A. As conduits under AMCFP Credit Facilities

Program for Unified Lending to Agriculture(PUNLA)

PUNLA is a special lending facility designed to address the financial needs of marginal farmers and fisher folk in a manner that is fast, convenient and affordable. The program taps lending conduits in extending non-collateralized loans for agri-fishery production and agri-microfinance to marginal farmers and fisher folks

Lending conduits: cooperatives, cooperative banks and NGOs categorized as follows: Type1 – currently accredited by or have been/are qualified as partner of ACPC, LandBank, AGFP,DBP, and SBGFC Type 2 – not qualified as type 1, but comply with basic eligibility criteria End-borrowers: Marginalized(poor) farmers and fishers in the poorest provinces in the country(and other provinces deemed critical by the DA)

Lending conduits:

Fls enlist with DA regional field office(DA-RFOs)/local government unit(LGU), as interested LC

List of interest LCs shall be endorsed by respective DA/LGU to ACPC.

Potential LCs shall: undergo on-site validation(background investigation); attend credit project planning workshop; pre-validation of member borrowers

Survival and Recovery loan Program(SURE)

SURE was launched to support small farmers and fisher folk affected by natural calamities. It is a quick-response, post disaster survival and recovery loan assistance with two (2) components: Recovery Loan Assistance, which charges zero interest rate, and the Survival Assistance component, which shall be provided as grant for the immediate and emergency needs of the affected farmers and fishers.

Lending conduits: Eligible conduits which are current partners/accredited under any existing credit and financing programs of ACPC, LandBank, AGFP, DBP and SBGFC End-borrowers: SFF affected by calamity(for survival package except 4Ps recipients)

Program Development Division

Agrarian Production Credit Program (APCP)

APCP is a joint program of the Department of Agriculture (DA), Department of Agrarian Reform (DAR), Department of Environment and Natural Resources, and Land Bank of the Philippines (LBP). APCP is designed primarily to provide loans to ARBs or ARB household members to support their individual or communal crop production projects, agri-enterprise, and other livelihood projects.

ARBs or ARB household members through ARB organizations (ARBOs), People’s Organizations (Pos), and other farmers’ organizations (FOs) to support their individual or communal crop production projects, agri-enterprise, and other livelihood projects

B. Provision of ICB The institutional capacity-building (ICB) program of ACPC provides grants for the conduct of capacity development activities of selected farmers and fisherfolks organizations (FFOs) to improve their capability in accessing, managing, and providing credit to their members. ACPC implements ICB projects through (i) direct grant assistance to federations of FFOs, state colleges and universities, training institutions, and non-government organizations (NGOs) that are eligible to conduct ICB activities (e.g., training, coaching, study visits) for FFOs; and/or (ii) partnership or tie-up with financial institutions like LBP to strengthen FFOs and other RFIs (e.g., cooperative banks and rural banks) as conduits.

Upland Southern Mindanao-Institution Capacity Building program (USM-CIBP)

The USM-CIBP provides training and loans to partner cooperatives and microfinance institutions (MFIs) in the upland areas of Southern Mindanao covering the provinces of Compostela Valley, Davao del Sur, Davao del Norte, davao Oriental, Sarangani, and South Cotabato.

C. Accreditation of Non-Bank Rural Financial Institutions (NBRFIs) under RA 10000

ACPC is the duly authorized agency of the Department of Agriculture (as per DA Special Order 605) in the accreditation of non-bank rural financial institutions (NBRFIs) under Republic Act No. 10000 (Agri-Agra reform credit Act of 2009) and its IRR. Under the law, banks are required to set aside 25% of their total loanable funds for lending to agriculture and agrarian reform sectors. There are direct modes and alternative forms of compliance. There are several options by banks under alternative forms. One of which is investments in NBEFIs. Such investments is by wholesale lending or by paid subscription of shares of stocks to accredited rural financial institutions (RFIs) including non-banks engaged in lending to agriculture and agrarian reform beneficiaries.

Tree Plantation Financing Program (TPFP)

The TPFP is a credit assistance program for the expansion, harvesting, maintenance and protection of existing tree plantation with at least 4 year old standing trees in at least 1% of the plantation area of qualified private and public land. The plantation is a designed and planned area of pre-identified tree species proven to be compatible and thriving in the area covering both lowland and forest lands.

Cooperative Development Incentive Fund (CDIF)

It is a program aimed at promoting membership in Farmers’ Organizations (FOs) or Farmers’ Cooperatives (FCs), by giving incentives of PhP0.70/kg to the farmer-members if they sell their palay produce to NFA. The CDIF program as a monetary benefit was meant as a revolving fund for the acquisition or rental of post-harvest facilities and as subsidy for training expenses of the FO. However, the NFA had opened other uses for such fund such as entrepreneurial and development programs and purchase of farm inputs as well as NFA rice.

Palay-based FOs/FCs

The FO/FC must submit a letter to the NFA Provincial Office in the area to signify their intention to withdraw and/or utilize their CDIF and also indicating therein the intended purpose.

Corn Development Fund (CDF)

The CDF provide funding for projects geared towards the development of the corn industry, especially for the following:

Acquisition and installation of modern corn production equipment, post-harvest and marketing facilities;

Farmers Incentive Rice (FAIR) Purchase Program

It is a procurement incentive program where accredited FOs/ FCs are entitled to buy up to 25% of the rice recovery from the palay they sold to the NFA during the previous year. The rice allocation is to be used by farmers for their consumption during the lean months when rice prices are relatively high.

FOs/FCs who sold their palay produce to NFA

Interested FOs/FCs need to submit to NFA an assembly or board resolution to signify their intention to purchase their rice allocation. The assembly/board resolution shall indicate the qualities to be withdrawn, schedule of withdrawal by month.

Farmers’ Option to Buy-Back (FOBB) Program

The Scheme allows NFA accredited FOs/FCs to sell their palay the Agency and avail the chance to “buy-back” the same volume of stocks within six (6) months or one cropping cycle and sell the same to traders or millers when palay prices are better than NFA’s support price. A fee equivalent to at least the NFA’s cost of borrowing and overhead expenses for the actual length of storage shall be charged based on the actual volume of stocks bought-back.

Upon delivery of palay stocks, the FO/FC must properly inform the NFA that the same is under the FOBB program. Before the “buy-back”, a written request must be submitted to NFA for approval before any withdrawal is made.

The provision of such premium entitles the LGU/Legislator to buy-back the stocks from the NFA. Said stocks may be stored in any designated warehouse for free for 4 months. If the stocks are not withdrawn after the 4-month free storage period, the NFA shall correspondingly charge the buyer with 1.5% carrying cots for the fifth until the 6th month which is the maximum storage period. The NFA shall have the right to auction or sell the palay stocks if the buyer was not able to withdraw the same after 6 months.

For the LGUs, they must enter into a Memorandum of Agreement (MOA) with NFA for the marketing arrangement.

Corn Marketing Assistance Program for Industry Producers/Users and Local Government Units (CMAPOPULGUs)

Palay Negotiable Warehouse Receipt Program (PNWRP)

Under this program, NFA will provide free 6-month storage for the palay stocks of FOs/FCs in any designated warehouse which includes free warehouse rental, stocks quality maintenance, insurance and handling. This way, palay FOs/FCs can hold on to their stocks to be able to maximize revenues by selling at later date when markets prices are much higher. Also, with stocks deposited at the NFA, farmers can source capital by simply presenting the warehouse receipt (PNWR) issued to them as collateral for commodity from accredited financing institutions.

1.) Cooperative Pabahay Program

a.) The program is an alternative housing approach that entails partnerships undertaking with financially and organizationally stable cooperatives to address the housing problems of its low income earners through its own cooperative efforts in planning and direct production of affordable, decent and adequate housing units.

Dairy Buffalo Module The 25 dairy buffalo module is a facility whereby PCC entrust 25 head purebred dairy buffaloes to qualified farmer-trustees (one buffalo per farmer-trustee to new cooperatives or its members) who belong to a duly registered cooperative or association. The entrustment follows a Trusteeship or Modified “Paiwi” Scheme wherein the farmer-trustee is expected to take care of the animal, maintain animal and production records, provide necessary inputs and other obligations stipulated in the modified “Paiwi” contract; and continuously engage in dairy business following approved

Service Standard The Nutrition Laboratory supports the research and development activities of the agency and it provides services to the whole PCC network, farmers, researches and students in assessing the nutritive values of feed and forage samples such as the proximate analysis, detergent fiber determination, Calcium and Phosphorous analysis. The laboratory activities are teamed by competent nutritionist, chemist and analyst. The measuring devices used in the laboratory are regularly maintained and calibrated to ensure the accuracy and acceptability of the results. Service Standards: Under normal circumstances, the analysis is completed within nine working days from the date or request or submission of milk samples. Raw milk samples can be preserved up to 7 days at 40C-50C, if potassium dichromate is added. If milk sample is unpreserved (no added potassium dichromate), place the sample in a container with ice then immediately submit to the laboratory for analysis the soonest time possible (within 2 days). Unpreserved samples maybe analyzed up to 72 hours after initial collection of milk samples. Prospective clients should first make arrangement with milk laboratory personnel before submission of samples for orientation/training on proper milk sampling, handling, and storage scheduling.

AI is used to produce animals with better productivity for milk and meat, without disregard for draft power through harnessing superior genetic materials of dairy buffalo breed. The strategy is to cross the native swamp buffaloes with the dairy breed and to follow sustained backcrossing to at least four generations to produce animals with milk and meat producing potentials equivalent to the purebred dairy parents.

PCC trains VBAITs to provide AI services in the community with a fee, which is based on the existing price

acceptable in the locality (ranges from Php300 to Php1,000). In places,

where there is no trained VBAIT or LGU Al technician, the conduct of AI in the villages is usually based on the

schedules arrived at during the annual planning activities of PCC and the LGUs. For those coming from the

LGUs, processing of request is completed within two weeks. For

5. Animal Health Laboratory To maintain a disease-free environment and control possible disease outbreaks, PCC established its own animal health laboratory. This facility caters to the National Impact Zone clientele, National Gene Pool and PCC Centers nationwide. It will also provide assistance to researchers and academics involved in animal health and biological sciences, and conduct collaborative researches. At present, the laboratory performs fecalysis, blood parasite examination, serological testing. The laboratory also commenced the use of molecular (PCR) assays for detection of microbial pathogens. Service Standard Normally, once the request is approved, the examination is completed and the results can be released within 2 to 6 working days except for the mouse inoculation test (MIT) which needs 21-day observation. Release of the results also depends on the number of samples submitted and test conducted.

6. Bull Loan Purebred dairy-type Murrah bulls are loaned to qualified farmers for natural mating with native or crossbred carabaos in areas where AI services are not available. This service is an integral part of the genetic improvement program aimed at producing animals with improved productivity for milk and meat. Service Standard If the bull is available and all evaluation criteria/requirements are met, coordination and evaluation activities, including the processing of related documents(from the day of receipt of the request to the release of the bull), are completed within 13 working days. Repayment Scheme A junior bull (2.5 years old and below) is considered paid in full when it has produced 25 calves. This is subject to proper proof and certification from the Municipal Agriculturist, Veterinarian or Livestock Inspector. A fertility-tested bull that is three years old and above, and socialized, is considered paid when it has produced 50 calves.

Experts on these areas are regularly sent to the villages to respond to the farmer’s specific needs. 8. Provision of superior breeding animals

Due to very limited number of breeding animals, this service is provided only on a case-to-case basis and on a “first come, first serve” basis subject to availability of animals. Priority is given to interested parties who have funds to purchase and provide the requirements of maintaining the breeding animals. Other means are via the soft loan (Bull Loan Program and Dairy Buffalo Module under Modified”Paiwi” Scheme).
