PRINCIPLES
LAW 11,947/09 - art. 14 - At least 30% of the total resources sent by FNDE to the States, Federal
District, Municipalities and Federal Schools must be used in the procurement of food directly from
family farming.
Art. 14 §1 – The acquisition referred to by this article may be performed without bidding
procedures, as long as prices are compatible with those practiced at the local market and
food items fulfill the quality control criteria established in the norms that regulate the
matter.

Definition of Acquisition Price – Price Survey
Ministry of Education
- Performed by Project Executor in, at least, 3 markets in the local scale, prioritizing the fair of family agriculture producers,
- In the price survey, add the intakes required in the public notice, such as transportation, packaging, taxes etc. The average price observed is theacquisition price.
- The acquisition prices must be published in the notice of the public calland shall be the prices paid to the family farmer for the supply of thefood item.
