• Due to concerns voiced at the prior PSAP Manager meetings pertaining to the difficulty in completing the Revenue-Expenditure report, the form has been revised so the PSAP manager will now complete the form and the Finance Director will review for correct expense amounts.

• Both, Finance and PSAP Managers will need to sign the form to confirm all content is valid and authorized for the fiscal year.

For the one administrative line per answering position in a primary PSAP, the features of caller identification (call ID), three way calling, call forwarding, multi-line hunt and the cost of long distance charges necessary for reestablishing contact with a 911 caller. Funding for each administrative line will not exceed $ 75.00 unless prior approval is received from 911 Board Staff. (January 24, 2014);June 19, 2015)

Telephones sets used to answer 911 calls, including CPE equipment, headsets, monitors, keyboards, mouse and servers used exclusively for telephone sets. Interpretive Services (e.g. Language Line or Omni Lingual) Service provider selective routing and ALI provisioning charges

Data connection for the sole purpose of collecting call information for analysis. If connection is shared with non eligible 911 devices, then only a percentage of the eligible 911 cost is eligible. (August 24, 2012)

Funding for computer work stations without monitors will not exceed $1,000, and such work stations will not be subject to a percentage allocation. Funding for computer workstations without monitors exceeding $1,000 and that are used for 911 eligible and ineligible applications will be eligible for the percentage of the cost of the work station representing the 911 eligible use. Supporting functions (implemental functions): The costs for maintenance, database provisioning, and addressing functionsimplemental to receiving and utilizing voice and data at the appropriate PSAPand the maintenance of dispatch equipment located exclusively within abuilding where a PSAP is located. Any PSAP must provide adequatedocumentation: upon request indicating the appropriate statutory authoritysupporting the cost of providing those functions for in-house functions by invoicing or chargeback as consistent with accountingpractices (a sample invoice is available from 911 Board staff), that the rate provided has been compared with third party vendors forreasonableness, If the rate is higher than comparable costs, the PSAP must provide additionaldocumentation justifying the higher charge, and that the work is performed by qualified personnel.(September 10, 2010; June 19, 2015)

I suggest that you eliminate the "should have known" language regarding sanctions and allow us a 60 or 90 day window to appeal.

Reorganized – see .0109 The language is typical and repeats the legal standard of action when a party knew or should have known that the party had cause to do something.

09 NCAC 06C .0107(b) PSAP HEARINGS

Requests for hearings shall be made in writing to the Executive Director and Chair of the Board and shall be filed within 30 calendar days after the aggrieved party knows or should have known of the facts giving rise to the request. A request for hearing is considered filed when physically received by the Executive Director or Chair. Requests filed after the 30 calendar day period shall not be considered. 09 NCAC 06C .0204 PSAP REPORTING

The 911 Board must work to reduce the impact of reporting on local staff times. Of all reporting requirements in local government, the 911 reporting is the most cumbersome of all.

09 NCAC 06C .0206(b)(4) BACK-UP PSAPs

What exactly is the annual reporting requirement? Does that mean you want to know if we utilized it in the last year?

.0206 is substantially revised per RRC suggestions. The reporting obligation is questioned by RRC

09 NCAC 06C.0207 PSAP OPERATIONS AND MANAGEMENT

All operational standards should be removed from the rules. Performance Measures can effectively be utilized to establish quality of service such as the 90% rule, but dictating FTE’s and roles imposes on local authority and budgets and is an unfunded, and unnecessary, provision.

09 NCAC 06C.0207(a)(1, 2) PSAP OPERATIONS AND MANAGEMENT, Personnel

Qualified technical assistance available is not a clear definition. Will this definition change as the 911 board wishes it to over time? What is the definition of available as this can mean on call within a few hours, contacted by phone, or are they expect to be available to help at all times?

09 NCAC 06C.0207(a)(5) PSAP OPERATIONS AND MANAGEMENT, Personnel

We have a policy detailing controlled access to our PSAP as well as other areas of the department, but this definition does not give us full insight into what will be mandated.

PSAP Compliance/Inspection Process

• Once Rules are approved, compliance process will begin.• PSAP Inspections done by Board staff and PSAP Peer Reviewers,

currently 10 volunteers have been identified.• Inspection will consist of a checklist, provided well in advance of the

inspection date. • PSAPs will be given time to address/correct any identified problems.• Goal is to assure PSAPs are operating at or above a minimum

operating standard, not to penalize a PSAP for shortcomings.
