Dear Officers and Cadets of NPCC
Today, we come together to celebrate NPCC Day for the50th year. It gives me great pleasure to address you todayas we celebrate the Corps golden 50th Anniversary. NPCChas come a long way and has accomplished much sinceits inception in 1959.
Uniformed Groups were introduced in schools as an integralpart of our nation-building effort in the early days of self-government. From a humble beginning of only 30 cadets,NPCC is today the largest uniformed group in Singapore,with NPCC Units in 155 secondary schools and 4 tertiaryinstitutions. The total strength stands at 20 000 members.This achievement is the fruit of labour of all who have giventhemselves freely and willingly to build the National PoliceCadet Corps to be what it is today, an established andthriving youth movement in Singapore.
Leadership training and character development are keythrusts in the training framework of the National PoliceCadet Corps. The activities crafted aim to develop thefaculties of mind, heart and soul of our cadets as well asto imbibe in them important traits such as loyalty to nation,esprit de-corps, team work and respect for law and order.
NPCC has evolved and is constantly keeping pace withthe ever-changing world. It has strived to develop in cadetsand officers a sense of concern and responsibility for thesecurity and safety of Singapore - the place we call home.
Just as we are encountering difficult times now, officers,cadets and volunteers of NPCC must constantly betterourselves. Our community must remain vigilant and resilientas we brave this period of intricacy together.
NPCC movement must remain relevant during these difficulttimes by equipping our cadets with life skills, inculcatingin them desirable values and attitudes. As a cadet, thetraining you undergo would complement the education youreceive in school, in moulding you into an all-round, civicconscious, caring and responsible citizen of tomorrow.
With the tough times ahead in view of the current economicsituation, we may expect some social problems. Togetherwith the unabated threat of terrorism, we must continue tobe on our guard and work with the community to keepSingapore safe and secure. I therefore urge all of you toparticipate actively in our Community Safety and SecurityProgramme (CSSP) and Police Youth Ambassador (PYA)programme to spread the knowledge of crime preventionand anti-terrorism to families, schoolmates, friends andthe community at large.
As we celebrate our 50th Anniversary this year, I wouldalso like to take this opportunity to reflect on our illustrious
history and to acknowledge the contributions made by thecadets, officers and volunteers who had served before us.Many have contributed significantly to the growth anddevelopment of NPCC. To mark this significant milestone,I am glad to announce that NPCC will be publishing aCoffee Table Book to capture and share the stories of thepast 50 years. We hope that the publication will inspiremembers of the Corps to continue to be committed and toserve in NPCC. You can also look forward to reading thetrilogies in our NPCC Magazine, touching on the Past, thePresent and the Future of NPCC. There will be specialfeatures of cadets, ex-cadets and officers who will sharetheir experiences and views.
Today you will renew your pledge of loyalty to serve NPCCwith pride and dedication. Continue to involve yourself inthe multi-faceted NPCC training programme, acquire thelife skills that will see you through life, enrich your experienceso that one day you will look back to your days in NPCCwith fond memories of fun and camaraderie.
At this juncture, I would like to express my sincere gratitudeto the school leaders, Assistant Commandants, teacher-officers, police officers, honorary officers, cadet inspectorsand volunteers for their invaluable contributions, unwaveringcommitment and dedication to the Corps as well as theunflagging support given by the families of NPCC members.Your commitment and sharing of the Corps values andbeliefs have contributed to the success of NPCC today.We look forward to your continued support in developingour cadets into caring and responsible citizens of tomorrow.

CadetsThe total number of NPCC cadets as at 31 December2009 was 17,887, a 5.28% decrease from 18,885 in2008. There were 178 Cadet Inspectors trained in2009, a decrease of 22.9% compared to 2008. Thetotal number of Cadet Inspectors serving the Corpsas at 31 December 2009 stands at 662. The totalenrolment for the year 2009 was 4,021, which wasa 9.25% decrease from 4,431 in the previous year.
OfficersA total of 123 Officers were appointed in 2009,comprising 81 Teacher Officers and 42 HonoraryOfficers. There were 5 Honorary Instructors (non-uniformed scheme) appointed.

TRAINING AND DEVELOPMENT
NPCC has always strived diligently to provide a holistic trainingprogramme, to impart life skills that will see our cadets through life,enrich their experience and mind, as well as to provide them a platformto acquire and develop leadership skills, sound character, resilience,physical and mental strength, as well as to develop care and concernfor the others.
We have always played a significant role in enhancingthe knowledge of crime prevention and instilling inthe school population the importance of the safetyand security of our community. Cadets attend trainingcourses that will sufficiently equip them with thenecessary skills and knowledge to be responsibleand caring builders of a safe and secure home.

The Ministry of Education (MOE) cultivates nationalinstincts among students by developing an awarenessof facts, circumstances and opportunities so that ouryouths today can make decisions for their future withconviction and realism. At the same time, to developa sense of emotional belonging and commitment tothe community and nation. To work hand in handwith the MOE, NPCC conducts Civil Defence courseat HQ level so as to provide another platform toengage the minds and hearts of our cadets anddevelop in them the instinct for survival as a nation.

Resilience has always been an important focus inour training programme. The Corps provides a varietyof activities such as water confidence jump, outdoorcamping, kayaking, rafting, high ropes challenge,etc., with the aim to allow our cadets to step out oftheir comfort zones and develop life skills throughself exploration and discovery of the environment.

The Sea Unit Training for the year 2009 includesBasic Seamanship, Basic Coastal Navigation,Maritime Communication, Maritime PolicingOperations and visit to the Police Coast Guard (PCG)Base. The training involves both classroom andpractical lessons at sea. Weekly maritime lessonswere conducted in schools by PCG/ PNSmen. Thetraining evolved a whole spectrum on sea survival,safety and security within Singapore Territorial Waters(STW).

The navigation sortie took place on 29 May 2009 at the Western Sector and within the STW. Cadets in Secondary2 and 3 were exposed to onboard navigation systems. They also made several terrestrial observations so as to plotthe ships positions. Other observations included sighting and identifying the main buoys and beacons in harbour.The cadets also understood the importance of stringent border controls by the Police Coast Guard (PCG). Theysighted several PCG patrols keeping tight watch as they noticed the rotating scanners of their radars. The cadetsalso visited the Semakau Landfill, Singapore’s only landfill for waste disposal. They were briefed on the wastedisposal processes and how to contribute effectively to recycling of waste.
Navigation Sortie
Rafting for Secondary 2 cadets was conducted on 15 August 2009 at sea off Loyang Regional Base, Police CoastGuard. The cadets were trained on design and construction of improvised rafts. The training also comprised selectedrope-works and understanding of buoyancy in relation to watertight integrity. The activity also emphasised on teambonding and communication.
Rafting
Cadet Inspectors’ Basic Training Course (CIBTC) is conducted twice a year, once in June and December. A totalof 178 Cadet Inspectors were trained in 2009 - 61 in June and 117 in December.
To be a Cadet Inspector, one must achieve the competency in skills and knowledge and be ready to lead cadetsof the school unit he is posted to. This course provides trainees with adequate skills and knowledge through weeksof intensive training with the aim of acquainting them with their role in the Corps, developing character and instillingvalues as well as to better equip them with the leadership skill and ability to assist in units.
Through this course, these youth leaders had enriched their mind, strengthened their skills and fulfilled their capacityto lead.

The 65th NPCC Officers’ Basic Training Course (OBTC) is an annual training course organised to train new NPCCteacher officers to enable them to effectively and efficiently carry out their assigned duties in NPCC. All school unitswere invited to nominate new teacher officers to attend the course which was held at Home Team Academy (HTA)from 2 November to 18 November 2009.
A total of 81 teacher officers attended and successfully completed the course which consisted of non-residentialcourse at HTA and Adventure Training Camp at NPCC Camp Resilience in Pulau Ubin.

NPCC HQ organised the OC Unit Modular Course (OCMC) for newly appointed or potential OCs to acquaint themwith their roles and responsibilities in the units as OC Units as well as to update them the latest development inthe Corps. 66 officers attended the 3-Day non-residential OCMC. Mr Tay Kim Seng, Assistant Director OutdoorEducation, CCAB and Ms Linda Chia, Community Involvement Division, SPF, conducted RAMS and CSSP/PYAWorkshops respectively.

The 33rd Honorary Officers’ Basic Training Course (HOBTC) was conducted from 7 December to 22 December2009. It consisted of non-residential course conducted at HTA, and a 4-day Adventure Training Camp at NPCCCamp Resilience in Pulau Ubin. A total of 42 Honorary Officers had successfully completed the course. This coursewas coordinated by both NPCC open units (NUS NPCC and NTU NPCC open units).
The possession of content knowledge is of vital importance. The course emphasised on administration, facilitationand planning skills of officers as well as hard skills such as drills, weapon training, police knowledge and adventuretraining.

NPCC organises annual overseas educational visit to Malaysia. The purpose is to broaden the mental horizon of thecadets through first hand knowledge of the economic, social and cultural aspects of the host country, as well as to introduceto our cadets the police-youth partnership in the fight against crime.
On 26 October 2009, NPCC organised its 5th visit to PDRM and Kedat Polis Malaysia. The delegation departed on 26October 2009 and returned on 30 October 2009. The delegation comprising of 41 Secondary 2 cadets, 3 Cadet Inspectors,2 Teacher Officers, an Honorary Officer and a Police Civilian Staff Officer, was led by Mr Lak Pati Singh, Principal of StPatrick’s School and member of the NPCC Council.
The bonding of friendship was forged during interaction time between NPCC and Sekolah Tinggi Melaka Teacher Officers.NPCC also spent valuable interactive time with the Kadet Polis Sekolah Menagah Kebangsaan, Putrajaya. During the visit,positive values were inculcated in the cadets and they learnt to appreciate many things in Singapore which they had takenfor granted such as the education system, training programmes, etc. The cadets also exchanged tokens of appreciation.
The visit was a platform that allowed the interaction and communicationwith relevant personnel such as NPCC Officers, SPF Personnel and educationofficers from Pelajaran Wilayah Persekutuan. The parties exchanged ideas,knowledge and co-curriculum skills. The visits to the Police establishmentssuch as Ibu Pejabat Polis Kontinjen Melaka, Ibu Pejabat Polis DaerahPutrajaya, Polis Pantai Tasik Putrajaya, Pusat Latihan Polis (PULAPOL),Muzium PDRM and Makmal Forensik featured the PDRM line of work andits co-curriculum education programme for the Kadet Polis Malaysia.

DSP Chua Heok Teck, Head Corporate Services, Home Team Cadet Corps,led a delegation of 5 Officers, 4 Cadet Inspectors and 30 Cadets on anOverseas Educational Visit to Hong Kong and Macau on 17 November -23 November 2009. The delegation visited several Hong Kong Policeestablishments, including the Old Central Police Station, Police TacticalUnit, Police Dog Unit, Police Marine Port Base, Cheung Chau Junior PoliceCall (JPC) Clubhouse, Central Police Station, Hong Kong Police PublicRelations Branch (PPRB/ Police HQ) and Taipo JPC Clubhouse. Thedelegation also visited Macau Flying Eagle Training Centre.
This educational visit enabled our cadets to gain insights on our Hong Kongand Macau counterparts’ training facilities and operational readiness.
Through this visit, the interactions between our cadets, Hong Kong JPC and Macau Flying Eagles Association’s membersdefinitely helped to achieve the objective of developing a long-term friendship. This trip had indeed broadened the horizonof our cadets.

The NPCC Annual Parade was held at the Home Team Academy on 18 April 2009. The Reviewing Officer was DrNg Eng Hen, Minister for Education and Second Minister for Defence. The Guard-of-Honour Contingents were madeup of cadets from 47 UOPA Gold Award units. They were accompanied by cadets from 90 units in the Supportingand Flag Contingents.
Besides the parade segment, exhibitions and display were put up to showcase the 50 glorious years of NPCC toguests and VIPs who attended the event. After the parade segment, the guests were enthralled by engagingperformances put up by cadets from Kranji Secondary School, Serangoon Garden Secondary School, ChestnutDrive Secondary School, Assumption English School and Yusof Ishak Secondary School where they displayed theircreativity, vitality and talent through their dance and drills performances.

80 cadets from 80 schools participated in the National Day Parade (NDP). The intensive training commenced from12 May 2009 till 9 August 2009. The cadets demonstrated pride and perseverance during the trainings and on theactual day.
They had the opportunity to participate in the City Route March where they marched from Raffles Avenue, passedthe Esplanade Theatres on the Bay, crossed Anderson Bridge towards St. Andrews Road where they marched pastthe Supreme Court, City Hall and St. Andrews Cathedral and back to Raffles Avenue. The contingents marchedfurther down towards Paddock, passed by Marina Promenade, where the City March ceased. The total routetaken was approximately 3.25km. It was an unforgettable moment for the cadets who participated in the NDP.

The annual Inter-Area .38 Revolver Shooting Competition was held on 29 August 2009 at the Home Team AcademyRange Complex with Supt Rosalind Khoo, Commandant NPCC, as the Guest-of-Honour. For this year, 2 additionalcategories were included - the Cadet Inspectors’ Male Team Championship and Cadet Inspectors’ Female TeamChampionship.
120 male officers, 81 female officers and 92 Cadet Inspectors participated in the competition and vied for honoursin the individual categories.

the appointment of 20 Area Assistant
Commandants and 3 HQ Assistant
Commandants as well as appreciating
5 outgoing Assistant Commandants.

direction. It was a fun and interesting
retreat experience.
NPCC WORKPLAN SEMINAR
NPCC Workplan Seminar was held
on 7 November 2009 at The
Grassroot Club. More than 200
officers attended the Workplan
Seminar. The theme for the seminar
was “Enriching Minds, Sustaining
Passion”:
• Enriching Minds - Developing and
enriching the minds of our cadets
with useful knowledge and life skills
• Sustaining Passion - Maintaining
cadets’ interest through interesting
yet meaningful activities and courses
The seminar commenced with a
video presentation which showcased
the key events and work done for
2009. Officers also had a glimpse of
the events for the upcoming year
when Commandant presented the
Workplan for 2010. Deyi Secondary
School shared their unit’s best
practices with fellow officers which
were well received and commended.
Officers also formed small groups to
discuss on major topics and issues
encountered during the course of
delivering and executing NPCC
programmes and t ra in ings.
Clarifications were also sought
during the seminar. The session
was a purposeful and inspiring one
for all officers.

UNIT OVERALL PROFICIENCY AWARD
The Unit Overall Proficiency Award (UOPA) results for theassessment year 2008 were announced on 20 February 2009.Our units outperformed themselves once again, compared totheir performances in the previous assessment year. A total of47 units attained the Gold Award, with 56 and 34 units attainedSilver and Bronze Awards respectively.
The above statistics showed that 88.39% of all units achievedat least a Bronze Award. With the new additions to the numberof units attaining the Gold Award, 66.88% of all units had attainedat least a Silver award.
The following units attained the following special awards fortheir continuous effort in sustaining UOPA Gold Awardconsecutively for the respective number of years with the Corps:

The NPCC Officers’ Day and Awards Presentation Ceremony was held in conjunction with NPCC’s 50th Anniversary GalaDinner & Launch of the NPCC Coffee Table Book on 29 September 2009 at the Harmony Hall, Home Team Academy. Theevent was graced by His Excellency S R Nathan, President of the Republic of Singapore, as the Guest-of-Honour.
Assoc Prof Ho Peng Kee, Senior Minister of State, Ministry of Law and Ministry of Home Affairs, presented the PromotionCertificates to 31 officers who had promoted to the rank of Assistant Superintendent of Police (NPCC).
Ms Ho Peng, Director-General of Education, presented 5 NPCC Long Service Medals - 2nd and 1st Clasps as well as 35NPCC Service Medals to Officers who had served the Corps for 24 years, 18 years, 12 years and 5 years respectively.
The Commissioner of Police (CP) Awards were presented to deserving NPCC Officers and Cadet Inspectors for theiroutstanding performance and contributions to the Corps. Mr Khoo Boon Hui, Commissioner of Police, presented a totalof 6 CP Individual Commendation certificates, 2 CP Individual Testimonial certificates, 3 CP Team Commendation certificatesand 16 CP Team Testimonial Certificates to the award recipients.
