AS 2047-2014 Windows and external glazed doors was published in September superseding the 1999 edition which is referenced in BCA 2014. The new edition includes hinged, pivot and bi-fold doors; aligns with AS 4055 Wind loads for housing; provides additional guidance for larger size windows and updates requirements for windows made from PVC-U. This standard has been made obsolescent. There is no replacement standard. It setout requirements for electric lifts and was complimentary to AS 1735.1.

($223.48) This standard supersedes the 1996 edition. It specifies the type and layout of signals, aspects and displays to be used at locations controlled by traffic signals including overhead lane control devices. Basic requirements for signs and pavement markings to be used in conjunction in accordance with AS 1742.2. The standard does not cover railway level crossing signals of the type described in AS 1742.7 nor portable traffic signal which is covered in AS 4191. It specifies provisions for prepainted metal, metal and organic film/metal laminated shape or sheet rainwater goods, and metal accessories and fasteners. Referenced worksection: 0272 Asphaltic concrete.AS/NZS 5125 Heat pump water heaters - Performance assessment.Part 1:2014 Air source heat pump water heaters. ($223.48) This standard supersedes the 2010 edition. It specifies the test conditions and test procedures for determining the energy performance characteristics of single-circuit air source heat pump water heaters. It applies to both stand-alone heat pump water heaters and heat pumps with the condenser integral with a storage tank. Includes a performance test for assessing performance against minimum performance requirements for heat pump water heaters. Referenced worksections: 0802 Hydraulic design and install; 0813 Water heaters.AS/NZS ISO 19011:2014 Guidelines for auditing management systems. ($268.67)This standard supersedes the 2003 edition. It provides guidance on auditing management systems, including the principles of auditing, managing an audit programme and conducting management system audits, as well as guidance on the evaluation of competence of individuals involved in the audit process, including the person managing the audit programme, auditors and audit teams. It is applicable to all organizations that need to conduct internal or external audits of management systems or manage an audit programme. The application of this International Standard to other types of audits is possible,

provided that special consideration is given to the specific competence needed. Referenced worksections: 0010 Quality requirements for design; 0160 Quality; 0161 Quality (Construction); 0162 Quality (supply).

STANDARDS NEW The most significant standards published in June, July and August 2014 which you may need to refer to in a specification, but are not yet cited in NATSPEC, include:

AS/NZS ISO/IEC 14763 Information technology – Implementation and operation of customer premises cabling.Part 2:2014 Planning and installation. ($404.91)This is a new standard. It adopts ISO/IEC 14763-2:2012 to specify requirements for the planning, installation and operation of cabling and cabling infrastructures (including cabling, pathways, spaces, earthing and bonding) in support of generic cabling standards and associated documents. Relevant worksection: 0911 Cable support and duct systems.SAA HB 198:2014 Guide to the specification and testing of slip resistance of pedestrian surfaces. ($110.35)This is a new handbook. It provides guidance on the application of slip resistance standards AS 4586 and AS 4663, and commentary on relevant parts of the National Construction Code (NCC). Relevant subgroups: 001 General; 025 Landscape cultivation; 027 Pavements; 028 Pathways; 031 Concrete; 038 Timber; 041 Tanking and damp-proofing; 054 Access floors; 061 Trowelled and sprayed coatings; 063 Tiling; 065 Floor surfacing; 114 Flexible pavements.

OTHER STANDARDSMiscellaneous publications published in June, July and August 2014 which may be of interest to specifiers, include:

AS/NZS 4707:2014 Chain of custody for forest products. ($187.49)This standard supersedes the 2006 edition. It sets requirements for the chain of custody of forest products marketed with claims about certification under the Australian Forestry Standard (AFS). Products with the AFS certification claim and/or label deliver confidence to customers and consumers that the raw material originates in sustainably managed forests, recycled material, and controlled sources. AFS certification also covers health, safety and labour related requirements. “AFS Controlled Sources” addresses the risk of using products from controversial sources, including legality aspects. The aim of communicating the raw material’s origin is to encourage demand for and supply of products originating in sustainably managed forests, thereby stimulating market-driven continuous improvement of management of Australia’s forests. Relevant worksection: 0185 Timber products, finishes and treatments. AS/NZS 60076 Power transformers.Part 1:2014 General (IEC 60076-1, Ed. 3.0 (2011) MOD) ($346.83)This standard supersedes the 2005 edition which is available superseded. It adopts IEC 60076-1, Ed. 3.0 (2011), which provides manufacturers, suppliers, test laboratories, purchasers and users of power transformers with general requirements for three-phase and single-phase transformers. The exceptions are some small and special transformers. Relevant subgroup: 093 Power supply equipment.

UK Commission for Architecture and the Built Environment (CABE)

Better Public Building, 2006

Major clients across Australia, including some Government departments, require consultants to subscribe to NATSPEC and use the national specification for their projects. Why? The use of an up-to-date, national specification system, such as NATSPEC, provides a baseline level of project quality and gives major clients a more reliable basis for assessing tenders and construction.

A quality construction specification based on NATSPEC also reduces the number of variations by allowing a clear understanding of the acceptable level of quality for the project. It streamlines communication between government departments, contractors, subcontractors, designers, architects and project managers.

Only a regularly updated construction specification system is compliant with the National Construction Code and Australian and international standards. The NATSPEC team of 20 is dedicated to monitoring the changes in regulations, standards, products and technological developments - a task that is not economically viable or efficient for most individual consulting practices to undertake.

From the cradle …

The Illegal Logging Prohibition Act 2012 criminalises the importation into Australia of illegally logged timber and any product made from illegally logged timber as well as the processing of domestic raw logs which have been illegally logged. In addition, from 30th November 2014, the Illegal Logging Prohibition Amendment Regulation 2013 takes effect. This regulation requires importers of regulated timber products and domestic processors of raw logs to have a complying due diligence system in place to minimise the risk of importing or processing illegally logged timber. The list of regulated timber products includes all sawn timber, decking, mouldings, plywood, particleboard, MDF, joinery items such as timber doors and windows, most pulp, paper and cardboard products as well as most timber and timber-framed furniture.

For the majority of imports which are from areas or species with a low risk of illegal harvesting, only minimal diligence will be needed. For imports from higher risk areas and species, the use of certification schemes will be recognised as best practice.

The revised standard AS 4707 Chain of custody for forest products published in July 2014 underpins the tracking of wood or forest products originating from sustainably managed, certified forests through all phases of ownership, transportation and manufacturing to the end consumer. Sustainably managed forests are certified under the Australian standard

for Sustainable forest management (AS 4708:2013 Sustainable Forest Management – Economic, social,environmental and cultural criteria and requirements).

These two Australian standards form the core of the Australian Forest Certification Scheme (AFCS) managed by Australian Forestry Standard Ltd (AFS Ltd) and the Forest Stewardship Council’s (FSC) chain of custody (CoC) certification system.

AUS-SPEC News

AUS-SPEC Building maintenanceThe AUS-SPEC October 2014 Update, has focused on the 1500r NATSPEC Maintenance reference specification and related worksections, including 1501 General requirements – building and facility (Maintenance).

1530 External works (E) is a new Activity specification worksection for maintenance of external works associated with buildings and facilities, including landscaping, external pavement, irrigation, stormwater drainage and shade structure.

Sewerage systemsThe following worksections have been significantly revised to reflect changes to the new WSA 02 Gravity Sewerage Code of Australia:➢ 0076 Sewerage systems – reticulation (Design).➢ 1361 Sewerage systems – reticulation (Construction). Schedules for different types of pipes have also been added to this worksection.

Urban and open space maintenance1351 Stormwater drainage (Construction) now includes bioretention sytems/raingardens maintenance.

1417 Care of trees and shrubs has been revised to include requirements for inspection and assessment of (significant and newly planted) trees and reporting of tree failure.

1478 Public art is a new Activity specification worksection for maintenance of public artworks in parks and recreational areas, such as statues, water features, sculptures and memorials.

New TECHnotesNATSPEC TECHnote GEN 019 Using AUS-SPEC for contract documentation gives an overview on using AUS-SPEC for standard and period supply and service contract documentation for general operations, community services and the design, construction and maintenance of assets. NATSPEC TECHnote GEN 023 Using AUS-SPEC for management of unsealed roads is a concise guide to using AUS-SPEC for the design, construction and maintenance of unsealed roads.

Sustainability in Public Works ConferenceThe Improving sustainability of local infrastructure using AUS-SPEC paper waspresented at the 2014 IPWEA Sustainability in Public Works Conference. It provides an overview on using AUS-SPEC for sustainable planning/design and procurement, and maintenance. The paper can be downloaded at www.natspec.com.au.

Mandating standards

Contract documentation should clearly specify product standards and the required evidence of conformity. Product standards should refer to relevant Australian Standards. Where there are no relevant Australian Standards, relevant international standards or authoritative industry sources should be utilised.

The Australasian Procurement and Construction Council (APCC)

Procurement of construction products - A guide to achieving compliance, 2014

Standards are voluntary documents that become mandatory when referenced in regulations, legislation or the contract documents.

NATSPEC is a tool for documenting standards within the specification. NATSPEC references more than 1,500 Australian standards in its worksections for incorporation as required by the specifier.

NCC 2014, BCA Specification A1.3 references 152 Australian standards as primary documents. Of these, 22 are superseded by later editions.

If the NCC cites a superseded document, NATSPEC considers both the NCC referenced edition and the latest edition of the document. NATSPEC gives Guidance where a conflict exists between the two editions. The specifier may choose between the deemed-to-satisfy superseded standard or an alternative solution using the current standard.

Standards made obsolescent by Standards Australia are not recommended for new construction or as current practice, but are retained to provide for servicing of existing requirements. Generally, NATSPEC does not cite obsolescent standards for more than 6 months following obsolescence and provides Guidance to the specifier of the standard’s status. Expired standards that have not been revised or withdrawn may be referenced.

AS 3566.2 Withdrawn

For the April 14 Update, NATSPEC updated its information to reflect that Standards Australia had made AS 3566.2 Self-drilling screws for the building and construction industries – Corrosion resistance requirements obsolescent.

Standards Australia has since withdrawn this standard stating in their media release dated 29th May 2014 that the standard ‘is no longer relevant’. NATSPEC has therefore removed all reference to AS 3566.2 from the October 14 Update.

Manufacturers are likely to still use the classifications listed in AS 3566.2, for describing the corrosion resistance of their products, until a new standard is published. It is therefore up to the specifier to decide if they wish to call up corrosion resistance requirements for self-drilling screws using the withdrawn AS 3566.2 classifications within their edited project specifications.

AS 3959 - 2009

AS3959:2009 specifies the construction requirements of buildings in designated bushfire prone areas to improve their resistance against bushfire attack.

There are 6 BAL’s (Bushfire Attack Levels) that are used to determine the required construction from BAL-Low (no threat) to BAL-12.5, BAL-19, BAL-29, BAL-40 and up to BAL-FZ (high threat).

Ember attack is one of the most common ways a building can catch fire during a bushfire with embers collecting in the window frames and doorways making it imperative these elements of the building are up to Australian Standard. To achieve the various BAL’s, appropriate door and window seals in conjunction with an approved system can be used.
