MINISTRY OF CIVIL AVIATION It is the nodal Ministry responsible for the formulation of national policies and programmes for

Its functions also extend to overseeing airport facilities, air trac services and carriage of passengers and goods by air.
The Ministry also administers implementation of the Aircraft Act, 1934, Aircraft Rules, 1937 and is administratively responsible for the Commission of Railways Safety.
5/20 rule → The 5/20 rule is a norm of the Indian Aviation Ministry under which national carriers are required to have five years of operational experience and a fleet of minimum 20 aircraft to fly overseas. This is applicable to all commercial aviation organisations flying passengers. This rule has been set up by the Civil Aviation ministry.
ORGANISATIONS UNDER MINISTRY OF CIVIL AVIATION Airport Authority of India :-
(Miniratna - Category -1 Public Sector Enterprise) Founded - 1 April 1995, Headquarters - New Delhi AAI is a statutory body (created through the Airports Authority of India Act,
1994) working under the Ministry of Civil Aviation and is responsible for creating, upgrading, maintaining and managing civil aviation infrastructure in India.
The functions of AAI are as follows :- Design, Development, Operation and Maintenance of international and domestic airports and civil
enclaves. Control and Management of the Indian airspace extending beyond the territorial limits of the
country, as accepted by ICAO. Construction, Modification and Management of passenger terminals. Development and Management of cargo terminals at international and domestic airports. Provision of passenger facilities and information system at the passenger terminals at airports.
Expansion and strengthening of operation area, viz. Runways, Aprons, Taxiway etc. Provision of visual aids.
Provision of Communication and Navigation aids, viz. ILS, DVOR, DME, Radar etc.

Bureau of Civil Aviation Security (BCAS) :- The Bureau of Civil Aviation Security was initially set up as a Cell in the Directorate
General of Civil Aviation (DGCA) in January 1978 on the recommendation of the Pande Committee constituted in the wake of the hijacking of the Indian Airlines flight on 10th September, 1976.
The role of the Cell was to coordinate, monitor, inspect and train personnel in Civil Aviation Security matters.
The BCAS was reorganized into an independent department on 1st April, 1987 under the Ministry of Civil Aviation as a sequel to the Kanishka Tragedy in June 1985.
The main responsibility of BCAS are lay down standards and measures in respect of security of civil flights at International and domestic airports in India. ORGANISATION BCAS is the regulatory authority for civil aviation security in India. It is headed by an ocer of the rank of Director General of Police and is designated as Director General (Bureau of Civil Aviation).
Directorate General of Civil Aviation (DGCA) :-
Directorate General of Civil Aviation is an attached oce of the Ministry of Civil Aviation. The Directorate General of Civil Aviation is the regulatory body in the field of Civil Aviation primarily
dealing with safety issues. It is responsible for regulation of air transport services to/from/within India and for enforcement of civil
air regulations, air safety and airworthiness standards. It also co-ordinates all regulatory functions with the International Civil Aviation Organisation. HQ – New Delhi Registration of civil aircraft Certification of airports Licensing of pilots, aircraft maintenance engineers,
air trac controllers and flight engineers, and conducting examinations and checks for that purpose The Aircraft Accident Investigation Bureau (AAIB) is a division of the Ministry of Civil Aviation,
Government of India which investigates aircraft accidents and incidents in India. The Commission of Railway Safety is a government commission of India. Subordinate to the Ministry of
Civil Aviation, the commission is the rail safety authority in India, as directed by The Railways Act, 1989. The agency investigates serious rail accidents. Its HQ is in Lucknow.
