CHAPTER I :INTRODUCTION
Chapter I . Introduction
1.1 PROJECT BACKGROUND
National Highway-7, apart from being major trunk road of the country, acts as one of the most important prime arterials of Tamil Nadu state, traversing from north to south in the center of the state. It caters to most of the interstate and intrastate traffic movement originated and destined to southern and western parts of the state from various parts of the country. The project conidor is a part of NH- 7 between industrial city of Salem and Karur in the state of Tamil Nadu. The present section of project corridor between Salem-Karur runs through three major districts. Salem, Namakkal and Kanrr and connects all three-district head quarters.
The section of NH-7 under consideration takes off from a rotary intersection in the urban area of Salem. Existing Salem bypass four-laning also starts at the same intersection. Chainage of the project corridor at this starting point is km 207+600, km 0+000 being at Bangalore. The project corridor travels south with an increase in the chainage towards Namakkal and Karur.
Namakkal bypass takes off from the NH-7 at km 248+900 on the outskirts of the erty, and ends at chainage km 259+600. the project corridor ends at the outskirts of Karur town, where a

existence. Chainage of this intersection is km 292+600. The TOR mentions as the end point chainage to be km 301+000. However, a four-lane bypass already exists between km 292+600 and km 301. Accordingly, the end p in t for the present section may be considered as km 292+600 only. Accordingly, the projed corridor has been divided into two sections as:

1.2 TREATMENTS PROPOSED
The improvement options worked out have been designed to be technically sound, environmental friendly, and economically most feasible. They not only include formulation of typical cross sections separately for rural and urban areas depending on requirements of capacity augmentation. The treatments proposed include:
Provision of Service roads for traffic segregation at urban areas;
Provision of wide paved shoulders and sidewalks to segregate non-motorised local traffic1 pedestrian movement;
Identification of urban areas that require Bypasses/Re-alignments;
Identification of optimal bridge alignments;
Provision of pedestrianlvehicular underpasses
Provision of bus bays and bus shelters
Provision of way side amenities
Provision of toll plaza
1.3 CLEARANCE REQUIREMENTS FOR THE PROJECT
The requisite environmental clearances for the project implementation, as detailed in Table 1.1 shall be complied with by the NHAI.

Chapter 2. Summary of lmpach
2.1 SOIL
Black cotton soil is predominantly found in Salem district whereas red loam is predominant in Namakkal district accounting for approximately 60% of the area. Black soil is the predominant Soil type in Karur district accounting for approx 36% followed by lateritic Soil (24%). The other types of soils found in the region are sandy soils, coastal alluvium and gullied ravenous soil.
Borrowing of soil for raising the embankment level is likely to impact the topsoil and also cause ponding. Contamination of soil at the vehicle parkinglmaintenance areas, hot mix plants and material storage areas is likely.
The widening of road would require acquisition of agriculture lands at places where the presently available ROW is inadequate to accommodate the proposed improvements. The acquisition of agricultural land would cause loss of productive soil. Significant quantities of soil will also be required for raising the embankment. This may also result in loss of the fertile topsoil.
2.2 AIR QUALITY
The air polluting sources in the project region primarily consist of industries and the vehicles plying on the roads. There is no specific data available to indicate the ambient air quality status along the project corridors, but the pollution levels monitored at some of the urban centers, especially in urban centers indicate pollution levels lower than ambient air quality standard for industrial areas within the project influence area.
Air quality will be impacted for a short period due to construction activities. Construction activities particularly earthwork, diversion of traffic, transportation of material, movement of vehicles on the haulage roads, would increase the SPM content in the immediate vicinity of the construction area. Vehicular pollutants from the construction equipments would contribute to the gaseous pollutants during this stage.
Increase in the number of vehicles would increase the pollutant load but the free flow of traffic due to the removal of congestion and correction of the gradient would minimize the rate of increase in concentration during the operation stage.
Concentrations of air pollutants such as SPM, CO 8 NO, will be monitored to establish the baseline and impacts will be predicted using CALINE-4.

conidor at km 278.650. The ground water in the region is limited to 60 m depth in weathered residium fractures in zones having secondary porosity. The ground water yield is limited to moderate prospects of upto 50 m3/hour. Apart from these there are a number of wells and ponds that serve as water sources for agriculture and domestic consumption. Instances of faecal contamination along the course of the river due to unhygienic anthropogenic activities are evident.
Salem and Namakkal districts are mainly dependent on ground water sources except for the region under Cauvery Padugai (River Basin). 1

Impacts on surface water quality while working close to water bodies is expected. Contamination occurs due to sediment-laden runoff from the erosive areas, as side slopes of embankment and I
from landslide prone areas, entering the water bodies. Apart from these areas, runoff from exposed land surface and lands that are stripped of vegetation will also generate turbidity in the surface watercourses. Two water bodies are impacted partially due to the project at Km. 21 5.000 and Km. 230.200.
2.4 NOISE QUALITY
The monitored noise levels were ranging from 33.0 dB(A) (Best Matriculation School) to 79.8 dB(A) (Pavai Engineering College) with Leq values ranging from 56.8 dB(A) (Sugam Matric Hr. Sec. School) to 70.4 dB(A) (Vetri Vikas Hr. Sec. School) during day time.
During night times, noise levels were ranging from 37.7 dB(A) (S.V.T. Higher Sec. School) to 83.2 dB(A) (S.V.T. Higher Sec. School) with Leq values ranging from 57.3 dB(A) (G.H.S. Govemment School) to 73.3 dB(A) (S.V.T. Higher Sec. School).
While comparing with the MoEF Ambient Noise Norms for various surroundings were observed zones, the Leq noise levels at all locations with exception of Best Matriculation School (Km 216.00), and Govemment school (217.600) is found to exceed the permissible limits during daytime. During the night time the Leq noise levels were found to exceed all the permissible limits except those two locations.
Operation of construction machinery generates high decibel noise. Construction workers are the worst affected due to the noise. For rest of the receptors, the noise would be intermittent and would not cause not high impacts.
2.5 ECOLOGY
The area under forest cover is declining in the study region. Diversion of forestland for mining and other purposes is an existing practice in the region. Forest areas are observed along the

The project corridor has continuous row of trees along its stretch. Predominant species found most frequently accounted trees along the roadside are presented in Table 2-2.

The proposed improvements along the project corridor would necessitate the felling of some of the trees along the roadside, which also includes trees in the private lands. No sensitive natural habitats are found along the corridor. Only the roadside trees would need to be cut due to widening and safety concerns. Approximately 4217 trees will be required to be felled for the project. The road side trees in Tamilnadu are not under the forest department. However cutting of road side trees requires permission from District Revenue Department.

2.7 CULTURAL PROPERTIES
Salem, Namakkal and Karur districts have many historical and religious places having protected status. The details of such historical monuments protected by the State Dept. of Archaeology and Archaeological Survey of India are presented in Table 2-3. None of these are likely to be impacted by the proposed road development.

Along the project conidor, many cultural properties are located including shrines, temples, mosques, churches, dargah and graveyards. These are not protected monuments but are locallylregionally important. All such properties along the project corridor have been listed and total 92 in number. Few of the properties would need relocation due to widening. Direct Adverse impact on the Cultural Property will take place in case the Cultural Property is located within the Proposed Formation width and Indirect adverse impact is envisaged in case the property lies within the Proposed Embankment width of the Road. Table 2 4 lists the likely impacts on Cultural Properties by virtue of their location (assuming the proposed widening is to take place in the ROW.)

CHAPTER 3:MITIOATION MEASURES
Chapter 3. Mitigation Measures A description of the various management measures during various project stages is provided in Table 3.1.
3.1 PRE-CONSTRUCTION STAGE
3.1.1 Pre-construction activities by PIU
Prior to the contractor mobilization, the PIU will ensure that an encumbrance free construction limit is handed over. The ROW clearance involves the following activities:
Acquisition of land and structures,
Clearance of the ROW including removal of trees and utilities,
Relocation of cultural properties as temples and community assets as hand pumps and,
Formal arrangements for maintenance of enhancement sites
3.7.2 Pre-consfruction activities by ContractorENG!NEER
Pre-construction stage involves mobilisation of contractor. The activities include:
Procurement of construction equipment I machinery such as crushers, hot mix plants, batching plants and other construction equipment and machinery.
Identification and selection of material sources (quarry and borrow material, water, sand etc).
Selection, design and layout of construction areas, hot mix 1 batching plants, labour camps etc
Planning trafiic diversions and detours, including arrangements for temporary land acquisition.
3.2 CONSTRUCTION STAGE
3.2.1 Construction Stage activities by Contractor
Activities that trigger the need for environmental measures during construction include:
Imbibing environmental principles at all stages of construction as good engineering practices.
Implementation of site-specific mitigationlmanagement measures suggested
Monitoring the quality of environment along construction sites (as air, noise, water, soil) and
Enhancement designs at specific locations suggested.
Other environmental issues (improvement of roadside drainage, provision of cattle crossings etc) are addressed as good engineering practices, and costs accounted for in Engineering Costs.

Chapter 4. Enhancement Measures
Environmental Enhancements specifically refers to the positive actions to be taken up during the implementation of the project for the benefit of the road users and the communities living along the project Corridor. These positive actions are in addition to several other enhancements that occur inherently because of the very nature of the project such as improved drainage, pedestrian facilities, prevention of existing erosion etc, as these improvements are in-built in the design, as part of good engineering practices. The enhancements have been carried out with the following objectives:
To enhance the appeal and environmental quality of the project corridor to its users,
To enhance visual quality along the highway, and
To generate goodwill amongst the local community towards the project, by the enhancement of common property resources.
The enhancement measures have been suggested for the Cultural properties and community spaces along the corridor. Selection criteria and design concepts have been provided for each type of the enhancements proposed. The need for enhancements and the spirit in which these have to be carried out is obtained through the descriptions. The description is expected to guide the contractor in identifying locations for the generic enhancements proposed.
4.1 CULTURAL PROPERTIES
4.1.1 Criteria for Selection
The criterion for the selection of sites suitable for enhancement was based on: (i) importance for local people, (ii) religious significance, and (iii) scope for enhancements. The importance of the site for the local people as well as the religious significance was identified through extensive discussions with the local community and general observations of the sites and structures. The scope for enhancement included the possibility of any further improvement, availability of space for enhancements and the likely benefds for the local community as well as the road users.
4.1.2 Design Concepts - Overview
The concept for enhancements is based on the suggestions given by the people. Extensive community consultations were carried out on each of the enhancement sites. The information gathered included

Willingness of people to participate.
The site observation also provided vital inputs in concept formulation. It provided the general information about the condition of the main structure and the surrounding, visibility of the enhancement site from the project road, the scenic beauty of the site as well as the surrounding area. In case of religious places enhancements are suggested on the basis of usage. For example paving is suggested around the temple in some of the cases as people move around the temple. This ritual known as pradakshina is a common practice in most of the temples in Tamil Nadu. In addition enhancement designs prepared cover the following:
Provision of basic amenities as toilets etc, as desired by the communities
Provision of safety measures for the structures, as compound walls with gate and fencing etc.
4.2 ENHANCEMENTS CONSIDERED
A total of 10 sites were selected for which specific enhancements designs have been prepared. The Table also shows importance of each site which is either social (including religious importance) or historic or both. Willingness and contribution from the local community as expressed by them during the consultations carried out at each enhancement location is also presented. At some locations as indicated in the Table the local community has expressed their willingness by agreeing to provide labour or financial contribution or both. Formal arrangements for maintenance during the post construction stage will be finalised in consultation with the communities. The modalities will be subsequently worked out by the PIU in consonance with the communities during the detailed community consultations that are to be carried out for relocating the affected cultural properties. The detailed designs and 8ill of Quantities for each enhancement design has been worked out. Drawings and BoQ are presented in Appendix 8.

The monitoring programme is devised to ensure that the envisaged purpose of the project is achieved and results in the desired benefit to the target population. To ensure effective implementation of the EMP, it is essential that an effective monitoring programme be designed and carried out. Broad objectives of the monitoring programme are:
To evaluate the performance of mitigation measures proposed in the EMP
To suggest improvements in the management plans, if required
To satisfy the statutory and community obligations
To provide feedback on adequacy of Environmental Impact Assessment
The monitoring programme contains monitoring plan for all performance indicators, reporting formats and necessary budgetary provisions. Monitoring plan for performance indicators and reporting system is presented in the following sections. Budgetary provisions for the envisaged programme is presented in Chapter - 7: Budgetary and cost estimates.
5.1 PERFORMANCE INDICATORS

The Environmental Officer of PIU will operate the reporting system for environmental management indicator and operation performance indicators. The PIU will set the targets for each activity envisaged in the EMP beforehand and all reports will be against these targets. Contractor will report to the Engineer, on the progress of the implementation of environmental conditions and management measures as per the monitoring plans. The Engineer will in turn report to the PIU on a quarterly basis which will be reviewed and fonnrarded by the PIU to the NHAl corporate office. The quarterly reports of the EMP will form an integral part of the Quarterly Progress Reports. The PlU will also send compliance report to the MoEF as per the conditions of clearance granted for the project after receiving the report from the contractor and duly verified by the Engineer. The reports submitted to the MoEF along with the Quarterly Progress Reports. A detailed reporting system for all the Performance Indicators has been developed and is presented in Appendix 5.1. Reporting formats for contractors have been prepared, which will form the basis of monitoring, by the Engineer andlor the Environmental Cell as required. The details of reporting formats prepared is presented in Table 5.4.

In addition to these formats, to ensure that the environmental provisions are included at every activity of the implementation by the contractor, it is suggested that the approval of the environmental personnel of the engineer is required in the Request for application to proceed or other similar reporting formats used by the contractor. These will not only ensure that the environmental provisions are addressed but also link the satisfactory compliance to environmental procedures prior to approval by Engineer of Interim Payment Certificate (IPC).

Chapter 6. implementation Arrangements
The PIU, NHAl is responsible for the implementation of the provisions made within the EMP. To monitor the construction activities to assist the department in implementation, the services of an Engineer are procured for the project corridor. In addition to the monitoring of the implementation of the environmental provisions by the Environmental personnel of the engineer, the Environmental Manager within the PIU will oversee the effective implementation of the measures suggested.
6.1 ORIENTATION OF MEMBERS OF THE ENVIRONMENTAL CELL
Members of the Environmental Cell will be trained in environmental protection both in theoretical and practical aspects. Basic orientation required for environmental awareness shall be provided initially and then experts in specific aspects of road-related works who will train the officials regarding the detailed procedures will be identified. Specific modules customized for the available skill set shall be devised after assessing the capabilities of the members of the Environmental Cell and the requirements of the project. The entire orientation programme would cover basic principles of environmental assessment and management; mitigation plans and programmes, implementation techniques, monitoring methods and tools.
6.2 INTEGRATION OF EMP WITH PROJECT
Environmental provisions to be implemented in the project are presented in Table 3.1. Detailed monitoring plan and reporting formats for ensuring effective implementation of those measures are suggested as part of the EMP. The environmental measures suggested broadly fall into the following categories:
Management measures that are stand-alone items and can be implemented by the contractor (as provision of oil interceptors, monitoring of environmental components etc)
Management measures that are to be taken up incidental by the contractor as part of Good Engineering practices (dust suppression during earthworks, slope protection measures etc)
Enhancement measures including measures not directly related to the road construction (enhancement of cultural properties, common property resources as ponds etc).
The environmental management measures will be included as specific items within the Bid document. These are in addition to the provisions of Annexure A to clause 501 of the Specifications for Road and Bridge Works (MoRT&H). Material quantities for implementing these measures have been worked out based on the designs and specifications.

Chapter 7. Budgetary Provisions
Budgetary estimates for environmental management includes all items envisaged as part of the EMP. These have been worked out based on the detailed BoQs and specifications for the enhancement and mitigation measures. The environment budget includes provisions for various environmental management measures (other than measures considered under good engineering practices), the environmental monitoring and orientation costs. The budgetary provisions are presented in Table 7.1. The cost estimates for each item along with basis of costing are presented in the volume, Cost Estimates for Environmental Management for perusal of PIU. The Environmental Management Costs for the project corridor works out to be INR 19.7 millions.

Licensed quarries operating with the requisite environmental clearances shall be selected for the project.
Operation and Redevelopment of Quarry
Following are the measures need to be taken during the excavation of the material to minimize adverse impacts on the environment:
Development of quarry area:
Adequate drainage system shall be constructed to prevent the flooding of the excavated area
At the stockpiling locations, the contractor shall construct sediment barriers to prevent the erosion of excavated material due to runoff.
Construction of offices, laboratory, workshop and rest places shall be done in the Up-wind of the plant to minimize the adverse impact due to dust and noise.

Appendix 2. Guidelines For Redevelopment Of Borrow Areas
2.1 BACKGROUND
The guidelines provide basic information to the contractor on how to redevelop the borrow areas to ensure compliance with the environmental requirements of the MoEF, MoRTH and as specified in IRC: 10-1961. The following section provides the guidelines to the contractor for the identification, siting of borrow areas and also the enhancement measures to redevelop the areas with community participation.
2.2 IDENTIFICATION OF THE BORROW AREAS
Specific locations of borrow areas will be identified by contractor. The selection and recommendations for borrow areas; will be based on environmental as well as civil engineering considerations. Location of source of supply of material for embankment or sub-grade and the procedure for excavation or transport of material shall be in compliance with the environmental requirements of the MoEF, MoRTH, Clause 305.2.2.2 and as specified in IRC: 10-1 961.
Certain precautions have to be taken to restrict unauthorized borrowing by the contractor. No borrow area shall be opened without permission of the Engineer. The borrowing shall not be carried out in cultivable lands, unless and until, it shall be agreed upon by the Engineer that there is no suitable uncultivable land in the vicinity for borrowing or private landowners are willing to allow borrowing on their fields.
To avoid any embankment slippage, the borrow areas will not be dug continuously, and the size and shape of borrow pits will be decided by the Engineer. The contractor shall evolve site- specific redevelopment plans for each borrow area location, which shall be implemented after the approval of the Supervision Consultant.
Precautionary measures as the covering of vehicles will be taken to avoid spillage during transport of borrow materials. To ensure that the spills, which might result from the transport of borrow and quarry materials do not impact the settlements, it will be ensured that the excavation and carrying of earth will be done during day-time only. The unpaved surfaces used for the haulage of borrow materials will be maintained properly.
Borrowing of earth shall be carried out at locations recommended as follows:
Non-Cultivable Lands: Borrowing of earth will be mrri depth of 2.0 m from the existing ground level. Borrowing of earth shall not be don 8m width shall be left at intervals not exceeding 300 shall be

ridges, if necessary, to facilitate drainage. Borrow pits shall have slopes not steeper than I vertical in 4 horizontal.
Productive Lands: Borrowing of earth shall be avoided on productive lands. However, in the event of borrowing from productive lands, under circumstances as described above, topsoil shall be preserved in stockpiles. The conservation of topsoil is been discussed in subsequent section. At such locations, the depth of borrow pits shall not exceed 45 cm and it may be dug out to a depth of not more than 30 cm after stripping the 15 cm top soil aside.
Elevated Lands: At locations where private owners desire their fields to be levelled, the borrowing shall be done to a depth of not more than 2 rn or up to the level of surrounding fields.
Borrow pits along Roadside: Borrow pits shall be located 5m away from the toe of the embankment. Depth of the pit should be such that the bottom of the pit shall not fall within an imaginary line of slope 1 vertical to 4 horizontal projected from the edge of the final section of the bank. Borrow pits should not be dug continuously. Ridges of not less than 8 m width should be left at intervals not exceeding 300 m. Small drains should be cut through the ridges to facilitate drainage.
Borrow pits on the riverside: The borrow pit should be located not less than 15m from the toe of the bank, distance depending on the magnitude and duration of flood to be withstood.
Community I Private Ponds: Borrowing can be carried out at locations, where the private owners (or in some cases, the community) desire to develop lands (mostly low-lying areas) for pisciculture purposes and for use as fishponds.
Borrow Areas near Settlements: Borrow pit location shall be located at least 0.8 krn from villages and settlements. If unavoidable, they should not be dug for more than 30 cm and should be drained.
2.4 DOCUMENTATION OF BORROW PTr
Following checklist provides guidelines in order to ensure that redevelopment of borrow areas must comply with MoRTH, Clause 305.2.2.2 and EMP Requirement. The contractor must ensure that following data based must be documented for each identified borrow areas that provide the basis of the redevelopment plan.

2.5 GUIDEUNES FOR STRIPPING, STOCKING, PRESERVATION OF TOP SOIL
During the excavation of the borrowing material contractor must ensure that the topsoil from all areas of cutting and all areas to be permanently covered shall be stripped to a specified depth of 150mm and stored in stockpiles. At least 10% of the temporarily acquired area shall be earmarked for storing topsoil. The stockpile shall be designed such that the slope does not exceed 1:2 (vertical to horizontal), and the height of the pile is restricted to 2m. Stockpiled will not be surcharged or otherwise loaded and multiple handing will be kept to a minimum to ensure that no compaction will occur. The stockpiles shall be covered with gunny bags or tarpaulin.
It shall be ensured by the contractor that the topsoil will not be unnecessarily trafficked either before stripping or when in stockpiles. Stockpiled topsoil will be returned to cover the disturbed area and cut slopes. Residual topsoil will be distributed on adjoininglproximate barrentrocky areas as identified by the Engineer in a layer of thickness of 75mm-150mm. Top soil shall also be utilized for redevelopment of borrow areas. Landscaping along slopes, medians, incidental spaces etc.
2.6 GUIDELINES FOR ENHANCEMENT
As far as possible borrow area selected for enhancement shall be on government/community land in the vicinity of settlement. The contractor must ensure that any enhancement design proposed should be workable, maintenance free and preferably worked out in consultation with the community and proposed enhancement materials should be locally available. The borrow area can be developed either of the following:

Topsoil must be placed, seeded, and mulched within 30 days of final grading if it is within a current growing season or within 30 days of the start of the next growing season.
Vegetative material used in reclamation must consist of grasses, legumes, herbaceous, or woody plants or a mixture thereof.
Plant material must be planted during the first growing season following the reclamation phase.
Selection and use of vegetative cover must take into account soil and site characteristics such as drainage, pH, nutrient availability, and climate to ensure permanent growth.
The vegetative cover is acceptable if within one growing season of seeding:
The planting of trees and shrubs results in a permanent stand, or regeneration and succession rate, sufficient to assure a 75% survival rate;
The planting results in 90% ground coverage.
The site shall be inspected when the planting is completed and again at one year to ensure compliance with the reclamation plan.
Certificate of Completion of Reclamation
Contractors have to obtained certificate of satisfaction from the landowner and submit it to the PIU before final payment is to done.
Reclaiming Borrow Areas through Detention Basin:
Applicability:
In barren land where the soil type is other than clay, borrow area can be redeveloped into detention basin. These basins collects runoff from the surrounding area and reusing it for cattle feeding, washing and also for irrigation purpose, while designing the detention basin care should be taken that proper drainage facility should be provided to avoid stagnation of water for a longer duration.
Design of Detention basin Reclaiming Borrow Areas:
Detention Basins are the sediments control ponds that are design to remove sediments and other organic matter. Design of the detention basin depends upon the particle size, settling characteristics, residence time and land area. A minimum of 0.02 mm size particle with a settling velocity of 0.02 crntsec (assuming specific gravity of solids 2.65) can be settled in the detention basin. The design area of detention basin governs on the following equation:

Pond should be located at the lowest point in the catchment area. Care should be taken that the horizontal velocity should be less then settling velocity to prevent suspension or erosion of deposited materials. Following are the other details that need to be considered while desgining the detention basin:
Minimum Effective Flow Path: 5 times the effective width
Minimum Free Board: 0.15 m
Minimum Free Settling Depth: 0.5 m
Minimum Sediments Storage Depth: 0.5 m
Maximum interior slope: 2H: 1V
Maximum exterior slope: 3H: I V
The inlet structure should be such that incoming flow should distribute across the width of the
pond.
A pre-treatment sump with a screening should provide to remove coarse sediments.
Settled sediment should be removed after each storm event or when the sediment capacity has exceeded 33% of design sediment storage volume.
Accumulated sediment must be disposed of in a manner, which will prevent its reentry into the site drainage system, or into any watercourse.

2.7 WORKING PLAN
The contractor must prepare a working plan before enhancing the identified borrow areas. Following are the inputs that provide the guidelines to the contractor to formulate the working plan:

Mark on plan part of the borrow area, most suitable for storing and staking topsoil.
2.8 DRAWINGS TO BE PREPARED
The contractor have to prepared the drawings showing both cross-section as well as plan of the identified borrow areas incorporating following inputs:
Contours if any, depth if any
Location of trees, height, foliage spread and afternoon shaded area on ground
Any other existing details at the road /property interface such as signage/railing/etc.
Details of immediate surrounding for at least 5m on either sides
2.9 PHOTOGRAPHS TO BE INCLUDE
The contractor must ensure that photographs are to be taken before and after the excavation of borrow materials and also after the implementation of redevelopment plan, incorporating the following:
Overall View from access side
Any other community resource in the vicinity
All spots to be detailed such as access to borrow pit /cluster of existing trees etc.

3.1 SITING
The contractor shall identify the site for construction camp in consultation with the individual owners in case of private lands and the gram panchayat or other concerned authority in case of government land. The suitable sites shall be selected (refer Box 1 for Constnrction Camp Site location) and finalized in consultation with the PIU

3.2 LAYOUT
After finalization of the site, the contractor shall prepared a detailed layout plan (Figure 1) for development of the construction camp, including No Objection Certificate from land owner, extent of land required, photographs of the site in original condition and details of site restoration after completion.
Following are the guidelines need to be undertaken during the development of construction camps:
Drinking Water:
The contractor shall provide for a sufficient supply of cold potable water in the construction camps. The contractor shall identify suitable cornmu ponds for procuring drinking water, in consultation wit

Only in the event of non-availability of other sources of potable water, the contractor shall obtain water from an unprotected source only after the testing for its potability. Where water has to be drawn from an existing open-well, the well shall be properly chlorinated before water is drawn from it for drinking. All such wells shall be entirely closed in and be provided with dust and waterproof trap door.
Every water supply or storage shall be at distance of not less than 15m from any wastewater 1 latrine drain or other source of pollution. Water sources within 15m proximity of latrine, drain or any source of pollution will not be used as a source of drinking water in the project.
A pump shall be fitted to each covered well, the trap door shall be kept locked and opened only for cleaning or inspection, which shall be done at least once a month.
Washing Facilities
Adequate and suitable facilities for washing clothes and utensils shall be provided and maintained for the use of contract labor employed therein.
Separate and adequate bathing facilities shall be provided for the use of male and female workers.
Facilities shall be conveniently accessible and shall be kept in clean and hygienic conditions.
Latrines and Urinals
Latrines shall be provided in every work place based on the following guidelines:
Where males are employed, there shall be at least one latrine for every 25 males or part thereof.
Where female workers are employed, there shall be at least one latrine for every 25 females
or part thereof.
Every latrine shall be under cover and so partitioned off as to secure privacy, and shall have a proper door and fastenings. 1 Where workers of both sexes are employed, there shall be displayed outside each block of latrine and urinal, a notice in the language understood by the majority of the workers "For Men Onlyn or "For Women Only" as the case may be.
The latrines and urinals shall be adequately lighted and shall be maintained in a clean sanitary condition at all times.
Water shall be provided in or near the latrines and urinals by storage in drums.
Arrangement for Waste Disposal

Kitchen wastes shall be disposed into soak pits. Wastewater from campsites will be discharged and disposed in a kitchen sump located at least 15 meters from any body of water. Sump capacity should be at least 1.3 times the maximum volume of wastewater discharged. The bottom of the pit should be filled with coarse gravel and the sides shored up with board, etc. to prevent erosion and collapse of the pit
Provision of Shelter during Rest
Work place shall be provided four suitable sheds, two for meals and the two for the rest separately for the use of men and women labour.
The height of the shelter shall not be less than 3.0 m from the floor level to the lowest part of the roof.
These shall be kept clean and the space provided shall be on the basis of 0.6 sq m per head.
Creches
Incase 20 or more women worker are employed, there shall be a room of reasonable size for the use of children under the age of six years.
The room shall be provided with suitable and sufficient openings for light and ventilation. Provision shall be made such that place shall be kept clean all the time.
One aaya shall be appointed to look after the children in the crbche. Incase number of women worker exceed 50 two aaya shall be appointed
The use of the room earmarked as creches shall be restricted to the children, their attendants and mother of the children.
First Aid Facilities
First-aid facility shall be provided and maintained, so as to be easily accessible during working hours.
First-aid boxes distinctly marked with a red cross on white back ground, at the rate of the not less than one box for 150 contract labour shall be maintained all the time and shall contain the following:

The locations of dumping sites have to be selected such that:
No residential areas are located downwind side of these locations,
Dumping sites are located at least 500 m away from sensitive locations, as reserved forests
Dumping sites do not contaminate any water sources, rivers etc, and
Dumping sites have adequate capacity equal to the amount of debris generated.
Public perception about the location of debris disposal site has to be obtained before finalizing the location. i
