RESPECTED SIR,
I am Dr. B. Karthik Navayan, Advocate and Human Rights Defender also working as a
Legal Advisor, Samata Sainik Dal, the social organisation founded by Dr B. R. Ambedkar
on 24 September 1924 with the objective of safeguarding the rights of all oppressed

I submit that, the scheduled caste persons from Nallamadugu Village, Lingampet
Mandal, Kamareddy District, Telangana approached me through Mettu Shekar and
Konda Sanjeev (SC youth from the village) with very disturbing situation in the village
where the scheduled castes were attacked by non scheduled castes (BC caste people)
two times and abused them touching their caste in filthy language.
I submit that, the non scheduled castes (BC caste people) in the villages attacked the
scheduled castes two occasions when they tried to erect the statue in the village
despite obtaining permission from the Grampanchayat as required by law.
I submit that, the scheduled castes have approached local police station, Lingampet on
both occasions when they were attacked and abused by non scheduled castes (BC caste
people)
I submit that, the police have registered two FIRs, 1) FIR NO 40 OF 2020 U/S 506
IPC R/W 34 IPC U/S 3 (1) (R) (S) 3 (2) (VA) SC & ST POA 1989, AND 2)FIR
47 OF 2020 U/S 324, 506 R/W 34 IPC 3 (1) (R) (S) 3 (2) (VA) OF SC & ST
POA ACT 1989 ON THE FILE OF LINGAMPET POLICE STATION against the
perpetrators but not arrested. The accused are staying in the village and threatening
the Scheduled castes with dire consequences if they don’t withdraw the complaints.
Facts of the case:
That the Nallamadugu village scheduled castes have approached the village
Grampanchayat with a proposal for the erection of Dr B R Ambedkar statue in the
village in the village bus stand area which is closure to the Hanuman Temple. The
village Grampanchayat in its resolution dated 23/12/2019 has unanimously decided to
erect the DR Ambedkar statue. The copy of Grampanchayat resolution dated
23/12/2019 is enclosed as Annexure – I for kind perusal of National Human
Rights Commission.
That the decision of the Grampanchayat is unanimous and it is the decision of all the
villagers at the time of passing the resolution. However the village Non scheduled
castes (Backward classes) not digesting the decision of Grampanchayat to erect the
statue of Dr B R Ambedkar. When the scheduled castes people tried to dig the pit for
erecting DR B R Ambedkar Statue on 20/03/2020 at 11:30AM, the Non scheduled
castes attacked SC abusing them touching their cases as “ Lower caste bastards,
Ambedkar is a lower caste person and his statue not deserve to be erected beside the
Hanuman Temple. Some of the photos of gathering of Scheduled castes are

The non scheduled castes attacked scheduled castes who gathered at the proposed
place in the village to erect Ambedkar statue. The above accused beaten up the
scheduled caste people and threatened that, they will beat the Ambedkar Statue with
chappals if erected in the village. The village scheduled castes approached Lingampet
police station with a complaint against the accused 1) Jaggari Pandari S/o Papaiah 2)
Aggari Rajendar S/o Gundaiah 3) Jaggari Praveen S/o Raghavulu 4) Jaggari Shekar S/o
Laxminarayana 5) Sangareddipeta Ramesh S/o Venkataiah 6) Muppidi Narayana S/o
Babaiah 7) Jaggari Jagadeeshwar S/o Sathyanarayana 8) Jaggari Bhaskar S/o Pandari.
The police registered FIR NO 40 OF 2020 U/S 506 IPC R/W 34 IPC U/S 3 (1)
(R) (S) 3 (2) (VA) SC & ST POA 1989. But police not arrested accused as such the
accused staying in the village and threatening the scheduled castes to withdraw the
compliant and withdraw the idea of erecting Ambedkar statue in the village. The copy
of FIR No 40/2020 is enclosed with this petition for kind perusal of your
authority as Annexure – III
On 21/3/2020, the Mandal Tahsildar of Lingampet, Circle inspector of police Yellareddy
area, 5 members from Ambedkar Youth 5 members from BC community people
gathered and the MRO advised villagers to be in peace for some time and he will
resolve the issues amicably. Believing the Tahsildar version, the Ambedkar Youth of the
Nallamadugu village kept quiet and depended on local authorities to resolve the issue.
However, the nonscheduled castes of the Nallamadugu villages, all of sudden on
04/04/2020, taking the advantage of lockdown, attacked scheduled castes again. They
gathered at the proposed site for Ambedkar statue and started filling up the pit that
was dug for erecting Ambedkar statue violating the orders of Tahsildar to maintain
peace in the village.
On 04/04/2020, the accused are gathered more than 20 members second time and
attacked Scheduled castes for asking them to stop filling the pits against the orders of
Tahsildar of Lingampet. The BC castes people have violated the orders of Tahsildar and
closed the pits dug for the erection of Ambedkar statue and attacked Scheduled castes,
abused in filthy language as “Mala Madiga lower caste Bastards”, to intentionally
insult in the public view. They also insulted Dr Ambedkar saying that,
“Ambedkar is a dead body and erecting his statue in the village is not
acceptable” they will blast the statue if it is erected.
The scheduled castes again approached Lingampet police station with second
complaint. Based on the second complaint, the police registered FIR 47 OF 2020 U/S
324, 506 R/W 34 IPC 3 (1) (R) (S) 3 (2) (VA) OF SC & ST POA ACT 1989. However, the
police as of now even after two months of registration of FIR not arrested the accused
and the accused staying in the village with impunity and threatening the Scheduled
caste persons to withdraw the complaints otherwise they will kill at least 10 members of
Scheduled castes. The copy of FIR 47/2020 is enclosed as Annexure - IV
It is submitted that, the nonscheduled castes in the village has socially boycotted the
scheduled castes. They were not allowed to work in the farms, Scheduled castes were
not allowed on the public paths, scheduled castes were not allowed to purchase daily
needs.
Therefore in the facts and circumstances explained above, it is prayed that the Hon’ble
National Human Rights Commission may be pleased to direct the police authorities to
arrest the accused in both cases, FIR NO 40 OF 2020 U/S 506 IPC R/W 34 IPC
U/S 3 (1) (R) (S) 3 (2) (VA) SC & ST POA 1989, AND FIR 47 OF 2020 U/S 324,
506 R/W 34 IPC 3 (1) (R) (S) 3 (2) (VA) OF SC & ST POA ACT 1989 ON THE
FILE OF LINGAMPET POLICE STATION and provide protection to the Schedule
castes of Nallamadugu village in the interest of justice and render justice.
