6. *Sahibzada Muhammad Yaqub:

Will the Minister In-charge of the Aviation Division be pleased tostate:

(a) the details of earnings accrued from premier service of thePakistan International Airlines;

(b) the performance of the said service; and

(c) the details of aircrafts hired for said service?

Minister In-charge of the Aviation Division: (a) Total earnings forPremier Service from 14th August 2016 till 8th February 2017 remained aroundPKR 0.96 billion. The loss incurred remained on PKR 1.14 billion (on DirectOperating Cost) and PKR 2.88 billion (on Total Operating Cost).

(b) Premier Service was started on 14th August, 2016 with A330 aircrafton Islamabad/Lahore-LondonLahore/Islamabad sectors. The aircraft on wet leasewas acquired from Srilankan Airline in order to provide better quality services toits customers at par with other international airlines.

It is further to be mentioned that as per National Aviation Policy an aircraftcannot be wet-leased for more than six months. Accordingly, PIA’s Agreementwith Sri Lankan Airlines for wet lease of one Airbus A330 expired on February09, 2017 and the aircraft was returned.

The PIA fares were worked out to be increased in anticipation. However,owing to capacity glut the overall fare levels did not increase and PIA had to settlefor the min fare range (all incl.) of GBP 532-682 against competitor fare range (allincl.) of GBS 520-670.

Page 11: NATIONAL ASSEMBLY SECRETARIATna.gov.pk/uploads/documents/questions/1512655291_633.pdf · Zarar Haider Khan Punjab (Bahawalpur) 12 Mrs. Farah Hamid Khan Punjab (Multan) ... Munir Ahmad

11

It was therefore decided that till the time PIA’s own fleet (B-777s) areupgraded with value added services (Wi-Fi and flatbed seats, IFE) the premierService be suspended.

It is also to be mentioned that after suspension of Premier Service, theflight operation to London has not been reduced. The premier service was on sixfrequencies out of total ten. PIA still operates same number of flights to London byits own fleet of Boeing 777s.

(c) Tender for Wet Lease of upto (04) Wide Body aircraft was floatedon May 19, 2016 and bids were opened on June 30, 2016. Following threebidders submitted their bids:

4. Sri Lankan Airlines5. HiFly6. TAG Linhas Aereas De Angola

Bids received were technically evaluated and the evaluated bidder withthe lowest cost per seat per Block Hour as per the tender floated was selected.The details of the evaluation are mentioned as below:——————————————————————————————

Description Sri Lankan Hifly Airlines——————————————————————————————1. Aircraft Type Airbus A330-400 Airbus A340500

2. Seating 28BC+269Y 36BC+201YConfiguration

3. Rental US$ 8100/Blk Hr. US$ 7800/Blk Hr.

4. Evaluated Cost per US$ 69.91 US$ 78.88Seat per Block hour

——————————————————————————————Consequently only one aircraft A-330 was engaged for six months.

7. *Mr. Junaid Akbar:

Will the Minister for Climate Change be pleased to state:

(a) the effects of climate change on food production in the country;

Page 12: NATIONAL ASSEMBLY SECRETARIATna.gov.pk/uploads/documents/questions/1512655291_633.pdf · Zarar Haider Khan Punjab (Bahawalpur) 12 Mrs. Farah Hamid Khan Punjab (Multan) ... Munir Ahmad

12

(b) the steps being taken with regard to these effects; and

(c) the decrease made in food production due to said effects sinceJune, 2013?

Minister for Climate Change (Mr. Mushahid Ullah Khan): (a)Agriculture is central to human survival and is probably the human enterprisemost vulnerable to climate change. The agriculture sector, as the single largestsector of Pakistan’s economy, is its lifeline. It accounts for 45% of the labor force,21% of GDP and 70% of total export earnings. Agriculture in Pakistan is greatlyaffected by short-term climate variability and could be significantly impacted bylongterm climate change. As the duration of crop growth cycles is related totemperature, an increase in temperature will speed up crop growth and shortenthe time between sowing and harvesting. This shortening could have an adverseeffect on productivity of crops and fodder for livestock. The hydrological cycle issimilarly likely to be influenced by global warming, necessitating the agricultureand livestock sectors, particularly in rain-fed areas, to adapt to climate change.

The National Climate Change Policy gives overarching guide linesand gives considerable weightage to research which is greatly lacking. The policyidentifies the key guiding principles as far as research in Agriculture is concerned.

Develop appropriate digital simulation models for assessment ofclimate change impacts on physical, chemical, biological and financial aspects ofagricultural production systems in various agro-ecological zones;

Develop new varieties of crops which are high yielding, resistant toheat stress, drought tolerant, less vulnerable to heavy spells of rains and less proneto attack by insects and pests;

Develop and introduce better breeds of livestock with higher milkproductivity and which are less prone to heat stress and more drought tolerant;

Develop quality data sets on crop, soil and climate related parametersto identify ideal cropping patterns for each region and facilitate research work onclimate change impact assessment and productivity projection studies;

Enhance the research capacity of various relevant organizations tomake reliable predictions of climatic parameters and river flows for seasonal, inter-annual and inter-decadal timeframes, to assess the corresponding likely impactson various crops and to develop appropriate adaptation measures;

Page 13: NATIONAL ASSEMBLY SECRETARIATna.gov.pk/uploads/documents/questions/1512655291_633.pdf · Zarar Haider Khan Punjab (Bahawalpur) 12 Mrs. Farah Hamid Khan Punjab (Multan) ... Munir Ahmad

13

Promote targeted research on adoption of sustainable landmanagement practices;

Enhance the capacity of the farming community to take advantage ofthe scientific findings of relevant research organizations.

(b) The first On Farm Water Management Program (OFWM) in Pakistanwas implemented, on pilot basis, from 1976 1980 with the financial assistance ofthe United States Agency for International Development (USAID) It includedseven tehsils of the Punjab for farm level participatory conservation of irrigationresources through improving conveyance and application systems. This wasfollowed by various OFWM projects by upscaling its different activities in theentire province with funding from international donor agencies such as the WorldBank, International Development Association (IDA), and International Fund forAgricultural Development (IFAD), Japan Bank for International Cooperation(JBIC), Asian Development Bank (ADB) and Food and Agriculture Organization(FAO).

Since inception of these programs, about 43,000 watercourses have beenremodelled and reconstructed according to prescribed engineering design in thecanal commanded areas of the Punjab. This increases conveyance efficiency byreducing seepage, evaporation, and operational losses. The government picks up80% of the cost of construction materials and provides technical guidance whilethe farmers are required to contribute 20% of the cost of construction materialsand labour for improvement of the watercourses.

LASER land levelling technology was introduced in Punjab in 1985through OFWM program. 20 -25% irrigation water is lost during itsapplication to crops because of uneven fields and inappropriate farmdesigning (GoPb; 2011) This leads to excessive application to low-lying areas and under-irrigation of higher spots. Over-irrigationleaches soluble nutrients from the crop root zone and under-irrigationof elevated parts of fields results in yield loss due to insufficient waterbesides accumulation of salts in such patches. This ultimately resultsin less crop productivity, degrades groundwater quality, causes waterstress, and restricts efficient application of agricultural inputs.

High Efficiency Irrigation Systems (HEIS) was introduced in Pakistanin 2007 through a federally funded project called “WaterConservation and Productivity Enhancement through HEIS Systems

Page 14: NATIONAL ASSEMBLY SECRETARIATna.gov.pk/uploads/documents/questions/1512655291_633.pdf · Zarar Haider Khan Punjab (Bahawalpur) 12 Mrs. Farah Hamid Khan Punjab (Multan) ... Munir Ahmad

14

in Pakistan”. The target for Punjab through that project was 1, 40,000acres in 5 years. However, by 2010, when devolution to the provincesthrough the 18th Constitutional amendment took place, 9000 acreshad been covered. After that the project was discontinued. The nextproject for HEIS was the Punjab government funded “Pilot Testingof Drip Irrigation for Cotton Cultivation in Thal” in 2010-2011. Thisproject aimed to cover 3000 acres. The cost was Rs.85000 peracre and the , government gave a subsidy of Rs.70,000 per acre.

(c) Increase in frequency and intensity of extreme and erratic weatherevents such as floods, cyclones and droughts;

increased variability in both monsoon and winter rainfall with erraticand uncertain rainfall patterns;

Agriculture and livestock productivity likely to suffer due to hightemperature, droughts, floods, cyclones and soil degradation endangering foodsecurity of the country.

Recession of the Hindu Kush-Karakoram-Himalayan (HKH)glaciers due to global warming and carbon soot deposits from trans-boundarypollution sources, threatening water inflows into the Indus River System (IRS);

Increased siltation of major dams caused by more frequent and intensefloods;

Rising temperatures resulting in enhanced heat and water-stressedconditions, particularly in arid and semi-arid regions, leading to higherevapotranspiration and depletion of soil moisture. This would result in increasedrequirements of irrigation water, less availability of water and decrease in agriculturalproductivity;

Decrease in the already scanty forest cover, from too rapid changein climatic conditions to allow natural migration of adversely affected plant species;

Increased threat to biodiversity, which is already at risk due tolanduse/cover change and population pressure;

Degradation of rangeland and further deterioration of the alreadydegraded cultivated land areas such as those suffering from water erosion, winderosion, water-logging, salinity etc.;

Page 15: NATIONAL ASSEMBLY SECRETARIATna.gov.pk/uploads/documents/questions/1512655291_633.pdf · Zarar Haider Khan Punjab (Bahawalpur) 12 Mrs. Farah Hamid Khan Punjab (Multan) ... Munir Ahmad

15

Weakening eco-systems

Increased intrusion of saline water and salinity in deltaic regions dueto sea-level rise and reduced discharge of major rivers, adversely affecting coastalagriculture, forestry such as mangroves and biodiversity such as breeding grounds of fish;

Abundance of insects, pests and pathogens in warmer and morehumid environment, particularly after heavy rains and floods;

Threat to coastal areas due to projected sea level rise and increasedcyclonic activity due to higher sea surface temperatures;

Increased stress between upper riparian and lower riparian regionsin relation to sharing of water resources;

Increased health risks and climate change induced migration.

Increased requirements of irrigation water due to higherevapotranspiration at elevated temperatures; while less water will be available.

8. *Shaikh Rohale Asghar:

Minister for Federal Education and Professional Training(Mr. Muhammad Baligh-Ur-Rehman): (a) The prescribed minimum criteria toaccredit a degree programme of a university by the Higher Education Commission(HEC) at present is as follows:

i. Adequate physical infrastructure having 2 classrooms per department

ii. 6 regular faculty members i.e. 1 Professor, 1 Associate Professor,2 Assistant Professors and 2 Lecturers per department

iii. 1500 books and related journals

iv. availability of ICT facilities

v. related laboratories (if necessary)

vi. Accreditation from the relevant professional accreditation councils(mandatory), in case of professional degree programs.

However, new programs can only be offered in accordance with theprovisions available in the Charters/Acts of the Universities, after seeking necessarystatutory approvals from the respective University authorities.

(b) HEC recognizes degrees of students after assurance of necessaryrules and procedures required for verification. Generally, Universities are providedadequate time to fill in the gaps and meet the deficiencies.

However, issues have been reported wherein many private sectorUniversities have operated academically at various unlawful places and issueddegrees to unlawful graduates from their principal seats without mentioning theexact place of study of the students. HEC has taken up this matter and startedrecord validation of these students. Resultantly, the Universities were forced toprovide data about their legitimate and illegitimate students. Consequently, theirdegree verification process is on halt until and unless record validation getsaccomplished.

Further, degree verification matters pertaining to various Universities whohave operated unlawfully are currently sub-judice various courts of law; therebyrestricting HEC to take any parallel action in this regard.

(c) HEC recognizes degrees of students studied at the legitimate andapproved places of study of recognized Universities after assurance of necessaryrules and procedures required for verification.

However, degrees which have been issued without record, whetherattested or otherwise, stand null and void as per the judgement of the honorableSupreme Court of Pakistan in the Civil appeal No. 47 of 2010 titled Haji NasirMehmood, (the then MPA PP-III) - Gujrat vs Mian Imran Masood and others inwhich the degrees awarded by the University of EAST, Hyderabad without havingproper academic record were nullified by the Court.

(d) In order to check mushrooming of illegal /substandard universities /institutions, the Commission is working in close cooperation with all the provincialgovernments. A list of such institutions is also being maintained on our website andregular periodic public alerts are also published in the electronic and press mediacautioning parents, students and general public not to seek admission in suchunlawful universities / institutions as qualifications held from them would not berecognized / validated.

The lists of illegal universities/institutions have also been forwarded to ProvincialGovernments for taking necessary action for closure of such universities / institutions.

23. *Shazia Marri:

Will the Minister for Climate Change be pleased to state whether it isa fact that the climatic changes in Pakistan are adversely affectingwater resources in the country; if so, the initiatives taken by theGovernment to overcome said situation?

Minister for Climate Change (Mr. Mushahid Ullah Khan): Waterresources are inextricably linked with climate; this is why the projected climatechange has such serious implications for Pakistan’s water resources. Freshwaterresources in Pakistan are based on snow and glacier-melt and monsoon rains,both highly sensitive to climate change. Country specific climate change projectionsstrongly suggest the following future trends in Pakistan:

Decrease in glacier volume and snow cover leading to alterations inthe seasonal flow pattern of the Indus River System (IRS); increasedannual flows for a few decades followed by decline in flows insubsequent years; increase in the formation and outburst of glaciallakes; higher frequency and intensity of extreme climate events coupledwith irregular monsoon rains causing frequent floods and droughts;and greater demand on water due to higher evapotranspiration ratesat elevated temperatures.

These trends will have a significant impact on the spatial and temporaldistribution of water resources on both annual and inter-annual basisin the country. This will further exacerbate the already difficult situationof a water stressed country facing demand increases due to populationgrowth and increasing economic activity.

The Ministry of Climate has also developed National Climate ChangePolicy, which was approved by Federal Cabinet in September 2012.The policy amongst other has very specific recommendation for WaterResources. These adverse effects of climate change have beenacknowledged in the National Climate Change Policy. In the above-mentioned policy, the Government of Pakistan aspires to addressthe impact of climate change on water resources and to enhancewater security and enlists a number of measures it intends to undertake.

To ensure the implementation National Climate Change Policy,Ministry of Climate Change has developed a framework which

Page 31: NATIONAL ASSEMBLY SECRETARIATna.gov.pk/uploads/documents/questions/1512655291_633.pdf · Zarar Haider Khan Punjab (Bahawalpur) 12 Mrs. Farah Hamid Khan Punjab (Multan) ... Munir Ahmad

31

identifies projects for each sector including water. For the protectionof the water resources the framework identifies stakeholders atfederal and provincial levels, municipalities, civil society, academia,water conservation campaign groups, electronic media etc. Furtherthe framework has also assigned priority in terms of time whichincludes priority action to be taken in 2 years, short term actions:within 5 years; midterm actions within 10 years and long term actionswithin 20 years.

In the meeting of National Climate Change Policy implementationCommittee chaired by the Minster for Climate Change it was decidedthat all provincial governments will developed their action plans basedon the Framework for the implementation of National Climate ChangePolicy. The action plan would also act as long term plan for protectionof water resources.

Other than this, to address the issue of drinking water a NationalDrinking Water Policy has been developed. The Policy lays downmechanism to ensure access of clean drinking water to the population.After the 18th Constitutional amendment the subject of “DrinkingWater, Sanitation and Human settlements” was devolved, which isyet to be allocated back to the Ministry of Climate Change. Thecase for reallocation is pending with the Secretaries Committee.

After the 18th constitutional amendment, provinces have beenempowered to develop their action plans and allocate resources intheir budget for issues related to drinking water. The role of theMinistry of Climate Change in this regard is to coordinate and reportimplementation of national and international obligations.

Will the Minister for Federal Education and Professional Training bepleased to state whether it is a fact that  there are two separate polices/criteria of the Higher Education Commission (HEC) for admissionof students living within the FATA and outside in various Universitiesand Colleges of the country affiliated with HEC; if so, the detailsalongwith the reasons thereof?

Minister for Federal Education and Professional Training(Mr. Muhammad Baligh-ur-Rehman): There is no separate policy/criteria ofthe Higher Education Commission for admission of students living within the FATAand outside in various Universities and Colleges of the country affiliated with HEC.HEC admission policies and guidelines are based on uniform standards and applyequally to all the students, without any distinction of province/regions. However,FATA students are offered special seats and are also included in fee-reimbursementprogramme and certain other programs. For this purpose their domicile is enoughto ascertain that they hail from FATA.

For admission to under graduate programs, across the board admissioncriteria/policy is set by the University itself; in accordance with its statutes definedin its Act/Charter; whereas, for admission to MS/PhD programs, HEC has set anelaborate criteria applicable to all the universities and degree awarding institutionsacross Pakistan.
