Colombian Customs, through the Unique Model of Revenue, Services and Electronic Inspection (MUISCA), which represents the new way of managing and integrating areas, concepts and data, has made it easier for users to fulfil their duties and exercise their rights (tax and foreign exchange 2004, Customs 2008)
MUISCA is a comprehensive management model that establishes the organisational, process and technological aspects as fundamental issues (past, future course. Standardises procedures).

The idea of having a modern building that is adjusted to suit the growth being experienced in passenger and cargo transport, led the Civil Aeronautical Authority and OPAIN to make it official on September 18, 2008, the decision to demolish the existing air terminal in order to construct a new one.
The cargo terminal will be delivered first of all, then works will begin to demolish and construct the international dock and lastly, between 2011 and 2012, the national dock will be demolished once the rest of the airport is functioning.

PHASE 1.
The expansion and remodelling of the El Dorado International Airport made its first advancement on March 20, 2008, when OPAIN delivered the works stipulated under Phase 1 of the contract with the Civil Aeronautical Authority.
The works included, among other aspects, a new façade, new offices for airlines and the modernisation of the access roads leading to all entrances and special counters for disabled and elderly passengers.

PHASE 2.
The first phase was immediately delivered and the construction of the second phase began, which will be completed in mid-2009. Highlighted among the works is the new cargo terminal.
The terminal currently has an area measuring 30,900 m2, while the new terminal will have 57,600 m2 of area for handling cargo. The current space presently allows 11 aircraft spots, while the future space will allow for 26.
In addition, the Administrative Cargo Centre will be built with an area of 7,000 m2. At present, all entities involved in air operations are dispersed. The new Administrative Cargo Centre will house entities such as the DIAN, the ICA and the Airport Police. It will be a unified headquarters that will speed up the cargo registration and inspection process.
