The National Disability and Carers Advisory Council
The National Disability and Carers
Advisory Council was announced on
7 November 2016.
In this document we call it the ‘Council’.
The Council has 17 members, some of whom
have experience of living with disability.
The members are leaders from:
• the disability sector
• the carers sector
• the business sector.
Page 4
They are from every State and Territory
in Australia.
The members were chosen by Disability
Ministers from around Australia.
The Council members are:

What will the Council do?
The Council will:
• be an important part of the
changes that are happening in
the disability sector
• meet at least twice a year
• give advice to the Australian
Government about policies and laws
that affect people with disability.
Policies are Government plans for how
things will be done.

Some of the things the Council will give
advice about include:
• changes to Disability Employment
Services (DES) – a program that
helps people with disability to find
a job
• carer supports and services
• services in the National Disability
Insurance Scheme (NDIS) – the
new way for people with disability to
get support
• other services not delivered by
the NDIS
They will also help guide the set-up of the
National Disability Strategy 2010–2020.
The Strategy is a way of improving the
lives of Australians with disability.

The Council’s first meeting
The Council had their first meeting on
Wednesday 14 December 2016.
At the meeting the members agreed
on the Terms of Reference.
The Terms of Reference is a
document that explains:
• what the Council will do
• how it will work
• who the members are
• its responsibilities.
The members also talked about what
the Council would do.

National Disability Strategy
The Council noted that all levels of
Government are committed to making
the National Disability Strategy (NDS)
stronger.
They talked about:
• opportunities for developing
the NDS
• the role of disability advocacy –
supporting people with disability
to have their say
• the importance of having a good
link between mental health and
disability service systems.

National Disability Insurance Scheme
The Council talked about:
• the progress of the NDIS
• problems with the NDIS portal
• the importance of support for
people with disability, their families
and carers, who won’t be able to
use the NDIS.
This will be a big focus for
the Council.

Disability Employment Services
The Council talked about the work
being done to change DES including:
• improving choice and control for
people taking part
• creating more competition
between DES providers
• changing the way DES providers
get paid
• improving the way people
are assessed

• helping people in the workplace
• providing more support
for employers.
Changes to carer support services
The Council noted the work that has
been done on the:
• Integrated Plan for Carer
Support Services
• Service Delivery Model.

Changes to regulations
Both of these documents look at ways
of supporting the work that unpaid
carers do.
The Council talked about how it is
important to understand that carers
have different needs.
Regulations are rules for how things
are done.
The Council will think about rules in
the disability and carers sectors that
could be changed.
They will do this in working groups.

Working groups
Working groups are small groups made up of
Council members.
Members can also ask experts outside of the
Council to take part in the working groups.
Each group will focus on one area or
problem.
The Council will start with 3 working groups
that will focus on:
• the National Disability Strategy also known as NDS
• Disability Employment Services also
known as DES
• Carers Reform also known as changes
to carer support services.

• the Indigenous plan for
people with disability
• keeping children safe
• the National Plan to Reduce
Violence Against Women and
