Setting the baseline and identifying national and local priorities for the implementation of the Sendai Framework

SFDRR IN INDONESIAN CONTEXT

• SFDRR is a very useful framework for the development of National Baseline Report on DRM.

• Indonesia is fully committed to Sendai Framework for DRR, including global target achievements – Agenda 2030 on inclusion of DRM in SDGs

• In the era of President Jokowi, the Disaster Risk Index went down from 156.3 to 132.8.

• There are some 136 Districts/Cities that are priority areas (60% of BNPB Budget for District/Cities)

• Some 80% of Districts/Cities have high Disaster Risk Index . BNPB tried to reduce a high Disaster Risk Index to a medium Disaster Risk Index.

OBJECTIVES

1. To clearly identify the gaps in DRM at all levels andsectors of Indonesian society and to support thedesigning of actions to address them in the next fifteenyears.

2. To enhance collaboration among line ministries andDRM stakeholders in the implementation andmonitoring of DRM in general and to more fully addressthe requirements of SFDRR’s global standards on DRR inparticular.

3. To promote coherence and synergy of future actions byIndonesia to maximize the impacts of its collectivedisaster risk management efforts.

TARGET AUDIENCE

• Government line ministries/institutions.

• Other DRM stakeholders in the country: NGOs, Private sector, Media, Academia, CSOs, communities and United Nations.

• Disaster prone countries.

METHODOLOGY

• The Sendai Conference and the IAP meeting (2015): Indonesia committed during the ISDR Asia Pacific Meeting in Bangkok to pioneer the development of a Road Map for SFDRR implementation, starting with this baseline status report.

• National level multi-stakeholder meetings: 30 July 2015 and 1 March 2016.

TOR FOR TWGs

Each sectoral Technical Working Group (TWG) will havefollowing responsibilities:

1. Design a baseline sectoral status template in line with

Sendai Framework. The template will also include the

areas where the DRM related data/information about

the sector is unavailable/missing.

2. Completion of the baseline status templates.

Sectoral baseline status templates / reports will be developed and completed for the following sub reports on 13 sectors :

1. Education2. Health3. Urban Development and land use planning/ Infrastructure Development4. Risk financing /Micro finance/insurance5. Social Protection6. Food Security7. Livelihoods /Agriculture8. • Updated DRM stakeholder Mapping.

SECTORAL REPORTS

DEVELOPMENT OF THE MAIN REPORT ON NATIONAL BASELINE STATUS FOR DRM

• A desk review of international and national documents (plans, policies, reports and research articles) related to disaster and development planning was undertaken to support preparation of this report.

• In-depth interviews were conducted with government officials, staff from UN agencies and partners from civil society organisations.

• The initial findings of the draft Main Report were presented at the IAP meeting in Delhi in November 2015.

• The second multi-stakeholder meeting was organized on 1 March 2016 to review the process of completion of the main and sectoral reports. Several inputs have been received which are being presently integrated in the report.

• Development and finalisation of 5 out of 13 Sector Reports (Working documents) – By September 2016.

• The final results, comprising the main report and completed sector reports will be published by October2016, and presented at the DRR month in Manado in October and Asia Ministerial Conference onDisaster Risk Reduction (AMCDRR) to be held in New Delhi between 14 and 17 November 2016.
