Higher School of Economics is one of the biggest research centers and educational institutions where economic and social sciences-related research is carried out. The Moscow-based University head office has 3 branches in the Russian cities of Saint-Petersburg, Perm and Nizhny Novgorod. In all, it has 27 faculties, 190 departments, 49 research institutes and centers, and 20 continuing education centers. HSE employs 2 thousand lecturers and 530 researchers. More than 15 thousand students of full-time programs, 730 postgraduate students and 23 thousand students of continuing education programs study at HSE.

Key Achievements in 2009–2011• the University won three multiyear awards from the

Rf government under the following Decrees: • Decree No. 218 “on the governmental support

measures aimed at Developing cooperation between the Russian higher education institutions and entities carrying out comprehensive Programs aimed at launching advanced technology manufacturing Process”,

• Decree No. 219 “on the governmental support to the innovational infrastructure Development in the federal higher educational establishments”,

• Decree No. 220 “on the measures taken to attract the leading Researchers to the Russian higher educational institutions”.

• thirteen international laboratories run by the leading international researchers were established;

• the scope of research has expanded significantly, large interdisciplinary approach-based projects have been launched in the field of economics and social science;

• the volume of applied research work has doubled. the total R&D work costs exceeded 2 bln. rubles in 2011.

• the University has developed its own in-house educational standards for bachelor and master’s degree programs.

• a new postgraduate study program has been formed along the lines of the programs offered by western universities to doctoral candidates.

• a new innovations-based bachelor degree program for those majoring in economics was organized in cooperation with the New economic school (Rf).

• the University has demonstrated success in internationalization of the teaching process. over 150 courses are taught in english, 19 programs of study developed in cooperation with the leading foreign universities are being offered to hse students,

starting from 2011 all hse graduates are issued european Diploma supplements. the University intensified its efforts within the framework of academic mobility programs for students and teaching staff; international quality assessment agencies have conducted research and educational activity assessment programs at the University.

• a comprehensive incentive system for faculty staff has been elaborated to promote creativity and pro-activeness. the average faculty staff salary at hse is higher in comparison with other moscow institutions of higher education.

• hse is the only Russian university where enrolment of students is on the rise while the quality of instruction is improving.

• hse is ranked as one of the top three universities in the Russian federation.

nationally accepted principles that enable the stu-dents to form their own flexible learning trajecto-ries.

• the learning process at hse is research-centered. the volume of student workload in traditional learn-ing formats has been decreasing significantly.

• the share of graduates with the on-the-job training experience gained during the course of studies reached 90%.

• talent attraction and retention programs are orga-nized to attract talents from the Russian regions and other countries and to encourage them to compete to get into undergraduate and graduate programs.

• hse is being transformed into the first Russian uni-versity where the majority of programs on offer are the master’s degree programs and the programs for postgraduate students.

• the collaborative partnerships are being founded with the leading Russian regional universities and the

• Performing analysis of the factors that determine the financial policy and the choice of corporate capital structure; performing analysis of changes in the company ownership profiles and corporate management schemes on the Russian market and on the largest emerging markets (in the BRic group of countries);

• Development on a national level of a methodology and instruments that can be used for statistical data analysis in sciences, technology and innovation development, including the development of a comprehensive indicator system that can monitor the innovation and data development processes on a corporate, regional or national level;

• identification of the way the social capital and cultural specifics make an impact on the national welfare and economic growth, including the development of a theory that illustrates what part the social capital plays in the modern institutional formation process, in the formation of demand for the modern institutions, and in not-for-profit entities’ self-regulation and development process; examination of the social capital accumulation process and its dependence on the demographic and cultural situation and education patterns.

• Development of a households’ social and economic behavior assessment system based upon the findings of the comprehensive annual economic performance and health problem assessments conducted by panel experts and upon the findings of the targeted examinations of certain households;

• making a Russian small business development forecast for the medium term;

• Preparation of analytical data related to the small business development and governmental support.

consulting services based on the applied research findings will be rendered to large businesses and Russian business community associations.

oTher DevelopmenT areaS in addition to the PDas, hse experts have identified two more lines of development where the University plans to occupy the leading positions in the future. the areas are: “mathematics and computer science” and “law, arts and humanities”. the enhancement of the areas will ensure the unique interdisciplinary sociological research and the research pertaining to the humanities at hse and professional support will be rendered to the researchers by the mathematical methodology and it experts. the key goal of the activities in the latter area is to meet responsibly the modern challenges posed by the Russian economy and international environment in the fields of law, humanities, sciences, education, and adjacent social practices.

inTernaTional aDviSory commiTTee of The STraTegic DevelopmenT program

the external expert assessment of the strategic Development Program is performed by the consultative bodies, international advisory committee and international expert councils on PDas. the international advisory committee (iac) was established to foster the University strategic development and help the University better position itself on the international market. the iac members monitor the Development Program implementation process, offer their strategic vision, contribute to the advancement of hse cooperation with the leading international research and educational institutions and promote hse achievements on the international market. the iac members are the outstanding overseas scholars and experts in the field of education management and research management.

the iac members have been meeting annually since 2010. at the meetings, they address the Development Program implementation issues, i. e. the policy in the field of education, theoretical and applied research issues, international expert recruitment issues, internationalization in education, international recognition of academic work results, and the opportunities for publishing the researchers’ papers in the internationally distributed journals. the iac members form their expert opinions on the work performed and offer their advice as to what should be done to the University management. the consultation sessions and meetings with the international experts where the University management issues are discussed have become an integral part of day-to-day work at hse.

inTernaTional experT coUncilS

the international expert councils (iecs) are formed to supervise the work within each PDa and to promote the efficient project integration into the global community of educators and researchers. the iecs’ members examine the progress in research and academic activity annually, assist the University in expanding the cooperative ties with the leading research and education centers, offer their recommendations as to the research work and learning process development and advise hse on the international teaching staff and expert recruitment opportunities. the iecs’ members are the renowned international experts in various fields of study. the members of iecs supervising the activities in PDas “economics”, “management”, “Public administration”, and “sociology” have been meeting regularly in person and through e-mode since 2010. the overseas experts examine the PDa development strategies and individual programs aimed at developing research and other academic activity.

HSE Partners the University is engaged in a broad scope of applied research and R&D projects and is committed as a partner to the close cooperative ties established with the federal and local governmental institutions, business companies and organizations, research institutes and the best universities. the University’s own research strategies and instruments and the instruments and strategies based on the experience gained by the international scholar community enable hse to occupy the leading positions among the institutions doing the research in the field of economics and social sciences. the key customers of the University tailored analytical solutions and commissioned research are the government of the Russian federation, the ministry of economic Development of the Russian federation, the ministry of education and science of the Russian federation, the ministry of healthcare and social Development the Russian federation, the ministry of finance of the Russian federation, the ministry of industry and trade of the Russian federation, the federal state statistics service of the Russian federation and other federal executive bodies.

the number of hse partners operating in the real sector of the economy is constantly increasing. today more than 100 companies are the University partners, and the number includes companies that play a key part in shaping the Russian national economy. they are: ОАО gazprom, oao RZD, oao aeroflot-Russian airlines, ООО gazprom mezhregiongaz, oao NK Ros-neft, ОАО Rao energeticheskiye sistemy vostoka, oao tNK-BP, oao Rostelekom, oao RUsNaNo, energoat-om state-owned company, sistema Jsfc, and others.

the main goal of the Program is to build a comprehensive system at hse that could produce innovations and identify a sustainable framework for cooperation between the researchers, business representatives and the representatives of the community within the knowledge economy. hse is committed to becoming a methodology elaboration center within the national forecasting system build by the experts representing the leading higher education institutions and is going to identify the benchmarks for the long-term investment planning in the field of research and experimental development.

international research laboratories HSE formed 13 research laboratories in 2010 - 2011. They are headed by the leading international experts. The University used its own funds to establish 9 of them while the remaining four were formed using the grant funds obtained by HSE via a grant competition organized by the Government of the Russian Federation (decree No. 220 of).

HSE major results achieved in 2009–2011 Improvements in Teaching and learning

the University has completed the transitional period and is now using the 2-level bachelor-master’s training system in all study modes and formats. the number of entrants to the master’s programs has increased almost threefold (from 754 students in 2008 to 2,180 students in 2011) during the 3-year Program implementation period. the number of master’s students at hse whose tuition is covered by the public funds is the biggest in Russia (there were 1,907 of such students in 2011). the master’s program students and postgraduate students here account for 22% of the total number of undergraduate and postgraduate students.

hse is on the Russian heis top-3 list as to the bachelor program entrant Unified state examination gPa figures. hse attracts and retains the best applicants from the Russian secondary schools and the talented international applicants.

hse competitions for the master’s and bachelor program entrants are organized in 77 Russian regions, 8 countries of the cis and in the Baltic states (armenia, Byelorussia, moldova, Ukraine, Kazakhstan, latvia, lithuania, and azerbaijan). the entrants from the Russian regions account for more than a half of the total number of students of master’s and bachelor programs at hse.

New structures that offer higher education programs have been integrated into hse. they are: the faculty of history, the faculty of Philology, the faculty of media communications, school of asian studies, and the higher school of Urban studies.

The following efforts taken by HSE management to promote young talents: • more than 15 thousand students

participated in 2011 in the interregional secondary school student competitions organized in partnership with top nine Russian heis in 77 Russian regions, 8 cis countries and the Baltic states.

• more than 600 secondary school students participated in 2011 in 10 open pre-screening tests held prior to the interregional young economist, young sociologist and some other competitions.

• about 3 thousand students participated in the master program entrant competition held in 19 Russian regions, 8 cis countries and the Baltic states.

• master program entrant Winter schools offered research and career advice to more than 450 applicants in 2011.

• there is a 1-year access course aimed at master program entrants where government funding is provided to cover tuition fee payments. 321 master program entrants took the course in 2011.

• there are courses for gifted and talented secondary school students where they can major in arts and humanities or law and history. thirty students joined the program in 2011.

• student summer camps, trainings, meetings with researchers where secondary school students can get career advice are organized in Russia and the cis countries.

hse has established its own educational standards for 18 bachelor programs and 16 master’s programs. the standards are formed in compliance with the requirements of the international community and ensure that each student can choose an individual learning trajectory.

the number of master’s programs is increasing where a wide choice of majors, concentrations and elective courses is available. forty new master’s programs and 7 bachelor programs have been shaped during the 3-year Program implementation period. in total, the University has 75 master’s programs and 33 bachelor programs on offer.

hse is being transformed into an efficient educational technology center where each student can form his/her own learning trajectory independently. the number of electives reached 74% in the master’s programs and 31% in the bachelor programs.

a properly institutionalized hse division has 9 newly formed interfaculty master’s programs on offer that are based on interdisciplinary study.

an innovative bachelor program for students majoring in economics has been developed in cooperation with the New economic school (Nes). the program is in line with hse’s educational standards. each student of the program has his/her own learning trajectory and a tutor. half of the courses in the program curriculum are the electives. the students of the program could participate in the student exchange programs organized in cooperation with the leading foreign universities and have the credits earned recognized internationally.

a new english language learning concept introduced into the learning process requires that the master’s and bachelor program students take international tests in english and that the language of teaching is english for some of the disciplines taught. more than 100 disciplines are taught in english at hse, and some of the instructors of those disciplines are international experts. the University has launched the english-language master’s program elaboration process.

hse relations with partners from world leading universities have been growing. sixteen double degree programs are on offer that are designed in cooperation with 13 universities based in the UK, germany, france, the Netherlands and luxemburg. Nine new master’s degree programs were elaborated in 2011 in cooperation with the Us, canadian, UK, german, french and italian universities.

Internationalization of the Teaching and Learning Process

STUDenT mobiliTy

the student academic mobility is on the rise. 253 international students were enrolled into hse integrated programs and regular degree programs in 2010-2011 academic year; 180 hse students from 11 faculties went to study abroad within the framework of double degree programs, student exchange programs, winter and summer international school projects. competitions are organized to support academic mobility programs where students can get financial support from the University to participate in the student mobility programs.

hse graduates get european Diploma supplements upon graduation.

the english version of hse e-portal is available to cater to the international students’ needs. hse posts information about the programs on offer in the international degree program catalogues, on the social media platforms, and in the blogs published by the overseas universities.

the University runs 29 departments that are monitored by large corporations and leading research centers. more than a half of all hse alumni have first-hand working experience before graduation.

hse has 417 continuing education programs including the МВА, DBa, mPa, and ЕmBa programs that enroll more than 20 thousand students (there were 200 of such programs in 2008). hse was the first eastern european university to get the status of a partner of the chartered financial analyst Program (cfa institute) (Usa). it is now on the same list as the top international business schools.

hse higher school of management was nominated to get 3 Palmes award designed for excellent Business schools in the independent eduniversal ratings agency’s ranking. hse mBa in finance program was in the top 200 Best master’ss in corporate finance global Ranking. hse mBa program in strategic management in the fashion industry was in the top 50 Best master’ss in luxury management fashion global Ranking. the newly-formed international institute of management and Business will offer programs developed in cooperation with the escP europe Business school and other overseas partner universities.

hse is being integrated into the international education provider constant assessment system. six assessments have been performed at hse during the 3-year period, including an assessment program conducted within the oecD Quality teaching in higher education Program.

hse became full member of the european foundation for management Development (efmD) with good

opportunities for getting international recognition of its programs within the PDa “management”. hse signed an agreement on international program recognition with the institute of electrical and electronics engineers – computer society that supported certified specialist in software Development program students grade recognition (within the PDa “management”).

the scope of research done at hse has become significantly broader. it enables the University to participate in the interdisciplinary research in the field of economics and social sciences. the research is done proactively into such new research topics as the economics of healthcare, nature management, transportation, energy sector, housing and utilities sector; assessment of assets gained in the raw materials sector, resource management, urban and regional studies, social entrepreneurship, social innovation, and information technology.

thirteen international laboratories have been opened that employ representatives of the best overseas universities (Princeton University, stanford University, columbia University, george mason University and others), including eric maskin, Professor, Winner of the Nobel memorial Prize in economics.

hse plays a leading part in making long-term forecasts in the field of social, economic, scientific and technological development. hse has begun adjusting the forecasts made for the scientific and technological development in

Russia within the period of up to 2030 and the University is in charge of managing 17 projects where various aspects of the forecasts made for the long-term scientific and technological development are examined.

hse coordinates the efforts of and assists in the methodology-related research to the centers based at the leading Russian heis that are involved in making forecasts of scientific and technological development in industrial sectors. six centers of that kind were operational in 2011.

the University has started implementing the comprehensive strategic research programs elaborated at the request of the federal government and the governments of the constituent territories of the Russian federation. the following programs are among the above projects: Russian National economy social and economic Development strategy for the Period of up to 2020 and city of moscow economy social and economic Development strategy for the Period of up to 2025 (both conducted in cooperation with the Russian Presidential academy of National economy and Public administration); samara Region economy social and economic Development strategy for the Period of up to 2030, tomsk Region Research facility Development Program within the innotomsk Project, and the state-Run Program for the Development of the field of education in moscow within the Period of up to 2018.

hse is engaged in the assessment Program aimed at examination of the key social and economic development trends. more than 10 of such assessments are conducted annually. the assessment results are used when doing commissioned research for the Rf government and serve as a rationale for making the long-term forecast of the national economy social and economic development and for elaborating the strategy for the innovative economic sectors’ development, modernization of the field of education, science, healthcare and streamlining the tools used in shaping the sectoral development policies, etc.

hse is involved in research projects launched in cooperation with such top world universities as stanford University, Peking University, shanghai University, sorbonne University, and the london school of economics and Political science.

the University is a key center of research in the field of economic and social statistics. they began designing a modern statistical data gathering system that would be based on the current international statistical data gathering standards. hse was engaged in unparalleled pilot projects dedicated to building a statistical data system to be used in the nanotechnology-related sectors.

hse plays a large part in furthering the research work aimed at improving efficiency of the public and municipal management system. a concept for the Rf civil service system development is being elaborated and a theory of public bureaucracy is being formulated that would be is line with the tasks that an efficient public administration system has in the 21st century.

the volume of the applied research work has almost doubled during the 3-year Program implementation period. the cost of such R&D work was about 700 mln. rubles in 2008 and more than 1.3 bln. rubles in 2011.

the number of customers of commissioned R&D work also went up from 100 in 2008 to 160 in 2011 since the University research divisions had made efforts to identify the unoccupied market niches for the new research. the share of extrabudgetary funds within the research financing scheme has become much bigger. Within the total amount allocated for the applied research, the share of the funds offered by the federal executive bodies ac-counted for about 80% in 2008 and not more than 40% in 2011. at the same time, the share of the commissioned re-search work grew from 10% in 2008 to 42.2% in 2011 that was performed for the Russian customers (including the business companies within the real sector). hse stepped up its cooperation with the regional entities. the share of the commissioned research work performed for the Russian

regional customers almost doubled in comparison with the figure observed in 2008. the long-term strategic cooperation agreements are being prepared jointly with ОАО gazprom, ОАО Rao energetiches-kiye sistemy vostoka, oao oboronprom, oao Rosgeologiya, oao aeroflot-Russian airlines and other companies, samara Region entities, tambov Region partners, other regional part-ners, and the leading Russian higher education institutions. the number of publications by hse researchers and faculty staff in the peer-reviewed journals is increasing. Judging by the statistics of the social science Research Network (ssRN), one of the biggest e-depositaries of the english-language research works, hse is on the top-100 research center publication activity list.

“A proactive effort taken by the University divisions and its teaching staff in order to meet the practical needs of the market sectors is an example of the business activity. The University goal is to support creative efforts taken by the individuals who can implement the innovations-based projects.”

hse council for innovative entrepreneurship was founded that is headed by ivan m. Bortnik, chair of the Board of supervisors of the foundation to support small enterprises in the Domain of science and technology. the renowned representatives of the business and academic community, venture companies and Russian innovative institutions are the members of the council whose efforts help hse become integrated into the all-Russia scientific researcher’ and innovators’ network. the University supports the technology platforms’ developers proactively while rendering assistance to them in terms of the methodology development, project administration, data provision and experts’ assistance. hse is one of the founders of “Deep Processing of hydro carbonated Resources” and “healthcare of the future” technology platforms. hse research findings commercial distribution system has been elaborated.

the commercial secret protection system is in place. the University has its own intellectual property protection guidelines; the accounting system is built to protect the ownership of the most significant copyrightable subject-matter. acting in cooperation with the external entities, hse branches have founded the regional innovative entrepreneurship support centers. a Business incubator has been built at hse Perm Branch and a Business center has been founded at hse Nizhny Novgorod Branch. ooo “innovation center of the higher school of economics” company has been founded where hse is the holder of the 100% of shares. it will represent hse in business relations (incl. joint innovative business projects, capital share agreements, and management of start-ups). in order to form incentives for the innovative activity of the teaching staff, undergraduate and postgraduate students, a foundation for innovative entrepreneurship support was founded at hse. the foundation goal is to decrease the innovative project managers’ risk exposure at all phases of operation, starting from the idea elaboration phase to the operational prototype phase. thirty five innovative hse staff and students’ business projects examined during two competitions were given a go-ahead. a special business community is being formed at the business development centers at hse moscow facilities and regional branches. the events organized by hse attract more than 10 thousand people. the University has evolved into a start-up supporting environment that supports dozens of startups and attracts new businessmen and innovators based at other Russian heis, including the regional institutions. hse is forming a broad network of innovative partners. the University has signed cooperation agreements with more than 20 overseas universities and other organizations based in the Usa, europe and south-east asia. the University presents its projects at the largest international business competitions. they are supported

hse has developed the 3rd generation of federal educational standards for the master’s and bachelor programs in economics, sociology, Public administration, management and Business informatics. the University has been transformed into a methodology development center that elaborates programs of study that are based upon those standards. it is rendering consulting services regularly to other Russian heis’ representatives. the scholars, experts, students and teaching staff members have free access to hse three corporate e-portals where a wide range of research works, analysis findings and materials related to the field of education are published. the number of the portals’ visitors is now exceeding 10 mln. people. economics. sociology. management. federal educators’ portal (located at http://ecsocman.hse.ru) publishes more than 3 thousand new research works and educators’ materials annually. an internet journal publication page is in place where 40 journal

e-publications are posted; the portal experts offer their career advice and render consulting services to the bachelor and master’s program entrants, internet conferences are organized; a map of the Russian Regional educational institutions is being drawn that will include data on the top Russian schools. a venue for discussions where the Russian modernization issues are discussed by the leading Russian and international experts is located at “open economics” experts’ portal (http://opec.ru). a map of Russian Research centers is being prepared. it now includes 190 research centers located in 33 Russian regions that specialize in doing research in the field of economics and social sciences. education data distribution project (http://rian.ru/edu_analysis/) is implemented in cooperation with the Russian Ria Novosti news agency. Within the framework of the project, the experts discuss pressing issues related to the Russian education policy, offer their advice to the educators, learners, and their parents; conduct annual hei transparency assessments monitoring their application and enrollment procedure characteristics, compile ratings where they reflect the heis’ research and publication activity. a grade calculator tool is in place that examines the Unified state examination grades of an entrant and calculates the probability of his or her enrollment into the Russian heis. a digital version of hse comprehensive archive of sociological and economic Data is being formed at hse corporate portal (http://www.hse.ru) that would include unique arrays of empirical data that would serve as a theoretical base for the research and analysis. a video material page (http://www.hse.ru/video) compiled in line with the standards of portal construction of the leading overseas universities is available at hse portal. it contains video recordings of the most significant various topics-related events organized by the educators and researchers (including the video recordings of lectures and speeches offered by the top international experts.)

in order to promote the University’s research findings, they prepared descriptive abstracts of the research projects implemented within hse fundamental studies Program for the Period of 2006–2010. the english version of hse research project database and search engine (http://www.hse.ru/en/org/projects/) is under construction. Digital versions of all hse journals are available to the public online. hse corporate e-portal in english is constantly expanding and encompasses the pages of all hse divisions and all hse staff personal pages. the corporate e-portal in french that includes the basic information about the University. hse organizes more than 300 open access academic community events (including about 20 international and all-Russia conferences) where topical social and economic issues are discussed by the experts, policy-makers, representatives of the business community and the public community organizations. hse Publishing house has developed 5 book series, that is, economic theory series, social theory series, Political theory series, theory and Practice of education series, and cultural studies series. today this is the first large-scale publishing project developed by a Russian university that relates to the political, social and economic theory. hse Publishing house publishes more than 150 research works and books aimed at students and faculty staff members each year. in order to further hse-alumni interaction system, a database with information about the alumni has been developed and a special internet page has been opened (http://www.alumni.hse.ru/) that unites the alumni into a single social network. hse is going to pursue involvement of the alumni into the work within educational, research and innovative programs, as well as the professional competences assessment programs aimed at identifying the competences that are in demand on the labor market.

hSe higher School of eDUcaTion projecT is aimed at distributing the best practices gained in didactics and managerial tool development within the field of general secondary and higher education.

They organized the following within the project framework:

• master’s programs in educational management where highly-qualified practitioners are trained. today the students of the programs are 162 experienced experts.

• master’s programs for school teachers in hse key research areas aimed at formation of a new cohort of secondary school teaching experts. today the program students are more than 300 teachers.

• short-term advanced training programs in economics, social science, law and mathematics for teaching methods specialists and secondary school teachers. 242 teachers and teaching methods specialists took the advanced training course in 2011.

• the support is rendered by hse experts to developers of the top Russian universities’ development program (incl. the far eastern federal University, Urals federal University, Kazan federal University, irkutsk state technical University, tomsk consortium of Universities and others.)

an international Recruitment committee has been formed at hse to recruit international experts who hold PhD degrees and have work experience gained in the leading overseas universities. forty job seeker competition international winners were hired by the University as full-time employees. in total, the University employs 76 PhD holders. about 50 overseas researchers and lecturers are engaged in the teaching and learning process and the research work each year.

an efficient system that supports interaction between the teaching staff and the University management is in place. a comprehensive incentive system has been formed to promote teaching staff and researchers’ engagement in the creative activity and innovation generating process. among other things, the system includes an academic bonus payment scheme; researcher competitions organized by hse educational innovation fund; individual researcher work and teamwork-based project managers’ competitions organized by hse academic fund, a grant co-financing system developed in cooperation with the Russian foundation for fundamental Research and the Russian humanities Research foundation, and an academic mobility support scheme.

about 30% of the teaching staff get academic bonuses for

their research work, and 45% of the teaching staff are now engaged in the research and project work. Due to the fact that an average salary of hse faculty staff member is higher than in other state-funded moscow heis, hse can hire highly-qualified experts. the practitioners who have outstanding work record are among hse employees. today the number of such people on hse payroll list exceeds 200. hse researchers, teaching and administrative staff members are welcomed annually to take a comprehensive advanced training program at the moscow hse head office and at the regional University branches. a newcomer orientation program for new lecturers has been launched. more than 100 people took part in it in 2011. a system is in place that supports academic mobility, academic partnerships, and overall international cooperation between the researchers, teaching staff, undergraduate and postgraduate students who do theirs research within the PDas. 278 members of hse teaching staff and postgraduate students participated in the internship programs organized by the top overseas universities and research centers.

a competition was organized for the hse alumni and young lecturers seeking places within the postgraduate programs offered by the leading foreign universities. hse provided financial support to the competition winners during their preparation to thesis. academic Writing center provides assistance to faculty staff, researchers and postgraduate students to prepare english translations of their papers for the further publication in international journals.

the teaching assistants’ positions were included into the University payroll list in order to decrease the teaching and enlarge the personnel pool used to recruit new faculty staff from within. there were 164 tas recruited from the hse student cohort in 2011. the University personnel pool now includes 238 people. there are special advanced training programs, internship programs, and trainings, as well as academic bonus payment programs aimed at people from various personnel pool groups.

hse facilities used for the purposes of instruction have been modernized. there are new student dormitories, classroom buildings, laboratories and Business incubator offices. the building and construction process has been completed at the hse voronovo suburban academic center that includes a dormitory accommodating 166 people. a building located at moscow slavyanskaya Ploshchad has been reconstructed to accommodate the research laboratories. major repairs have been made in the hse

11,000 m2 building located at 26 Ulitsa shabolovka in moscow. the hse Nizhny Novgorod Branch facilities now include a totally new classroom building and a dormitory as well as a 6,000 m2 reconstructed classroom building. the growing Business incubator now has additional 1,500 m2 of useful space. the Pokrovka center for instruction and Research is being reconstructed. three dormitories located within the odintsovo District in the moscow Region can now accommodate 5,200 people.

all hse key research centers and laboratories have state-of-the-art computers that enable operations with the modern databases and use of data analysis and computer-based scenario modeling applications.

the modern e-learning environment-based learning management system (lms) aimed at improving quality of provision is being introduced into the teaching and learning process. the lms upgrades the learning process by incorporating the internet-based media technologies into it and enables real-time data exchange and interaction between the students and the instructors, teaching methodology development, individual learning scenario and student progress assessment scenario development. the lms is integrated into the other information systems that support the teaching process and enables automated development of student password-protected personal pages and discipline instructor pages that can be accessed by the students who have the discipline on their curriculum. the system now has 22.4 thousand registered users.

the “applicant-Undergraduate-graduate-alumnus” (aUga) system that contains information on the student cohort and the teaching and learning process has been expanded and upgraded.

cutting-edge technology-enabled student self-assessment kits are used. an automated system is in place that screens the students’ final written papers to identify the cases of cheating and plagiarism.

the University comprehensive e-filing and record management system has been upgraded. hse is ready to begin transition to the paperless offices.

the number of the international e-data sources available to hse e-library users is increasing. the year-to-year growth is observed in the number of international collections of monographs and periodicals, statistical and financial databases available to http://library.hse.ru/e-resources/e-resources.htm page users. the number of full-text digital editions available to the e-library subscribers has reached 85 thousand, and the number of on-line data portals they use has reached 40 thousand.

the library users can make use of the subscribers’ service which is unique for the Russian libraries and subscribe to overseas jour-nals dedicated to the studies in the field of sociology, econom-ics, arts and humanities, and mathematics. there are more than 18 thousand periodicals and book series in the e-library. the library users can get free access to the Web of Knowledge and scopus databases, World Bank and oecD resources, imf, gmiD, Datamonitor statistical data, and other databases. there is a library collection of 80 thousand items that includes english- and Russian-language books distributed in e-mode. there is also a collection of dictionaries and encyclopedias pub-lished in this country and abroad. the users can get access to a database that includes full-text e-editions of theses by overseas authors, to Questel QPat patent information database, and to the full-text editions in the Russian periodicals collection that includes about 2 thousand items.

the number of various University e-databases has become bigger. for instance, to name just a few, an e-database of disciplines in Russian and english, an e-database of hse research projects in Russian and english and an e-database of theses defended at hse are available.

some new computer classrooms are operational and the legacy computer classroom equipment has been upgraded. mobile interactive applications are purchased that made computerized classroom workload monitoring process much more flexible. all the computers are connected to the internet, the e-library portal and the University databases.

eighteen University buildings are wirelessly connected to the internet.

the multimedia communications devices are installed in hse conference rooms and some of the classrooms that can serve as platforms for mice events. the

device list includes video conferencing equipment; video broadcast equipment and multiple language simultaneous interpreting equipment. the number of video conferencing and video broadcast equipment-enabled events has grown more than threefold during the 3-year Development Program implementation period.

hse student dormitories accommodate all hse students who do not reside permanently in moscow.

much attention is paid to the faculty staff and student service rendering system development that enables service rendering in data distribution, teaching , career advice, psychological consulting, medical aid, sports and recreation, and culture program development.

in total, it is planned to allocate 2,392 mln. rubles for the Program implementation within the period of up to 2018. the sum includes the federal budget funds in the amount of 1,560 mln. rubles and the co-financing project funds in the amount of 832 mln. rubles.

from 2009 to 2011 the federal government allocated 680 mln. rubles for the Program implementation purposes and 171.8 mln. rubles were allocated in line with the co-financing scheme (while it was planned to allocate 136 mln. rubles.)
