Andhra Pradesh.

When consulted, the Finance (Expr.PW) Dept with above information, have stated that since the increased cost does not fit into Govt.Policy, the proposal is not agreed to in Finance.

The CAO(Con.), South Central Railway has informed that Smt. Panabaka Lakshmi, Honble Union Minister of State (MoS) for Textiles during the inspection of Chirala, Bapatla, Repalle stations accompanied by General Manager, South Central Railway and CAO(Con), South Central Railway. on 19.07.2010 have enquired about the route to be adopted for the proposed Nadikudi Srikalahasti Railway Line and desired that the new alignment is to be proposed taking into consideration of Addanki needs and the proposed new line should pass through Addanki. She has also mentioned that the proposed route through Addanki can be obtained and discussed with Mr. Ravi Kumar, MLA from Addanki and feasibility of this alignment through Addanki has to be examined.

In this regard, the CAO (Con.), South Central Railway has brought out the following points on Nadikudi Srikalahasti Survey:-

Survey has been carried out many times considering the alignment passing through Piduguralla(exg) (Take off point), Nakarikallu, Rompicherla, Savalyapuram(exg), Vinukonda(exg.), Gundlakamma(exg.), Dekanakonda, Darsi, Podile, Goutuvaripalle, Obulayapalli, Venkatapuram, Gilakapalem, Rapur, Alturupadu & joining at Venkatagiri (Existing station on Renigunta-Guduru section).

The existing lines between Nadikude-Piduguralla (21.15 Km); Savalyapuram Gunklakamma (23.01 km); Venkatagiri Srikalahasti (24 km) is made use of in the proposed alignment having a new line length of 308.70 Km.

Survey was updated and submitted to Board on 18.02.2010 latest at a cost of Rs.1314 Cr. with ROR of 14.48%

Honble CM of A.P. vide letter dated 04.02.2010 to Honble Minister for Railways has informed that State Govt. of AP has committed for 50% of cost sharing for this project.

The ROR of the project has been arrived as 21.28% by considering 50% cost sharing from A.P. Govt.

In this connection he has enclosed a route map of Nadikudi Srikalahasti proposed alignment which may be perused at P.7 cf.

Further, he has mentioned that in case the alignment is connected to Addanki, from Gundlakamma and Darsi, there will be an additional distance of 49 Kms and corresponding cost will be about Rs.208 Crores(considering same rate per Km):-

As this project is under active consideration by Board for sanction, change of alignment at this stage is not preferable.

Change alignment through Addanki can be studied while taking up Final Location Survey between Gundlakamma Venkatagiri for arriving more details, after the sanction for Nadikudi Srikalahasti line and AP Govt. may ask for a new survey between Gundlakamma, Darsi via Addanki.

It is also to indicate that earlier, a survey was sanctioned in 2002 for New railway line between Donakonda Vodarevu (113.5 Km length). The cost of the project was estimated at Rs.228.7 Crores with Rate of Return of (-) 6.95%. The project alignment was passing through Agraharam, Purimetla, Addanki, Inkollu and joining at Vetapalem on BZA Gudur section and again taking off from Chirala to Vodarevu via Gavirivaraipalem

He has further informed that the Estimate for Final Location Survey at a cost of Rs.3.08 crs has already been sanctioned by GM and tenders are being invited for conducting Final location Survey. For the current financial year, Ministry of Railways has allotted Budget Grant of Rs.1.00 cr. for the above work. Thus, State Government is also required to deposit funds to the extent of Rs.1.00 cr. for the year 2011-2012 towards State Governments share.

In view of the above it is for orders whether sanction may be accorded for release of an amount of Rs.1.00 Cr. (Rupees one crore only) as a matching share of 50% for Final Location Survey of the new B.G Railway line between Nadikudi srikalahasti Railway Project for 2011-12 under the above Head of Account for construction of a new Railway line between Nadikudi srikalahasti on 50:50 cost sharing basis between the Ministry of Railways and Government of Andhra Pradesh.

The CAO(Con.), SC Rly has informed that sanction for an amount of Rs.1 Cr towards 50% share of Govt. of AP for conducting final location survey to new BG Railway Line between Nadikudi Srikalahasti. The Final Location tender is under finalization and acceptance letter will be issued shortly.

The GM, SCR has requested to deposit an amount of Rs.1 Cr towards 50% share of AP Govt. for conducting Final Location Tender for the above work. to deposit the State Govt. share of Rs.40.00 Crores.

In this connection it is submitted that an amount of Rs.1 Cr towards the 50% State Govt. Share during the year 2011-12 was already released vide G.O.Rt.No.1097, TR&B(Ser.IV) Dept., dated 18.11.2011 wherein the E-in-C(R&B), Admn.& NH, Hyderabad was requested to draw the amount and deposit to the CE(Con), O/o CAO, SC Rly. Therefore, the E-in-C(R&B), Admn.& NH may be requested to deposit the amount of Rs.1 Cr to SC Rly immediately.

The survey for the proposed new Railway line between Nadikudi- Srikalahasti was sanctioned in 1997-98. The line is very important because it is an alternate railway line to existing Vijayawada- Chennai Railway Line. You may be aware that the Vijayawada- Chennai main line is getting dislocated every year due to natural calamities line cyclones, heavy rains, floods etc. Fortunately, the line sanctioned in the last Railway Budget and also understood that the final location survey is in progress.

The proposed new Railway line would be passing through Guntur, Prakasam and Nellore Districts connecting upland areas. The people of Prakasam Districts have represented to me to connect Addanki which is a headquarter of Assembly Constituency and also important town.

Consider the request and do needful favor for to arrange to expedite to commence the works in the proposed new line duly providing sufficient funds in the ensuring railway budget 2012-2013 and to consider changing the alignment of Nadikudi Srikalahasti line to connect Addanki in Prakasam District to meet the needs and aspirations of the people of my constituency.

The subject matter in the file relates to consider the change of alignment of the proposed new Railway line between Nadikudi Srikalahasti to meet the needs of the People of Addanki area in Prakasam District.

It is submitted that Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham District while enclosing a copy of Smt Panabaka Lakshmi, Honble Minister of State for Textiles addressed to the Honble Minister for Railways, New Delhi, has stated that the survey for the proposed new Railway line between Nadikudi- Srikalahasti was sanctioned in 1997-98. The line is sanctioned in the last railway budget and also understood that the final location survey is in progress.

Further, he has informed that the proposed new Railway Line would be passing through Guntur, Prakasam and Nellore Districts, connecting upland areas, and stated that the people of Addanki and surrounding areas are requesting to connect Addanki in the proposed railway line between Nadikudi Srikalahasti which is the Head Quarter of the Constituency.

Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham Districti has requested to consider the request and do needful favour for changing the alignment of Nadikudi Srikalahasti line to connect Addanki in Prakasam District, and to meet the needs and aspirations of the people of his Constituency.

In this connection, it is submitted that Govt vide letter dated .01.10.2010 have directed the S.C. Railway to go ahead with the earlier alignment in respect of Nadikudi - Srikalahasthi new Railway line, and also requested the S.C.Railway to update Donakonda Vadarevu survey passing through Addanki so that the request of Honble Union Minister of State for Textiles to connect Addanki would also gets addressed in due course of time. The said proposals are not yet to received till today.

Further, it is submitted that the Nadikudi Srikalahasti new line updated survey has been submitted by the office of the South Central Railway to the Railway Board on 18.02.2010 at cost of Rs.1314 crores with an ROR of 21.28% considering the 50% cost sharing by the State Government as agreed by Honble Chief Minister vide letter dated:04.02.2010., and vide G.O.Rt.No: 1097, Dated 18.11.2011 an amount of Rs.1 CR towards the 50% State Govt. Share during the year 2011 2012, was already released for conducting Final Location survey to new BG Railway Line between Nadikudi Srikalahasti.

In view of the above position, it is submitted for orders on the request of Sri Gottipati Ravi Kumar, M.L.A., Addanki Constituency, Prakasham Districti and Smt. Panabaka Lakshmi, Honble Minister of State for Textiles, GOI for change of alignment of Nadikudi Srikalahasti line (via Addanki).
